chance of any sort of showers in this forecast. lot of 50's at this point. fremont barely hanging on to the upper 40's. well, as that 53 oakland at 52 now this afternoon after a cool start to the day just gets increasingly mild with daytime highs for a lot of rising into the mid 60's. back to all. on the 10 o'clock new this moing, we're in county is going to conduct a pile burn operation. >> so you're going to probably see some smoke. they sent out an advisory warning u about this. it starting from china camp state park make nears fire road. there are some trails that will be closed for a few hours because of this traveler. also in that area near north pedro and point san pedro roads. >> all right. let's get to the breaking news this morning. heavy police presence in a concord neighborhood. we've been seeing the police tape. >> oh, yeah. this is where shots were fired and will tran has been following all morning long gathering new information with the chip. would you have for us now? well,

>> i have new information to pass along to you at this particular time. hold on just a minute. as my microphone. can you hear me? i have new information to pass along to you. i just confirmed with authorities that this was, in fact, a fatal scene. it appears to involve 2 family members. this is tomah road and you can see officers are here. they are focusing on that particular house with the garage open. this all went down at around one 30 in the overnight hours. police officers had to respond from the concord police department. it appears that officers might have shot their guns as they are looking for shell casings. it does not appear, however, that any officer was injured. as far as what happened, it appears that he was involving 2 family members and a knife. we don't know which one was killed. we are hearing that it involved a father and son, but we don't know which one survived and which one died

from the scene as far as this particular scene, they shut it down in the overnight hours and they still remain here. we hope to get more information. but sadly, it appears at all emanated from that house on tumor road, which is basically one block away from very busy willow. pass road. i did get a chance to talk to neighbors and they did not want to go on camera. but they did say the family that lives there. they are very nice and good people. and they say this is an unfortunate incident that happened in the overnight hours. >> back to will. what do you make of the fact that i have you not seen an ambulance, right? i don't think you like was there ambulance? just yeah. >> i did not see an ambulance but full disclosure. we didn't get here until about 5.15, when we got here. so it does not mean that the person was not transported to the hospital and died there. but as far as the coroner's office, i didn't see the coroner's office, which indicates to me from my

experience that that person was taken to the hospital and ultimately died because obviously have that person died at the house, then the body would have to be removed and that would involve the coroner's. okay. will thank you for the update. 10. 0, 3 is a time right now. and family and friends are continuing to more than death of a teenage boy who was stabbed to death and sand. >> santa san jose's santana row. he was there on valentine's day with his girlfriend out on a date identified now is david gutierrez. again, 15 years old. >> he was jumped apparently by a group and kron four's jack moment has more. family and friends of david gutierrez say that he was a student at sequoyah high school. >> and love to go to his local boxing gym in redwood city. the 15 year-old was killed in a stabbing here in santana row on valentine's day. it's a better introduce you to the young life taken too soon. we

take you to redwood city. >> it is like to work out. hang out with his friends here. >> this is david gutierrez, boxing gym. this group of kids standing right now with the same group the team would normally train with. this is his coach for dover, rita, henry list. it's not real. you >> it was random when film to win this state. he coached gutierrez for 2 years and says that this was unexpected. >> adding gutierrez was a good kid. yeah, he was good. he was down. he wasn't scared. he was brave. the 15 year-old with a student at sequoyah high school. his life was cut short friday on valentine's day. >> according to his family's gofundme, he was killed, stabbed in the heart while on a date with his girlfriend. said still chair of the state. we know feel right. san jose police say the suspects ran away before police arrived. gutierrez was taken to a hospital where he later

>> feel really sorry for his family. and yeah, it to the someone that young. especially the community less somebody that san jose mayor matt may have sent a statement to kron. 4 news that says, quote, as we await more details about this tragic death. my thoughts are with the victim's family who are undoubtedly reeling from this horrific loss. i have full confidence that our police officers will pursue every lead to bring the perpetrator of this senseless violence to justice. the family gofundme says all money donated will go towards funeral expenses with the family telling the world, quote. >> we lost our baby san jose. police also told as of monday there are no updates to share with the case as the investigation is ongoing. reporting here in san jose. jack moment kron 4 news. >> well, new this morning we're hearing from san francisco transportation authorities about how they plan to come, how they plan to solve a budget deficit problem. the sfmta tells us that one option is to cut school crossing guards, which is not something they believe they have to pursue. but

officials are presenting multiple options at a board of directors meeting today, which includes finding alternate funding for that school crossing guard program. instead of just cutting it all together. in a statement, the sfmta said, quote, if it ever became necessary to cut the crossing guard program because of our financial crisis, we would search high and low for alternative funding to keep that program going. then it goes on to say keeping children and their families safe is an urgent priority for our agency and for the city, end quote, school crossing guards are planning to rally today. 2, again, pressed to keep the program operating. the rally is set to be held at city hall before their meeting at 1 o'clock this afternoon. >> developing news this morning out of union city where police were investigating because of a crash that happened. a person was hit by a car around 8.30, last night at eastbound alvarado. niles road at alva did boulevard. you can see them investigating. we don't know. we just know that

broke out at the martinez fire refinery rather earlier this month, phillips 66 plans to shut down their refinery in southern california later this year. california now requires refineries to store extra gas to make up for shortages. >> it's more for why prices have gone up so much is because california policy has essentially derailed many refineries from doing business in recent years. the 1990's, we had 32 refineries in the state of california. we have less than 20 now. so supply demand is a factor here at according to the energy information administration. >> the domestic supply drop by 3 million barrels last week. the demand is up by about 200,000 barrels per day. refineries are beginning to switch over from winter to summer blend fuel, according to triple. and so that usually leads to higher prices. so if you've got a bike, this might be a good time to start pedaling guys. back kidding.

thank 10. 0, 9, right now and parts of a popular mall on the peninsula. >> could have a major redevelopment happened. owners of the hillsdale mall in san mateo have submitted a plan. they want to turn part of the shopping center into housing kron four's lindsay for takes a closer look. >> this western section of the mall could potentially turn into housing. i spoke to all employees who have big motions about the plans. it's a mixed feeling for sure. kathy canelo works at the h in him inside of the hillsdale mall. the store is located on the western side of the mall, which according to a plan publicized by the city of san mateo, could potentially turn into three-story townhomes. it's part of a major redevelopment plan submitted by the mall's owners called hillsdale re imagined the project would take down the existing indoor mall structure and turn the space into homes office and retail buildings and open space. canelo says the only positive things you

can think of is the housing would provide opportunities for people who want to move into the area. but she doesn't want to think about looking for a new job. i've only been here for like 5 minutes, but it's been helpful having a job that's nearby. another hillsdale mall employee aliyah austin, thanks. the potential redevelopment is an all around bad idea because he'll still is a hot spot for families. least when i work on the weekends or even like on a busy times and they're like mall event, it gets really crowded like they know they have a like kind of concert in like the center square. austin also says the serramonte center in daly city is the closest shopping mall from hillsdale. >> which would be a 20 to 30 minute trip for families in and around san mateo. this is like the close to small within, kind of a distance. so it would kind of take away from people shopping space like where to go. >> the city of san mateo has not yet released an estimated cost of the hillsdale mall redevelopment plan or construction date. reached out

us? well, for spots like santa rosa could see around a 10th of an inch of rain. eureka, closer to an inch of it. well, up in the sierra, only 3 inches of snowfall stack that up with the feet of snowfall. you saw last week and we're definitely seeing a much lighter impact from this system, not holding anyone out from getting outside 50's to 60's in the city as well as at the coastline today. most of the bay area is going to be well into the 60's making today. noticeably warmer than yesterday was and definitely a comfortable pairing of mid 60's. sunshine and calm winds in the south bay as well as across a lot of the east bay dublin at 66, same in walnut creek and danville. well, oakland at 62 for your high today, fully how you land at 63 and santa rosa at 65 for your high later on tomorrow, temperatures dip just a little bit along with that isolated chance of showers. most likely for the north bay less likely further south thursday. we rebound really quickly climbing right back into the upper 60's under sunshine and by the weekend, it's a lot of

70's for some areas that haven't seen that number in months. daria. >> thanks a lot, john. 10, 17 right now in the north. a look at this. 2 teenagers accused of stealing a car at gunpoint from the driver in vallejo. and then look at what police found. the teen's block. 2 women in a parking lot stole the car. the car was later found abandoned. and then after that, officers spotted they thought were the teenagers pulled him over and they're the guns that they found inside the teenagers car. they were arrested. >> it's a concern for all of us around yeah. that east bay man says he's concerned and frustrated over a driver doing donuts in his neighborhood from sunup until sundown. yeah. and you can see that this is a quiet neighborhood with houses right along the side. somebody could get hurt and they don't want him to. let's take a closer look at the issue with kron 4 sarah stinson. >> the aftermath from these donuts can be seen here on castle rock road. you can see

the skid marks this happening at all hours of the day and night this weekend. it happened during the day for the first time. however, that did allow 2 brothers who grew up here to capture video of a license plate. >> in the middle of the day, a reckless driver seen doing donuts on castle rock road in walnut creek, mitchell and greg mays lure caught it on video. now that we have a license plate, we can actually. >> for sure say that this is the guy and we have video of him doing it. so what more proof you want? these brothers say this type of chaos has been disrupting their neighborhood for 2 years. it's a concern for all of us around here. >> every time like someone's doing donuts around here will all come out and waltz kuspuk what we saw videos and really try to report every weekend. >> it finally capture the license plates of 2 drivers who brazenly did this over president's day weekend. it was happening every day

this morning. the number of california high school seniors applying for federal financial aid is apparently dropped. >> according to the california student aid commission applications for fafsa have dropped by 25%, which comes out to about 48,000 students. as of last week. and this comes as college aid experts say that families with undocumented family members are beginning to question the safety of their personal information. some students say that they're wary of a line in the fafsa application that asks parents if they have a social security number and then ask them to complete and it identity verification form on the other hand, california has its own state application for student aid called the california dream act application, which the commission says does not share information with federal agencies. it has a fact

temperatures are mostly in the 50's at this point. the oakland at 52 53. so no one of our warmer spots along with pittsburgh, both at 57 degrees. now this afternoon after a cool start to the morning. we do see daytime highs climbing well into the mid 60's for a lot of us. hopefully get a chance to enjoy it between that time spent in the office. back to you. >> all right. the devastating fires in los angeles have a lot of people thinking about fire safety and some in one particular neighborhood. would like to take a better look at how they would get out. yeah, we're talking arago. if you know the area, you know, that's a lot of tulane, windy roads with very limited access in and out of that town. and should a wildfire breakout. >> how does everybody get out safely? kron four's dan kerman takes a look. the southern california wildfires were a reminder to many in the bay area. >> how unpredictable wildfires can be and how difficult it can be to evacuate. that's especially true for those who live in the town of moraga, which has 2, 2, lane roads to

get people in and out of town to evacuate. moraga. you are leaving from one central point moraga. the organization has just filed a lawsuit against the town of bir aga alleging it violated the california environmental quality act by approving a 66 unit development project without for studying how it will impact the more than 16,000 residents. the currently live there should a wildfire forced an evacuation? >> we are not anti development group. we recognize the important of development, but we also recognize the safety of all marauder residents future and current. and it's not appropriate in a community like morocco, which very isolated due to its geography and griffey to not consider these things when approving development, sadness thinks

they may need to create more routes out of town. >> but she says the answers can only be found if the town council conducts a safety study on wildfire. evacuation plans. wildfire is a unique thing. it is unpredictable, but there are ways to study it and understand how it might behave. so we can ensure that people have ways out of the town officials with the town of moraga say they've not yet been served with the lawsuit and as such they can't comment at this time. >> gusts as this lawsuit could go away. but only if the city agrees to conduct a study and then comes up with a wildfire evacuation plan. in moraga. dan kerman kron. 4 news. >> 10. 33 right now and this is how protesters spent presidents day around the nation and even here in the bay area, protesters were protesting president trump on presidents day also they were protesting against elon musk. we have scenes from all around the bay. this seemed protests called no kings on presidents

day and again, they also are pointing out that they don't like elon musk's involvement in the president's policies. >> very upset about musk and his minions accessing our data and messing with the computer systems with their unelected and then not being adequately supervise. >> and the shows of defiance were in san francisco outside of his city hall. and look here outside of the tesla building on van ness avenue as well. some of the signs telling it the must must must go organizers in the bay area pointed out that these were peaceful demonstrations. as in san jose same thing. they just wanted to get attention and they want to draw attention to to continued protests like state assembly member ash keller talked about. >> we have to keep showing up. if look ships, part of protected our around the

world, where are all on a cause? people in the dark and down. job. so everyone of what i see here are patriotic american. >> their next act of standing up. it is going to be a day of action next friday and they're calling for an economic blackout, encouraging americans not to spend any money at major retailers. that's next friday. >> well, elsewhere in the east bay, one camera store is looking for help after they say somebody broke into their shop over the weekend. this is looking glass photo. they've got a gofundme set up right now. a car rammed into the store's entrance multiple times. the thieves went in. still a bunch of merchandise. so far the company has raised about 43,000 dollars of the $50,000 goal. they have to repair all the damage and replace all the items taken. >> san francisco based uber is launching a digital ad

campaign aimed at lowering rideshare insurance costs. yeah. uber claiming that state mandates require such high coverage that ultimately it impacts the price that you and i pay for. when we asked for a ride. capitol correspondent eytan wallace has more. >> well, just take a look at this receipt from a recent override. i took it cost just about $28 for just under 4 miles. and that was before the tip. uber says more than 30% of that ride and the ride you take in california go to pay directly for insurance. the rideshare giant says that simply too expensive and hurts every day passengers and even drivers. and now they hope to bring awareness to the issue to you. >> and to state leaders. >> join our fight to protect your access to affordable rights. you're looking at uber is brand new million dollar ad campaign set to appear on social media and digital platforms in 4 states everything is getting more expensive and the golden state specifically the campaign aims to spread awareness and

expressed concerns over what uber describes as high insurance costs. it has to pay in california cost. wilbur feels it has no choice but to pass down to passengers. it sold price break down and i was shocked. >> in shootings been taking insurance. costs have gone up significantly. and that is obviously to the detriment of the right of the for for an alternate adam blinn. it has senior director for policy and communications in the united states and canada. he says he recognizes insurance is necessary under the law to cover accidents. but he adds mandates in california have resulted in rideshare cover its costs. coming up to approximately 30 times higher for rideshare companies like uber, the personal vehicles. >> and 10 times higher for uber taxis to accommodate for that. uber says in cities like los angeles up to 45% of a writer's fair could go to insurance costs well on other metro areas like washington, d.c., where fewer regulations are in place, just 5% of the average ride goes to insurance. uber says that

means in dc over on cheaper rides. the company also notes leaders and other states like arizona have already taken action to lower such costs. they want to see california do the same. you can have very robust coverage, which is we think a requirement. >> right, right, for without burdening the system unnecessarily in creating cost that all consumers that have to pay alleges many personal injury attorneys know about their high insurance requirements and have taken advantage of the situation by aggressively targeting rideshare companies with frivolous claims. >> inflated medical bills in excess of settlements as more pale to required of insurance carriers, the rideshare companies, they ensure incur higher costs, which results in higher rideshare fares for consumers. it really does anger me la based uber driver stephen hanks says the situation is not only hurting the bottom line of passengers but also drivers like him losing out on business is befinitely a slowdown. it costs more for overyone. you would like to see the state leaders do something i would

chance to play college basketball. and i thought i kind grew a person on and off the floor mat. a lot of nice people here. >> definitely definitely felt like a second home being here earlier this year, the university announced that in order to close a 24 million dollar budget deficit, it was ending 20 degree programs laying off faculty, merging departments in eliminating all 11 of the university's athletic teams. >> well says he's concerned that if these cuts go through other young athletes may not get the opportunities that he was given. he also worries that the cuts could impact the wider community. i mean, i bet you kids and run a park come to these games and you know that they enjoy it. >> it makes them want to play these sports and things like that. so i think a lot of it is bigger than sports. i think we're not realizing how much of the impact that sonoma state sports actually has on the community. >> well, says he understands the school is under pressure to make cuts, but he hopes they can find a way to make it work. make it back to what it and to elevated. they want

the cascades for us in the day as well. as for the sierra around lake tahoe, right on the southern edge of any sort of precipitation potential here and what that means is the north bay will be seeing some light showers, maybe just a sprinkle or 2 further southward. and for the sierra, nothing more than a very light to snowfall. this is how much we're going to be looking at tomorrow. really areas like santa rosa could see a 10th of an inch. well, san jose may be literally just a drop of water donner summit. that's the highest elevation on 80 right there. possibly around 3 inches of snowfall compared to the feet of snow last week. that is hardly anything that will even slow you down. just make sure that you are ready for a few slick spots up there. temperatures in the 60's for the most part today. and this is actually one of our cooler days of our forecast after tomorrow's little bit of rain. we are on a warming trend and that means the 60's soon to be replaced by 70's this upcoming weekend for a few spots, but do enjoy them. it's going to be a nice pairing of mid 60's. sunshine and light winds adds up to a

was it was a weekend to you know, the warriors, the raiders, the a's are gone. >> so this brought back some some pride is brought back to, guess, encouragement that oakley can still do. major read it. >> according to mayor daniel lurie, a san francisco that city generated about 350 million dollars worth of economic boost. and about 300,000 people visited the city on saturday and sunday. >> speaking of big it on the south bay, santa clara city officials have just finalized a contract for the 2026 fifa world cup city council approved agreements with the bay area host committee and with the san francisco forty-niners for levi stadium, which is where will be the burial host committee tape picking up the costs for the 6 world cup matches at levi's, including a 25 million dollar price tag to bring the field up to par because it has to meet fifa regulations and the city won't be paying a dime for those upgrades to levi's.

that's because voters passed measure j which prevents the city from spending levi's, the host committee will reimburse the city for any equipment, but specifically for the world cup. an in the event that the host committee can't pay the reimbursement built. the forty-niners have to pick up the tab field. construction is already underway. >> all right. now let's turn our focus to baseball. the athletics have announced a contract extension with their manager mark kotsay, keeping him with the team through the 2028 season. our sports director scott reese has the details. >> talking baseball today. the giants with their first full-squad workout of 2025 spring training. but these kind of stole their thunder with the big news signing manager mark kotsay to a contract extension through the 2028 season. every a's player and coach was at the press conference degree kotsay with a standing ovation. the skipper has been through some tough times with this group, but he believes in the current core of young talent. >> in 2023, this group was

will they appeal to everybody? but video game developers. >> very small proportion of them are african-american. yeah. and there's a nonprofit in oakland is trying to change that. and as part of our black history month celebration, we're going to take a closer look with kron 4 sarah stinson at game heads in oakland. >> we all want the gaming industry to get to a point where you're not a unicorn is not a big deal that you're in the game, right. like you just you're part of everybody else. damon packwood is turning the video game industry on its head. he co-founded game heads in oakland, its mission to guide low-income students of color, ages 15 to 25 years old to the gaming world. >> if you give students the best hardware in the best software and then you provide them with the best instructors in the best mentors. they'll get very good and that that was always my theory. and where we're proud see that actually coming to fruition. >> packwood is a san francisco a lot like a lot of these students and i grew up in low-income communities after

earning his master's, he was teaching web design. but it wasn't long before you realized students were more interested in learning about gaming, then coating. they want to learn. >> and it's just that sometimes we're not teaching them things that they want want in the game heads program, students gain a competitive edge with free classes. mentorship. >> and a state-of-the-art gaming center and lab students can stay enrolled until they get a job in the industry or age out. they do 6 months of in-class learning. >> all of our classes are taught by video game industry professionals during the summer. they all get video game industry professional mentors and they have to build a game over 15 weeks and then they have to showcase that game at the end of the summer and then they have to release that game online by the end of the year game heads black owned and operated in an industry that packwood says lacks representation. the numbers are out of work. >> that's why it's so significant that we have an

african-american board. >> of people that are in the gaming industry because they they only represented 2%. and we just so happened get some of those legendary 2% to kind of help build out the organization game heads partners with major players like sony and x box and just celebrated 10 years as a nonprofit. >> packwood says one of their biggest accomplishment helping a couple students land a job on the hit game. marvel's spider-man 2. >> i was like that was a big like a matching work on a swag. you have to be able to say i worked on marvel's spider-man 2 and i even graduate from and with each student success, packwood hopes to shift to the culture of the more than 400 billion dollar gaming industry. like when you create nonprofits, the the hope is that you're always trying to put yourself out of business. >> right. like hopefully one day we will need a game. that's because the industry will be diverse enough for this is not necessary.
