>> take a look here. a fire crews rescuing a person who fell 20 feet down an embankment into the napa river. this happened early saturday morning. a water rescue team jumped into the river to rescue the victim. they were taken to the hospital. no word tonight on their condition. >> and the north bay nba player jalen wells is speaking publicly today. he doesn't like to propose cuts to the athletic department sonoma state university. >> prof are stressed. clifford explains proposed cuts and shares what wells has to say. >> sonoma state university says it plans to make some significant cuts to its programs and its athletics. that has angered students and some alumni, including an nba player. love morning nba star jalen wells, a sonoma state university alumni and current memphis grizzlies player came to speak out about recent propose cuts to the school's athletic programs. he recalled how sonoma state was one of the few schools to offer him a chance to play college basketball. and i thought i

cuts to the athletic programs are set to take effect at the end of the current semester. and finally, a group called save seawolves athletics has filed a complaint with the u.s. department of education hoping to stop the cuts. but for now in the north bay, charles clifford kron, 4 news. >> all right. taking a live look outside right sfo, things pretty calm out there. >> yeah, a couple things make lawrence, gideon this world. when the raiders win and when there's crazy weather the raiders. still with that much. so have been very giving very often. i look at some of these numbers sometimes across the u.s. and i mean, i am just flabbergasted. >> by how amazing the weather is. i mean, they are in for some dangerous cold out there. so show you some really itching numbers here in a minute. a very cold temperatures settling in across the u.s.. and of course, as the weather kind of turns turning nice out here, in fact, looking good out towards sfo right now. no problem flights here. partly cloudy skies. winds are light temperature of 54 degrees open and clear. they're traveling across the country. when we

start to run into some issues, you see the temperatures dropping off la guardia. they've got some major delays right now. 31 degrees below freezing. only 4 degrees right now in chicago. and we're just beginning with some much colder air going to work its way all the way across the country. in fact, you can see that big area of some very cold temperatures shading in purple, a very cold. in fact, extreme cold temperatures all the way down into texas as we work this week ahead. so not only that, you can see a snow storm. lot of snow, maybe 8 inches of snow. winter storm warnings up as you make your way to the wichita area and then further south, it's all about those cold temperatures. we're talking about a -5 degree. windchill just wind chill temperature as you make your way into the dallas and fort worth area as we look toward the next couple of days. really dangerous cold kind of settling in as that arctic blast going to roll in across the country's midsection and head eastward. so be prepared if you're traveling anywhere. but california is going to be really chilly out numbers. yeah, here we go. how about this for wind chills. minus a

51 for a wind chill. that's what it's going to feel like. if you stand outside in my not minus. 41 in fargo. minus. 33 degrees in minneapolis minus. 28 rapid city south could even -28 in all these temperatures going to be dropping all the way to the deep south. like i said, -5. that's what's going to feel like even in a place like dallas. guys, back to you. wow. all right. cal fire has started releasing some new maps that outline the said verity of fire danger. >> in communities across california, this comes after governor newsom signs an executive order to accelerate the release of those maps. and juliet smith has our story. >> approximately 1.4 million new acres of land have been added to the 2 higher tiers of fire hazard severity. according to a press release from the governor's office, cal fire drew this map based on vegetation. data, topography, weather and climate change patterns to calculate the wildfire

probability and intensity. the new executive order will require an ember resistant. so within 5 feet of structures located in the highest fire severity zones. officials say this is the key to stopping wildfires from spreading to homes. >> many people say we've got a wildfire crisis in the state. i like to say we actually have our admission crisis in the state. this means the removal of all brush vegetation and flammable fencing, gravel and concrete should be used instead of or combustible. greenery member lands within the first. >> 5 feet of your house and can ignite ne. when the education it can get into eves. it lands on the roof. if you've got that debris because we haven't cleared you better than your roof. and if the numbers are hard enough. it will ignite. so the idea is to be able to create this buffer of defensible space. some note that replacing existing fencing like this could cost a pretty penny, but a former fire chief says when you

consider the big picture, it's fair question should really be. >> the relative cost of implementing zone 0 versus the cost of rebuilding existing homes will have 3 years to complete this task. >> what we what we're asking those people to do is to, you know, take one bite of the apple of the time. but cal fire says all new construction in these areas must comply with regulations. affective immediately question still remains about how this will affect homeowner insurance. >> which is continue to break. california homeowner bank accounts year after year. officials say compliance with stricter safety regulations could eventually reduce the cost. if the homeowner is going to demonstrate to the insurance companies that they are making significant efforts to reduce their risk, in my view, they have to be rewarded for that effort. once local jurisdictions received the maps, they have 30 days to make them public and 120 days to adopt them. >> was our juliet smith reporting for us tonight. san

francisco has expanded the united nations skate plaza city leaders and skaters unveiled the 2100 square feet of new space in the downtown area. the project was paid for. thanks to partnerships with the skate park project as well as converse the redesign park opened in 2023 with a price tag of around 2 million bucks. >> developing news we're following for you tonight. top american and russian officials are expected to meet in saudi arabia tuesday to try to negotiate and into the war in ukraine. but notably absent from these peace talks, you have ukraine, not there and its key european allies, not at the table. >> kron four's washington correspondent jessi tenure reports. >> ukrainian president volodymyr zelensky stressed today. he will not accept the terms of any agreement without his country's participation. >> of course, they have to be at the table in kiev. monday,

u.s. senators were adamant ukrainians would be involved in negotiations to end the war. russia started with them. i don't believe that any agreement can be done behind. ukraine's back democratic senator michael bennet and republican senator thom tillis saying upcoming meeting between american and russian officials is just the beginning. i don't think we believe any just peace can be reached without the participation and leadership of ukraine without the participation of europe. but the meeting with ukraine, notably absent has already sent shockwaves throughout europe with france calling an emergency meeting of european union countries and the uk monday. we're trying to get a with russia, ukraine and we're working very president donald trump's reversal on u.s. policy toward ukraine is raising concerns across the globe that russia will get the better deal. >> but the president insists both countries will be involved. they want to end fast. welcome the senators say they also want the war to end but stressed russia cannot be

>> alright, weather time live. look. >> from across the cut for studios, san francisco's embarcadero of the bay bridge. have it lawrenceville. talk about yeah. how about that beautiful weather out there right now. and nice and clear. a couple high clouds up above tonight. but that we're working on a great night ahead. fact, not a bad start to the work. we are going to see a chance of some showers again coming our way. but none of these storms look particularly strong out the door right now. beautiful. look at coit tower. we do have some high clouds off the coastline. that storm system going to take a mainly in the pacific northwest. we're going to catch the trailing edge that bringing with it a chance of a few scattered light showers as we get toward the middle of the week. right now, you can see tomorrow, nice day. could see some high clouds up above. then there's at slight chance of showers coming our way as we get into wednesday. but it's not going to be much that kind of scooting out of town. i think as we look toward next weekend, we start talking about spring-like weather with some temperatures up in the 70's after that. well, there's another chance, a couple raindrops coming about the middle of next week. but really none of these storms

going to amount to much, at least compared to what we've had the 1st half of february temperatures tomorrow, generally in the 60's all around the bay area. next couple days. we've got a few clouds coming on by that slight chance of showers on wednesday, return to more sunshine and much warmer weather. spring-like next weekend. i learned to bay area based uber launching a new digital campaign. it's aimed at lowering rideshare insurance the company says that state mandates. >> that require high coverage ultimately affect what we all pay for a do-over. kron four's capitol correspondent eytan wallace reports. >> well, just take a look at this receipt from a recent override. i took it cost just about $28 for just under 4 miles. and that was before the tip. uber says more than 30% of that ride and the ride you take in california go to pay directly for insurance. the rideshare giant says that simply too expensive and hurts every day passengers and even drivers. and now they hope to bring awareness to the issue to you. >> and to state leaders.

>> join our fight to protect your access to affordable rights. you're looking at uber is brand new million dollar ad campaign set to appear on social media and digital platforms in 4 states including california. everything is getting more expensive and the golden state specifically the campaign aims to spread awareness and expressed concerns over what uber describes as high insurance costs. it has to pay in california cost. wilbur feels it has no choice but to pass down to passengers. it sold a price break down and i was shocked. >> in shootings been taking insurance. costs have gone up significantly. and that is obviously to the detriment of the right of the most pay for for an alternate. adam blinn a cause to senior director for policy and communications in the united states and canada. he says he recognizes insurance is necessary under the law to cover accidents. but he adds mandates in california have resulted in rideshare coverage costs coming up to approximately 30 times higher for rideshare

companies like uber, the personal vehicles. >> and 10 times higher for uber taxis to accommodate for that. uber says in cities like los angeles, up to 45% of a writer's fair could go to insurance costs well on other metro areas like washington, d.c., where fewer regulations are in place, just 5% of the average right goes to insurance. uber says that means in dc over on cheaper rides. the company also notes leaders and other states like arizona have already taken action to lower such costs. they want to see california do the same. you can have very robust coverage, which is we think a requirement. >> right, right, for without burdening the system unnecessarily in creating cost that all consumers and have to uber alleges many personal injury attorneys know about their high insurance requirements and have taken advantage of the situation by aggressively targeting rideshare companies with frivolous claims. >> inflated medical bills in excess of settlements as more pale to required of insurance carriers, the rideshare companies, they ensure incur
