powerful storm slamming much of the bay area tonight. heavy rain causing road closures and >> flooding in san francisco and of course other parts of the bay area. gusty winds also ripping through communities, even bringing down some trees. caltrans crews are out there clearing the debris tonight on major roadways like highway 17. we have live team coverage out there tonight covering the very latest on this storm. kron 4 stephanie rothman in downtown santa rosa, which is seeing some significant flooding and road closures. but first, we want to check on those conditions across the bay area with our chief meteorologist lawrence karnow. lawrence. yeah, damage just a rough day all around the bay area last night daytime hours. we saw just terrible driving conditions all across the bay area. tremendous amounts of rain coming down. >> and those winds were just whipping outside right now, turn more towards scattered showers. but those can be some brief, heavy downpours. and the concern is it's been raining so much. >> any of those downpours of their heavy enough can give

quick rise to some of the creeks and streams and that more flooding issues. ben lowman over 5 and a half inches of rain last 24 hours. can't field 4 and a quarter over a 3 inches of rain in danville, san bruno over 2 and a half inches. redwood city also over 2 and a half inches in over 2 inches of rain in sunnyvale. now to go along with that, the winds have really been weapon and taking down many trees and power lines around the bay area. we had a gust at sfo of 62 miles per hour today. augusta token, a 41 53 in black hawk. 41 in richmond, 45 degrees 45 miles per hour in san carlos and mount saint. helene, 64 miles an hour to get our doppler from mount a minimum. the santa cruz mountains. they had a gust, if you can believe this. 82 miles per hour. damaging storm, that's for sure. now the concern as law, that water is still working its way down the many of the mountains in the tributaries around the bay area. flood watches have been posted all the way until saturday evening

as that rain continues to come down and you see some pockets of downpours outside into the bay and also into san francisco right now, more of that is on the way. we'll talk more about that coming up the few minutes. lawrence, thanks. lot gonna catch up with you in just a bit. but we are continuing our team coverage right now in the north bay where there are. >> currently flood watches in sonoma county. and that's where we find kron 4. stephanie rothman tonight live in downtown santa rosa with more. stephanie. >> it's pretty quiet right now in downtown santa rosa. although you can see a little bit of rain is starting pick back up once again. but earlier in the day it was raining heavily making travel for sun hazardous. >> rain turning roads slick throughout sonoma county on thursday, including in downtown santa rosa. >> i came through occidental earlier and there was water pouring down all the hills, tons of water, a side of the road. and drove great it was

flooded. to go through. >> foot of water. the westbound lanes a park expressway near rancho verdi circle because of flooding highway 12 between road and fremont drive is also shut down in both directions. >> multiple problem spots. >> much dirt and rocks at block cherry creek road and saw cloverdale boulevard the bashful shoppers took advantage of a break in the rain to pick up groceries and other essentials. >> waiting a lot leaving. i hope everybody gets a u.s. now. about. say. >> it's been some flooding, but it hasn't. just to be is on. so very thick. >> the flood watch is going to

continue through saturday night. so make sure they are signed up your local emergency alerts to keep updated. and of course, always avoid high waters reporting in santa rosa. stephanie rothman kron. 4 news. >> all right, stephanie, thanks a lot with the rain caused a part of the hill to give way in marin county. chp posting this picture of a rock slide on 101, southbound south of rodeo. one of the lanes blocked because rocks and dirt have spilled out onto the road. caltrans crews are on scene and they are clearing away debris. well, a flooded roadways all across the bay area. first responders are trying to drive home an important message if you encounter a flooded road, don't try to drive through it. >> just really pay attention to this morning's. if you don't have to drive, don't drive yourself a little bit more time. >> and another thing to be aware of is if the already soaked ground and strong wind is in the forecast, there is an increase in the chances of trees falling potentially around. you. well, today storm causing a slew of issues that are local airports. here's a

live look at san francisco international tonight where more than 500 flights have been delayed and more than 50 flight's been canceled today. and here's how things are looking at our other local airports. san jose mineta has had 90 delays. 16 cancellations. oakland international has had 89 delays and 17 cancellations. take a look at this. a giant tree fell in oakland. the fire department posted these pictures from skyline boulevard in brand-new rockaway. crews were working to get it cleared away as quickly as possible. and then a tree also fell in martinez crashing through a wooden fence into a yard. this is outside of an apartment complex in pacheco boulevard between brown street in fitting way. no one injured in that case as well. parts of the south bank seeing some major flooding in this storm. san jose firefighters responded to an island in the guadalupe river where 2 people, 2 dogs and 4 puppies were trapped. at this time. we

don't know exactly how ended up there on that island. animal control, though, is ophelping take care of the dogs elsewhere in the south bay flooding turned many roads into waterways. kron four's rob nesbitt reports from saratoga. >> this is saratoga way that leads to the santa cruz mountains behind me. when you drive into the mountains, you'll see a lot of flooding in several trees down. >> thursday storm caused the uva's creek in gilroy to spill out over rent avenue. it was a common scene in the south bay with heavy rains and strong winds. that combination brought down this tree in the santa cruz mountains just outside of cupertino. keeping line crews busy according to pg e spokesperson, the south bay stephanie mag alone. we did see multiple areas damage locations. we had trees that were falling that fell over our lines at reprieve conductors. we also saw reports of underground vaults that were flooded. >> and that really played a big role in some of the outages that we saw this morning.

>> at one point in the morning pg e was reporting 8,000 customers without power in the south bay. that number dropped to less than 2000 by noon because of isolating technology. what that does is isolates locations that have. >> damage so that the rest of the community around they are able to go back online and then just a limited number of people will without power while we make a repair and restore in storms like this, there's often a chance of down trees, taking power lines down with them emergency situation that requires 9-1-1. if you come across a downed power line, make sure they stay away can be extremely dangerous. if you are without power, use flashlights instead of candles. >> mag alone says if you are one of those customers still without power during the evening hours, make sure you have extra batteries for your flashlights. and if you're using a generator, do your research and make sure you're using it correctly. reporting in saratoga. i'm rob nesbitt kron. 4 news.

>> we're staying on top of this storm on air and online at kron 4 dot com. if you go to our website, you'll find interactive radar. we've got warnings and advisories issued for your neighborhood. and we also have updates on if there's any flooding to be aware of. plus, not just a bay area, seeing wild weather conditions. take a look at this. a major pileup of more than 100 cars and semi-trucks on a highway in oregon. a massive crash causing multiple injuries and sparking a car fire in this happened near multnomah falls, which is about 30 miles outside the city of portland area, seeing 60 mile per hour winds and whiteout conditions there tonight. also some treacherous travel in the sierra as heavy snow has been dumping down. chp truckee says there have been several spin outs and significant delays along the major highways up there. at one point, traffic was being held on. i-80 because of the snow. officials say a lot of traffic has been trying to move through these conditions and crews are trying to keep up.

>> we just ask the people, you know, they have patients bring a blanket, bring snacks, do expect delays. there are going to be delays and and then you're driving in the wintertime. heavy snow. it's always a good idea to increase your following distance, you know, reduce your speed carry chains. >> and travelers are being told to avoid traveling until this storm clears and the snow is expected to be falling in the sierra through tomorrow afternoon. well, here's an example of what not to do. someone decided to drive their lamborghini through the heavy snowfall in the sierra, the luxury car which goes for about $250,000 was struggling to stay on highway 89 outside of lake tahoe. and there it's kids. we're told the driver eventually ended up in a ditch and needed to be telling which, of course, puts a strain on the resources up there. >> still ahead here at 10 o'clock or coverage of the sierra snow continues. we're catching up with travelers choosing make the track. despite those warnings. plus

tonight, 3 council members are stepping in to keep fire stations opener in oakland. this is the city navigates a major budget shortfall. kron 4 sarah stinson joins us live in studio now with details on their proposal. sarah. >> some oakland city leaders are calling this lifesaving legislation. it would reallocate funds to ensure no more fire stations close. >> when the news first broke that there were 6 slated closures of fire stations in oakland due to our budget crisis. the community rally we heard from thousands of oakland residents, petitions, rallies and now a new proposal from 3 oakland council members to keep fire stations afloat if approved, the new ordinance would reopen to shuttered fire stations. >> and prevent the closure of 4 others. fire stations. 25 28 are currently closed, at least through june as a part of the city's effort to close in more than 200 million dollar budget deficit in this budget situation where we really have

to take a step back and ask ourselves, what can the city do? >> and i think we all understand that public safety is at the top of that pyramid feet looked for every penny. this has been truly, truly. and when this task of finding every last penny possible that could go towards building our fire stations, councilmembers giannini ramachandran zac unger and rebecca kaplan are proposing the city reallocate millions of dollars from 3 city funds to pay for the station's the biggest sources of funding for this. >> 2.6 million dollars that comes from the jpa, the coliseum arena has experienced an uptick of sales and revenue more than expected. so. >> that positive profit is being able to flow back to the city oakland, fire captain and union president seth oler described how crucial it is for the rest of the city council to approve this ordinance. me within the first 8 hours of the closures on

january 6, that was cpr call within a stone's throw of engine. 25. >> and i personally went to a house fire on engines. 21, which is between the 2 closed firehouses. it nearly 20 minutes to get there. so these firehouse closures have real world impacts. >> oakland city council will discuss the ordinance at their meeting on march 4th council members encourage residents to attend this. if you want to support that ordinance, if its approved the too close fire stations would be able to reopen by the end of this fiscal year. i'm sara stinson reporting back to you. >> fire trucks and everything and iowa. all. the poor guy 1000 on fire. >> well, a man is dead tonight after his home caught on fire in brentwood. and this happened just after 11 o'clock last night. crews say the fire started in the garage and that's where they found the victim who has been identified as 69 year-old james fields. >> a simple man was a nice man. kind kind know you. it

was a good name of the victim was found in unique location for the time of day. >> the crews would have made it into that it to the structure for search and the common places that someone will be found. >> say he was living alone after his wife recently passed away. but his granddaughter is wood. come and visit often. crews say the constant downpours last night made it hard for them to investigate. they also say there were no working smoke detectors in the garage. the cause of the fire still under investigation. wet roads are causing crashes all over the bay area and the south bay, a person had to be taken to the hospital after their car flipped onto its roof on pacheco pass. and santa clara county crews say they had to pry the car open in order to get the victim out. they have no word on their condition tonight. but a

19 year-old driver lucky to be alive after spinning out and crashing her car into a guardrail. >> chp, quincy, sharing these pictures, the crash along highway 70. you can see the guardrail actually cut through the driver's side door and came within inches of impaling. the girl. but we're told the driver was not badly injured. the chp says the storm is far from over and take it slow in the high country, which is, of course, good advice. lawrence has been tracking this weather for us all day. yeah, we saw a lot of rain here the roads are tricky. ever know. it was probably the most ice you have seen in quite some time out there on the roads. i to et out there today in the middle of the day. >> i was driving along 2.80. i saw at least 7 rex upon how i mean, it was just bad. people spinning out slowdown. i mean, get all that water on the ground. the kind of acts like a barrier. so you come across that you start to hydroplane, you start to slide and before, you know, you lose control of your car really fast. the idea this is slow down and be able to that road a bit better out there tonight. it's still treacherous out there. you're looking toward the san mateo bridge. lot of moisture in the air. we're still seeing showers popping up around the

bay area. of course, we've had tremendous winds kicking up. the high wind warning has been taken down by the national weather service. still gusty in spots. you could still going to be really careful along some of those roadways that are exposed specially the bridges. boyd, very gusty winds. we had some good winds gusting 50 miles an hour across the golden gate bridge is still blustery out there. still looking at those winds gusting there, 30, 40 miles per hour along the golden gate downtown san francisco to 30 miles an hour or so of those gusty winds continuing outside specially near the coastline. they'll diminish overnight tonight. still going to be little breezy tomorrow, but a be a lot better than what we've got today as the system really intense as it moved on through and really rapidly develop the last night and then came onshore full force and brought that heavy rainfall overnight. now we get on the backside of it. so see more scattered showers are going continue to rotate in overnight tonight and tomorrow. so some of those bands moving through right now. you're going to see pockets of some heavier amounts of rain out there. and we're watching those closely.

some of those rain bands moving brief periods of downpours. so driving along and all of a sudden everything is fine. and then you run into one of these cells. and all of a sudden the roadway gets very wet again. and you can hydroplane that's been out. you gotta be really careful. that rain continue into the night tonight and early tomorrow morning. some places were still looking for. some flooding is in the north bay near rohnert park. sebastien poll. some heavy rain has caused some of the creeks there to flood. we're talking about the colgan creek that's continuing to flood the green valley creek also running a moderate flood stage. so anywhere in that area. of course, the ground is so saturated, get more rain and that's going to cause more issues. a flood advisories continuing in the slot account with a flood warning north of rio vista. so rain not done with us just yet are going to see those showers rotating on through throughout the night. tonight. it's tomorrow morning. we're hoping for a dry valentine's day. we'll talk more about that coming up in a few minutes. warren lot. we're learning now that a person shot in san jose yesterday has died. police are >> calling this a homicide investigation. the shooting

happened in the area. farming down drives not far from the silicon valley career and technical education center and the man who was shot was taken to the hospital where he died. police have not released any more information about the suspect or what may have led up to the shooting. we're also getting some new information tonight about the 3 college students killed in a tesla cyber truck crash in piedmont. the alameda county sheriff's office has released a toxicology report revealing the driver and 2 passengers who died. we're under the influence of alcohol and cocaine. the report also found traces of meth in the driver. 19 year olds soar in dickson. christa super harra and jack nelson died the night before thanksgiving. the cybertruck they were in jumped a curb, crashed into a tree and burst into flames. only one of those passengers survived. they were all home from college for the holidays and they're all graduates. piedmont, high

school. as for the lone survivor at last check, he was still in the hospital but in stable condition. family friends say he suffered burn injuries before a good samaritan pulled him out of that site per truck. still to come here at 10 o'clock spinouts and icy roads. the warning for drivers tonight heading up to the sierra this weekend. >> plus, las angeles is bracing for the impact. is the storm is heading south. a major mudslide risk in the wake of those devastating fires and rfk junior confirmed as the united states secretary of health. what that means for key federal departments coming key federal departments coming up.

tahoe to take advantage of the fresh powder that's falling. palisades tahoe says it's seen 6 inches of fresh snow fall and there's more to come. but it's been a rough night for those who braved the roads to the sierra causing a spin outs. of course, an i-80 was closed off and on for most of the day today, we're going hear now from center. could reports from king ville. >> it's a white out here in king ville and the important focus are the road conditions. chp, caltrans and the national weather service urging folks to stay home and if they are going to be hitting the roads to wear chains. i spoke with several drivers today that told despite the weather conditions there still heading to their destinations. chain controls are once again in effect for some parts along i-80 east in the mountain communities. caltrans crews are working around the clock to keep highways open. but for some drivers, the heavy snow is not an issue for their commute. it's not bad at all.

so and 4 wheel and you're right. the snow was coming down fast, covering roads and making travel dangerous. here on i-80 drivers heading into the mountains tonight are dealing with icy roads, chain controls and near whiteout conditions. the national weather service is warning drivers to stay off the roads saying conditions are dangerous and travel could become impossible in some areas. but for those who live up here, this kind of storm is just part of life in the sierra. i live in the during the summer than up in the land. is no ice. no word, obviously. so we live up here. >> get home. i left the for like. >> i don't know. couple days. >> and as he's piled the snow, as you can see here, his truck is coated with keep up with caltrans got checked. and so you're not stuck in a chain control and just closed road. >> this gives you an idea of just how much snow has piled up this freeway sign is almost

completely buried and with more snow expected on the way conditions are going to get worse. that's why officials are urging folks to stay off the roads while some travelers haven't had major issues on the road. others ran into unexpected problems, no complications driving, but our top kill up to the back. us know that so we had to fix up a little on the side. that's about it. this driver and his family are heading to reno to hit the slopes the and his advice for getting through this storm is simple. drive slow and drive safe. >> but to get there late than to not get there at >> and if you are going to be heading out to the sierras, make sure to check those road conditions and weather conditions before you head out in king ville, federal could kron 4 news. >> all right. let's say up there in the sierras. we're taking a look at i-80 near soda springs. still a lot of snow out there. looks like the plow trucks going to be busy for a while. let's check in now with our chief meteorologist lawrence karnow.

a point rough in the high country. that's for sure is that storm system still working its way through the sierra nevada, few beaded up there and you got a lot of snow to enjoy. but we're getting caught in that snow storm. you might be stuck out there for quite a while as the snow come down very heavily now across some of the mountain passes and really kind of ramped up this afternoon. but boy, it's stopping a ton of snow in the high country in the lake level. they may end up getting a foot and a half of snow by the time everything is said and done. and above that, we're talking maybe 4, maybe 6 feet snow, especially toward like mammoth lakes and 70 valley. so heavy snow moving it up there right now and they're going to sit there and see it all night long. it will taper off the showers as we head toward tomorrow. should be really beautiful day in tahoe tomorrow. you can see some showers occasionally the snow showers rotating on through that cold air in place. the snow level lowering again to about 5500 pc got snow lake level winter storm warnings, though, in effect, some very gusty winds, whiteout conditions at times in the high country and really all around all the way up the shaft into the sierra nevada

in the southern sierra nevada to some very heavy snow continuing to fall. something to watch out for to the national weather services issued avalanche warning across much of the sierra nevada, the great lake tahoe southward. we're seeing a lot of snowfall on top of some previous snowstorms. and so you start to develop these layers of snow on what will happen if your goal off in the back country. sometimes you get on some of these letters and there kind from some cold storm, some warm storm. so they have kind of difference between the 2 and they slide easily get on top of that. sometimes you can start avalanche. so you got to be really, really careful here as a ton of snow. a lot more coming overnight tonight. still, i think by tomorrow afternoon, you may just be able to sneak up there that snow in the morning and then giving way to some clearing skies and tell you what this weekend you're enjoying another beautiful weekend of powder on the slopes. if you want to head up there. but and dangerous all across the state. this really a statewide event, not just a bay area, northern california, and then, of course, southern

california. we've been watching that very closely in that area because that rain coming through on tops of the burn scar areas are really got going this afternoon. some of that rain rolling through very heavy as it moved on by was checking some of the rain totals there and some of the mountains in around los angeles, 6, 7 inches of rain. and there you go. that was very heavy band moving through downtown los angeles. couple inches of rain there looks like things will begin to taper off, but still, flood watches are posted, were worried about some debris flows. we may see more of that video as we head toward tomorrow for the south. that storm system sagging south now. so flood watches continuing there. and so, yeah, we're watching out for that very closely. as you've got to worry about that southern california seen so much rain on tap those burn scar areas and certainly that's not what we wanted to see. but it's been a rough day all across the state and southern california. no exception. yeah, for sure. i'm seeing some videos along the pacific coast highway and just. of those scots are just kind of sliding off they were under flash flood warnings this afternoon. they received some flash flooding. the

malibu area, the burn scars and so all across that are just just tough to get all that rain and you have burn scars for sure. alright, lawrence, thank you. you're welcome. all right. well, crews and officials in los angeles are prepared for potential mudslides, especially. >> as lawrence mentioned in those burn scar areas from the recent wildfires that just tore through that some evacuation orders were issued prompting residents to have to get out of there immediately during a news conference today, officials told residents to take evacuation orders seriously. there's still a lot of uncertainty in exactly what's going to play out. there's a large range of scenarios that extend from at least minor flooding and debris flows that are on the minor side, mudslides and rock slides all the way up to something significant or extreme occurring. lot of uncertainty exactly what plays out. so now is the time to be weather ready. now is the time to be thinking about what you do to protect your life and those of your loved ones. the

biggest area of concern right now is the palisades burn area where the hillsides are getting saturated with all of this rain. minor flooding has also been seen along the sunset burn scar in the hollywood hills eaton canyon and areas of the inland empire. >> it look out there. you see really good strong. probably 20 to 30 mile an hour winds. what it which is really nice if things within your limits. this is pushing the envelope out. >> certainly interesting back here in the bay area and a lot of people long, not everyone apparently was prompted by the windy weather today. this man taking advantage of the conditions to go windsurfing in marin county. those high winds are expected to continue tonight and could be stronger around those coastal areas. and even though some people are heading to the coast, the national weather service is advising people to not do this. along the coast. the surf is expected to get even stronger. tonight. officials calling for dangerous waves of around 30 feet along the

question. chief curator add key jolie asked herself as she put together this current exhibit is called liberty tory living protective interiors and radical black joy. and it's really dedicated to the idea that trauma and struggle isn't our only generational inheritance. after 2 years ed lee says she feels like she's just hitting her stride and enjoys keeping the museum on the pulse of what's happening in black culture today. black and brown people are being asked to expose their soft underbelly again and again in the bid for empathy. that doesn't necessarily come so interested rather then where are we going to get to work? going to make new revolution. we're going go sit down for a minute and be seen as resting not as lazy. what's so magical about what general has created in that space. all those pieces speak to different ways in which we're allowed to be in space as black bodies. oakland cut printmaking artist. sean. tell hildebrand is one of several artists with

work featured in the liver tory living exhibit her vulnerable pieces show women behind closed doors and dodging and their deserved rest. the artwork hangs next to sculptures lead chose for the exhibit. but i'm not trying to rewrite or demonstrate what black menaces. i'm just demonstrating what rest looks like to me and what liberation looks like to me. it's not black dresses just rest as you move through the exhibit, you'll find text on the walls written by lee. she says she's inviting visitors to engage in what they're seeing. art work isn't just something that gives to you. it's in relationship with you. so what i want people to lead with is a sense that they, too, can meet the demands that were to making even challenging art works that they, too can ask questions that they can think about our work through their own individual allies add nears its 20th anniversary, lee is looking to the future. next focus black, this and the universe. blackness in the cosmos is where things go back up. and to me, there's a line
