out there celebrating before this weekend's big game. good evening. thank you for joining us for kron. 4 news at 10. i'm dan thorn, nba all-star weekend in the bay area. finally here, plenty of events going on. >> all across the region chase center, the rising stars game just wrapped up featuring some of the best young talent in the league, including 3 warriors. crump was ben ross. was there ben, how to go for the dumps? >> hey, dan, you're right. 3 great players from the warriors, but no 3 santos sadly will see him later in the season. but it was a lot of fun tonight. like you said, a new format this year for both the all-star game and the rising stars challenge. it was a mini tournament. so you had 3 teams of the best sophomores and rookies in the nba and then a team of g leaguers trayce jackson-davis his team in the first game had to

branded content, referring to gems, his team to get to the finals and then team g league led by roland park pat spencer. they got to the finals as well to pat spencer in the g league team against trayce jackson-davis as a team because coach chris mullin in the finals and to see chris mullen with trayce jackson-davis winning the tournament, meaning that they advance sunday's all-star game, which is another mini tournament. i it's a little bit complicated this year, but we talked to trayce jackson-davis after this performance tonight. you know, i asked him which of his teammates was the happier to be between pods. >> and pat spencer, take a listen. >> i'm more happy to because he would probably talking more trash. so i was the anyway, might as well when when the whole thing. so when come back, sunday winds will win. >> yeah. trayce jackson-davis has bragging rights over both

>> water seeping into the carpet. that was totally molded. this one's wet and saturated and destroying mattresses for his sport and electronics. it's been. yvonne davis says the flood waters from the pettit nca creek came so fast. her and her family didn't have any time to act. no more than just a couple of minutes later. >> i had water coming from not door and that door and we were ankle high in you can still there. >> splish splash. everything left is full of water and mold the end for davis. they also include yeah, some of the stuff from my deceased has been from a few years ago when my husband passed away. her unit is one of 16 flooded by storm water, surging through the creek on thursday from a storm that hit much of the bay area with several inches of rain. public works. crews were

at the apartments friday night working on draining out the series which are now surrounded by you know, my heart goes out to the the residents of the 16 units that experienced flooding a couple of days ago year. matt mahan says this complex just a couple blocks from the flea market was some of the hardest hit in the south bay. he says resources are pouring in as we're doing everything we can along with the red cross to make sure that they're supported and we can help them recover insurance claims and get back into their homes as soon as possible. but davis says once the hotel stays and different department is no longer habitable, she's out of options. now, this is all my family. >> this my daughter-in-law, this is my this my grandson. >> family helping her move out, not knowing if this will be the last time she'll be calling it all my kids. >> this is really rough on me. if it wasn't for my kids, i don't know what i would do.

>> in san jose jacmel that kron 4 news. >> all right, lisa, the flooding that happened there in san jose. what are we doing in terms of the weather now? yeah, all around the bay area. i mean, it just we were inundated with so much rain and everything. so saturday, all that water just rolling down and still receive some flooding around the bay area. so we really need to get a break in the storm situation. we're seeing that now. a few leftover scattered showers today around the state. more snow up in the high country. the bay area finally drying things out but still that water so rolling down the hills. we've got flood warning still in the north bay. i've got a couple of areas that are still flooding here mark west creek, green valley creek. also washington colgan creek, the receding, but still holding above flood stage at this time expected move below flood stage about 3 o'clock in the morning. that's when that warning does expire. now, we are hoping to keep things a little quieter now. it has been just torrential in southern california as well. they've been hit by very heavy rainfall. watch that storm system go by that one right there. that one actually producing a tornado there to

yesterday as we've just a wide range of weather across the state. this was not just in northern california thing. this was all of california storm. so they got the thunderstorms there. they had a tornado touchdown doing some damage there. many homes losing the roofs and that tornado that possibly rolled through there yesterday afternoon. they're still doing research on that. they want to determine whether they had actual rotation there. then the left just know for sure if it was a tornado. but that was not the only thing they had mudslides. you've got all those burn scar areas. you get the malibu flash floods. there, causing all kinds of trouble. and pour firefighter was swept out into the ocean by all one of those of debris flows out there. and he does manage to get out of there. but what a mess. it's been in southern california. they will get a break from all that. stormy weather will. hopefully we will, too. we'll talk more about that coming up in a few minutes. a wild scene along the la river video shows a truck come out of a covert.

>> and splashdown the rushing river. you see it there and the person who shot this video says they called 9-1-1 and police and firefighters got there quickly. but there was no word as to whether someone was in that truck or not. it's hope not. well, people living beneath the burn scars of the eaton and palisades fires. also some mud and debris race down there. hill at their homes and in their neighborhoods. the powerful storm brought problems for residents in sierra madre to pasadena altadena. today. residents work remove all that mud it from their streets and around their homes and cars. >> rescue this year is >> take a look at this dramatic rescue by firefighters after a 16 year-old got stuck in a mine shaft to this is video coming feel our news room from placer county in the cal fire and attachment up there says the teen was trying to explore the cave with a couple of his friends, the group and

repelled nearly 50 feet below the surface when they were trying to get back up their rope snapped. and one of the trees fell back to the bottom of the shaft. his friends who did make it out led rescuers to that cave and those rescuers were able to use professional equipment to get the teen back up to safety. wow. what a story there. 2 people without a home tonight in santa rosa after a fire destroyed there, leaving a room and their kitchens, santa rosa, firefighters say the fire broke out around 6 this evening at a home on rend rise. crews say one of the 2 residents was inside at the time. that is to get out on time. the family's cattle ever did not survive this fire. cause still under investigation. with the rain this week isn't stopping san jose from carrying out more sweeps of homeless encampments, city and santa clara valley water working to remove hundreds of people this year who are camping along the city's waterways. san jose mayor matt mahan working to

expand the temporary housing, an increase of shelter beds. a new interim housing site is set to welcome more than 200 people later on this month. the development on brenham lane is reportedly costing 6 million bucks top parade. the mayor telling us about how this funding is a step closer to getting the city's homeless population to what he calls a functional 0. no functional 0 is. >> we want to be able track what's happening with our homeless population and see more people exiting homelessness than in train homelessness. we have a data management system that gives us a fairly good sense of who how many people are out there who's out there and kind of what's happening with that population. >> the mayor says his timeline on achieving a functional 0 of unsheltered homelessness is within the next 5 to 10 years, which is, of course, during his mayoral term. they are. your drivers are back to paying a lot more at the pump. triple a says over the last week, california has seen in

nearly $0.30 increase for a gallon of gas. the state average is around 4.82, which is a jump from 4.55. a week ago. sonoma county right now paying the highest in the bay area and more than $5.20 on average, the cheapest gas in the bay area can be found in santa clara county at just under $5 a gallon for regular. well, this increase comes as more people are, of course, traveling this weekend for the holiday and the rise in prices is being partly blamed on the massive fire that happened at the martinez refining company earlier this month. let's take a live look at the bay bridge tonight. you see a lot of people out there and the reason why we're looking at it is because state senator dave cortese is calling for an audit of the metropolitan transportation commission and the bay area toll authority over toll hikes. recent toll hikes including a $2.50 increase on bay area. bridges have raised some concerns about the use of these funds which were originally designated for bridge

maintenance, cut hazy, who chairs the senate transportation committee. says an audit is necessary to ensure transparency, especially with upcoming tax proposals in 2026. well, as people all around the bay area are celebrating valentine's day. some are also remembering and important milestone in marriage equality. long before same marriage was legalized all across the united states. it was a huge addition for activists, cinco de san francisco city hall on this day and request marriage licenses. they knew they would be denied. but in 2004, it actually worked. then-mayor gavin newsom authorize the county clerk to issue marriage licenses to the couple's and it became known to be as the winter of love that lasted for one month, though, the california supreme court invalidated all the same marriage licenses. today, though, we actually got to speak with john lewis and stuart gaffney who are one of the first couples got married on that day. we really believe

smokers. >> the cost for this event is about $300 for 3 day ticket for 50 for v i p $500 per so far attend the site well worth i'm sara stinson reporting in san francisco. back to you. >> all right, sarah, thank you. new details tonight into the investigation into the killing of 2 shorts, brother wayne shaw, oakland police i g jackson yesterday in connection to the killing shot was shot 2 weeks ago on 40th avenue near east 12th street in oakland outside of a cannabis business. the oakland police department still investigating and still looking for possibly more suspects. no plea today art torres, the former san jose city council members charged with several felony counts of child molestation and was expected to enter a plea in court this morning. he didn't do so, though. he's scheduled to be back in court next month. torres has been held in custody without bail ever since his arrest last november. since president

trump's inauguration, thousands of undocumented immigrants have now been deported are awaiting extradition or have been sent to guantanamo bay here in the bay area. we've seen reports of ice and several cities. and today san jose mayor matt mahan recognize there is a lot of fear over these deportations. people are understandably scared. what we've tried to do is just clarify our local policies. >> we can't control with the federal government. does we do not interfere with federal law enforcement at the same time our officers do not ask residents 2 compiled their papers and prove whether or not their citizens or what their immigration status is. it's important that every person living in san jose feels comfortable picking up the phone and calling 9-1-1 if they're a victim of a crime or a witness to a crime. and that to me is just common sense. we are safer when people feel comfortable reaching out to and working with local law enforcement. >> meantime, governor gavin newsom is vowing to veto a

bill that would bar the state prison system from cooperating with immigration and customs enforcement. bill 15 was originally offered in december. if it's approved by the governor, it would have prevented state prison prisons from keeping someone in custody of ice requested. we're transferring a prisoner to ice custody. they would have also barred prison systems from providing ice with information like an inmate's release date. in a rare move, governor newsom is standing firmly against the bill saying he will veto it if it ever reaches his desk. tonight, state lawmakers are weighing in. >> why would we possibly not work with our federal partners on immigration enforcement for criminals were talking about criminals, not a person here hardworking. we're talking about people who work in prison. >> governor newsom vetoed a similar bill when it reached his desk last year saying that i believe current law strikes the right balance and limiting support, community trust and

cooperation between law enforcement and local communities. for this reason, i cannot signed this bill. republicans at the state legislature and they're introducing a handful of bills on gender in schools. one of those bills will require school athletics and campus bathrooms and changing rooms to be based on assigned at birth and not on a student's gender identity. another bill would allow parents to opt their children out of instruction or subjects related to gender identity or changing genders. >> how poignant ignore the rights of our parents saying no. to being in forms. about their children what they're going through. >> yet to hear from the opposition on the specific bills. but in the past, democrats and lgbtq+ advocates him a post similar legislation amid concerns they are not inclusive and harmful to students. transgender people are now barred from enlisting in the united states army. the

military branch announced the new policy on its social media today saying they are also ending gender affirming care for service members. both of those changes are effective immediately. the change comes just weeks after the president signed an executive order calling for a revision of gender policy in the military. in the wake of this order, 6 active duty members filed a lawsuit challenging the ban. at least 2 people are dead and 5 others were seriously injured after a fiery pileup happening in wyoming. this was inside of a tunnel on i-80 in southwestern wyoming. it sent a plume of black smoke into the air. you see it there stretching for for quite a distance. it actually closed the highway in both directions. officials were urging people in the area to stay away, calling it a mass casualty attack. 2 people were injured after being overtaken by avalanches this morning in palisades, according to officials with mammoth mountain ski resort, 2 of their ski patrol staff got caught in a slide on lincoln

mountain during avalanche mitigation work. one of them was taken to the hospital with serious injuries, the mountain and all lift operations had to be closed for the day. well, of course, there's danger, but some excitement as well. the palisades tahoe resorts as the storm brought in 31 inches of fresh snow. that's 2 and a half feet. if you're heading up to the sierra this weekend, chp truckee says drive safe and check for those chain controls. make sure you have the chains on you. they're expecting nearly a another foot by tomorrow morning. it's taking a live look right now at i-80 out there soda springs quiet out there this evening, which is probably a good thing. our chief meteorologist lawrence karnow turning. so the look ahead in lawrence. yeah, these last couple of and something else in the sierra nevada after very quiet january, we just came in. >> and really got things going in february with all that snow. of course, lots of rain here in the bay area. this storm system, it's winding down. now. the timing pretty good as you get ready to get up there. do a little skiing. so couple leftover snow

showers into the evening hours. now things are really starting to quiet down. you can see no more snow falling at this time. and so those roadways. yeah, pretty cold out there tonight, but they're starting to open up. and by tomorrow morning leave really early. got to watch out for some black ice. after that, though, think you're looking good. i think you get up there. enjoy some beautiful skiing conditions. temperatures to be running in the mid 40's, but it's going to be dry think throughout the weekend and then your skin off all that fresh powder. hey, check out heavenly. they've had 21 inches in the last 24 hours. powder up there, 114 trails to enjoy. if you plan to head the palisades. they've had 31 inches on the ground. 59 trails are currently open. how about our friends at sugar bowl? they've got 139 inches on the ground. almost 30 inches of new snow and all the ski resorts just enjoying all that fresh snow. but it's been busy out there on the roads just even getting into work today. everybody headed out on this valentine's day to enjoin still traveling out about the bay area looking out toward the bay bridge. skies have cleared out. now we're talking about some cold temperatures

settling in back. a lot of those numbers now dipping into the 40's outside a 36 now in calistoga. 41 saline up and 44 degrees in sausalito. so tonight, yeah, it's going to be a frosty one in some of the interior valleys. these areas shaded in blue all the way up the santa rosa down right through the napa valley. some cold temperatures to start out your day. even just east of san jose. probably going to see some patchy frost tomorrow morning lows. yeah, you're dipping down near freezing in the santa rosa about 34 degrees. 37 live more and about 38 degrees in mountain over, although finally catching a break in the stormy weather, doppler radar cleaning out your skies now? i think we see a lot of clouds over the weekend, but we're kind of in between storm systems. there's not a let's go get a little bit closer as we get into sunday. may just bring a few scattered showers look like much lot of clouds streaming across our skies here come sunday. there you go. just not a real significant storm system. that's probably some good news behind that. another weak system that a drop in right about wednesday county, if you're on the rain. but there's a slight chance. then then after that, not bad.
