the officers. more police were then called in to help with 8 people who were arrested. >> it's just and union city police say a person's been hit by a car tonight eastbound alvarado niles road at almaden boulevard currently closed because of this ongoing investigation. police did not tell us the condition of the person hit but called the significant or the incident significant. they say everyone involved has remained on scene. the areas expected to be closed for the next several hours. so be aware if your travels tonight take you that way. we do have a crew headed to the scene and will update you as soon as we get more details. >> it's a concern for all of us around people know walnut creek neighborhood are speaking out tonight about reckless drivers doing donuts from sunup to sundown as kron four's sara stinson found out this has been apparently happening for years. she joins us live now in walnut creek with more from neighbors.

sarah. >> you can see where these donuts are happening right behind me here on castle rock road. take a look. you can see that those skid marks. this is happening at all hours of the day and it's only gotten worse. however, 2 brothers say since it did happen in the daylight, they were able to capture a license plate. in the middle of the day. a reckless driver seen doing donuts on castle rock road in walnut creek, mitchell and greg mays are caught it on video now that we have a license plate, we can actually. >> for sure say that this is the guy and we have video of him doing it. so what more proof you want? these brothers say this type of chaos has been disrupting their neighborhood for 2 years. it's a concern for all of us around here. >> every time like someone's doing donuts around here will all come out. and walt skus like what we saw change videos

in sacramento, down to san diego and all across the bay area. the theme today was no kings on presidents day and demonstrators were clear. not only are they against the president's policies, but elon musk's influence as well. >> very upset about musk and his minions accessing our data and messing with the computer systems with their unelected and then not being adequately supervise. >> not only was there a big show of defiance in front of san francisco city hall. another group gathered along van ness in front of the tesla building in downtown san francisco. signs their red musk must go and greed is the virus. organizers across the bay calling the demonstrations that peaceful action in san jose. hundreds gathered in front of the museum of art before marching around downtown state assembly member ash cholera spoke briefly at the protest about resisting the current administration. >> we have to keep showing up.

>> part of a popular mall on the peninsula could soon undergo a major redevelopment owners of hillsdale mall in san mateo have submitted a plan to turn this to turn the large part of the shopping center into residential housing and office space kron four's lindsay for reports. >> it's a mixed feeling for sure. kathy canelo works at the h in him inside of the hillsdale mall. the store is located on the western side of the mall, which according to a plan publicized by the city of san mateo, could potentially

turn into three-story townhomes. it's part of a major redevelopment plan submitted by the mall's owners called hillsdale reimagined the project would take down the existing indoor mall structure and turn the space into homes office in retail buildings and open space. canelo says the only positive things you can think of is the housing would provide opportunities for people who want to move into the area. but she doesn't want to think about looking for a new job. i've only been here for like 5 minutes, but it's been helpful having a job that's nearby. another hillsdale mall employee aliyah austin, thanks. the potential redevelopment is an all around bad idea because he'll still is a hot spot for families. least i work on the weekends or even like on a busy times. and they're like mall event. it gets really crowded like they know they have a like kind of concert in like the center square. austin also says the serramonte center in daly city is the closest shopping mall from. he'll still. >> which would be a 20 to 30 minute trip for families in

and around san mateo. this is like the close to small within kind of a distance. so it would kind of take away from people shopping space like where to go in san mateo, lindsey ford kron, 4 news. >> following the devastating fires in los angeles summer. residents now on their town council to study wildfire evacuation routes to better prepare for the future organization called safer. aga filed a lawsuit against the town alleging it violated the california environmental quality act by approving 66 unit development project without first studying how it will affect residents evacuating during a wildfire. as of right now, the town only has 2 lane roads to get in and get out. >> the difficulty here is when you have so much population concentrated in such such a tiny place service by only a narrow roadways. the minute you yell fire, it's going to be a panic. >> officials with the town of moraga say they have not yet

high clouds drifting up above. can see more of that overnight tonight and tomorrow to there's a storm out there right now. looks like most of that energy going to stay well to the north back much of the state that really got pounded by those storms getting a break in that stormy weather now. but there's more off the coastline. you can see it right here. there it is. that next storm system. it's going to take focus with the jet stream little further to the north. pacific northwest going to get a lot of rain out of the storm. comes through the bay area. yeah. chance we could see that trailing edge of that cold front come through right about wednesday. bring with a slight chance showers. all right. as we head through the night tonight, we're going to see a few more those high clouds on the way. so getting going. tomorrow that look like a bad day. you see those high clouds above should be a dry commute early on tomorrow morning as we head toward the afternoon. if you're one of those clouds rolling on in and then by tomorrow night and into wednesday, we start talking about a chance showers but not tomorrow. enjoy the day. temperatures a pretty comfortable out there. a lot of 60's outside. but what if i told you we could see some 70's coming up and the not too

hitting another driver. officers say that driver called police gave them a description and it helped investigators find allen. he's now facing attempted murder and assault charges. no word on the condition of the driver who was intentionally shot. >> and the east bay, the alameda county sheriff's office is investigating a shooting involving san leandro police. this is video of the scene from the citizen app. this happened around 8.30, last night on 100 64th avenue and east 14th street in the ashland community. police say they were investigating a, quote, vehicular assault. it happened in san leandro when a shooting that followed. it's unclear who fired a gun. but police say person has been taken into custody. no one was injured. the alameda county sheriff's office is leading the investigation since it happened in their jurisdiction. and be a star jalen wells. now joining the growing opposition to selma state university's proposal to get rid of its athletics department. well, as played 2

seasons at sonoma state from 2021 to 2023 after taking part in the nba all-star weekend in san francisco, wells was back at his alma mater. today. he recalled how estate was one of the few schools to offer him a chance to play college basketball. he says he is concerned that if the cuts go through other young athletes may not get the opportunities that he got. >> i mean, i bet you kids and run a park come to these games and you know that they enjoy it. it makes them want to play these sports things like that. so i think a lot of it is bigger than sports. i think we're not realizing how much of the impact that sonoma state sports actually has on the community. >> also, state university also plans to end 20 degree programs and layoff faculty. group calling themselves save seawolves athletics has filed a civil rights complaint with the united states department of education, challenging the cuts. >> the santa clara county office of education is planning layoffs. the office

says workers will be notified of their dismissal by march. 15th. the office did not say, however, how many jobs will be cut. these layoffs are due to cuts in federal funding and expiring grants. it comes as the office looks for potential evidence of miss spending under former superintendent mary ann dewan, the board of education voted to fire dewan and october, sparking backlash from state lawmakers and educators alike and independent audit by the board was turned over to the santa clara county district attorney in december. >> we're continuing to follow a developing situation in union city where police are investigating a crash between a car and a person who was walking on the street and this is a video that we're getting right now from the scene. police reported this crash around 08:40pm tonight eastbound alvarado niles road at almaden boulevard is closed off to traffic. this is in union city. police say everyone involved in this crash has stayed at the scene.

>> a terrifying crash landing in toronto today. more than a dozen people injured when a delta jet skids on the runway flips onto its roof and ends up upside down all 80 people on board survived many able to climb out of the wreckage and escape onto the tarmac. but investigators say it was and it's still unclear what went so drastically wrong. it is wild to see that video. sandra mitchell has the very latest on the investigation as well as how those injured passengers are doing. >> eyes on a crash victim recorded this video after escaping the burning plane.

upside down on a frozen runway. 76 passengers and 4 crew members trapped in the aircraft. >> on a runway toronto international. >> tonight, officials say 18 people were injured, but none of the injuries are life-threatening. we are very grateful that there was no loss of life and relatively minor injuries. >> we are very focused on the care and the concern and the passengers and the crew. >> some of whom have already been reunified with their friends and their families. the delta flight operated by endeavor air was in route from minneapolis to toronto. the plane crashed on landing and then caught fire. one passenger described chaos as rescuers help people exit the damaged aircraft. a textbook response reaching the site within minutes and quickly evacuating the passengers. despite weekend snow storms and wind speeds recorded at 40 miles per hour. you can see the wind whipping the snow in

wichita. you're going to see some heavy snow, maybe 8 inches of snow as we head in toward the next 24 hours. but that's probably the biggest worry. it's all the cold temperatures, in fact, all the way in the texas we're talking about dangerously cold weather breaking out. extreme cold, maybe -5 degrees. wind chill factor there. i mean, that is cold all the way across texas been a bitter cold, winter for much of the country. well, here we go near the forecast. you can see all that cold air rolling across bringing that snow then headed toward the eastern seaboard and then the same time you get the plunging cold air just diving south and that's going to set itself up to some really unusually cold temperatures numbers right now. you're -15 degrees in fargo. -4 in lincoln, nebraska. -1 in chicago. you're pretty toasty. 49 in dallas, but not for long. this cold temperatures really going to take a major dip as we head in toward the next 24 hours. in fact, if they're on some of the winds and how about that, we're talking about i not -41 in fargo. that's just going to feel like when you step outside. minus. 29 in des

moines and even minus. 33 in minneapolis. so unbelievably cold temperatures settling in across the country. so we're going to rather ball me out west with a just week ridge of high pressure kind of building in just enough to nudge a storm system little bit of the north. so the focus, the rain coming up with this next one north of us, then it's going to slide as we head in toward the middle of the week. a slight chance of a few showers on wednesday. this next weekend. yeah, it's going to have that nice spring-like feel while other parts of the country going to be freezing. we're gonna start talking about some 70's in the bay area on saturday and possibly on sunday and then of love. the slight chance of showers as we head toward the middle of next week along models showing you a below normal precipitation as we round out much february, the extended models want to bring above normal precipitation as we head in toward march. something to think about enjoy that sunshine. a few passing clouds tomorrow generally in the 60's around the bay area and your 10 10 well looks like a pretty good one. as we're getting closer to the end of the month, chance of showers on wednesday. i think another

hope to bring awareness to the issue to you and to state leaders. >> join our fight to protect your access to affordable rights. you're looking at uber is brand new million dollar ad campaign set to appear on social media and digital platforms in 4 states including california. everything is getting more expensive and the golden state specifically the campaign aims to spread awareness and expressed concerns over what uber describes as high insurance costs. it has to pay in california cost. wilbur feels it has no choice but to pass down to passengers. it sold a price break down and i was shocked. >> in shootings been taking insurance. costs have gone up significantly. and that is obviously to the detriment of the right of the most pay for for an alternate. adam blinn a cause to senior director for policy and communications in the united states and canada. he says he recognizes insurance is necessary under the law to cover accidents. but he adds mandates in california have resulted in rideshare coverage costs
