>> now at 4 an early morning police shooting in the east bay ends with the suspect dead. why investigators say officers opened fire. >> plus, an overnight burglary caught on camera. camera store is now dealing with thousands of dollars in losses. the news at 4 starts right next. drive. good afternoon. thanks for being with us today for kron. 4 news at 4, i'm grant lotus and i'm vicki liviakis investigation is underway in concord after a domestic violence call turned into a police shooting that ended with the suspect dead. >> happened early this morning at a home on in tomah drive not far from willow pass stephanie rothman near that

home right now joins us live with more. what can you tell us? stephanie? >> well, vicki, that incident happened overnight, but it's still a very active scene right now with law enforcement agencies still out here on scene on the tomah drive looking into what they can find with evidence they take office, part of no toma drive. so investigators can looking front of the home. that's at the center of this. and neighbors say they are still in shock and south for the family involved. >> i don't know what happened, but like wow, only 2 doors down. >> and a neighbor in shock tuesday after learning of a violent incident in the middle of the night that ended with one person hurt and another dead. >> yeah, i was woken up because i like pow, pow and i thought it was like from willow pass road that was going on like and i heard cop cars or whatever. so i thought it was all somebody chasing somebody or something down there that lets it. >> around one 40 tuesday morning, concord police say

they responded to a report of a person attacking a family natoma drive off a busy willow pass road once on scene. officers say they found a man stopping his family member with a knife. police shot and killed the armed man. it's unclear what caused the suspect to stab their family member. police say the victim whose age and identity has not yet been released was rushed to a hospital and is expected to be okay. another neighbor who knows the family did not want to be identified, said his heart goes out to them. they raise their boys i've been there for 30 years. he was there. >> before i got there. they've always been great kids. and that always been great. 3 people the neighborhood is a community where most have lived for decades. >> residents say the violence is rare and upsetting and imagine going through what they're going through right now. just. >> i think they need their piece right now. their privacy until figure out what happens.

>> and investigators are still looking into the situation here. >> once again, the shooting and the staffing identities of those victims have yet to be identified. but once we get more information, of course, we will bring it to you for now reporting here toma drive in concord. stephanie rothman kron. 4 such a tragedy. stephanie, thank you. >> overnight burglary in berkeley has left a camera shop owner with hundreds of thousands of dollars in losses to the suspects used a car to break through the front entrance conference. we've to shows us the damage. >> this is our neighbor's front entrance of that is the mirror image actually of exactly what our front entrance was. which is now, you know, byron, and it looks like this now after jan. what accounts key says thieves used what she believes was a stolen car to repeatedly ram through the front entrance for early sunday morning. eventually breaking through and into looking glass photo in berkeley, a minimum $50,000

worth of. >> the physical damage to the stories. >> measurable what you koski is president and ceo of the camera shop on 5th street. she shares surveillance video of the suspects ransacking the place she says they were in and out in less than 5 minutes and were gone before berkeley police officers responded just after 5.30, that morning. it's so much destruction i have no idea all the costs are at this point. the suspects bypass the blockade in stalled out front, something her landlord added when the business moved into the building in july. would you koski says this is the first burglary at this location and the worst she has ever experienced since taking over the business in berkeley back in 2008 lord installed them knowing that this was a possibility in still. they had interior roll-up door, which is now just trash. she is just grateful. her landlord immediately stepped in to have

the entrance boarded up and her small yet close knit team spent sunday cleaning up and reopened monday. the community has also donated more than $50,000 online to help with the recovery effort. i don't i think we all feel being alone and a lot of things right now. a lot of disconnection. this outcry has my number and they will need every bit of it in berkeley. philippe djegal all kron. 4 it could be a controversy, bike lane in san francisco's mission district is coming down today. >> crews started removing the lane in the center of valencia street and replacing it with a new curb side bike lane. the change coming after business owners blamed the center lane for a loss of money and customers and they threatened to sue construction was slated to start last week but was rescheduled because of the stormy weather. it's expected to take 2 to 3 months.

>> good weather this week for that kind of thing. as we take a look over san francisco here. >> crawford's meteorologist kyla grogan joining us now in the studio. hey, kyla. hey there. so we are starting to see some of the clouds are going move in tonight. and that nation that we do have it. it is chance of a shower in the early morning hours tomorrow. but right now, not bad roads are dry. no problems out there for you. >> wind is relatively calm. logan picking up here at half moon bay out at the coast now to about 17 miles per hour. so that's a little breezy temperature wise. we've been mostly in the 60's today. few 50's out there. now as we start to pull back a bit. but we did get up to mid 60's in a few spots and pretty comfortable out there. right temperatures about where we should be this time of year. now when we get into the evening because that cloud cover is going to be picking up. there is a nice kind of bonus for that. and that is that the cloud cover does keep us little warmer in the overnight hours. so notice temperatures in the overnight tonight low to upper 40's. not that you're not seeing any of those freezing temperatures,

you know, low 30's or anything like that for tonight. here's a live look at stormtracker and you can just see how some of that moisture is to the north of us starting to try make its way in. you should get home tonight. no problems with any rain. it maybe a sprinkle or 2 in the north bay. that's about it. but the bigger picture here is that we've got low pressure is sitting right about there. you kind of see that tail of moisture that's associated with it. that is a front that's going to track through. it is a weak front. so it is not expected to bring a lot of rain. we should be measuring that and hundreds of an inch. having said that, it does mean that we do have that chance of a shower in the first part of tomorrow. now, after that clears out tomorrow and it will happen relatively quickly. notice we get sunshine back as we get into thursday and not just sunshine, but temperatures are going up. and that is just the beginning of a very impressive warm-up. that's coming our way. i'll track those showers and have the details on the warm up. when i come back in just a little bit. >> community organizations in

oakland pleading with the city to rethink their budget cuts that will hurt the most vulnerable in their community. more than a dozen organizations that service the homeless seniors, immigrants and use, took part in a rally at the fruitvale transit village this morning. they say the decision to cut more than 2 and a half million dollars worth of funding from them with her. thousands of families in oakland. >> everybody out here is a fire all people out here. we're apart emergencies every single day. and we know the best part part what we do. we do prevention her that we're not putting out emergencies left to right. shooting drawn much from budget cuts is going take away from me being able to respond the side to the victims. >> or their of not be able with groceries. i'm not going to be able to assist funeral costs or, you range means which at times some of the most important things that that the individual the family

of the victims need because they want when they something. >> dramatic. >> the unity council there says that the city plans to stop funding their services in the middle of this seat financial year. they are asking for the city to honor the contracts currently in place. >> riding high off a successful all star weekend. san francisco city leaders are introducing a new bill. tell boost night life and help revitalize downtown mayor daniel lurie and state senator scott wiener introduced a new senate bill that would create 20 new liquor licenses and lower the cost of the licenses, making it easier to open new bars and restaurants downtown. san francisco is open for business. >> that's the message we are sending with this bill. and that's the message our administration is sending consistently. >> another effort to make it easier for businesses is

>> at least 18 people are injured after a delta flight crashed and flipped upside down on a runway. none of the injuries, however, are severe. that's the good news. but this terrifying incident happened yesterday as the flight from minneapolis was landing at toronto's pearson airport. and people are scared to fly. newsnation's. alex capariello has the latest. >> dozens of officials with both the transportation safety board of canada, as well as the faa are out on that runway as we speak, examining that delta aircraft that in britain on its head and burst into flames. but still no official cause of that crash has been publicly released on tuesday. you could see those investigators examining the icy fuselage that will remain on the runway for at least 48 hours. the wings separated from the body of the aircraft were also under close scrutiny. officials say 19 of the 21 hospitalized passengers have been released from the hospital and miraculously, no deaths have been reported. authorities are praising the quick action of the first

responders who quickly doused the plane in water and chemicals and kept the wreckage from igniting further. the president and the ceo of the toronto airport explain the weather conditions leading up to the crash saying toronto received more than 20 inches of snow from 2 massive storms over the weekend. that's more snow than the city received all last year while the fire chief initially reported that he didn't believe eyesore, wind gust contributed to the crash, authorities seemed to backtrack on that statement saying it's now up to investigators to determine what went wrong. this would not be a time for us to have theory. >> or to speculate on what caused the crash. so as i shared, you know, we have a number of agencies that are here that are responsible for doing a thorough and full and complete investigation to determine all the causal factors. we're looking forward to getting those results to sharing those and those will be shared very publicly once they are received. paramedics reported that the injuries range from head trauma back, sprains, nausea and vomiting. >> but the condition of those 2 victims that remain hospitalized is still unknown.

i'm alex capariello. >> that tron a crash is the second commercial plane crash in the last 3 weeks. the trump administration is receiving criticism as it looks to trim the federal workforce, including the faa kron four's washington correspondent vinaysimlot now reports on the recent changes to the faa and how that administration says it's working to increase the safety of air travel. >> the two-hour delta flight, minneapolis to toronto, canada ended in a fiery crash. passengers evacuated onto the snowy tarmac upside down. the airport's ceo says toronto's sought to snowstorms over 4 days leaving 20 inches of snow. that is actually not typical. the good news, though, delta says everybody on board survived photos from the accident scene show the crj 900 passenger cabin intact one wing and the tail were disconnected. it just makes you really thankful for all

the safety checks. it's the 4th major crash of a passenger airplane in the last month. a crash in alaska killed 10 on board late last month. an air ambulance jet crash in philadelphia killing 7 and 67 people died when a military black hawk helicopter and an american airlines flight collided in dc some democrats went as far as blaming the trump administration for the recent crashes because they fired hundreds of faa employees. >> advocates say that has a ripple effect. not only how effective these families and these people, but the halifax aviation safety. dave sparrow is a union president representing aviation workers and introduces risk into the national airspace system n reducing risk is the last thing that you wanted transfer. patients. secretary sean duffy defended the cuts. he says out of 45,000 employees, 400 were let go. air traffic controllers and critical safety personnel in washington today. some lot.

all right. let's talk weather as we get a live look at sfo. >> kyla grogan joining back here in the studio to give us a look at the local weather. >> yeah, you ready or not? we do have more clouds coming evening. then just a little bit of rain and then a really nice warm-up on the way. but we'll start tonight with a live look here out of half moon bay. >> where you can see it's been a pretty nice day today, albeit it has been a little cloudy, no doubt about it. but as we start to work our way through the afternoon, you'll notice that the clouds will move in a little bit thicker and then tomorrow, as i mentioned, we have that slight shower chance and then and then the warm-up is coming. so let's talk about this first full impulse. it's going to come through here. it is what's called a short wave trough, which means it's not like a full-blown low-pressure system for us. just a little bit of an impulse that brings that chance of a shower. then you notice high pressure builds in. that's going to be a ridge. that means we warm up. we get the sunshine going and it's got some kind of sustainability to as we work our way through the weekend into next week. so there's our low pressure right now.

there's a little tale of moisture. you can see a little bit of a shower going to happening in the northern reaches of california. that's the one to keep an eye on as we get into the overnight. how much rain are we talking about? not a whole lot. we're gonna be measuring this in hundredths of an inch if anything, right. so a lot of you may see absolutely nothing out of this timing wise. we go through tonight. the clouds thicken up. we get into tomorrow. taking you to about 07:30am, in the morning that we're going to see that shower roll through the north bay starts to fall apart as it makes its way south. as we get to the afternoon, we start to get some clearing. we should see some nice sunshine and that sets us up for the next part of the story. now, before we get to that, though, after that front passes, we are gonna get a little breezy. so just want to show you this. it'll be about northerly flow as we get to the afternoon. that will last through wednesday into thursday. but then the warm-up is on the way. so for inland spots, we're talking about the possibility here. as you can see of getting into the 70's as we head towards the weekend. now it will be low 70's to be clear, but it is has been a minute since we

temperatures that warm. yeah. yeah. and a nice stretch of dry weather which is great for those who are having of still cleanup. there's a lot of soggy spots that are out there. still. and we get, you know, more than a day or 2. we get like a good 5 or 6 days of dry weather on a straight thanks, guys. >> happening now, the new alameda county district attorney is being sworn in. is a live look at the ceremony. it just started in oakland are jones dickson there with her right hand raised. she's running placing pamela voters recalled in november. previously dixon was a superior court judge who also served as deputy district attorney in alameda county for 15 years. this is a high-profile job, though. she says she plans to focus on reorganizing the district attorneys office and dealing with the backlog of cases as of a chicago four's. dan kerman is following this story of the you will have much more coming up tonight. and from 4 years at 5. teachers in the

san ramon valley school district are rallying to protest proposed budget cuts that would reduce staff and the slash student services force charles clifford has that story. >> well, right now, i'm standing outside doherty valley high school here in san ramon, where on tuesday morning teachers rallied against proposed budget cuts by the school district. the center mon valley unified school district says it needs to close a 26 million dollar budget deficit to reach that goal. they have announced plans to among other things, eliminate management and administrative positions, lay off teachers, eliminate custodial staff, reduce the number of counselors, increased class sizes and reduce funding for things like travel technology and substitute teachers want >> tuesday's rally, teachers pushed back against those proposed cuts. >> i think a lot of us feel betrayed. because we understand declining enrollment. we understand

budget issues, but we also understand that it's management's responsibility to ensure and safeguard our kids. the school district has said that it will try to work with the unions that represent teachers and staff to try to make this process as painless as possible and find other ways to save money. but even if the district reaches the desired budget savings, there could be even more cuts and changes in the years ahead. layoff notices related to this round of cuts could go out by march. 15th in san ramon, charles clifford kron, 4 news 3 people have been displaced after a fire erupted at a san francisco home. >> this happened in the balboa park neighborhood on santa rosa avenue just east of highway 2.80, as fire sharing. these images with us said the fire did cause damage, but fire crews were able to put out the flames before they spread 2 other buildings that nobody was hurt. this weekend. bart crust, it's post pandemic record for number of riders see agency. >> says that more than 139,000

>> from today compared to last week at this time we did the math for you. and if a lay home oakland, you're paying $0.28 more than last week. san jose and san francisco a quarter more napa. 36 entire both sandra fell in santa rosa. gas is a quarter more than last week. and drivers in contra costa county can expect to pay just over 5 bucks in san mateo county, 5.18, a gallon. so what's driving up prices? well, in the east bay, a large fire broke out at the martinez refinery earlier this month. phillips. 66 plans to shut down their refinery in southern california by the end of this year. and california now requires refineries to store extra gas to make up for shortages. >> lot of the reason or for why prices have gone up so much is because california policy has essentially derailed many refineries from doing business in recent years. the 1990's, we had 32 refineries in the state of california. we have less than 20 now. >> refineries are beginning to switch over from winter blend

>> now at 4.30, no secret that the oil industry and the newsom administration have heads over the last few years. and now chevron is warning it is seriously evaluating its future in the state of california. kron four's capitol correspondent eytan wallace spoke one on one with the chevron executive and joins us with how the governor is responding. >> we love california. we've been there a long time. we do want to stay. we want to be we want to continue do or doing, but it is getting much more difficult. chevron executive, any walls not mincing words about chevron's future in california, walz who serves as chevron's president of downstream midstream and chemicals notes last summer. the oil giant announced it is

gradually moving its headquarters from san ramon in the bay area to houston, texas. all of it coming amid a tense relationship between the oil industry and governor gavin newsom. well, companies are ripping you off all of you from press conferences and they continue to get away with it to social media. big oil's ripping you off to the debate stage. these companies are ripping you off and ripping us off. that's been the governor's message over the last several years, accusing the oil industry of price gouging at the pump. an allegation the industry tonight. just last year, newsom called a special session and signed a new law requiring oil companies to keep minimum oil inventories on hand. before that. some backed a plan to ban the sale of all new gas-powered cars in the state by 2035. newsom has long argued those regulations will benefit the environment and protect consumers. but chevron heavily disagrees. they're making it hard competitors that used to be here next on show british petroleum. they're all gone.

we now have different competitors, marathon valero pbf and some others. but its an indication that it's not it's it is not going to good place for companies like chevron to make a good return on investment. in a statement, a spokesperson for the governor said the newsom administration will work with any company committed to california and the shared goals of a cleaner, sustainable future. chevron has a future in clean energy in california. they can join us in our steady long-term transition to a state powered by clean energy. chevron, though, responding noting it is the second largest bio-diesel producer in the u.s., but adding demand for gasoline is still high in the golden state. a state the u.s. department of energy says has more than 30 million registered gas-powered cars as such while chevron's headquarters are no longer in california, it still operates 2 major refineries here, one in el segundo in southern california and the other in richmond in northern california were combined 2,500

employees work to help supply fuel that ultimately makes it to your cast. i still think californians need local production. they need those good jobs. >> and they needed for security of supply and reliability. so i'd like to have that conversation. that's why i'm talking to you is i want people to understand that this is essential for our lives today at the state capitol. eytan wallace kron. 4 news. >> state prosecutors have arrested a man accused of running an illegal assault weapon, manufacturing and assembly operation out of their own garage. attorney general rob bonta says his office started the investigation after the man identified as mark j. berman was found trying to sell the weapons at a plaster ville gun show. investigators search its home in roseville. they found a bunch of rifles, large capacity magazines and ammo. bonta says that berman faces various felony charges.

>> just into our kron 4 newsroom. police say a man was hit by a car last night and has died. this is in union city. we first told you about the collision last night on kron. 4 news attend the collision temporarily shut down eastbound of rado niles road at almaden boulevard. police say the driver involved remained at the scene and the driver did not appear to be under the influence. police say this is still active investigation. >> family and friends continue to mourn the death of a teen who was stabbed in san jose santana row on valentine's day. according to a gofundme 15 year-old david gutierrez was out on a date with his girlfriend when he was jumped by a group people kron four's jacked moment. reports. >> family and friends of david gutierrez say that he was a student at sequoyah high school and love to go to his local boxing gym in redwood city. the 15 year-old was killed in a stabbing here in santana row on valentine's day. it's a better introduce

sunshine early on and start to really kind of cloud things up as we head throughout the day, temperatures out the door right now. pretty comfortable in spots. we've got mid 60's in the concord and livermore. also the santa rosa, a cooler. 54 in half moon bay and to 7 degrees right now in san francisco. overall, there it is. we've got changes coming back. of course, yesterday was a nice dry day. we have plenty of sunshine and dry corditions around the state. now the doppler radar starting to pick up with some very light moisture begin to move in toward the sacramento valley. parts of the north bay seeing that, not expecting much of that hitting the ground just yet, but off the coastline. that system going to be moving in as it does, it will bring with it a chance of rain overnight tonight and into tomorrow to tonight. if you're headed out the door, lot of clouds, i think staying mostly dry, the exception, a slight chance of a few sprinkles north of the golden gate bridge. temperatures because of the cloud cover not as cold. you can see generally numbers running in the 60's in many spots inland, even by 5 o'clock today. but as we get toward a lot of part of the evening, those temperatures dropping off into the 50's

showers expected from the system. but you get a little wet as we head through the night tonight. >> and at least the morning tomorrow, and then things should begin to clear out again. but overall, yeah, not a bad day today. those clouds kind of creeping in kind of thinking the up a little bit. now as that front gets a little bit closer. look at the rick white hour right now. we've got the clouds up above, not much in the way of wind. just a gentle breeze out there. so far things will start to pick up in the wind as we head in tomorrow afternoon and evening. but tonight, increasing clouds with a chance of showers. late tonight. tomorrow, some morning showers that some partly cloudy skies by tomorrow afternoon and the rest the week. well, we are going to see a return to some dry weather impact by this next weekend. i think we're talking about a little taste of spring coming our way. many temperatures sneaking up into the 70's here in the bay area. but we've got to get through this system first. you can see it off the coastline, mostly energy from the system go to make its way up in the pacific northwest. you can see kind of rolling over the top of ridge of high pressure. so we're going to the trailing edge of the system. that means we're not going to get a whole lot of moisture out of. we're seeing some of those scattered pop up. showers begin to move into california right now. but it's really light showing

really in the northern half of california now. but it'll pick up a little bit overnight tonight and tomorrow morning. but the long-range forecast looks pretty promising for the bay area. if you like some nice weather ahead. here's that system coming through by tomorrow. bring with it. a chance of a few scattered showers. watch out for a couple pop-up snow showers. if you head to the sierra nevada, 2 behind that, we start to dry things out very nicely. we get the weekend saturday. looks like a great day again. another storm approaches, maybe a few high clouds, but most energy staying well to the north of the bay area's that keeps us out of the track of all these storms except by the middle of next week. we've got what's called a cutoff low, begin to spin in our direction. that's kind of a sign as we head toward lot of part of the season. things begin change the atmosphere bit. so overall, though, forecast has us running below average as we look toward the end of the month. and then as we get toward the beginning next month, things may pick up again. tomorrow some 50's and some 60's outside lot of clouds showers in the morning drying out in the afternoon and look at over the next couple days is going to be to return to some sunshine. how about that? 70's on saturday

western side of the mall, which according to a plan publicized by the city of san mateo, could potentially turn into three-story townhomes. it's part of a major redevelopment plan submitted by the mall's owners called hillsdale re imagined the project would take down the existing indoor mall structure and turn the space into homes office and retail buildings and open space. canelo says the only positive things you can think of is the housing would provide opportunities for people who want to move into the area. but she doesn't want to think about looking for a new job. i've only been here for like 5 minutes, but it's been helpful having a job that's nearby. another hillsdale mall employee aliyah austin, thanks. the potential redevelopment is an all around bad idea because he'll still is a hot spot for families. least when i work on the weekends or even like on a busy times and there's like mall event, it gets really crowded like they know they have a like kind of concert in like the center square. austin
