>> right now on the kron, morning news court workers across alameda county continue their strike this morning over claims of unfair labor practices. plus 3 schools in santa rosa set to close. district leaders work to close a multimillion dollar deficit. and president trump's latest executive order is throwing into question the future that iconic san francisco landmark. morning news starts now. >> news at 6. >> good morning. thank you for joining us here on the kron. 4 morning news. i'm james fletcher and i'm reyna harvey in for darya folsom this morning. we're talking about the weather and changes we've been seen yet a little wet yesterday, but looks like we're on the run, the page but we're right back to where we were the day before yesterday, which is another nice and dry day. but yesterday brought us some of those showers to the bay area. hopefully if you like those rainy days, you've got to appreciate it because

we got that dry trend ahead of us leading into really the end of february and the start of march. very calm at the embarcadero. not a lot of movement on the flag there at the embarcadero this morning, we are seeing clear skies for most areas indefinitely. dry skies all day long today. so nothing like yesterday was a little bit of fog down along the east bay shoreline around hayward as well as out the tri valley to watch out for very patchy, though, and pretty limited all in all. temperatures were in that authorities for most of us dublin unconquered close to those 30's down at 41. same for you in santa rosa. so it is a cool start for sure. today temperatures will gradually lift in already by the time that we reached noontime. we'll be in the 60's. just a sign of even warmer weather to come right all right, on the bowl and they bridge right now, 12 minute. so things are slightly dizzy, but 13 along the san mateo bridge while you're rich several fields at 7 and the golden gate bridge, 19 minutes.

>> well, the big story this morning, president trump has moved to abolish the federal trust oversees san francisco says stuart presidio the president's executive order says the trust is unnecessary and should be eliminated. >> members will tran is live in san francisco with more on that. >> well, here's what you need to know. moving forward in the immediate future, the presidio park and all 1500 acres will remain the same is enjoyed by so many people each day and throughout the decades. what will happen down the road is anyone's guess because it's quite and big us at this point because he said it was unnecessary. the presidio trust and he signed that executive order. what that means. no one knows, but it looks like san francisco, possibly congresswoman nancy pelosi as well as the presidio trust. we'll meet president trump down the road in a court of law because they want to preserve it exactly the way we enjoy it to this day. now, the

presidio, it's been around since the 18th century. it actually started as a spanish port and then few decades ago it became a national park with congresswoman pelosi championing it. in fact, in 1996 it turn into the presidio trust in just 2 years ago, she got federal funding for the park in 200 million dollars for the upkeep of this place for everybody to enjoy the presidio trust. they have 2 weeks to respond to the executive order, but they did issue a statement. so take a look at your screen. this is what they have to say about president trump's executive order. they say the presidio trust has not received a regular annual appropriations from krok from congress since 2013. instead relying on the funds are in by leasing the historic buildings that the trust has renovated as far as president trump. it's not just the presidio trust is going after other agencies also

calling them unnecessary. it's no secret that president trump is not a fan of california. san francisco or congresswoman nancy pelosi. and again, they have 2 weeks to respond to president trump. all right. well, thank you for okay. 603, is the time. the other big story that we're following this morning. >> the fact that we've got well, kron four's joey horta actuallytstanding by with the very latest on that. joey. >> good morning, guys. yeah, we're brooke hill elementary school, one of the 2 campuses here in santa rosa that are now scheduled to be closed this coming june. the other elementary school that's closing this june will be albert bla elementary school elementary. we'll be closing o- june of 2026. but much to the relief of parents and students. the middle schools and high schools so far are being spared this time around. according to the press,

democrat elsie allen and montgomery high schools now off the chopping block, at least for now. the board ended up running out of time last night. they have in their meeting at 11, 30. it's beyond fresh rain that we're going to send all these families, homeless community to home. >> without an answer when we need to decide as leaders of how do we want to leave, not how long we've been on this board, not who made bad decisions before us. how do we want to lead collectively? how do we want to steer the ship? >> the district is facing a 20 million dollar deficit, forcing them to make some tough decisions that will impact families if they serve. according to the board city hall, packwood teachers, parents and students last night protesting those possible cuts. now the board wanted to continue their meeting today, but they could decide when or where exactly that would be happening today. so it's unclear when they'll be able to pick up where they left off possibly decided

close, middle or high schools will see what happens. that's the latest here live in santa rosa. joey horta kron. 4 news. richelle. see, joey, thank you. we'll need on the city unified school district voted last night to close down 2 schools, mare island, health and fitness academy and loma vista farm until science academy. >> a close charter school will be relocated to the mare island campus. the district will also make nearly 13 million dollars in budget cuts and layoffs. the decision was part of the board's effort to address a 36 million dollar budget deficit over the next 2 years. lot of parents spoke ahead of the vote, demanding transparency. >> clear transparency. we can't close that campus because nobody understands why they're 70 kids there. our kiddos. needs to know if they get to see their 4th grade teacher that she's looking forward to next you've lost a tremendous number of students. >> and you're there's no plan to bring kids all the district says they share details on a transition plan for the impact

schools in the coming days. on the a new audit found previous santa clara county department of education administrators misused over $130,000 in funds from their head start program. that helps low-income children, families that are in school. report says from january to april of last year, previous administrators of that agency misused the money. but for the program, refused to comply with calls for public review. they didn't comply with grant rules as the seal. a later confirmed the misallocation of the money back in june, investigation was launched in november by the new interim superintendent charles, him in agency says they will be implementing reforms to comply with federal regulations. >> and as the city of san francisco deals with a more than 840 million dollar budget deficit, city leaders will soon have to make some tough decisions. and that's all according to an internal memo from mayor daniel lurie, which instruct all city departments, including the department of homelessness and housing to cut between 15 and 20% of

their budgets. nonprofits, like the young women's freedom center that focuses on youth. homelessness says they're worried about this. >> there are are overcrowding inside of. and shelters. they're still waiting lists for people to get it's important that we're able be able to deeply invested in this community to get them the access they need. >> yeah, we reached out to the mayor's office about these cuts and were given the following statement. quote, it's time to deliver responsibly balanced budget that focuses on core city services. we don't take decisive action this year. the impact on our city, our ability to keep streets clean and safe. our public health infrastructure and our economy will be further jeopardized. also stated that former mayor london breed directed departments to find 15% in savings and he is just maintaining. previous directive. meanwhile, across

the bay, oakland's interim mayor kevin jenkins is defending the city council's proposal to cut millions of dollars from its budget. oakland is currently scrambling to address a deficit of 129 million dollars. and while the cuts could affect course services in the city like meals on wheels, jenkins says the city needs to get back to the basics. >> oaklanders too often complained that the city does not do a good enough job doing basic services. so what that means is i hope build the police come when you call them. our city is clean. and so we're putting that back to basics. budget together. >> interim mayor jenkins says his plan will prioritize public safety and fiscal solvency. well, happening today, alameda county superior court workers are continuing their unfair labor practice strike after a full day on the strike line on wednesday. the workers say court management still isn't hearing what they have to say. port management says the county is overstaffed by nearly 100 people. but a

union analysts shows at alameda county lags behind similar jurisdictions in san francisco and l a the second day of unfair labor practice strike could halt trials and ali hearings throughout the justice system in alameda county. a large number of pg e customers in the south bay will no longer see frequent safety related outages. during those extreme weather events, the utility, they're burying those power lines underground. south san jose. they're hoping to reduce outages for about 10,000 customers. >> the electrical circuit that serves these communities. the hicks. 21 0, 1, line. passes through both urban and high fire risk areas. so in this case, we want to keep the safety settings in the high fire risk area, but reduce the impact. dps s outages in urbanized neighborhoods. >> well, this is one of dozens of projects coming to the south bay this year to reduce outages during heat waves and winter storms.

>> well, take a look at this video from santa clara county of a new flood protection project. more than 8500 feet of flood walls now have been added along 4 miles of coyote creek valley. water says the walls are between old oakland road and interstate 2.80, they say these flood walls will protect the community from flooding events like the one they saw back in 2017 valley water. by the way, set to announce the completion of phase one this morning at 10, 30. still ahead on the kron 4 morning news. a local cold case all 3 decades later. tell you how authorities were able to find the suspect. >> if you don't feel like anything's actually being solved, no, nothing has been solve so far. >> plus, the community park turned into an open air drug markets. how one san francisco leaders working to make that area safer. >> even with republican control of congress, the house and senate are divided over how to move forward with the budget. i'm hannah brandt washington. i'll have that story coming up. >> saw some pretty decent

forward in the wake of the changes to the dei initiatives at a new bill in the legislature. they want to protect california drinking water from forever chemicals. if passed, the bill is going to mandate new state drinking water standards. supporters say it's going to limit chemicals that make it into our water supply forever. chemicals found everyday products like the nonstick cookware stain-resistant fabrics and firefighting foam. and soccer got a new food option at paypal park in san jose. this includes a restaurant, big chicken founded by shaquille o'neal and multiple other eateries offering mexican cuisine pizza milkshakes. you can actually check out the new options this saturday when the cells that earthquakes take on real salt lake. >> back outside today, trying restaurants or just walk the dog around the neighborhood yesterday cleared up really nicely. but we did have those midday showers went on to worry about any of that today. looking outside from mount tam into the bay. skies are nice

ok, police say they're now searching for any suspects in the shooting. oakland police have arrested the driver suspected in a hit and run that killed renowned sociologist professor michael borrow boy. now. 61 year-old kermit miller has now been booked into the santa rita jail that crash in collision happened back on february. 3rd at the intersection of grand avenue at park view terrace in oakland's adams point neighborhood. police say boy was in a crosswalk at about 07:15am, in the morning when he was struck and killed at the scene worldwide taught at u c berkeley for nearly 50 years before retiring in 2023. >> in the one person is in the hospital this morning after they were struck by a car in san jose. police say the crash happened wednesday afternoon in the area of north first in east mission. a stretch of first street was blocked off for several hours. it reopened around 8. police did not provide any other details on that crash and they are still investigating.

>> more bay area news after an overwhelming public outcry sfmta will not move forward with eliminating school crossing guards from their agenda. move coming after the sfmta reported a budget deficit and after the crossing guards union alerted the community, this proposal would be presented tuesday. seth, absent sfmta board meeting crossing guards and parents and students all spoke out and in the end. won the argument. speakers asked the board to consider their options are other options to balance the budget. well around 1000 national park, workers have unfortunately lost their jobs. the firings are part of president trump's plan to eliminate federal jobs and save money. the plan is being led by elon musk and the newly created the department of government efficiency. the firings were not publicly announced but were confirmed by democratic senators and house members. >> our national parks are truly are treasured, never before had been other more threat mckee fighting and me and the thousands of buttered probationers that in turn a legally we want after this.

>> well, after firing notices were sent out friday, the park service said on tuesday that it will reinstate about 5,000 seasonal jobs. experts say a busy summer season combined with under staffing is going to result in some dangerous situations for visitors. local officials expect the issue to be taken up in court. >> responsible custer's, totally not thought through. they are going to do anything to really address the deficit situation. some of these firings we think are illegal. others are just wrong headed. there will be litigation by. >> federal employee unions and others protesters against the firings are planning to gather saturday morning at the exploration center in yosemite valley. >> all right. developing this morning, there's a budget with we've got both the house and the senate pushing forward their own separate plans to fund president trump's

priorities. >> our dc correspondent hannah brandt joining us live from washington to explain where things stand this morning. anna. >> james reyna. good morning. senators are gearing up to hold what's known as a vote. a rama tonight where they're expected to have a late night marathon debating their budget plan. >> it's focused on the border. it's focused on national security focused on energy. senate republicans are moving forward with a 340 billion dollar package, which senate leader john thune says will deliver on the trump agenda with money for mass deportations, the border wall in the military. but that proposal doesn't include the 4.5 trillion dollar tax cuts. the president wants have to extend the trump tax cuts. will senate republicans plan to pass the tax cuts later in a separate package, house republicans have a bigger budget plan with the tax cuts and funding for the president's priorities. but republican congressman tim burchett points out his house colleagues aren't all united behind it. that i was gonna

come within our own party. president trump weighed in on social media saying he prefers the house version, calling it one big, beautiful bill that implements his full agenda. i think he's made it clear for a long time that he would prefer a one-day beautiful bill. we're fine with that, too. if the house can produce one big, beautiful bill. but with uncertainty about whether the house can pass their budget plan, the senate is pushing ahead. we believe that the president also likes optionality minority leader chuck schumer says senate democrats are ready for a long, drawn-out fight. democrats are glad to have this debate with the republicans because he argues both republican plans are bad for americans. no matter how republican spin it. >> their number one goal, his tax cuts for their billionaire buddies. laying the groundwork. >> the houses away right now. but leaders say they plan to vote on their budget when they return next week. live in washington. i'm hannah brandt. >> thank you very much. and all right. still ahead, officials are expanding health

has plans to improve medical centers, including building a new flagship campus in emeryville. that's gonna be on horton. 53rd street. the new facility offer beds around 200 of them and several patients services. the new building is slated to open between 2032 2033. workers also planned at their other campuses in oakland, castro valley and in albany. >> will celebrity chef tyler florence has left union square under questionable circumstances. he had opened to mueller and lux provisions cafes in 2023. one next to stockton street in the other near powell. both closed abruptly last weekend. city officials say florence received $440,000 grant from the city to upgrade the spaces and launched the eateries. the spokesperson for the san francisco office of economic and workforce development says all the money apparently was used for start-up costs. but now there are lingering questions about whether the cafes were supposed to be startups or not. at the time of the opening. then mayor

>> we are back 6.30, is that i'm checking the weather here as we look outside light. it's a nice start to the morning. at least it's not slippery. legs like it was yesterday at the morning. jobs have now slick about it unless it's a little remnant of what we had yesterday. but at this point after yesterday's sunshine, once the rain came through, things are pretty dry. it out outside. let's get you look at half moon bay. totally different view than what you yesterday. skies are nice and clear. winds are calm. all in all. a very inviting looking morning. we do have a couple of spots of fog. you want to point out right around hayward as well as out in the tri valley. it's very patchy and very limited. so most of us are not looking at it. temperature wise. we're in the 40's for most areas, livermore, dublin, hanging out

in the low 40's right now. oakland, you're at 46 degrees. wilson over one of our few spots that are actually holding on to the low 50's. so today is going to bring with it a return, a plentiful sunshine already in the 50's by 10:00am and by noontime. lot of us already in the 60's right all right. on the basket, you move in. they ridge community 18 minutes traveling into the city. while you're 7 temperatures at 14 average 7,011 and the golden gate bridge. 20 minutes. all right. at 6.30, for your help this morning. sampras leaders are working right now to curb drug use across the city and learn which groups are most at risk. on wednesday, public health officials shared new data on. >> accidental overdose deaths. >> yeah, they say those accidental overdoses are on the rise for the 3rd month in a row. the total of 59 people died in january. public health officials are particularly concerned about one community. >> we continue to see a disproportionate number of black african americans dying due to overdose. despite

representing just 6% of the san francisco population. 28% of preliminary overdose deaths in 2024. among black african americans. >> well, that means african-americans are dying at a rate 5 times higher than any other community in the city. >> recent months, city teams have been responding to drug hotspots in the tenderloin and soma neighborhoods, but a new neighborhood is now seeing an influx of activities from for sara stinson reports. one supervisor is proposing a plan to make jefferson square park. >> cleaner and much safer. >> during the day, jefferson square park in san francisco is a go-to spot for dog walkers. but that night things take a turn for the worse cell phone video shows the park overrun by an open air drug market. well, they call it to some the park. >> now, yes, it's a some people needed new you and class size sebastien has lived nearby for nearly 30 years. he wants to remain anonymous for

safety but feels compelled to speak out about how frightening the park has become in the last few months. it's very scary because, you know, they have to schools and on here. >> we have out there early and people that live in the neighborhood. the effort to walk this park is located on goff street about a half-mile away from city hall. and next, a sacred heart cathedral. the school has put up no trespassing signs by their field pakistan mess. now, all the neighbors been complaining, supervisor, beloved, mood, has heard these complaints from people saying the drug dealing has moved to the park from his district in the tenderloin. and that he are looking really good compared to even a couple months ago. but some things are getting worse. in other neighborhoods. decided to see it for himself walking the park with staff from the drug market agency coordination center or d mac. a task force with several different agencies. we didn't see any arrests that day because sometimes a lot of these things can be solved without

an arrest. >> and that's something that the v mac organization knows and i saw firsthand that they are treating all types of solutions to help people suffering on streets as but sebastian says when the park does get cleared out, all the people just move down to van ness and eddy streets. so as you can see is mask the use of suspended just wall. >> slowly here and that they would law back and forth back and talk to you. don't feel like anything's actually being solved. no, nothing has been soft so far. anything else learned that kind of pr can from getting kicked down the road. i mean, 2 things. one, that's why we need a holistic approach. and we saw that with makin. they kind of made it very clear if they're able to operate more hours during the day every day. >> that eneures that can be in more places at once and ensure that were permanently shutting on the market. and we're not just kicking it down the can down the road or spreading it and displacement into other neighborhoods as well to provisor will be proposing new legislation to the rest of the board to increase staffing for dmx task force that way they can have people out there 7

days a week. this has neighbors like sebastien feeling hopeful that the nearby park in streets will be safer and cleaner. >> i'm sara stinson reporting back to you. >> in the north bay man now in custody for a hate crime. after police claimed he attacked a female gas station worker. so fairfield police say conrad alvarez entered sinclair gas station tuesday morning. according to police got into a they got a call about alvarez walking behind the counter and attacking the worker there. police say when they arrived, they arrested alvarez and he's now been booked into solano county jail on charges of attempted murder and a hate crime. officers say there investigating this as a hate crime because of comments that alvarez made during attack. well, in the east bay, brentwood police now searching for 3 people linked to a recent assault and robbery. officers say a person was robbed at gunpoint last thursday withdrawing a large sum of money from an atm in antioch. according to the

victim, after arriving at their home, 3 people approached them, assault of them took their money and then ran off. thankfully the victims weren't seriously hurt. police say you should always be aware of your surroundings whenever you're using an atm. nearly 35 years after an east bay woman was found dead along a trail with a rope around her neck. >> dna evidence helped track down the killer ultimately took his life. maria, why tougher was reported missing november 15th, 1990, the next day. she found dead in tilden regional park in the east bay hills in 97, the east bay regional park district police. they sent out dna found at the crime scene to the contra costa crime lab. no match was found. the fbi, the on all that in 2020 and yesterday it was announced advanced dna techniques have actually linked a killer. >> through this investigation. john, the party was determined to be a potential suspect. and later became our primary suspect in 2024. >> investigators do not

believe that la parra and wind for knew each other prior to the killing. >> will city oakland and richmond will be holding interfaith immigration vigils this week in support of immigrant communities. tonight, the first vigil is set to begin at 5 at the fruitvale village state plaza followed by a march to saint anthony's church in oakland, elected officials and community leaders and clergy members will all come together to show solidarity and address concerns over potential ice raids and deportations. officials say rules are aimed at uplifting the voices of immigrants and to call for support during uncertain times. sonoma county's immigrant community is set to rally and speak out at an event with sonoma county sheriff eddie and groom regarding his refusal to support an on collaboration with ice ordinance. they claim his refusal to support this ordinance is created mistrust in the immigrant community and he's posing a threat to public safety due to people being less likely to come forward and report crimes. the group

is set to rally outside the hispanic chamber of commerce at the finley community center in santa rosa today at 5.30. >> and people of all different religions in san francisco are same places of worship stay a sanctuary. now a gathering on wednesday at saint mark's lutheran church. religious leaders say they are particularly troubled by the trump administration saying that immigration officers might be allowed to make arrest in places like churches, synagogues and temples. >> we do not turn our backs on each other. we do not round people up. we do not send them back into harm's way because sanctuary is not just a place. it's a calling. it's wholly resistance. >> well, more than 2 dozen religious organizations, a phone, federal lawsuit challenging president trump's immigration policy allowing ice raids in place of worship schools and hospitals. all of the places that have been protected under the previous administration. and there's a
