chef tyler, florence has left union square. he'd open to mueller and lux provisions cafes and 2023. one next to to one next to stockton street, the other near powell street. both places abruptly close last weekend. city officials say florance said received $440,000 grant from the city to upgrade the spaces and launch those eateries. a spokesperson for the san francisco office of economic and workforce development said all the money was used for start-up costs, but now they're lingering questions about whether the cafes where supposed to be startups or not. at the time of the opening. then mayor london breed said florence was given three-year leases for both spaces with options for extensions. we reached out to the chef to learn more about these developments. but have not heard back. all right. back to philippe story now on november. 16th. >> 1990, maria. why offer was

found deceased on trail near inspiration. point in tilden, regional park, east bay regional park district police detective christopher rudy says she was strangled to death, found with rope around her neck and bruises on her body. >> showing signs of a struggle in 1997, biological evidence found on for from the suspect was sent to the contra costa crime lab for analysis. and during a news conference held in oakland wednesday, detective rudy, his chief and members of the contra costa county district attorneys office stating initially that dna evidence determined to be the suspect. seaman. >> did not hit a match until the fbi got involved in 2020 advanced dna techniques determine john le party as a prime suspect in 2024. detective rudy says these composite sketches of law party released in 2017 ended up being accurate. party was in his mid 30's living in martinez when white hoffer was

murdered. then in november party took his own life at his home in gold beach, oregon. the dna from their match with what was found at the crime scene. many people believe that cold case just goes in. some. >> lauren is forgotten. they do not forgive nor forget investigators do not believe la pari and white half or knew each other prior to the killing. every single person worked on this case. >> over these 30 plus years was dedicated to solving this crime. area-wide hofers brother hahn's shared a written statement through the park district police department saying that through the years his parents suffered knowing their daughter's killer. >> was likely still out there. and although solving this crime will not bring maria back, it does bring some closure and the family is grateful for law enforcement's thorough investigation. we shall remember, maria, as a gentle soul. >> pursuing her dreams as an artist and baker in the bay area community. she left. our

wish is that she will be remembered for the person she was. and not for what happened to her. investigators say it is unlikely la pari knew he was under investigation when he took his own life. >> in oakland, philippe djegal all kron. 4 news. >> boy, things are really heating up between president trump and ukraine's president today the 2 leaders went back and forth criticizing each other. the president of the u.s. went after volodymyr zelensky. ukraine's president calling him a dictator. without elections, doubling down on his comments from yesterday when he blamed ukraine for the war with russia. >> have ended it. 3 is you should have never started it. you could have made a deal. >> let's give then fired back. he says trump is living in a russian-made dis-information space republicans. most of them are brushing the comments off. but democrats are accusing president trump of

parenting russian propaganda. >> i mean this so disappointed in that president trump's comments sadly is not his first time peddling misinformation and dis information that they could be further from the truth. but once again, you see president trump taking sides with vladimir putin. the aggressor in this instance over ukraine has been ally. and so just bipartisan pushback in congress against the president's remarks. >> the war is entering its 3rd year is cost u.s. taxpayers upwards of 180 billion dollars. right now the trump administration is leading peace talks and has already met with russia. the president's special envoy to ukraine landed in kyiv to meet with zelensky for the first time today. yet another powerful storm is prompting alerts to millions of people in the south and the midwest dangerously cold air and

another round of snow. >> expected tonight and tomorrow n areas that have already been hit pretty hard recent weeks. so whether officials in missouri, they are launching a weather balloon. the national weather service in springfield sharing this video of the giant balloon launch, which is going to help them make measurements in frigid, windy conditions. at least 6 inches of snow fell in that area between yesterday's launch and daybreak this morning. first chief meteorologist lawrence karnow joining us now with a look at is going >> and soon after that guy he scrambled back inside. i mean, the temperatures just no joke across the country. very dangerous cold settling in. you can see the snow begin to make its way eastward toward the eastern seaboard. and they're seeing a mixture of that rain to the south. and you get in between there. that's where gets real messy. you start to see the pink showing up there in the purple. that is some rain and some sleet expect some ice accumulations along that area, maybe 2 tenths of an inch. so you can imagine some of that coating numerous trees and

power lines and possibly causing some power outages due to the weight of that ice on some of those areas. but the storm system about to make its way out in the atlantic behind that, though, we've got some very cold air and so we're worried about more storms. in fact, this may be just one of a series, a polar vortex events coming in the next couple of weeks here. looking at freeze, extreme cold warnings all the way down into the houston area. we have seen some unbelievably cold wind chill factors of -10 degrees and a place like dallas and boy, it's going to cold all the way in the houston. of course, this comes on top of the year. we see snow all the way down in the panhandle there, florida. it has been a very bitter cold winter so far it will continue. in fact, right on through at least the first week in march, looking to some extremely cold weather out there. temperatures out the door right now. to 20's already in dallas right now. 26 degrees. 7 degrees in which a top 5 degrees in des moines. -1 in fargo. you throw the wind factor gets a whole lot

colder. look at these numbers all around there. you can see all the way dallas feels like one degree outside. it's a norman minus. a wichita feels like minus 18 degrees and the north. you see all the pink there. that is just extremely cold, dangerous cold there. some of those wind chills -30 plus in those areas, guys. local congressman kevin mullin announced he's canceling his upcoming town hall due to complications from recent knee surgery. >> the congressman released a statement today saying he plans to return to capitol hill once medically cleared to fly in the meantime, own says he's working remotely with staff to continue his efforts to fight, quote against trump's overreach. mullin says the town hall will be rescheduled and the date will be announced soon. the husband of former house speaker nancy pelosi has been released from the hospital after getting a kidney transplant. paul pelosi shared this picture in a statement this morning saying he's endlessly grateful for his daughter who was his

donor. pelosi also expressed deep gratitude to the surgeons, physicians and medical team who helped him that ucsf. he says he and his daughter are on the path to a full recovery. >> authorities are working to determine what may have caused delta flight. 48 19 to crash land and flipped over at toronto pearson airport on monday. investigators are going consider in weather conditions as well as the possibility of aircraft malfunction and human error played a part. samantha cortese has the latest development. >> investigators in canada are out in frigid temperatures picking apart what's left of delta flight. 48 19 still on the tarmac in toronto. we've already removed the cockpit voice recorder, the flight data recorder and we sent them to our lab for further analysis. at this point is far too early to say what the cause of this accident might be. some commercial pilots say this video of the moment of impact raises questions about

the pilot's actions. >> they say it appears the aircraft didn't flare at all during the landing flaring is when a pilot raises the nose of the plane to slow its rate of descent. you know what it's like driving. >> and that blowing snow with that snow crossing the runway at dry, dry snow. it's kind of hypnotized if you let that distract you for just a moment in the landing phase right there as it comes. time to flare. and if you delay that you could end up pile driving that thing right on the runway. >> people were strapped into their seats, upside down ceos and emergency responders have credited the flight crew was saving lives that day. keeping people calm as they exited the overturned aircraft. the associated press polled americans about their trust in air travel. 64% of those surveyed said very or somewhat safe down about 7 points compared to last year, 20% answered very or somewhat unsafe up about 8 points. it's

controversial state rule designed to reduce carbon emissions is officially on hold. >> our capitol correspondent eytan wallace reports. november 8th twenty-twenty for the motion passes. that was the day last year. the california air resources board or card voted 12 to 2 to approve new regulations enacting stricter changes to what's known as the low carbon fuel standard or else cfs. a program put in place more than a decade ago and at reducing emissions. >> supporters of the latest update including governor gavin newsom say it will protect the environment and reduce emissions by an additional 30% in the coming years. a low-carbon fuel standard is allowed us to

transition now almost half. >> of our dirty diesel, diesel and a diesel has created thousands and thousands of jobs. but on the flip side of this very analysis from the air resources board found the proposed new policy could increase gas prices by $0.47 per gallon in 2025. and potentially even more in future years. another analysis found increases could jump as high as $0.65 per gallon. the analysys came to that conclusion noting the new policy could lead to higher costs for refineries, cost that then could be passed down to consumers. >> while air resources board staff members say their report was never intended to be an end. be all prediction of gas prices and of since walked back to forty-seven sent analysis, republican senate minority leader brian jones says he's concerned it will lead to increased prices at the pump. we're going to keep fighting against that. i think gas prices need to come down in california. that's why he says he was relieved to see this notice from the california air resources board. and that's in the california office of administrative law. put carbs,

latest rigulation on hold, citing legal and technical concerns with the policy. it was not immediately clear what those exact concerns included. but for now, jones is with the new regulations on hold. he hopes it will lead to positive change. this governor and the air resources board need to go back to the drawing board and figure out ways to lower the price of gasoline, not increase the price of gasoline. >> in this statement, carter responded to the decision to put the latest regulation on hold, saying, quote, the office of administrative law issued a routine disapproval bl cfs amendments on technical grounds, not on the merits of the regulation card will refine the language and resubmit for approval. the lcf s remains in effect in its current form. thank you, mr. president but jones who recently introduced a bill to repeal the new regulat.on altogether hopes it does not move forward. i'm going to keep fighting to make sure that we're lowering gas prices as much as we can. >> so what happens next? will the new regulation is on hold while resources board has 120 days to make changes to it and

resubmitted to the office of administrative law for review reporting at the state capital. late on wallace kron, 4 news. >> there's a new space for lgbtq+ kids and young adults in the south bay, the new location is on sank a road in san jose. it's called the lgbtq youth space and it offers services to people 13 to 25 who live in santa clara county, the nonprofit kevin, our runs the program and the leader says the current political and cultural climate makes this critically important. >> if you're lgbtq kid, this has the feel like a difficult and challenging time. and i want all the kids in our community to know that cameron, ours here to support you to provide a safe space to have support of adults from who you are see who you are and help. you meet any fall and joyful life. i'm okay, man. and i just think what it would have been like for me to have this when i was growing up to have a place, alright,

could come to that would have reduced by isolation would have helped me create community but had support of adults around me. it would have been very helpful in meaningful. it touches me >> the non-profit common our get grants and state funding in raises money to help people struggling with mental health as well as homelessness, substance abuse and other issues. more than 400 kids use the program every year which offers counseling video games, arts and crafts and much more and really just provides a safe space to hang. lawmakers are looking for ways to strengthen the safety of kids online. and this comes as some senators continue to push the kids online safety act. washington correspondent basil john reports. in july of 2022, i lost my oldest giving up his suicide. south carolina state representative brandon gotten share details of how an online predator. >> cornered his son made him a victim of extortion.

>> one of the messages i received red didn't tell you that your son begged for his life. >> got urge congress to do more to protect kids online. missouri republican senator josh hawley says the issue is getting out of hand. would you say that there's? >> getting to be more of that are getting to be less of 100% more like hundreds and thousands of more. i mean, i can't even percentage it. the national center for missing and exploited children says in 2023 more than 104 million images and videos of suspected child abuse material uploaded to the internet compared to 450,000 files in 2004, it's just an enormous explosion. it's absolutely everywhere. the senate tried to address the issue last congress with the kids online safety act. it passed in the senate, but it never made it to the house floor. >> it is only in the virtual space that it remains the wild west. tennessee senator marsha blackburn and connecticut senator richard blumenthal a 3rd the act. >> they say the federal government has a duty to

>> yeah, i mean, i yeah, absolutely. in fact, i think a lot of folks going to enjoy some spring-like weather after the winter. boynton topsy-turvy has an up and down sometimes very, very wet, much january, very dry. and then finally drying things out today. what a beautiful shot we have for you this evening. looking from the berkeley hills, the sun about to set in the bay area. the clouds. yeah, very picturesque outside right now as we've got a nice evening on tap for the bay area. the rain has come to an and looks like it's going to stay that way for some time to come as it looks like high pressure going to take over. here's a look at mount tam. this is another neat look for you. see that fog kind of rolling across the top of mount tam still breezy out there across some of the mountain tops around the bay area and even breezy along the coastline right now. but all in all, we're getting ready for high pressure to build in and that's going make for some warmer weather ahead out the door today we had temperatures as you might expect, a little bit cooler than what we had yesterday because the system moving through 50's and 60's all around the bay area. but i think as we look toward the weekend, these temperatures going to go from right around average to well above average

as we look toward the weekend, some of these temperatures may be as much as 10 degrees above normal as we look toward the weekend of the door right now, cool. 53 breezy a pacific as currently 55 in sausalito. 59 in the battle. 60 degrees right now in map on the cool 54 in sonoma drying things out. now. the state looking pretty good, although a couple leftover showers in the sierra nevada, but high pressure is going to start to nudge all the systems further and further north. and so that means we're going to dry things out here. all the moisture going to head up the pacific northwest in northern california likely to get clipped by weak system over the weekend. but here's your saturday for you. kind of get the sense of that ridge of high pressure building huge ridge. but just enough, the but the storms, the north bringing some nice, warm weather around much of the bay area. weak system comes through on monday. then maybe another slight chance of some rain later on toward lot of part of next week in the end of the month. otherwise. so overnight lows tonight still be a little bit chilly. watch out for a couple patches of ground fog. got a lot of moisture on the ground now. and so we may see some fog form into some of the interior

that 30's and 40's for overnight lows. and then tomorrow we're off and running with some warmer temperatures by the afternoon. how about 67 degrees in hayward? 67 also in san jose may be about 69 degrees in napa tomorrow about 69 degrees in saint rose. that trend is going to take us in the next couple of days in the weekend to how about that? start to break out some 70's on saturday and sunday. still couple clouds rolling across our skies, not containing rain for a should stay nice and dry. that's what it's going to be for the least. the next 7. how about that continues? its like we've that. yeah, that's some point. dry out ready for the next. we things like still ahead, the opossum. >> cake bandit. >> stealing the hearts people around the globe. look at those choppers.

>> and this hungry possum is going viral after eating an costco, chocolate cake. that little thing but a big mouth and teeth. happening in omaha, nebraska, earlier this month. a family making the discovery when they followed some chocolatey footprints pointing to the the thief. the family tried to move the animal along, but they got worried took her to the vet. turns out that the over indulgence may have actually saved the possums light. wildlife doctors found that she was suffering from an unrelated techs lead toxicity. and so now they're treating the nebraska wildlife rehab center having a little fun with the viral moment making merch that says wanted cake ban. but those are gone for about 30 case. you're interested. you love that story. i don't like
