attorney ursula jones dixon has just been sworn in. she replaces pamela price who voters recalled in november conference. dan kerman joins us now live from the alameda county courthouse with the very latest. dan. >> well, a huge group of support today for jones dixon as she was sworn in. >> here at the county administration building before they board of supervisors. her family was here as well as various former district attorneys. >> it different. ready for you both. >> former alameda county superior court judge ursula jones dickson was sworn in tuesday afternoon as alameda county's new district attorney. jones dickson replaces pamela price who was recalled in november's election after being accused of not holding criminals accountable. >> and clearly communicating with victims and their families prior to the

ceremony, jones dickson discussed or priorities with reporters. >> i think our biggest call is going to be to try to make sure that victims in the community realize that it is our job. this is a victim centered process. it's our job to make sure they are hurt and as much as possible they get the things that they need out of this process. if you have to come to the da's office is never a good time right? you're not here for fun. but the expectation is that somebody is hearing you, they're listening to you and they're making sure that your needs are being met as best that we can. jones dickson says other top priorities include reversing prices, charging directives. >> which made it more difficult to enhance months to charges. so also begin a review of the attorneys and the da's office to see who's up to the task and who needs training. the da's job is to make sure as the top law enforcement officer in the county that we are tending to the public safety of the community. and in addition to that, keeping victims at the center of that process, that's the work of the d a. >> among those attending the

dan. all right. investigation is underway in concord tonight after a domestic violence call turned deadly and there was a shooting involving police come for stephanie rothman reports. >> the incident happened overnight but law enforcement officials were out here collecting evidence for most of the day they takes office. part of that home, a drive so investigators can look in front of the home at the center of this all neighbors say they're still in shock. and seth for the family, i don't know what happened, but it's like wow, only 2 doors down. and a neighbor in shock tuesday after learning of a violent incident in the middle of the night. >> that ended with one person hurt and another dead. >> yeah, i was woken up because i like pow, pow and i thought it was like from willow pass road that was going on like and i heard cop cars or whatever. so i thought it was all somebody chasing somebody or something down there that lets it. >> around one 40 tuesday morning, concord police say they responded to a report of

a person attacking a family natoma drive off of busy willow pass road once on scene. officers say they found a man stopping his family member with a knife. police shot and killed the unarmed man. it's unclear what caused the suspect to stab their family member. police say the victim whose age and identity has not yet been released was rushed to a hospital and is expected to be okay. another neighbor who knows the family did not want to be identified, said his heart goes out to them. they raise their boys i've been there for 30 years. he was there. >> before i got there. they've always been great kids. and that always been great. 3 people the neighborhood is a community where most have lived for decades. >> residents say the violence is rare and upsetting and imagine going through what they're going through right now. just. >> i think they need their piece right now. their privacy until figure out what happens. >> once again, the stabbing

and the shooting victims identities have yet to be released. but of course, once we get more information from police, we will update you with that reporting in concord. stephanie rothman kron. 4 news. >> it could be >> crews working in san francisco's mission today removed some of that controversial bike lane in the center of lindsey, a street. they're going to continue working to replace all of it and they'll replace it with a curb side bike lane something that you would, you know, considered to be more traditional for bike lanes. businesses and the owners said complained for a long time. once that center lane was installed, claiming that it cost them money and customers an they threaten to sue. they said people had a hard time parking there because of the senator bike lane. construction was supposed to start last week on the removal, but the rain caused that to be postponed. the

whole project to get out of there and put the new bike lane back on the side of the road is expected to take 2 to 3 months. all right. better weather. certainly this week to do anything outside until the rain comes right, lawrence? yeah, we might see a little bit that overnight tonight. not a big storm rolling just light showers popping up around the bay area, especially north of the golden gate bridge. >> clouds kind of thickening up, though, throughout the day today, we had some sunshine early on, but yeah, those clouds so really rolling in so rain not too far away overnight tonight. i think into early tomorrow morning we're looking at the possibility of some raindrops. so maybe a little slick on some of the commute areas specially tomorrow morning in the north bay. you see the clouds rolling in outside right now looking down from mount tam outside cloudy skies around the bay area. now, temperature wise, not bad. you've got some 50's couple low, 60 showing up outside right now. so the cloud cover will keep those temperatures up. just a bit. but there you go. we are already starting to see the radar picking up on some raindrops in northern california. most that a fairly

light so far. and i think nothing's going to get really too heavy overnight tonight into tomorrow morning. although it'll start to pick up, i think as we head toward early tomorrow morning. so something to watch out for tonight, if you head out the door, grab a light jacket, if you're stepping on out, not going to be as cold. lot of clouds out there. slight chance of a sprinkle north of the golden gate bridge. if you're going to be hanging out there, i want to bring an umbrella with you. but there's some more rain on the way. we'll talk about that coming up in a few minutes. all right, lauren taylor berry had a jam packed weekend full of events. we're >> nba all-star weekend on the lunar new year parade and a lot of people use bart to get where they needed to go. the agency says that this weekend crushed the post pandemic record for the number of riders with more than 139,000 people taking the train to their location. bart says that it actually beat the previous record by nearly 16,000 riders. the train system says it had even add longer. trains and special event trains to carry the crowds during the busy weekend.

>> and a new senate bill just been introduced in california. it's trying to revive san francisco's economy and nightlife kron four's. catherine heenan joins us now live in the newsroom with details on what city leaders hope it will do, catherine. yeah, well, it sounds kind of simple. it boils down to the fact city leaders hope that you would be more likely to spend time downtown. >> if there are more places to get together and drake. the timing for the pitches. good san francisco. coming off a lunar new year celebrations that brought. >> happy locals and visitors pouring into the city and an nba all-star weekend that had people only too happy to head for san francisco, enjoying the fun. >> we do. we see that when you give people a reason to be downtown, they go downtown state senator scott wiener is introducing a bill that could bring new bars and restaurants to the areas around union square in mice county center. >> by offering 20 new liquor

licenses. the licenses are billed as a low cost with details to be announced later. we know that downtown financial district to union square. >> south of market europe when it is absolutely essential. we know that when people are trying to open up new bars or restaurants, it is extremely expensive. and one of the most significant costs is obtaining a liquor license. they can cost hundreds of thousands of dollars. should be making it easier. >> not harder for businesses to set up here. right now. state law limits are number of liquor licenses and they are expensive and hard to get. >> the new liquor licenses would be in a hospitality zone. the boundaries to be determined by the board of supervisors. city leaders figure they have to try just about anything. they've been dealing with a string of problems. the parade of small and large businesses that have shut down and left san

budget cuts. and protesters gathered today in oakland to protest 2.6 million dollars in cuts scheduled for this year. no no more than a dozen organizations took part in this protest tuesday morning at the fruitvale transit village calling on oakland city leaders to stop millions of dollars in cuts. one organization that stand to be affected is meals on wheels. basically the city has is still continuing to bomb the but not the meals. kim olson is the director of advocacy for meals on wheels. oakland, she says cuts in funding will prevent meals from being delivered to 1400 oakland seniors. we want the city to make our clients a priority in violent funding for these for essential services. >> we can't be short-sighted making. the smoke has now. then we need to proceedings and benefits for the rest of things those gathered tuesday say the cuts hurt the unhoused seniors, immigrants, young people and violence prevention carlos soto was a violence interrupter in the fruitvale area working to make oakland a

safe place for people to call home some of these budget cuts is going to take away from may be unable to respond to a homicide that shooting victims. >> or their families, arts and culture will also take a hit. friends of peralta, hacienda historical park provides free art and cultural education to more than 500 children a year. executive director miguel lopez is demanding transparency. people open deserve to know why these programs are being cut while other programs are being funded. we're calling on city council members restore the funding and prioritize the community. the unity council says the city plans to stop funding these services in the middle of the fiscal year. >> reporting in the newsroom. i'm rob nesbitt kron. 4 news. >> teachers and staff in the san ramon valley school district protesting proposed budget cuts today. the school district says it needs to close a 26 million dollar budget deficit and in order to reach that goal, it says it's

going to do several things, including increase class size and eliminate management administrative and custodial positions. teachers and staff are pushing back. >> i think a lot of us feel betrayed. because we understand declining enrollment. we understand budget issues, but we also understand that it's management's responsibility to ensure and safeguard our kids. the school district says that it will work with the unions that represent teachers and staff. but even if the district >> does reach the desired budget savings or could be even more cuts and changes ahead. layoff notices could start coming out. march 15th. >> now to big oil and it's no secret that industry and the newsom administration have. but it heads over the past few years. now, chevron is warning that it's seriously evaluating its future in the state of california. our capitol correspondent eytan wallace reports.

>> we love california. we've been there a long time. we do want to stay. we want to be we want to continue do or doing, but it is getting much more difficult. chevron executive, any walls not mincing words about chevron's future in california, walz who serves as chevron's president of downstream midstream and chemicals notes last summer. the oil giant announced it is gradually moving its headquarters from san ramon in the bay area to houston, texas. all of it coming amid a tense relationship between the oil industry and governor gavin newsom. well, companies are ripping you off all of you from press conferences and they continue to get away with it to social media. big oil's ripping you off to the debate stage. these companies are ripping you off and ripping us off. that's been the governor's message over the last several years, accusing the oil industry of price gouging at the pump. an allegation the industry tonight. just last year, newsom called a special session and signed a new law requiring oil companies to

keep minimum oil inventories on hand. before that. some backed a plan to ban the sale of all new gas-powered cars in the state by 2035. newsom has long argued those regulations will benefit the environment and protect consumers. but chevron heavily disagrees. they're making it hard competitors that used to be here next on show british petroleum. they're all gone. we now have different competitors, marathon valero pbf and some others. but its an indication that it's not it's it is not going good place for companies like chevron to make a good return on investment. in a statement, a spokesperson for the governor said the newsom administration will work with any company committed to california and the shared goals of a cleaner, sustainable future. chevron has a future in clean energy in california. they can join us in our steady long-term transition to a state powered by clean energy. chevron, though, responding noting it is the second largest bio-diesel producer in the

u.s., but adding demand for gasoline is still high in the golden state. a state the u.s. department of energy says has more than 30 million registered gas-powered cars as such while chevron's headquarters are no longer in california, it still operates 2 major refineries here, one in el segundo in southern california and the other in richmond in northern california were combined 2,500 employees work to help supply fuel that ultimately makes it to your cast. i still think californians need local production. they need those good jobs. >> and they needed for security of supply and reliability. so i'd like to have that conversation. that's why i'm talking to you is i want people to understand that this is essential for our lives today at the state capitol. eytan wallace kron. 4 news. >> and i want people to understand that lawrence is essential for our lives. thank him very much. and honestly, we're grateful that you're with to get means something you made it and sometimes i'm

more excited to hear from you than others. and that would be one of the to be one of those times i got some really the numbers the talk about coming up here, guys, as we've had really kind of it is spring rain season. some parts of the bay area. >> have seen a whole lot of rain. in fact, if they got any more rain for the rest of the year, they'd already be above average as of today, but other parts of bay area, still some work to do out there tonight. got those clouds rolling back in likely to see a few more light showers. nothing that's really going to change the numbers too much going for. this is where we look right now. how about that in the san francisco now over 17 and a 3rd inches of rain running at 112% of normal. but check out san jose head further south things begin to change. we did improve somewhat over the past couple of weeks here. almost 7 inches of rain. that's still 80% of normal. so running below the average. but they were right in the 60 percentile to begin the february month in oakland, well, they still got some work to do there. 64% of normal. but look at santa rosa. they really have to get one more rain drop for remainder of the

year. the already above average for the year. we're just adding to those totals sitting 161% normal. and that's kind of how it's been working la nina years usually get the heavy rainfall to the north. and that's the way it's been breaking down. here's a look at the drought monitor. you see most of the bay area now without an issue. but you head towards san jose parts of the east bay start to see some yellow as we're seeing some below normal precipitation in those areas. of course, southern california, a very scattered showers out there right now. we're seeing some pop-up showers around the bay area. that could be very light, not a big system out there. most of this is going to head up in the pacific northwest. so not going to get a whole lot of rain from the system back. the rest of february looks somewhat dry. we'll see a couple of weeks systems coming through. but nice to see is above normal. of course, we had a lot of snow in the sierra nevada summer or some months ahead what we've supplied. we take weeks off from rain around here and bowl. yeah, it has been really strange this year. it's been feast or famine throughout the season and looks like that may be that way again. march could come in and really get us a good punch
