>> kron, 4 news at noon. teachers in san ramon say they're fighting to protect their students as they rally today against proposed cuts to student services. plus, we have new details on the deadly accident in the cold. neighborhood involving family members. issue plane crash?

>> well, and a plane rolling over in toronto after landing injuring many passengers. we will hear some of people on the plane and from aviation experts. >> and what they think may have happened. >> thank you for joining us here on kron. 4 news at noon. i'm justine waldman will begin in the east bay where teachers in the san ramon valley school district, a rally to protest proposed budget cuts. that word would reduce staff and slash student services kron. 4 charles clifford is live for us now in san ramon with the details. >> well, good afternoon. yeah, i'm out right now. i'm outside already valley high school. i were a rally, a teachers rally just wrapped up here and they are very upset about some proposed cuts by the school district. that's going to take a look at some video here. walk you through it now. the ramon valley unified school

district says it needs to close a 26 million dollar budget deficit to reach that goal. it announced plans to among other things, eliminate management and administrative positions, eliminate custodial staff, lay off teachers, reduce the number of counselors, increased class sizes and reduce funding for things like travel technology and substitute teachers. tuesday's rally, teachers and staff pushed back against those cuts. >> i think a lot of us feel betrayed. because we understand declining enrollment. we understand budget issues, but we also understand that it's management's responsibility to ensure and safeguard our kids. >> all right, back live. now, the district says that they're willing to work with the unions to try to find some other ways to save money. but the union say so far they've not been able to reach an agreement with the school district. district also says that even though they might push these cuts through this year, that in the long term

they may need to make additional cuts if the current round of budget reductions goes through those layoffs for teachers, those notices could go out by march. 15th. but for now in the east bay, charles clifford kron, 4 news, charles stay in the east bay as we have new details on the criminal investigation that's being done by concord police. >> after neighbors say they heard gunfire in the overnight hours kron four's will tran is at the scene with the latest. i have new information to pass along to you. i just confirmed with authorities that this was, in fact, a fatal scene. >> it appears to involve 2 family members. this is tomah road and you can see officers are here. they are focusing on that particular house with the garage open. this all went down at around one 30 in the overnight hours. police officers had to respond from the concord police department. it appears that officers might have shot their guns as they are looking for shell casings. it does not appear, however,

that any officer was injured as far as what happened. it appears that he was involving 2 family members and a knife. we don't know which one was killed. we are hearing that it involved a father and son, but we don't know which one survived and which one died from the scene as far as this particular scene, they shut it down in the overnight hours and they still remain here. we hope to get more information. but sadly, it appears at all emanated from that house on tumor road, which is basically one block away from very busy willow. pass road. i did get a chance to talk to neighbors and they did not want to go on camera. but they did say the family that lives there. they are very nice and good people. and they say this is an unfortunate incident that happened in the overnight hours. back to you. a berkeley man who is the alleged leader of a cult like group known as the zizians is now behind bars, along with several other members of the group.

>> accused in a violent wave of attacks killing at least 6 people. this link was made after a border patrol agent was shot in vermont during a traffic stop involving the group's leader. jack ziz lizzo to the group is described as young computer scientists who met online. their goals are not clear, but online writings include topics from radical veganism to the dangers of ai. also this afternoon in the east bay, one camera store is seeking some help after it was broken into looking glass photo post on a go fund me that a car was allegedly rammed through the store's entrance multiple times. you can see the photos here of the aftermath on the screen. a lot of things were stolen in the process here. and so far, $42,000 has been raised for the storm out of the goal of $50,000 are flipped a call. we'll have more on this story coming up on kron. 4 news at 2 o'clock. also happening today, cruz and san francisco will start working on removing the

controversial bike lane on valencia street to replace it. with new side running bike lanes. change coming after business owners blame the center lane for a loss of money and customers. this project is expected to take at least 2 months with construction work going to be happening. also on the weekends from 7 in the morning until 5 in the afternoon. today. first day back to work for a lot of people after the three-day weekend. if you're driving gas prices, you'll notice are on the rise. kron four's joey horta has more on what's driving up. the costs. if you're driving today, get ready to fork out the dough. gas prices up by 66 in san francisco. >> from today compared to last week at this time we did the math for you. and if a lay home oakland, you're paying $0.28 more than last week. san jose and san francisco a quarter more napa. 36 entire both sandra fell in santa rosa. gas is a quarter more than last week. and drivers in contra costa county can expect to pay just over 5 bucks. and san mateo county, 5.18, a

gallon. so what's driving up prices? well, in the east bay, a large fire broke out at the martinez refinery earlier this month. phillips. 66 plans to shut down their refinery in southern california by the end of this year. and california now requires refineries to store extra gas to make up for shortages. >> lot of the reason or for why prices have gone up so much is because california policy has essentially derailed many refineries from doing business in recent years. the 1990's, we had 32 refineries in the state of california. we have less than 20 now. >> refineries are beginning to switch over from winter blend to summer blend gas according to aaa, that usually leads to higher prices as summer approaches. gas prices typically get even higher. so that's likely to continue. might want to find a ride with a friend take public transportation to make up for it in the newsroom. joey horta kron. 4 news.

>> talk about a forecast now with this live look outside here. mount diablo in the east bay today. we're going to track the forecast. see what's in store for the rest the week with meteorologist kyla grogan. hey there. what i love to see that pictures. all the green, right? that is the payoff of the rain that we've had live look right now. obviously nice and dry here at the golden gate bridge. you do notice a few clouds out there. >> we're going to see the clouds increasing as we go throughout the day today. we'll talk about that in a second. but let's talk about temperatures right now. already. pretty nice day. san francisco. 58 degrees. it's 60 up in santa rosa, 61 in fremont. you can see got a 61 degrees there. also in places like concord. so we are on our way to a pretty nice day. when does nice and calm? no worries there. and as we take a look at the highs today, few clouds out there. as i mentioned right now. but we're looking out for 62 in san francisco in the average is 61. so pretty much a spot on average day just about here, the record back in 18. 99, 80 degrees. happy to say we'll be getting anywhere near close to that. having said that, we will be average or slightly above

average today, a little bit above average, maybe as we head inland there. and you see some spots looking out for about 65 degrees with those low 60's around the bay itself means that we have just a nice seasonal day going on. notice we do have some clouds that are starting to roll in an indication of what's going to be heading our way next. and if you look to the north that but that california, oregon border, we even see a little rain, a few snowflakes. we are going to see just the impulse of a low pressure system and what that will do is provide us with a chance of a few showers as we get into the early morning hours tomorrow. then we've got a warm-up on the way. when i come back, i'll talk all about that. we'll track the showers and talk about just how warm these temps are set to get as we head into the weekend. sounds good, all but 2 of the 21 people injured on that flight that flipped over in toronto have now been released from hospitals. >> the ntsb says it is helping canada's transportation safety board investigate how that plane overturned news nation's out scupper ello has reaction now from passengers who were on that plane.

>> plane crashed my moments of pure terror followed by disbelief captured on the cell phones of passengers on delta flight. 48 19 traveling from minneapolis to toronto. of a sudden everything just kind of went sideways. >> and then next, is kind of blinking him upside down, still strapped in airport. officials confirm there were 76 passengers and 4 crew members onboard 18 individuals sustained injuries. but we're hearing they're all considered non life-threatening. >> miraculously, no lives were lost. local paramedics report 3 people in critical condition, including one pediatric patient transported to a children's hospital in toronto. officials are now saying everyone on board is doing well. what i saw was everyone on that plane suddenly became. >> very close in terms of how to help one another, how to console one another. investigators are still piecing together exactly what went wrong, but it appears weather may have contributed a winter storm hit toronto over

the weekend leaving the tarmac, snow-covered and winds gusting as high as 40 miles per hour. aviation experts say the crj 900 aircraft involved in the incident is generally reliable in these conditions. but those sudden gust could have caused instability. flights were grounded for about 2 and a half hours after the crash causing significant delays and cancellations. operations have since partially resumed. airport officials say they're working around the clock to clear the scene as quickly and as safely as possible. but it may take some time due to the investigation. >> still ahead here at noon, following devastating fires in los angeles. some east bay residents now want their city to study wildfire. evacuation routes. plus the number of students applying for financial aid is dropping. why many of them are saying they're just afraid to apply. and demonstrators were out in full force presidents day to protest trump administration.

yeah, so we've got a few clouds here out at half. moon bay. you can see that are starting to move in. and as we work our way later into the day, those clouds will start increasing across the bay area. but right now, not a not a bad day out there, right tomorrow. we do have a slight shower chance. it looks like it's confined to the morning and it is very limited and then we have a warming trend on the way. lots of sunshine coming our way. so let's talk first about that shower chance low-pressure very well to the north and west of us. just got to kind of press down to make a little bit of an impulse that rolls through. that's where that shower chances after that high pressure is going to start to build in. and that's when we start to see a ridge. that means we start to warm up and we get a little more sunshine in our forecast to and i know since we've had enough rain for a while that think are all ready for that. live look from the east bay right now. and you can see over the next few days, if you look at our inland communities, by the time we get to the weekend, we actually have spots that could be getting up to that 70 degree mark. and it's not just this weekend, but as we work our way into next week as well. so kind of a big change coming our way there is that low pressure system that i mentioned. you can see just a

little bit of that impulse bringing some rain and a little bit of snow, even to that california border up by oregon right now. we're just starting to see some of the clouds that are building in just kind of rolling in over the top of that wind is relatively calm here. we are going to see that change as we get into tomorrow. a little more gusty in the afternoon. sun taking you into wednesday, about 3 o'clock. we'll also start to see that direction. change will be more of a northerly flow. doesn't look like it's going to be to the level of the wind advisory but definitely will breezy out there tomorrow. so here we go through today. clouds moving in tonight. that's about 10 o'clock. the showers hold off until early morning hours. this is 06:00am. this is a really quick hit here. you can see about 08:30am. you're not seeing a whole lot out of this system and then it will work its way out and it will be gone as we head into the afternoon there on wednesday, leaving us for that thursday to be pretty nice. this is what i'm talking about for total. so we measuring in hundreds of an inch. so some of you will not see a thing from this or maybe a sprinkle or 2. and that's about now, once we get into pardon the t xt 7 days, you can see t

it is going to be a little bit of a run of really nice warm, looks like furniture moved since that was off a couple of back she's alright. well, the devastating fires in los angeles have bay area residents on edge about what might happen here. and now some raga residents have filed a lawsuit against the town saying it must study wildfire evacuation routes to better prepare for the future. kron four's dan kerman reports. >> the southern california wildfires were a reminder to many in the bay area. >> how unpredictable wildfires can be and how difficult it can be to evacuate. that's especially true for those who live in the town of moraga, which has 2, 2, lane roads to get people in and out of town to evacuate. moraga. you are leaving from one central point and either trying to go through or india. >> i'm way which you can see behind me where you're trying to go through lafayette. i'm road, which is a similarly narrow 2 lane road.

>> cheryl sadness is with safe moraga. the organization has just filed a lawsuit against the town of bir aga alleging it violated the california environmental quality act by approving a 66 unit development project without for studying how it will impact the more than 16,000 residents. the currently live there should a wildfire forced an evacuation? >> we are not anti development group. we recognize the important of development, but we also recognize the safety of all marauder residents future and current. and it's not appropriate in a community like morocco, which very isolated due to its geography and griffey to not consider these things when approving development, sadness thinks they may need to create more routes out of town. >> but she says the answers can only be found if the town council conducts a safety study on wildfire. evacuation plans. wildfire is a unique thing. it is unpredictable, but there are ways to study it

>> the number of california high school seniors applying for federal financial aid is dropping. this is according to the california student aid commission applications for fafsa have dropped by 25% or about 48,000 students. as of last week. this is coming as college aid experts say that families with undocumented family members are questioning the safety of their personal information. some students say they are worried about a question that asks parents if they have a social security number and then asking them to complete and identity verification form california does have its own state application for student aid. it's called the california dream act application which the commission says does not share any information there with federal agencies at this moment. the trump administration has not

announced plans to use application information to target people for deportation. and be a star. jalen wells is now joining the growing opposition to sonoma state university's proposal to get rid of its athletics department. wells played 2 seasons at sonoma state from 2021 to 2023. and after taking part in the nba all-star weekend in the bay area wells back at his alma mater saying that if the cuts go through other young athletes may not get the opportunities that he was given. >> i mean, i bet you kids and run a park come to these games and you know, they they enjoy it. it makes them want to play these sports things like that. so i think a lot of it is bigger than sports. i think we're not realizing how much of impact that sonoma state sports actually has on the community. >> snow, the state also plans to end 20 degree programs and layoff faculty group that calls themselves save

>> family and friends continue to mourn the death of a teen who was stabbed in san jose santana row on ben valentine's day. and according to a gofundme 15 year-old david gutierrez was out on a date with his girlfriend when he was jumped by a group and kron four's jack molmud has more on this story after speaking with people who knew the 15 year-old. >> family and friends of david gutierrez say that he was a student at sequoyah high school and love to go to his local boxing gym in redwood city. the 15 year-old was killed in a stabbing here in santana row on valentine's day. it's a better introduce you to the young life taken too soon. we take you to redwood city. >> it is like to work out. hang out with his friends here. >> this is david gutierrez, boxing gym. this group of kids standing right now with the same group the team would

normally train with. this is his coach for dover, rita, henry list. it's not real. you >> it was random when film to win this state. he coached gutierrez for 2 years and says that this was unexpected. >> adding gutierrez was a good kid. yeah, he was good. he was down. he wasn't scared. he was brave. the 15 year-old with a student at sequoyah high school. his life was cut short friday on valentine's day. >> according to his family's gofundme, he was killed, stabbed in the heart while on a date with his girlfriend. said still chair of the state. we know feel right. san jose police say the suspects ran away before police arrived. gutierrez was taken to a hospital where he later >> feel really sorry for his family. and yeah, it to the someone that young. especially the community less somebody that san jose mayor matt may have sent a statement to kron. 4 news that says, quote, as we await more details about this tragic death. my thoughts are with the victim's family who

are undoubtedly reeling from this horrific loss. i have full confidence that our police officers will pursue every lead to bring the perpetrator of this senseless violence to justice. the family gofundme says all money donated will go towards funeral expenses with the family telling the world, quote. >> we lost our baby san jose. police also told as of monday there are no updates to share with the case as the investigation is ongoing. reporting here in san jose. jack moment kron 4 news. >> all right. let's take a live look outside to see what's happening here at san francisco. starting to get some blue skies out there trying anyway. we're going to check in now with meteorologist kyla grogan for details on past. yeah, we've got a nice but i want to take a second talk about what's happening here in the country. an arctic blast to these are actual temperatures. >> not wind chills. so think that through here. when i tell you it's -6 in rapid city. but even if you go down to dallas, texas, 39 degrees. 25 in boston, 14 in chicago, incredibly cold air in place. as you take your ally over

here, you can see as well. the sierra is still in some of that cold. in fact, 30's had been kind of the norm for tahoe today. so this is the departure from normal. obviously, you can see just how incredibly cold this is and what a good portion of the country it is affecting with ar -20 to 25 degrees from normal. we are in a much better situation here. but look, what happens kind of fascinating is that you see this and then watch how quickly it goes away. that is thursday by friday. you're starting to see temperatures roll into above average territory in places like denver, colorado, where they have been, you know, in the teens today. so big difference in temperatures on the way we are kind of fortunate that we are going nice and mild. today. we are looking out for some average temperatures. you can see as we take a look at berkeley's example for about 61 degrees as a high wind, nice and cobb and just a really kind of com benign weather forecast today. these are the highs and looking out for their average of maybe a slightly degree or 2 above as you head inland, but basically low to mid 60's for us today. really nice now as we get into

tomorrow, we're going to be looking out for this. the clouds are rolling in giving us an indication that we're going to have little chance of a shower as we get into tomorrow morning. that will pass very quickly. but tonight it will be about the clouds moving in and those temperatures being a little bit warmer in the overnight hours. when come back, we'll take a look at that rain chance and also your seven-day forecast sounds good. parts of a popular mall on the peninsula could undergo a major redevelopment owners of the hillsdale mall. >> in san mateo have submitted a plan to turn part of the shopping center into housing kron four's. lindsey ford has reaction. >> this western section of the mall could potentially turn into housing. i spoke to all employees who have big some motions about the plans. it's a mixed feeling for sure. kathy canelo works at the h in him inside of the hillsdale mall. the store is located on the western side of the mall, which according to a plan publicized by the city of san mateo, could potentially turn into three-story townhomes. it's part of a major redevelopment plan submitted by the mall's owners called

hillsdale re imagined the project would take down the existing indoor mall structure and turn the space into homes office and retail buildings and open space. canelo says the only positive things you can think of is the housing would provide opportunities for people who want to move into the area. but she doesn't want to think about looking for a new job. i've only been here for like 5 minutes, but it's been helpful having a job that's nearby. another hillsdale mall employee aliyah austin, thanks. the potential redevelopment is an all around bad idea because he'll still is a hot spot for families. least when i work on the weekends or even like on a busy times and there's like mall event, it gets really crowded like they know they have a like kind of concert in like the center square. austin also says the serramonte center in daly city is the closest shopping mall from hillsdale. >> which would be a 20 to 30 minute trip for families in and around san mateo. this is like the close to small

within, like kind of a distance. so it would kind of take away from people shopping space like where to go. >> the city of san mateo has not yet released an estimated cost of the hillsdale mall redevelopment plan or construction date. reached out but we weren't able to neither speak with the property owners or city officials because of presidents holiday in san mateo, lindsey ford kron. 4 news. >> initial talks between the united states and russia to end the ukraine war wrapped up earlier today and saudi arabia with a what appears to be a framework to keep the negotiations going. washington correspondent trevor shirley is in dc with more. no ukrainian officials were involved in today's talks and the framework doesn't appear to include any kind of accountability or punishment on russia for starting the war. >> this morning, us and russian officials meeting face-to-face publicly for the first time since russia's invasion of ukraine 3 years ago. today is the first step of a long and difficult

journey. but an important one secretary of state, marco rubio leading the negotiations with russian foreign minister sergey lavrov who remains under u.s. sanctions for his role in the war. i came away today convinced that they are willing to begin to engage in a serious process to determine. >> how and how quickly and what mechanism be brought to this war. u.s. officials say the talks yielded 4 takeaways, including efforts to renew allies, diplomatic relations between the u.s. and russia. >> appointing high-level teams to help end the war lay groundwork towards future cooperation and economic investment and a pledge to keep the peace process going. i don't think we believe any just peace can be reached without the participation and leadership of ukraine. some lawmakers raised concern earlier this week after ukraine was shut out of today's talks and no european leaders were there either. i quote that the facts will continue to push back on this notion. >> that our allies haven't

been consulted their being they are being consulted literally almost on a daily basis based on what officials laid out. >> there appears to be no discussion of punishment on russia or its president. vladimir putin for starting the war, which has now killed between 50800,000 people. with indications ukraine may also have to surrender some of its territory to russia. the practical reality. >> is that there is going to be some discussion of territory and there's going to be discussion of security guarantees. >> those guarantees could include some kind of a european peace keeping force. but ukrainian officials say they won't agree to any deal that ukraine doesn't have a part in negotiating reporting in washington. i'm trevor shirley. >> if you have taken an uber ride recently, you might have noticed that the ferris costing more than ever, which is why uber is pushing our state to lower insurance costs. they say california's high insurance requirements

are passed on to consumers and drivers. uber says in los angeles up to 45% of fares go to pay for insurance in other cities like dc that have fewer regulations. just 5% of the fair goes to insurance. the company says leaders and other states like arizona have already taken action to lower costs and they want to see california do the same. >> have very robust coverage, which is we think a requirement right, right for without burdening the system unnecessarily in creating cost that all consumers that have to pay. >> uber alleges personal injury attorneys know about their high insurance requirements and are targeting rideshare companies with frivolous claims. they say costs from those suits are than shoulder by customers and drivers. the california department of fish and wildlife says it has fitted 12 great wolves with tracking collars. these are wolves from 3 different pack spread across

right. like you just do your part of everybody else. damon packwood is turning the video game industry on its head. he co-founded game heads in oakland, its mission to guide low-income students of color, ages 15 to 25 years old to the gaming world. >> if you give students the best hardware in the best software and then you provide them with the best instructors in the best mentors. they'll get very good and that that was always my theory. and where we're proud to see that actually coming to fruition. >> packwood is a san francisco a lot like a lot of these students and i grew up in low-income communities after earning his master's, he was teaching web design. but it wasn't long before you realized students were more interested in learning about gaming, then coating. they want to learn.r >> and it's just that sometimes we're not teaching them things that they want want in the game heads program, students gain a competitive edge with free classes. mentorship. >> and a state-of-the-art gaming center and lab students

can stay enrolled until they get a job in the industry or age out. they do 6 months of in-class learning. >> all of our classes are taught by video game industry professionals during the summer. they all get video game industry professional mentors and they have to build a game over 15 weeks and then they have to showcase that game at the end of the summer and then they have to release that game online by the end of the year game heads black owned and operated in an industry that packwood says lacks representation. the numbers are out of work. >> that's why it's so significant that we have an african-american board. >> of people that are in the gaming industry because they they only represented 2%. and we just so happened get some of those legendary 2% to kind of help build out the organization game heads partners with major players like sony and x box and just celebrated 10 years as a nonprofit. >> packwood says one of their

futurecast. you can see we go through and get into our evening about 10 o'clock tonight. those clouds really start to thicken up. and then tomorrow morning, this is about 6.30. you see a little sprinkle coming through here in the north bay moves through rather quickly. that's about 09:30am, in the morning. still a little unsettled until we get into the afternoon by about 4 o'clock, though, certainly we will be clearing out and then it's going to be about the warm-up and take a look at this. this is the temperature outlook. if i take you into next week. so not only are going to be warming up this week, but as you can see, we expect above average temperatures as we roll through the weekend into next week. so that means that we've got a run of high pressure that's going to be in control and that will warm things up. and that will allow us to see some of these temperatures, as you can see by the time we hit friday inland spots potentially getting into the 70's. and it has been a little while since we've seen some 70's not only saturday and sunday, but as we head into next week, as i mentioned. so it is going to be a good run of some nice, warm weather once we get through just a day tomorrow of a few sprinkles rolling our way in the early part of the day. back to you.

oakley can still do. major read it. >> according to mayor daniel lurie, san francisco generated around 350 million dollars worth of economic impact. about 300,000 people were in the city saturday and sunday. in the south bay, santa clara city officials have finalized contracts for the 2026 fifa world cup. the city council approved agreements with the bay area host committee and the forty-niners, the barry host committee will take up the costs for 6 world cup matches at levi's, including a 25 million dollar price tag to bring the field up to fifa regulations. the city will not be paying a dime on these upgrades to levi's stadium brought on by a big measure that was passed that measure j that prevents the city from spending money on the facility. the host committee will reimburse the city for any equipment bought specifically for the world cup. and in the event that the host committee cannot pay this back, the forty-niners will take up the tab field.
