stabbed in san jose santana row on valentine's day. according to a gofundme 15 year old. david gutierrez. he was on a date with his girlfriend when he was jumped by a group of people. how was that moment has more after talking with those who knew him? >> family and friends of david gutierrez say that he was a student at sequoyah high school and love to go to his local boxing gym in redwood city. the 15 year-old was killed in a stabbing here in santana row on valentine's day. it's a better introduce you to the young life taken too soon. we take you to redwood city. >> it is like to work out. hang out with his friends here. >> this is david gutierrez, boxing gym. this group of kids standing right now with the same group the team would normally train with. this is his coach for dover, rita this. henry list. it's not real. you

>> it was random when film win this state. he coached gutierrez for 2 years and says that this was unexpected. >> adding gutierrez was a good kid. yeah, he was good. he was down. he wasn't scared. he was brave. the 15 year-old with a student at sequoyah high school. his life was cut short friday on valentine's day. >> according to his family's gofundme, he was killed, stabbed in the heart while on a date with his girlfriend. said still to the for the state. we know feel right. san jose police say the suspects ran away before police arrived. gutierrez was taken to a hospital where he later >> feel really sorry for his family. and yeah, it to the someone that young. especially the community less somebody that san jose mayor matt may have sent a statement to kron. 4 news that says, quote, as we await more details about this tragic death. my thoughts are with the victim's family who are undoubtedly reeling from this horrific loss. >> i have full confidence that our police officers will pursue every lead to bring the

perpetrator of this senseless violence to justice. the family gofundme says all money donated will go towards funeral expenses with the family telling the world, quote, we lost our baby. san jose. police also told as of monday there are no updates to share with the case as the investigation is ongoing. reporting here in san jose. jackie moment kron 4 news. >> news this morning from union city police investigating after a person was hit by a car. police say this happened around 8.40 last night eastbound alvarado niles road and almost and boulevard. the area was closed off to traffic. everybody involved stayed on the scene and they are cooperating with that investigation. details on the condition of the person or how the crash happened have not been released and the east bay, one camera store. they're looking for help after they were broken into. this is looking glass photo they posted on their go fund me that a car was allegedly ran to the store's entrance multiple times. you see photos of the aftermath on your screen. merchandise was stolen in the process so far, $42,000

it violated the california environmental quality act by approving a 66 unit development project without for studying how it will impact the more than 16,000 residents. the currently live there should a wildfire forced an evacuation? >> we are not anti development group. we recognize the important of development, but we also recognize the safety of all marauder residents future and current. and it's not appropriate in a community like morocco, which very isolated due to its geography and griffey to not consider these things when approving development, sadness thinks they may need to create more routes out of town. >> but she says the answers can only be found if the town council conducts a safety study on wildfire. evacuation plans. wildfire is a unique thing. it is unpredictable, but there are ways to study it and understand how it might behave. so we can ensure that people have ways out of the town officials with the town of moraga say they've not yet

been served with the lawsuit and as such they can't comment at this time. >> say august says this lawsuit could go away. but only if the city agrees to conduct a study and then comes up with a wildfire evacuation plan. in moraga. dan kerman kron. 4 news. >> well, work is going resume this morning after a gas main leak was discovered on treasure island. the san francisco department of emergency issued that alert around 5.25. yesterday. public work crews. they've been investigating the leak overnight. they have to stop because of safety reasons. work will resume at 7 this morning. parts of a popular mall on the peninsula could undergo a major redevelopment owners. the hillsdale mall in san mateo, they've submitted a plan to turn a part of the shopping center into housing verizon's. the ford has reaction. >> this western section of the mall could potentially turn into housing. i spoke to all employees who have big some motions about the plans. it's a mixed feeling for sure. kathy canelo works at the h in

him inside of the hillsdale mall. the store is located on the western side of the mall, which according to a plan publicized by the city of san mateo, could potentially turn into three-story townhomes. it's part of a major redevelopment plan submitted by the mall's owners called hillsdale re imagined the project would take down the existing indoor mall structure and turn the space into homes office and retail buildings and open space. canelo says the only positive things you can think of is the housing would provide opportunities for people who want to move into the area. but she doesn't want to think about looking for a new job. i've only been here for like 5 minutes, but it's been helpful having a job that's nearby. another hillsdale mall employee aliyah austin, thanks. the potential redevelopment is an all around bad idea because he'll still is a hot spot for families. least when i work on the weekends or even like on a busy times and they're like mall event, it gets really

crowded like they know they have a like kind of concert in like the center square. austin also says the serramonte center in daly city is the closest shopping mall from hillsdale. >> which would be a 20 to 30 minute trip for families in and around san mateo. this is like the close to small within kind of a distance. so it would kind of take away from people shopping space like where to go. >> the city of san mateo has not yet released an estimated cost of the hillsdale mall redevelopment plan or construction date. reached out but we weren't able to neither speak with the property owners or city officials because of presidents holiday in san mateo, lindsey ford kron. 4 news. >> happening today, cruz and san francisco are going to start working on the removal of a pretty controversial bike lane on valencia street to replace it with a new side running by late. the change comes after business owners blame the center lane for law. some money customers and they threatened to the project is expected to take at least 2 months with construction work

something that does interrupt this overall dry pattern tomorrow today is going to be a dry one with highs back in the 60's and san francisco, few upper 50's at the coastline, though 60's continue down the bayshore today with saint carlos at 63 mountain view at 64 degrees south bay. temperatures rising well into the mid-sixties of san jose at 66 degrees east bay. daytime highs, much the same. a lot of mid 60's on the map today. oakland, you land at 62 degrees, walnut creek and concord, each at 66 napa at 65 for your high. so definitely some comfortable numbers with that. sunshine and light winds paired in tomorrow cools a couple of degrees. as those morning showers arrive. but some afternoon clearing thursday and friday. nice and sunny. temperatures begin to climb again and by your final weekend of february. look at that. a lot of us in the 70's. roadways this morning doing all right. 8 minutes to make your crossing over there at the bay bridge. definitely more of us on the roads this

morning. that is going to be the trend as it is back to work tuesday after the three-day weekend. hopefully enjoyed yesterday's lighter traffic. but so far, so good on our bridges right now. all right, john, thank you for that. >> 18 people, including a child are hurt after delta air lines, plane crash law landing ended up on its roof on monday. the flights carrying 80 people arriving at canada's toronto pearson airport from minneapolis. no one died. authorities say the injuries were relatively minor. investigators are still looking into why the plane crashed. they did say it was snowing and windy in toronto, delta canceling all flights in and out of toronto scheduled for last night. and out of the northerly officials are preparing to move iconic elm trees from the historic derringer winery elm tunnel. that's all due to the else facing disease old age, the trees that they intended to take down a marked in red on your screen. the decision comes from a 2023 inspection done by both caltrans and the city of saint alina was the

rights. you're looking at uber is brand new million dollar ad campaign set to appear on social media and digital platforms in 4 states including california. everything is getting more expensive and the golden state specifically the campaign aims to spread awareness and expressed concerns over what uber describes as high insurance costs. it has to pay in california cost. wilbur feels it has no choice but to pass down to passengers. it sold a price break down and i was shocked. >> in shootings been taking insurance. costs have gone up significantly. and that is obviously to the detriment of the writer that must pay for for an alternate adam blinn. it has senior director for policy and communications in the united states and canada. he says he recognizes insurance is necessary under the law to cover accidents. but he adds mandates in california have resulted in rideshare coverage costs coming up to approximately 30 times higher for rideshare companies like uber, the personal vehicles. >> and 10 times higher for uber taxis to accommodate for

that. uber says in cities like los angeles, up to 45% of a writer's fair could go to insurance costs well on other metro areas like washington, d.c., where fewer regulations are in place, just 5% of the average ride goes to insurance. uber says that means in dc over on cheaper rides. the company also notes leaders and other states like arizona have already taken action to lower such costs. they want to see california to the same. you can have very robust coverage, which is we think a requirement. >> right, right, for without burdening the system unnecessarily in creating cost that all consumers that have to pay alleges many personal injury attorneys know about their high insurance requirements and have taken advantage of the situation by aggressively targeting rideshare companies with frivolous claims. >> inflated medical bills in excess of settlements as more payouts are required of insurance carriers, the rideshare companies, they ensure incur higher costs, which per uber results in higher rideshare fares for consumers. it really does anger me la based uber driver

2 people have been arrested in connection to an armed carjacking in vallejo. police say the carjacking happened monday on the wrist. elaine, 2 women, they were in their car when the suspects block them in with 2 other cars for that ordered them to get out and drive to work and they drove away. police then located the stolen car right near kissel. ali, sacramento street and one victim recognized a car involved in that car jacking. police arrested the 2 suspects later identified as teens, 2 loaded unregistered firearms and stolen property were recovered. okay. get a look at your screen. they say this is the car that was involved in a deadly hit and run about 3 weeks ago out of hayward. the collision happened right near us fearing boulevard and sue errol street. police describe this car as being a white midsize lexus doc. black rims. they say there's possible damage to the front bumper near the left side broken

morning. ran a good morning. gather pain at the pumps back today. if you're filling up this morning, you'll notice the difference out there. gas prices up nearly $0.60 in san francisco compared to just a month ago. we're also paying a few cents more than we did last week. so let's break it down county by county. on average, the cheapest gas. you'll find is its a la county for 98 a gallon today, santa clara 5, a one alum meta's 503, contra costa. you're at 506. san francisco. 5.12. now san mateo area, napa and marin counties all up to 5.19, this morning and the most expensive county to fill up in today. that's going to be sonoma coming in at 5.23. so what's driving up? the prices will refinery if that goes offline, production goes down. and so in the east bay at large fire broke out at the martinez refinery, injuring several employees and leading to air quality concerns earlier this month. so that's part of the problem. according to the

about proposed cuts to the athletic department of sonoma state university. but rachelle's clifford explains the proposed cuts and shares what wells have to say. >> well, sonoma state university says it plans to make some significant cuts to its programs and its athletics. that has angered students and some alumni, including an nba player. >> love morning nba star jalen wells, a sonoma state university alumni and current memphis grizzlies player came to speak out about recent propose cuts to the school's athletic programs. he recalled how sonoma state was one of the few schools to offer him a chance to play college basketball. and i thought i kind grew as a person on and off the floor mat. a lot of nice people here. >> definitely definitely felt like a second home being here earlier this year, the university announced that in order to close a 24 million dollar budget deficit, it was ending 20 degree programs laying off faculty, merging departments in eliminating all 11 of the university's athletic teams. >> well says he's concerned that if these cuts go through other young athletes may not

get the opportunities that he was given. he also worries that the cuts could impact the wider community. i mean, i bea you those kids run a park that come to these games and, you know, they enjoy it. >> it makes them want to play these sports and things like that. so i think a lot of it is bigger than sports. i think we're not realizing how much of the impact that sonoma state sports actually has on the community. >> well, says he understands the school is under pressure to make cuts, but he hopes they can find a way to make it work, make it back to what it and to elevate they want want to to unless the university changes course the cuts to the athletic programs are set to take effect at the end of the current semester. and finally, a group called save seawolves athletics has filed a complaint with the u.s. department of education hoping to stop the cuts. but for now in the north bay, charles clifford kron, 4 news. all right. well, teachers in sonoma, san ramon standing up against proposed budget cuts. >> they say they're going to push back against the district's proposal of a 26 million dollar cuts. that
