group representing costco workers across 6 states reaches an agreement with the company before the midnight deadline preventing thousands of workers from walking off the job. and rain returns to the bay area. we're tracking this atmospheric river and the flooding impacts. you could see. >> it said. good morning. thank you so much for joining us here on the kron. 4 morning news. i'm stephanie lin. >> it's saturday, february the first let's get you started with a look at the weather headlines with kathy trafton. good morning, cathy. good morning, stephanie. and welcome ever wear to a book. >> and a brand new weather pattern after a really dry january, unusually dry. >> finally, we get some rain has been a real concerr for our water supply. of course, nice view of sfo. things okay there. you can see the precipitation has weathered the pavement. there weather

heaelines. it's a flood watch. that's in effect through tomorrow night through sunday night at 10:00pm and it's going to be wet and windy today with increasing intensity for quite a few hours before the winds kind of let up a little bit sunday. we get a bit of a break. light showers, a beautiful day for us and more precipitation coming in on monday. wet and windy once again. so here's a look at what's happening. radar showing precipitation all the way from northern california down to about santa cruz county watsonville, southern santa cruz county. and that's exactly where the flood alert is actually in effect. you notice from reading all the way down to watsonville from the sierra all the way over to the coast. so here it is. now this is concern for wet roadways, especially in low-lying areas where there's bad drainage. there could be some minor flooding. but overall, we've got a lot more to talk about and whether it's all coming up, stephanie. >> all right, kathy, thank

you. the san francisco parts of the city could see flooding tied to the wet weather. kron four's gayle ong shows us the areas most vulnerable umbrellas were out in san francisco friday. this after a prolonged drying trend in january. always excited to have rains as long as they don't cause a lot of damage. much of the bay area is under a flood watch through the weekend. that does include the san francisco. >> rachel gordon is with san francisco. public works. we are working and regular meetings all the time, making sure that we're working in conjunction, for example. >> the public utilities commission in public works. we try to do or best to keep the storm drains clear, working in tandem with that. so getting information out to the public so people know what's going on and what they may need to do. the national weather service cautions we could see flooding in the city's poor drainage areas on friday. people stop by the city sandbag distribution center at kansas and warren streets. san francisco residents can pick up 10 free sandbags. the bay area is expecting anywhere between one to 3 inches of rain through and another post storm is expected next week.

>> gordon gives this advice if you're >> a tenant or home owner of business, take a broom and sweep up in front of your properties, try to get the leaves and litter up. so it doesn't go into the storm drain and that way we can help prevent localized elooding and the city's public works. department is asking the public to call 3, 1, 1, to report any flooding or downed trees. and if you see any downed power poles to call 9-1-1, reporting in san francisco, gayle ong kron. 4 news. >> chp is on high alert for crashes related to the wet weather. >> rain doesn't cause the crash. is the drivers do so really? it all just comes down to. remembering the rules and paying a little extra attention to them because you need extra time to get where you're going and you need extra time to stop. >> officers plan to be on patrol this weekend. looking for speeders and reckless drivers. if you'retplanning to get behind the wheel, chp says to check your wipers first and give yourself plenty of space between the car in front of you. and stay with kron 4 on

air and online as we continue to track the movement of this wet weather. continued coverage on our website. kron 4 dot com. and we continue to follow developing news out of philadelphia where e medical transport jet crashed into a neighborhood setting homes and cars on fire. the plan was carrying a little girl. her mother and 4 crew members all from mexico. the child was being treated in philadelphia for a life-threatening condition and was on her way home. the plane likely had a full tank of gas for its four-hour flight, which exploded when the aircraft crashed into a busy intersection. rice, a retired airline pilot weighed in on the situation. >> it came down in a very rapid manner from the videotapes that are showing the aircraft and it appears to have come down in more than one piece. >> and the ntsb and the faa plan to lead this

investigation there in philadelphia. now, the red cross is also on scene. we have a statement from the company that owns the jet involved in the crash rescue ambulance, writing, quote, our immediate concern is for the patient's family, our personnel, their families and other victims that may have been hurt on the ground. president trump also responded to the situation on truth. social. you can see his statement on the screen here where he expressed his condolences over the lives lost. we also recognize the efforts of first responders and promised to share more updates. and meanwhile, the search continues this morning for the victims of the deadly plane crash in dc that killed 67 people. boats on the potomac river are also searching for clues as to what caused army helicopter and american airlines jet to collide midair. washington correspondent reshad hudson has more on how officials are responding. >> the ntsb says it found the black box that recorded the data from the blackhawks flight which will hopefully

give them more insight into what caused the helicopter to collide with that american airlines plane. >> we saw no exterior damage that would indicate that it was compromised at this time. the ntsb is now reviewing flight recorders from both the american airlines plane and the army helicopter to try to figure out what calls wednesday night's crash that killed 67 people. we have a high level of confidence that we will be able to get a full download in the very near future. investigators are also looking into staffing levels in the air traffic control tower. earlier, the white house shared new insight into the army's black hawk helicopter. the helicopter was flying higher than it should have been, which is one of the reasons that led to this collision. white house press secretary karoline leavitt tried to reassure americans it is safe to fly. americans should feel safe traveling our skies.

>> police boats were back out on the water friday trying to recover more victims. been a response for a lot of our people. will victims are being recovered. the wreckage of the american airlines plane and the military helicopter will need to be removed. the salvage crews have begun to arrive on the scene and they're assessing the work that's going to be needed to recover the aircraft from the water. >> and the faa is now restricting helicopter flights near reagan national airport. all in an effort to help put passengers here. >> at ease reporting from reagan national airport. rashad hudson, back to you. >> back in the bay area. it's business as usual at the san carlos airport today. that's after a settlement was reached between air traffic controllers and robinson aviation. the contractor responsible for staff and the control tower. the airport previously announced the towers would no longer be staff starting this weekend due to changes in work contracts that led many controllers to quit their jobs. but early friday

afternoon, the airport and robeson aviation, they successfully renegotiated a deal. many controllers will be in the tower today. breaking overnight, labor crisis averted. a deal has been reached between cars, co-workers in 6 states and the company. costco, teamsters reached a tentative agreement for a new contract 18,000 workers, including some here in california. we're ready to walk off the job at midnight as soon as we get more details, we will update you. happening right now. the san leandro police department is asking for the public's help in locating this missing. 73 year-old man. investigators say know, was last seen friday near his home on jasmine way. police say toronto has no known medical or mental health issues. he has no history of going missing either. if you see him, please call police. >> he's an incredible miracle that he's alive and it's an incredible miracle that he should have a full recovery. >> still ahead on the kron, 4 morning news, a dispensary

>> a newly spawned an asteroid has a small chance of hitting earth in 2032. scientists put the odds of a strike that slightly more than one percent. the asteroid was first spotted last month, but a telescope in chile. it estimated to be 130 to 330 feet across. nasa says the rock will gradually fade from view over the next few months. once it is out of sight, it will not be visible again until 2028. very interesting. and live look outside now at 7.13, this morning at coit tower. well, it's looking pretty cold out there. kathy. >> looking pretty cold looking pretty gray and is looking

pretty wet. the rain finally started yesterday just to end the month of january after and very dry month. now we've got a wet spell coming. so that's good. we already started out with some rain yesterday. we will continue that today. the rains will get heavier today before they funded decrease a little bit later on. so have a little bit off again on again. rain, wind gusts. it's not just the rain. it's the wind really impressive. this is around sunset tonight and look at that 30 mile per hour gusts right along the coastline. half moon bay close to that give a quite gusty. also in napa at 23 mile per hour gusts 18 in fremont 17 in san jose. it's going to be a very gusty day and look how the colors light up where you see the oranges and the reds. that's where you see the specially strong winds and that would be for tomorrow morning around sunrise again, right along the coast to get the gustiest winds that you see just north of napa, very gusty winds as well. so if you have the things that might fly around,

make sure you take care of them in baton them down because the wind is here as well as the rain. so it's gonna be very wet, very windy. and what a change compared to our experiences this last month where we scarcely saw much rain and we scare seesaw much snow in the sierra nevada. all of that changes. here's the rain now. you can see it looks fairly light right now. this is really a northern california event. the last event we saw was mainly southern california. and that, of course, was helped helped us wet down the with fires. so that was a good thing. now it's more northern california and the latest computer models. and in fact, the actual rain have showing it right across the bay area as well. not terribly heavy right now. yesterday. not bad. this is the computer model showing us by sunday at 11 30, you start to see the precipitation pull up a little bit. so we get more of a break on sunday. we'll get some showers but lighter rain, lighter showers tomorrow. today will be heavier. monday will be

happier. so sunday is kind of in-between day. you'll notice it's not just rain in the bay area. looking here, snow in the sierra, nevada and also snow in lake county. this is great news because it's not just great for the skiers. there's been some serious concerns about the snow pack. they did a snow pack survey that and water managers on friday and we're way below normal that to earth. 2 thirds what we ought to be in terms of snowpack in the sierra nevada. so this will help change things if we didn't have these rains coming, it would be a real concern is we have a lot of catching up to do, but we're going make a pretty good dent in it with this precipitation and all the snow pack monday, we start to see again monday night, especially some more rain come in and then that moisture plume head south again, target's us once again across san francisco bay area. and you can see even some moderate amounts of rain and again, that snow. so we get that the basic a big area of low pressure. that's a big trough right here. and that is just escorting all of this moisture in our direction. where does

it come from? it comes from hawaii, of course, to sometimes they call the tropical pineapple connection. but is really an atmospheric river. and that is the kind of thing we need right now to really 6. all these problems with the snow pack. and also we just we need the rain. so this is a beautiful sight water managers and to skiers and too many of us whose gardens needed a few rain drops as well. so it's going to be beautiful. a little bit more zonal. and we go really toward and off again on again. rain as we head through the week. stephanie. kathy, thank you so much. >> we're taking a live look now at the sierra nevada this morning. the roads looking pretty slick out there given the dry conditions statewide. new measurements from the department of water resources show the state's snowpack well below average for this time of year. capitol correspondent eytan wallace joins us from the sierra nevada with a closer look. >> well, there's good news and bad news. let's start with the good news here at the phillips station elevation. 6800 feet in the sierra nevada. it's snowing. it's been snowing since we got here this

morning. but the bad news based on the snow survey just conducted here will need a lot more. where this came from. snow. it was a welcome sight for this california department of water resources team as they conducted the second snow survey of the season. the results show in california snowpack stands at 65% of average for this time of year and 40% of the historical statewide. april, first average, how you feeling about that? it's not good and you're icing as the california department of water resources, snow surveys and water supply forecast. a manager he helped facilitate the measurements here at the phillips station upper his results, the snow water content in this area stands at 8 inches and the snow depths down to 22 and a half inches. that's significant because the depth of the snow tells us how deep it well, the snow water content tells us how much water it contains water that will eventually flow to reservoirs, agricultural areas and your faucet. racing says

it's all the more significant amid mostly dry conditions over the last few weeks, all part of a month that saw record and deadly wildfires in southern califorpia in just a few days of rain and snow in northern california, we had a little bit of precipitation very little in january and then. >> like up. last week, we had to teeny bit. and that's it for all of january and january and february, march. >> december, those are for months where we really hope to get a lot of precipitation. and with a whole month with practically 0 precipitation throughout the whole state. it said way back. >> way back. he says noting some places are fairing worse than others. data from the state shows the snowpack in the northern sierra stands at 89% of average for this time of year. while the central sierra is much less at 58% and the southern sierra is even worse at 47%. but with help from mother nature and this fresh snow rice and he's hopeful for a turnaround. if we didn't have the storm, i would feel a whole lot worse. >> let's say that is falling. that's where it's something. it's a big change from what we've had last month. and

supervisor joel and cardio volunteers plan to canvas the district to persuade voters. they argue the recall is wasteful and expensive for taxpayers cardio. says that recall effort over his support for proposition k which voters passed on election day starting the process to turn the great highway into a permanent park. in the east bay. daven busters is coming to oakland's jack london square, the restaurant and arcade shane applied for a license at the state department of alcoholic beverage control website and jacqueline, what was supposed to be a highly anticipated food hall back in 2019, those plans were derailed by the pandemic. dave and buster's did announce plans recently to expand that to the north bay with a santa rosa location by the end of the year. >> on the kron, morning news, a small plane carrying a child patient crashes and to a

we're going to get the rain. so i may be able to keep you updated all of this because it's really impressive in the sierra nevada. we're going to see some snow counting it in feet to this weekend is not a good weekend travel, actually to the sierra nevada because we're going to have blowing when all kinds of advisories up there. avalanche watches, avalanche warnings. we rain advisories because that snow level so high, it's around about 7,000 feet. and we also have flood advisories. all kinds of advisories here across the bay area from the sierra to the ocean from reading down to watsonville and santa cruz county. a flood watch is in effect. and that is because excessive rainfall could cause flooding in low-lying areas. it certainly could cause rises in rivers, creeks and streams. so i've got more coming up for you in weather right now. back to you, stephanie. >> kathy, thank you. keeping you updated on any flight impacts from icy this morning. a live look now at soggy san francisco international airport this morning. right now flood aware is reporting 89 delays in 2 cancellations.

and also look at flights in the east and south bays. flightaware reported 3 delays and one cancellation, oakland international, 3 lays and no cancellations at san jose international. well, dennis, as they prepared for the rain by stockpiling equipment, such as transformers wires and power poles attending a damaged during wet, windy weather. asking anyone who does see downed power poles are power lines to please stay npclear. those lines could be energized and dangerous. stay with kron. on air and online. as as wet weather moves through, you can find the latest on our website. kron 4 dot com. breaking overnight. hamas released 3 hostages and in return, israel released nearly 200 palestinian prisoners. this is the 4th exchange in a cease-fire deal that has stopped 15 months of intense fighting. for now, american israeli hostage keith siegel was among those released from hamas custody. he was abducted during the october 7th attack. this means

18 hostages have been released since january. 19th. and we continue to follow that shocking news out of philadelphia where a medical transport uet crashed into homes and businesses. so far we know a child patients and her mother among those on board that plane kron 4 sarah stinson brings us the latest. >> we're now learning the plane that crashed in northeast philadelphia was carrying a little girl. her mother and 4 crew members, the company that operates the aircraft said they were all from mexico and they were in philly. so the girl could be treated for a life-threatening condition on their way home to tia. juana. they were going to make one stop in missouri, but they crashed soon after takeoff. >> out of nowhere, a plane falls from the sky friday night. excluding as it crashes

into a neighborhood in philadelphia in the middle of rush hour. oh, my this is all very well. >> medical transport jet took off from northeast philadelphia airport around 06:00pm eastern time. it was heading to springfield, missouri, but just seconds after takeoff, the plane disappeared from radar. the mayor philadelphia speaking soon after. so right now, we're just asking for prayers. >> for any and everyone who may have been affected the impact of this crash could be seen across the city bright flash of orange to kind of up the entire sky. god, the plane likely had a full tank of gas for its four-hour flight. so all of that fuel just exploded when it crashed into a busy intersection. it sparks and debris went flying into cars and people. they came down in a very rapid manner from the videotapes that are showing the aircraft.

>> and it appears to have come down in more than one piece. well, the ntsb investigates the cause. retired airline pilot doug rice as weather doesn't seem to be a factor, but he says a number of things could have led to the crash. what we're looking at at this point is whether this was an aircraft that disintegrated for some reason in flight. >> or had an inflight lawsuit control that resulted in big crash at or near the mall. the roosevelt mall is an outdoor shopping mall. dozens of stores, multiple homes, buildings and cars caught fire in this densely populated area. the crash also happening as recovery efforts continue near dc after an american airlines jet collided with a black hawk helicopter mid air. >> killing all 67 people aboard both aircrafts. the situation. philadelphia's very different. we have an aircraft essentially coming out of the sky weather in one piece or multiple pieces. members of the ntsb and the faa will be

leading this investigation. >> the red cross is also on scene helping anyone who was displaced. i'm sara stinson reporting back to. >> we certainly have seen the deterioration of federal hiring standards. >> the white house receiving more pushback about president trump. donald trump's claims that diversity, equity and inclusion standards had a role in the deadly crash that happened over washington, d.c., without any evidence the president claimed dei initiatives led to the hiring qualified people. he's since signed a memo ordering the aviation sector to end dei practices. democrats calling the claims disgusting when so much is still unknown about what led to the crash. the trump administration, however, is doubling down. >> when you're flying on an airplane with your loved ones, which every one of us in this room has. do you pray that your plane lands safely and get you to your destination or do you pray that the pilot has a certain skin color? think we all know the answer to that

question president trump said yesterday it's common sense. >> again, many officials say there's no credible basis for claiming race or gender played a factor in the crash over the potomac. president trump says he will hit canadian and mexican imports with a 25% tariff starting today, citing the border crisis, illegal drug imports and trade deficits. the president's trade threat comes as members of his administration meet with their mexican and canadian counterparts as the nation's 2 largest trade partners. look to reassure the president, they're cracking down on border security. president trump has not said if you exclude oil from those border taxes. in developing news, the push back against president trump's executive orders continues this time in santa clara county county officials filing a lawsuit seeking to block the president's birth right citizenship order. that lawsuit filed in federal court thursday calls the order unlawful and unconstitutional. county leaders argue trump's order could have profound local impacts, including denying benefits to children.

more than 60% of santa clara county kids are believed to have at least one foreign born parents. county leaders say that's the highest percentage in california. and new this morning, a class action lawsuit filed this week in san francisco alleges amazon violated california privacy laws by collecting geo-location data from consumers, mobile devices without consent. the lawsuit claims amazon's and software collects personal data through mobile apps, creating detailed consumer profiles for targeted advertising. the case also highlighting concerns about sensitive information such as health and shelter related locations being exposed. amazon has not yet commented on this lawsuit. this press, former san jose councilmember omar torres is looking to make a plea deal. he was supposed to enter a plea in court yesterday. his defense team asked the judge for more time. torres is charged with several felony counts of child molestation. 4 spoke with a legal expert, his perspective on why he thinks the defense team needs more time.

>> the key to this case will be, is it just about an event that occurred 20 years ago, which was very serious or is it something that suggests still dangerous to minors? and when you look at those text messages are very disturbing. and i think there's going to be an evaluation. is this just fantasy or is it something that he's acted out on? and we don't know that yet. >> the tours is defense team says a plea deal could be made in the coming weeks. and much-needed free services offer to the unhoused community in san jose yesterday. state senator dave cortese hosting his 14th unhoused health fair at city hall. visitors were offered free dental vision, health, hiv screenings close access to mental health services and food for hundreds of people living on the streets. it was an opportunity to get a fresh start. >> feel really blessed. and like there's a chance, you know that i can together have housing and, you know, just be fed and out of the coals and

>> all right. welcome back the kron. 4 weekend morning news 7.45 this morning and looking like a very wet try for folks who are crossing the golden gate bridge this morning. cathy. >> oh, absolutely. it's been pavement is slick. so if you're planning to head on out, give yourself a little extra time, drive a little slower, little space between yourself and the other cars. where is all this rain coming from the tropics? of course, here is an atmospheric river. it really starts just around hawaii. sometimes they call it a pineapple express. sure you've heard that expression. it goes straight up to california. and you know what is causing some issues in hawaii as well. strong kona storm has given them damaging wind quite a bit of rainfall. and yes, some snow. it's not that unusual. they do see some snow in hawaii a few times of the year. so some of the highest peaks in the big island have been experiencing some snowfall. stormtracker then a little closer to home. you can see all the precipitation. a lot of it

really from the oregon border southward run right across the bay area. so the forecast models had actually, but it a little bit higher. but now it's in our area. it has triggered a flood watch. that's in effect through 10 o'clock tomorrow night. in addition, we've got wet and windy weather today. a little lighter showers tomorrow and again, wet and windy on monday. so it's going to be something because we also have gusty southerly winds and this really impressive receipt, oranges and reds. my goodness, gracious half moon bay. 31 mile per hour gusts. but to give a also in the in some parts of the napa valley as well as down toward the peninsula and the east bay. look at concord, very gusty winds. 29 there. 31 livermore as we go through the weekend, then prepared for the gusty winds as well as the wet weather. batten down the hatches because really at some of the net, actually start to die off wednesday. in the meantime, futurecast, here's your forecast model we

tomorrow. well, it's light rain across the bay area less today. and but again, the precipitation starts to head northward and then sinks southward again as the atmosphere river briefly ships northward on sunday comes right back and smack dab right across the bay area into your overnight monday into tuesday. it's all courtesy partly of his big area of low pressure, which is interacting with the atmospheric river, bringing us rain and snow to the sierra nevada. so snow in the high country and my goodness gracious and they need it. we no flow starts to kick in a little bit later on in the week and then we'll start to see things died back. but it's going to be quite a wet spell of weather for us. in fact, there's a flood alert that's in effect. get this from reading all the way down to watsonville and santa cruz county from the sierra nevada all the way to the coast and of course, excessive rain called fall could cause flooding in the areas where low-lying some of the roads and certainly the rivers and streams and creeks can see rises. so we're keeping an eye

on that in terms of rainfall totals. wow, it's going to be mainly in the north bay at first. but you look at that by monday about 3.3, 5 inches in santa rosa, san francisco, 8307 inch. and then it starts to be focus a bit more to the south as well. and by tuesday, we could have accumulations of close to 3 inches in san francisco. so that's impressive. but then how about the rest of the state? what's mainly in northern california event? and so what we're going to really see of the strongest amounts, heaviest amounts of rain up in northern california over 7 inches of rain in reading. and then and and then look at this, sierra nevada. looking at some areas in the feet of snow, which is fantastic because our snowpack is not so impressive. we are below normal about two-thirds of where we ought to be january should have been our wettest month. it was very, very dry. so we get some catching up to do in february and march futurecast. oh, yeah, sierra nevada. they're

yourself extra time because the roads are pretty oily. and the first rains, you know, it could be race like there's a flood watch in effect across north across the bay area. and that is through 10 o'clock tomorrow night today wet, it's windy tomorrow, lighter showers. and then monday, again, wet and windy weather. here's that rainy extent of the rain goes from the oregon border little bit. even north of that all the way down to santa cruz county. there is a flood watch in effect from reading down to santa cruz county from the sierra nevada all the way to the day across the entire bay area. excessive flooding, of course, is possible due to excessive rainfall, especially in low-lying areas. it was a poor drainage and of course, areas with rivers and creams, streams and creeks that could be starting to rise. did i mention how rainy and windy it's going to be because the winds really going pick up as you can see what you see, the areas of oranges and reds. that's where you get the strongest winds and in some areas well into the 30 mile per hour gusts range,

including in the bay and also along the coastline and also in napa county and even toward contra costa county. future rainfall totals. most impressive, of course, we'll start to add to those accumulations, especially in the north bay. so quite rainy as we go through the workweek into tuesday into wednesday, you can see how the accumulations start to really increase and we start to see more than 3 inches of rain in san francisco. by the time we get through the spell of rain through the end of the week, maybe even up to 4 inches in some spots in the north bay and 5 future rainfall totals really impressive, especially northern california. so you see this storm is really aiming there, but we're getting quite a bit ourselves. stephanie. thanks so much for keeping you updated on any flight impacts you might see this morning because of the wet weather. >> you're taking a live look now at a soggy san francisco international airport right now. flood aware is reporting 111 delays and 2 cancellations. we're also updating you on flights in the

areas on friday. people stop by the city sandbag distribution center at kansas and warren streets. san francisco residents can pick up 10 free sandbags. the bay area is expecting anywhere between one to 3 inches of rain through and another post storm is expected next week. >> gordon gives this advice if you're >> a 10 under homeowner or business, take a broom and sweep up in front of your properties, try to get the leaves and litter up. so it doesn't go into the storm drain and that way we can help prevent localized flooding and the city's public works. department is asking the public to call 3, 1, 1, to report any flooding or downed trees. and if you see any downed power poles to call 9-1-1, reporting in san francisco, gayle ong kron. 4 news. >> and chp is on high alert today for crashes related to the wet weather. >> rain doesn't cause the crash. is the drivers do so really? it all just comes down to. remembering the rules and paying a little extra attention to them because you need extra time to get where

the situation. >> they came down in a very rapid manner from the videotapes that are showing the aircraft and it appears to have come down in more than one piece. >> members of the ntsb and the faa will be in philly leading this investigation >> the red cross is also on scene. we have a statement from the company that owns the jet involved in the crash. that rescue where ambulance writing, quote, our immediate concern is for the patient's family, our personnel, their families and other victims. may have been hurt on the ground. and president donald trump responded to the situation on true social. you can see his statement on the screen here where he expressed his condolences over the lives lost. we also recognize the efforts of first responders and promised to share more updates. meanwhile, the search continues this morning for victims of that deadly plane crash in dc that killed 67 people. boats on the potomac river are also searching for clues as to what caused army

helicopter american airlines jet to collide midair. washington correspondent reshad hudson has more on how officials are responding. >> the ntsb says it found the black box that recorded the data from the blackhawks flight which will hopefully give them more insight into what caused the helicopter to collide with that american airlines plane. >> we saw no exterior damage that would indicate that it was compromised at this time. the ntsb is now reviewing flight recorders from both the american airlines plane and the army helicopter to try to figure out what calls wednesday night's crash that killed 67 people. we have a high level of confidence that we will be able to get a full download in the very near future. investigators are also looking into staffing levels in the air traffic control tower. earlier, the white house shared new insight into the army's black hawk

reached between air traffic controllers and robinson aviation. the contractor responsible for staffing that control tower. therefore previously announced the towers would no longer be staff starting this weekend due to changes in work contracts that led many controllers to quit their jobs. but early friday afternoon, the airport and robinson aviation successfully renegotiated a deal. meaning the controllers will be in the tower today. breaking overnight, labor crisis averted. a deal has been reached between costco workers in 6 states and the company. costco, teamsters reached a tentative agreement for a new contract 18,000 workers, including some in california. we're ready to walk off the job at midnight as soon as we get more details. we'll update you. happening right now. the san leandro police department is asking for the public's help locating a missing 73 year-old man. investigators say karamo toronto was last seen friday near his home on jasmine way. police say joran was no known medical or mental

resources, it does show that california snowpack is well below average for this time of year. our capitol correspondent eytan wallace joins us from the sierra nevada with a closer look. >> well, there's good news and bad news. let's start with the good news here at the phillips station elevation. 6800 feet in the sierra nevada. it's snowing. it's been snowing since we got here this morning. but the bad news based on the snow survey just conducted here will need a lot more. where this came from. it's snow. it was a welcome sight for this california department of water resources team as they conducted the second snow survey of the season. the results show in california snowpack stands at 65% of average for this time of year and 40% of the historical statewide. april, first average, how you feeling about that? it's not good and you're icing as the california department of water resources, snow surveys and water supply forecast. a manager he helped facilitate the measurements here at the phillips station upper his results, the snow

water content in this area stands at 8 inches and the snow depths down to 22 and a half inches. that's significant because the depth of the snow tells us how deep it well, the snow water content tells us how much water it contains water that will eventually flow to reservoirs, agricultural areas and your faucet. racing says it's all the more significant amid mostly dry conditions over the last few weeks, all part of a month that saw record and deadly wildfires in southern california in just a few days of rain and snow in northern california, we had a little bit of precipitation very little in january and then. >> last week we had to teeny bit. and that's it for all of january and january and february, march, december, those are for months where we really hope to get a lot of precipitation. and with a whole month with practically 0 precipitation throughout the whole state. it said way back. >> way back. he says noting some places are fairing worse than others. data from the state shows the snowpack in the northern sierra stands at 89% of average for this time

of year. while the central sierra is much less at 58% and the southern sierra is even worse at 47%. but with help from mother nature and this fresh snow racing is hopeful for a turnaround. if we didn't have the storm, i would feel a whole lot worse. >> let's say that is falling. that's where it's something. it's a big change from what we've had last month. and that's what we need. >> and the california department of water resources will conduct a snow suevey at the beginning of each month through april. we should have a much better idea about the state's long-term snowpack outlook reporting at the phillips station elevation, 6800 feet a ton wallace kron. 4 news. >> it's an incomplete solidarity with our trans community, including with trans kids, including with their parents, including teachers and that if donald trump and he's authoritarian regime are coming for our trans residents. they're going

impressive, but it will certainly start to improve with this storm, although it said actually a warm storm. so the snow level is quite high. flood alerts. oh, yes. there is a flood watch in effect from reading all the way down to santa cruz county from the sierra nevada all the way to the bay area right to the coastline. that's, of course, excessive rain could certainly cause some flooding rises in local rivers, creeks and streams. and in some low-lying areas and areas of poor drainage. that will be a concern. so that is through sunday night today. wet and windy tomorrow. some light showers wednesday, meeting monday, wet and windy. so we are in for quite a spell of of right rain and also some gusty winds. gusty winds at the coastline, gusty winds to parts of napa county you can see is that absent flows throughout the next few days. but we will certainly see some winds in excess of 30 miles per hour. so if you have anything outside that needs to be batten down, this would be a good time to do it again. snow in the sierra stephanie. kathy, thank you. we're also

that killed 67 people. boats on the potomac river are also searching for clues as to what caused an army helicopter and american airlines jet to collide midair. washington correspondent reshad hudson has more officials are responding. >> the ntsb says it found the black box that recorded the data from the blackhawks flight which will hopefully give them more insight into what caused the helicopter to collide with that american airlines plane. >> we saw no exterior damage that would indicate that it was compromised at this time. the ntsb is now reviewing flight recorders from both the american airlines plane and the army helicopter to try to figure out what calls wednesday night's crash that killed 67 people. we have a high level of confidence that we will be able to get a full download in the very near future. investigators are also looking into staffing levels in the air traffic control

tower. earlier, the white house shared new insight into the army's black hawk helicopter. the helicopter was flying higher than it should have been, which is one of the reasons that led to this collision. white house press secretary karoline leavitt tried to reassure americans it is safe to fly. americans should feel safe. traveling skies. >> police boats were back out on the water friday trying to recover more victims. been a response for a lot of our people. will victims are being recovered. the wreckage of the american airlines plane and the military helicopter will need to be removed. the salvage crews have begun to arrive on the scene and they're assessing the work that's going to be needed to recover the aircraft from the water. >> and the faa is now restricting helicopter flights near reagan national airport. all in an effort to help put passengers here. >> at ease reporting from reagan national airport. rashad hudson, back to you.

i'm not happy with the way that pg&e handled the wildfires. yeah. yeah. i totally, totally understand. we're adding a ton of sensors. as soon as something comes in contact with the power line, it'll turn off so that there's not a risk that it's gonna fall to the ground and start a fire. okay. and i want you to be able to feel the improvements. we've been able to reduce wildfire risk from our equipment by over 90%. that's something i want to believe. >> and the very first weekend of february turns out to be kind of wet and kind of windy kind of gray and the roads are really slick. so we have a flood watch in effect that bay area and that is through tomorrow night and we could have excessive rainfall, which could cause creeks and rivers and streams to rise could cause some flooding. some minor flooding in some areas. so did a wet and windy tomorrow. some light showers. that's a bit of a break because again, monday, wet and windy. so we have a lot of rain coming in our direction that flood watch extends from reading all the way down to watsonville and santa cruz county all the way from the sierra nevada all the way to our shoreline. so a flood alert is in effect. and this, of course, is for the ponding possibility and the rises in the creeks and streams. you know what? we really have an interesting set up because it's an atmospheric river coming from hawaii. it actually cause rain there, some gusty winds and even some snow in the highest peaks of the big island. and for us is

causing rain. and of course, in lake county, some snow and up in the sierra nevada. finally, we're going to increase our snow pack totals are most impressive. this is cumulative now today through monday, put it in motion. you'll see it's mainly a north bay event. but you know what? there's also some precipitation across san francisco and the south bay as well. so pretty impressive. rainfall totals and we certainly need the rain. so we're happy about that. but the northern part of california really gets the most precipitation. the most impressive amounts say up in reading 6 point. oh, gosh, 7.9 inches and also down in ben lomond in the santa cruz mountains and also course feet of snow in the sierra. lots of rain in the lower elevations. but above 7,000 feet, we are getting to increase the snowpack the next 3 days than we have wet conditions. so it's rainy and windy today. again, lighter tomorrow and then again, rainy and windy. middle of the week. finally,

climate prediction center is giving us wetter than normal conditions across the bay area. and finally, we're starting to see that rain that we are so desperate. the in need of stephanie. all right, kathy, thank you so much. let's take a live look now at the sierra nevada this morning. looking very chilly out there. some snow on both sides of that roadway. >> now, given the dry conditions we've been seeing statewide in general, the department of water resources. they're showing the state's snowpack is well below average for this time of year. our capitol correspondent eytan wallace joins us from the sierra nevada with a closer look. >> well, there's good news and bad news. let's start with the good news here at the phillips station elevation. 6800 feet in the sierra nevada. it's snowing. it's been snowing since we got here this morning. but the bad news based on the snow survey just conducted here, we'll need a lot more. where this came from. snow. it was a welcome sight for this california department of water resources team as they conducted the second snow survey of the season. the results show in

california snowpack stands at 65% of average for this time of year and 40% of the historical statewide. april, first average, how you feeling about that? it's not good. and erasing is the california department of water resources, snow surveys and water supply forecast. a manager he helped facilitate the measurements here at the phillips station upper his results, the snow water content in this area stands at 8 inches and the snow depths down to 22 and a half inches. that's significant because the depth of the snow tells us how deep it well, the snow water content tells us how much water it contains water that will eventually flow to reservoirs, agricultural areas and your faucet. racing says it's all the more significant amid mostly dry conditions over the last few weeks, all part of a month that saw record and deadly wildfires in southern california in just a few days of rain and snow in northern california, we had a little bit of precipitation very little in january and then. >> like up. last week, we had to teeny bit. and that's it

for all of january and january and february, march. >> december, those are for months where we really hope to get a lot of precipitation. and with a whole month with practically 0 precipitation throughout the whole state. it said way back. >> way back. he says noting some places are fairing worse than others. data from the state shows the snowpack in the northern sierra stands at 89% of average for this time of year. while the central sierra is much less at 58% and the southern sierra is even worse at 47%. but with help from mother nature and this fresh snow rice and he's hopeful for a turnaround. if we didn't have the storm, i would feel a whole lot worse. >> let's say that is falling. that's where it's something. it's a big change from what we've had last month. and that's what we need. >> and the california department of water resources will conduct a snow survey at the beginning of each month through april. we should have a much better idea about the state's long-term snowpack outlook that reporting at the phillips station elevation, 6800 feet a ton wallace kron. 4 news.

january. enormous. our wettest weather, but not this january was exceptional. it dry so. we're going to see a big change because already and atmospheric river is taking aim. >> here is the drought monitor showing extreme to severe drought in southern california. it an abnormal drought, very close to the bay area. and if we don't get rain and soon we're going to be a drought as well. and guess what? here it is. here is the atmospheric river. the pineapple express bringing precipitation right from hawaii right to the bay area. also caused a lot of inclement weather in hawaii, not only rain and gusty winds, but they saw snow in the highest peaks of the big island for us. a flood of where it is now in effect tomorrow night. and that is for excessive rainfall, which could cause some rises in creeks and rivers and streams could also cause some ponding in some problems in areas of poor drainage. so watch out for that as you're going out to dry because that is in effect through sunday night. at least i wouldn't be surprised if that were to be extended rainfall totals. most

jack moment has the latest. >> former city councilmember omar torres may be looking at a plea deal for 3 charges alleging he raped a minor more than 2 dozen times from 1990, to 1999. torres was supposed to enter a plea at santa clara superior court on friday morning. but as attorneys requested more time, nelson, michael murray towards his attorney told kron 4, they're looking at a plea deal. and the reason the court case has been delayed for months is because they're waiting for san jose police department, all their investigations into the former council member michael mary told kron 4 in a statement, quote, he wants to accept responsibility, do the right thing. we just want to make sure the plea agreement is fair and consistent with charges of this titan until san jose pd is done with their work. >> that's likely not to occur. that's legal analyst steven clark who noted that this ongoing court case is not the only thing torres is being investigated for. >> san jose police still have their outstanding investigation completely separate from tours allegation 20 years ago. the more recent

outside of the golden gate bridge was looking like a slick drive for people who are trying to cross kathy. >> indeed. and you know what? this is the view from mount temple pies. it could be a view from anywhere because there's so many raindrops on the camera lens. you really can't see much. it's just gray. it's wet. and that's how it's going to be this week. finally, we get some precipitation. it's an atmospheric river coming from the hawaiian islands and the pineapple express. sometimes they call it precipitation more across the north bay right now than the south bay. but we do have some scattered showers, wind gusts. now, that's part of the deal with this system. so right now, not so impressive, but they strengthen. and boy, did they strengthen this afternoon and then we'll see additional waves of really gusty winds right at the coastline as well as up in the napa valley as well as in the east bay. 31 mile per hour gusts at times. so you can see how it kind of ebbs and flows little bit. then you see the magenta is half moon bay. that would be monday afternoon. but give a 36 and never more 33 miles per hour it's really something.

then we go into a lighter scenario. we have less rain on wednesday, but there's so much rain coming in that there's a flood watch in effect from reading all the way down to santa cruz county from the sierra all the way over to the pacific ocean. and that is for excessive rainfall, possibly which could trigger problems on the roads and could trigger problems in parking. lots could trigger palms and the rivers, creeks and streams. we want some rain. we don't want so much that we have flooding, but that is certainly a possibility. it's a watch. not a warning. future rainfall totals its most impressive starting out with the north bay, as is so typical. and then, you know, the south bay starts to catch up just a little bit. so we got to by wednesday, maybe 5 inches misses cumulative from today through wednesday and maybe close to 4 inches and half moon bay may be close to 3 inches in san francisco and then really impressive rainfall totals are in northern california you can see as usual, we get some really impressive

precipitation over 7 inches in reading and more than that, even in ben lowman close to 8 inches. and in the sierra, it's fresh snow. couple of inches, a couple of feet that is in some of the higher elevations starting out with rain at the lower elevations because of snow levels. so high. and then we really kick it into gear and looking here, lake county weve got even 48 inches there in clear lake. so forecast highs 50's today. that's not the story is at 50's. maybe a few low 60's. but look ahead to show how wet it's going to be. so we've got the rain and the wind today. light rain on sunday and then we just go through a series of very wet days, mostly cloudy on wednesday with again, a chance of rain and rain likely on thursday. and then finally on friday, mostly cloudy skies. so batten down the hatches, get your raincoat and get your umbrella handy as you are going to need it. stephanie? kathy, thank you. >> public safety remains a top priority for people living in and traveling to san francisco. and joining us live to discuss plans for the new

efforts. it's really just trying to get out there. and one thing about enforcement efforts, it's not just about arresting people. it's also about getting people help getting people housing, people to services and so that's why it's a collaborative effort to make sure people don't think that we're just trying to arrest our way out of this issue because we're not we're trying to get people to places they need to be to become okay. got it. and how does the collaboration work between the department, your department and other agencies in the city to really make this and effective to create an effective sort of space to address this fentanyl issue. both ourselves and the police department have been jones for a number of years with staffing issues. so these efforts are indicative of us just working together, having deputies on different teams and having our deputies out in the public and in the community, something that we didn't do on a consistent basis other than with our job duties. now we're partnered with the police department and making sure there's a uniform presence out there and it's not just during the daytime one of our challenges,

especially with staffing, is trying to get people out there. 24 07:10pm because you, as you mentioned that, you know, the enforcement and arrests have been taking place over the last several years. >> but obviously, we know that the fentanyl deaths had been kind of going up and over the last year or so. so just kind of curious to get your thoughts on some of the big challenges that your department was facing and what you're hoping this new administration is going to change as they come in. >> think some of the challenges are we were focused on getting people to help but focused on things like safe consumption sites which make it a challenge for law enforcement because if we have an ongoing issue with somebody who's using drugs or selling drugs or are our is on under the influence. those are all different things that we would usually takes on the jail for. we don't want to bring them to a site where they're going to continue to use drugs. so that was a challenge in the past. we've kind of massage that and we're still working together with different agencies on creating a different place,

not jail, not services, something in between where we can help people with their addiction issues. and that's one thing that supervisor dorsey is also champion ks. and we certainly heard from him quite a bit on this issue as well. >> and in the interest of time, we're going to turn to the topic of the lunar new year. we know that public safety also a big. the top of a something that's top of mind for a lot of folks because they want to come out. celebrate the big parade that's coming up is going attract a lot of people. so. what sort of security measures are going in place around the parade to make sure that people feel safe. >> well, the preds, another example where we all come together as a city to make sure everybody is safe. and so we've worked with the police department for years. it's a huge large-scale civic event, bringing a lot of people into one place. there'll always safety concerns. concerns as recently as what happened in new orleans over new year's celebrations. there. so we're always partnered and making sure there's enough people out of the street right now. actually, we have deputies

that a partner with central station police officers and they're out there in chinatown on a regular basis during the event. we also have the challenge of balancing the parade with the all-star, the nba all-star game right will be spread very will be spread out. >> and we have a number of resources to provide for public safety to make sure that between the police department, the sheriff's office and other >> law enforcement agencies, we have enough people there to keep them safe. >> ok, got it. basically a message of reassurance for folks who want to be coming up for nba all-star weekend and also for the lunar new year as well. absolutely. okay on and how does it feel to be the first asian american sheriff to be elected in city history? it's a >> it's a burden sometimes to have that responsibility of being a role model. but i've embraced that now that i've gotten through one term, i understand import of making sure that people feel that

those that work for them, the elected leadership or just people in public safety or in government represent who they are and what they are and that's something i can do as a japanese, chinese american with a filipina wife. i cover not just ap identity but multiple and i bring that to the table. in terms of my perspective on things, i think it's important, though, most important to bring others up behind me and make sure that we continue that representation. so that the diversity of our department public safety and the city government reflects the community. >> all right. so so much more. i would love to ask, but we are just about run out of time but as we wrap up, but you have a message for viewers this lunar new year. >> just we all have to keep each other safe. so if we can, please make sure if you see something, say something and make sure that. all of us together are helping to say safe in the community. >> alright, san francisco sheriff paul miyamoto. thanks so much for your time this morning. thank you.

and we're going to see snow in the sierra. we're going improve the snow pack, which is great news. yes, warm storm, though. that's the thing. so we're not going to see low snow levels are starting at 7,000 feet as a host of watches and warnings there. we've got at a lunch warnings and winter weather warnings and high wind warnings, a lake wind. it just goes on and on and lots and lots of warning. so i wouldn't drive up there. but if you're up there, it's kind of fun. and there will be fresh powder eventually that you'll be able to enjoy. yeah, that's some good news. for the skiers and the fans who are out there enjoy being out there in the snow for those of us who actually like to have water. that's what you at least a 3rd of california waters that snowpack to very good point. there will take so much. kathy for all is that thanks to all of you for joining us here on kron. 4 weekend morning news. we'll see bright and early and back here tomorrow at 07:00am. i'm stephanie lin. have a wonderful day. you too.
