like 2, as we do see dry skies all day long today. so none of those midday showers kind of like we saw yesterday. temperature wise things are starting to lift. now. we fell to the 30's and 40's this morning. right now, oakland, you're at 52 petaluma still at 46 degrees. santa rosa europe, about 10 degrees from that. 39 you had earlier this morning as we do roll into the afternoon that cool sunshine just warms up a little further. getting into the mid 60's for a lot of the bay, right? i don't think that going out there for team in iran on the bay bridge looking great. don't see traffic billionaire anymore. while 16 on the san mateo bridge. richmond sandra fell is under 9 and the golden gate bridge. 20 minutes. well at 09:00am. let's get to our big story this morning. president trump. >> moving to abolish the federal trust that oversee san francisco is historic presidio the president's executive order is say the trust is unnecessary and it should be eliminated. covers will tran live in san francisco with more on that story. will.

>> no one knows what it means. if the trust should go away. the trust has been around since 1996 and their job. it's to maintain presidio park, which is a gem in san francisco. so many people taking advantage of it this morning every day, every week, every year to the tune of i'm sure millions of people swing by here and enjoy the park. 1500 acres. it's been around forever, of course. and in the 18th century actually started off as a spanish port. and then in 1996, the presidio trust stepped in and he's taking care of it ever since. >> nancy pelosi, congresswoman nancy pelosi just 2 years ago, gave it 200 million dollars with federal funds to help it keep running. but the presidio trust, they say they don't really use federal funding that they rely on. other means to make this work for everybody. it is treasurer of the world over. if you don't

believe me. here's tracie monahan. you're from ireland. originally, you're a san francisco in now. what does presidio mean to you? well, san francisco in the presidio, it's an absolute gem in the city. the green space is so important to people. >> my children go to the school right over here and they use the national park as part of their extended learning forces in the city. people come here on sundays with their children with their dogs. it really is used extensively by the city for bringing communities together and to enjoy the nature. and at side, don't know what will happen. it could stay the same. he could monetize it. who knows? do you think it should be left alone? i think it should be left with the way it is. mean, they're doing a fantastic job, maintaining the roads, maintaining the grass areas, the hiking paths. and it really is a beautiful, beautiful area and very important to san francisco in the yes, it is. take a look at your screen. we cut reaction from the presidio trust. they

have 2 weeks to respond to the executive order. but this is what they had to say. as far as the presidio trust and how we realize or does not rely on the federal government. they say the presidio trust has not received a regular annual appropriations from congress since 2013. instead relying on the funds earned by leasing the historic buildings that the trust has renovated. and you can see the buildings right there. a lot of them were former military buildings converted into commercial buildings. and that's one of the means on how it gets money. as far as the presidio trust and the presidio park. now, no one truly knows what this will play out, but they can't agree on this more than likely this will end up in a court of law. we'll be following the story for sure. thank you. we'll all right. new this morning. a controversial vote. >> it's gonna force 3 rose elementary schools to close to help. yeah. and a late night meeting had the school board considering even more

closures, much to the alarm parents and teachers and students crawford's joy her to live in santa rosa following the story. joey? james, right now, school is in session here at brooke hill elementary school. this is a campus that's been serving the community. >> for generations since the 1960's, but come june. this is one of 2 schools that will no longer the un operation. the other school that's closing here in the city will be albert bla elementary, a 3rd campus will be closing next year in june. that is steele lane elementary. the future of other schools is still on hold, though, after much debate and concerns from the public, the board ended up running out of time last night. they had to call their meeting to a close at 11, 30. as a result. there's no decision yet on whether or not the district will shut down. both montgomery and elsie allen high schools. we spoke with a teacher from brook hill here who doesn't know where she'll be working for months from now.

>> lot of anxiety, a lot of frustration lot of mixed emotions, of course, that there's a lot of uncertainty. and so that got a crash is mail there's a lot of just uneasiness of what's next. you know, we don't know what's next for any of us. and so it's just more of a waiting game, especially after the decisions last night. i can't think of anything more important, the planet and the children and they're inextricably tied. it breaks my heart, especially when i found out that it was because of funding. >> the board is also considering laying off employees. >> and the districts facing a 20 million dollar deficit forcing them to make tough decisions that will impact the families they serve. it isn't clear when the board will meet again on this topic that we have reached out to the district this morning. and we're still waiting to hear back live in santa rosa. joey horta kron. 4 we'll see where this goes. joey, thank you. >> alright, meantime, the lely city unified school district voted late last night to close

2 schools, mare island, health and fitness academy and all of us to environmental science academy there to close down charter school will be relocated to the mare island campus. the district also make nearly 13 million dollars in budget cuts and lay off staff. that decision was all part of the board's effort to address a 36 million dollar budget deficit over the next 2 years. lot of parents spoke ahead of that vote, demanding transparency. >> clear transparency. we can't close that campus because nobody understands why they're 70 kids there. our kiddos. needs to know if they get to see their 4th grade teacher that she's looking forward to next you've lost a tremendous number of students. >> and you're there's no plan to bring kids back. presentations or district says that they share details on a transition plan for the affected schools in the coming days. >> well, the city of san francisco is dealing with more than 840 million dollars worth of budget deficits. and we could see future cuts to

important departments throughout the city to try and close that gap. yeah. this includes the department of homelessness. crawford's lezla gooden is taking a look into. >> how this will impact the daily lives of the people that live there. >> service cuts are looming in san francisco as the city deals with more than 840 million dollar budget deficit meeting. the city's projected spending is expected to exceed its revenue over the next 2 fiscal years. city will not have enough money to cover the cost. yeah, this is devastating. and internal memo from mayor daniel lurie instructed all citywide departments, including the department of homelessness and housing to cut between 15 to 20% of their budget due to the current financial state. the city is it nonprofits like the young woman's freedom center that focuses on youth. homelessness says they are worried there are are ready. overcrowding inside of. >> and shelters. they're still

waiting lists for people to get in. if you take away resources to something that's are ready behind it's important that we're able be able to deeply invested this community to get them the access they need. we reached out to the mayor's office about these cuts and were given the following statement has time to deliver of responsibly balanced budget that focuses on core city services. >> if we don't take decisive action this year, the impact on our city, our ability to keep streets clean and safe. our public health infrastructure in our economy will be further jeopardize. he also stated that mayor london breed directed departments to find 15% in savings and he is just maintaining the previous directive instead of budget cuts homelessness department. i think that we should be testing young people and families. we reached out to the department of homelessness and supportive housing several times for comment but have not heard back as of news time was

a good in kron. 4 news alike. happening today, alameda county superior court workers are continuing their strike. >> what they call unfair labor practices after a full day on the strike line wednesday. the workers say court managed steal isn't hear what they have to say. court management says the county's overstaffed by nearly 100 people. but a union analysis showing that alameda county lags behind similar jurisdictions in san francisco and los angeles in a state of kron. 4 morning news. the court said, quote, although the union claims it is concerned about public safety, it's refuse. the courts repeated efforts to mediate those matters before neutral mediators and has instead chosen to critically endangered the public's access to justice by choosing strike in, quote, the second day this ride could halt trials, delay hearings throughout the justice system in alameda county. >> well, oakland's interim mayor kevin jenkins, by the way, is defending the city council's proposal to cut millions of dollars from their city's budget. oakland is

currently scrambling now to address what has become 129 million dollar deficit. and while the cuts could affect core services like meals on wheels, jenkins says the city needs to focus on the basics. >> oaklanders too often complained that the city does not do a good enough job doing basic services. so what that means holzer the police come when you call them. our city is clean and sober. putting that back to basics. budget together. >> well, interim mayor jenkins says his plan will prioritize public safety and fiscal solvency. we're going take a break. 9.10, the time. still ahead on the kron, 4 morning news. a local cold case all more than 30 years later. we'll tell you authorities were able to track down a suspect. >> you don't feel like anything's actually being solved. no, nothing has been soft so far. >> a community park turned into an open air. drug markets will tell you how one san francisco leader is working to make the area safe. and after

>> all right. take a look at this. this is from santa clara county of the new flood protection project. more than a 500 feet of flood walls have been added for miles right along coyote creek valley. water says the walls are between on oakland vote interstate 2.80, and they say flood walls are gonna protect the community from flooding events like the one back in 2017, water will announce the completion of phase one this morning at 10, 30.

>> a lot of flooding concerns ahead of us at this point. this is a dry trend of weather, at least for the immediate future. and after less yesterday showers, think a lot of us will enjoy today's sunshine in particular about am looking down into the bay. nice and bright out there. we are seeing a pretty light winds rolling across the bay area this morning. so not a lot to keep indoors today. hopefully can get outside and enjoy it up a little bit. high pressure ridge is in place. this is actually going to keep us dry for likely the remainder of the month for the bay area today is certainly bringing sunshine just a few passing high clouds towards mid afternoon. aside from that, though, definitely no chances of rainfall. the north coast does see rainfall opportunity into next week. that will stay really north of mendocino. the bay area going to be sitting it out at least until the start of march. it's looking like 60's for your highs today in san francisco 50's to low 60's right along the coastline. elsewhere in the bay. it is pretty consistently also mid to even upper 60's. some of us

do. stock markets don't start us. kind donuts past walmart taking in walmart. kind of mess it up for the day. is all the things that are working in our favor right now. one of the things is that consumer sticking and and it's getting getting kind of tough. but walmart blew ou . the numbers had a great quarter for last quarter. that's good news. but they said next year things are a little bit less and earnings for the 1st quarter and for the whole year. so wall street is sending target and other retailers lower based on the idea that the low in consumer, walmart must be weakening. >> does this deal ed i saw the headline there. they're laying some sort of oceanic line that's going to be connecting continents around the world. that sets guest that's got to come at a pretty penny. yeah. more than 10% of all internet traffic goes through meadows prop properties and they want to cut costs as well as >> create services for the future so spend 10 billion plus dollars on underwater.

it's up about 7.3% since last year, which is big number. anytime you go above the 2 to 4% numbers. to 4 persons always manageable as wages tend to go up about 3%. but some 0.3% last year is not good. 1.2 trillion. it's at borrowing koster record highs it over 20%. we're down u.s. coach from 20 to 23%. but it's still really, really high. delinquencies are up 7.8%. so again, the consumers getting little week or so, markets are at all-time highs. but the consumer's going a little bit weaker. big jobs report coming out on the first friday of next month. that's gonna eyeing the consumer toward credit card rate in jobs. some bars are struggling, stubborn inflation, pandemic savings. we kind went through our emergency savings, but consumers still strong. but we're seeing some weakness in the delinquencies. so that's kind of something to think about give credit card problems strongly. consider going to a credit repair

facility or credit negotiations like consumer credit counseling services of san francisco ccc f dot org. that they're better than letting continup to get out of control. every time i see these records records when it comes to any form of debt, my mind always goes back to like the housing bubble burst with all those. >> home loan, you know, the debt just is there any risk of that when it comes to credit cards or is it just structurally different? >> it's structurally different, a silent on the consumer side a lot of the mortgage debt that happened in the early 2. thousands was on banker side then they would borrow that they would get the money get the loans and they repackaged them to other people and sell them. this is more, sean, like the capital it on the visa or mastercard because they don't actually lend money. they just do the transaction. so. let's hope we can get that number down. >> alright, lastly, let's talk tiktok anytime. got a platform that has really highlight product discovery, potential.

you're going to be you're going to be popular and i guess tiktok is that when it comes to music? >> yeah. tiktok ever comes public on buying the stock based on today's report, spotify just 7 to go into a $6 premium. add-on hi-fi high-fidelity the regular fidelity of music that comes to streaming. so i love subscriptions and tiktok has, you know, millions and millions millions users. so it helps artists that helps users to when i was a kid, listened cassette tape recorded. you still that way. now it's all about watching tiktok says driving kid the other day up to tahoe for the ski weekend every song he knew in my county know that it's tiktok. so he's discovered like we are the champions tiktok to 84% of stocks. 84% of songs that hit the billboard 200 globally last year. we're on tiktok first. that's where they were discovered tiktok finds music. they find actions and you start doing things selling

>> well, in the a new audit about previous santa clara county department of education, administrators misuse over $130,000 in funds from the head start program that helps low-income children and their families and school. the report says from january to april of last year, previous administrators of the agency, they misused the money it for that program. they ly and they didn't comply with the grant rules. so s c c l later confirmed the misallocation of the money back in june after an investigation was launched by the new superintendent. this charles, him in agency says they are going to start

implementing reforms to comply with federal regulators. >> in the south bay to college program aims to get students jobs in the manufacturing industry. the anza college foothill loney and evergreen valley and mission colleges are all participating in this program. the silicon valley advanced manufacturing program aims to prepare people, particularly people of color and female workers for jobs ranging from automation to semiconductors. san jose recently ranked number one in the u.s. for having the highest concentration of manufacturing jobs. city data shows that san jose has roughly 77,000 manufacturing jobs, which accounts for about 18% of the overall workforce employees are paid an average of $79,000 a year. elsewhere in the south bay soccer fans have some new food options at paypal park. those include the restaurant, big chicken. you're not familiar. that's the one founded by shaquille o'neal. there are lots of other eateries to everything

today, we're going to be sitting under a good dose of sunshine and that's just going to continue to warm us up for areas like sfo. things are looking a really nice and clear that bodes well for any sort of air travel that you might have today. definitely an easier flying day than yesterday. then when we were seeing those midday showers, conditions are pretty calm. we do see a very, very slight offshore breeze this morning. we saw a little bit of morning fog that has sfnce burned off and overall without the presence of that fog, temperatures are already lifting san jose at 54 degrees. oakland, 52 now santa rosa. one of our only spots still hanging out in the 40's for likely only just a few more minutes afternoon hours consistently in the 60's, if not the low 70's and a couple of spots rain. all right, john, thank you for state rolling out here 12 minute ride on the bay bridge. no major delays or issues. >> while 14 along the san mateo bridge and richmond somerville's a 7 and the golden gate bridge. 20 minutes. >> well, nearly 35 years after an east bay woman was found

dead along a trail, local and federal authorities say her cold case murder now has been solved. a kron four's philippe djegal reports. dna evidence actually help track down the killer. >> maria white hoffer was reported missing november 15th, 1990, and the next day she was found dead in tilden regional park in the east bay hills. re was founded throat around her neck. and i physical signs of a struggle in 1997, the east bay regional park district police department sent the potential suspects dna from the crime scene to the contra costa crime lab. but no match was found. then the fbi got involved in the investigation in 2020 and on wednesday during a news conference in oakland, east bay regional park district police detective christopher rudy says advanced dna techniques linked to killer through this investigation. john, the party was determined to be a potential suspect. >> and later became our primary suspect in 2024.

detective rudy says these composite sketches of law party released in 2017 ended up being accurate. pari was in his mid 30's living in martinez when white hoffer was murdered. then in november, party took his own life at his home in gold beach, oregon. the dna from their match with what was found at the crime scene. let this be a message to the people that come in come cream, not the part. >> we will pursue you. we are now standing down. investigators do not believe la pari and white half or knew each other prior to the killing. the pursuit of justice is a marathon. >> not a sprint. >> we are all standing here today because of our shared commitment to justice maria white hofers brother hahn's shared a written statement through the park district police department saying that through the years his parents suffered knowing their daughter's killer. >> was likely still out there. and although solving this crime will not bring maria back, it does bring some

closure and the family is grateful for law enforcement's thorough investigation. in oakland, philippe djegal all kron. 4 news 12 and police say rest of the drivers expected to hit and run that killed over sociology professor michael or avoid. >> 61 year-old kermit miller has been booked into santa rita jail. collision happened back february 3rd, the intersection of grand avenue park view terrace in oakland's point neighborhood. police say there are a boy was in a crosswalk. this is around 7.15, in the morning when he was hit and died at the scene. we have only todd and uc berkeley for nearly 50 years. retired back in 2023. >> in oakland, chp officers have arrested a man after a car chase. police say they received reports of a stolen car and when they tried to pull the driver over on international boulevard, the driver instead took off eventually ditching the car and started to run. they did catch up with him as he tried to get onto a bus. so he's now under arrest and in jail. the

city of oakland and richmond, by the way, are going to be holding interfaith immigration vigils this week in support of immigrant communities. the first tonight the vigil is going to be at 05:00pm at the fruitvale village plaza. we'll follow that with a march to saint anthony's church in oakland elected officials will be joining community leaders and clergy members to show solidarity and address concerns about potential ice raids and deportations. officials say the vigil aims to uplift the voices of immigrants and called for support during these uncertain times. >> years we're working to curb drug use across the city and learn which groups are most at risk on wednesday. >> public officials are sharing new data on accidental overdose deaths. >> sales accidental overdoses are on the rise for the 3rd month in a row. the total of 59 people died in january and they are concerned about one group in particular. >> we continue to see a disproportionate number of black african americans dying due to overdose. despite

representing just 6% of the san francisco population. 28% of preliminary overdose deaths in 2024. among black african americans. so that means african-americans are dying at a rate 5 times higher than any other community in the city. >> all right. also the news today in recent months, city cpteams have been responding to drug use hot spots in the tenderloin and soma neighborhoods. but a new neighborhood now has seen an influx in this type of activities. kroger's, their sense of reports, one supervisor is proposing a plan to make jefferson square park lot cleaner and safer. >> during the day, jefferson square park in san francisco is a go-to spot for dog walkers. but that night things take a turn for the worse cell phone video shows the park overrun by an open air drug market. well, they call it to some of the park. >> now, yes, it's a some people eat. a new un law

signed sebastien has lived nearby for nearly 30 years. he wants to remain anonymous for safety but feels compelled to speak out about how frightening the park has become in the last few months. it's very scary because, you know, they have to schools et on here. >> we have out there early and people that live in the neighborhood. the effort to walk this park is located on goff street about a half-mile away from city hall. and next, a sacred heart cathedral. the school has put up no trespassing signs by their field pockets. a mess. now, all the neighbors been complaining, supervisor, beloved, mood, has heard these complaints from people saying the drug dealing has moved to the park from his district in the tenderloin. and that he are looking really good compared to even a couple months ago. but some things are getting worse in other decided to see it for himself, walking the park with staff from the drug market agency coordination center or d mac. a task force with several different agencies. we didn't

see any arrests that day because sometimes a lot of these things can be solved without an arrest. >> and that's something that the mac organization knows and i saw firsthand that they are treating all types of solutions to help people suffering on streets as but sebastian says when the park does geo cleared out, all the people just move down to van ness and eddy streets. so as you can see is mask the use suspended just wall. >> slowly here and that they would law back and forth back and talk to you. don't feel like anything's actually being solved. no, nothing has been soft so far. anything else you'veelearned that kind of prevents can from getting kicked down the i mean, 2 things, one, that's why we need a holistic approach. and we saw that with makin. they kind of made it very clear if they're able to operate more hours during the day every day. >> that ensures that can be in more places at once and ensure that were permanently shutting on the market. and we're not just kicking it down the can down the road or spreading it and displacement into other neighborhoods as well to provisor will be proposing new legislation to the rest of the board.

>> to increase staffing for dmx task force that way they can have people out there 7 days a week. this has neighbors like sebastien feeling hopeful that the nearby park in streets will be safer and cleaner. i'm sara stinson reporting back to you. >> and bay area council on american islamic relations speaking out against stanford university. they say the school has been suppressing palestinian advocacy through restless pensions. also restricting protests from happening. advocates argue these actions have created a climate of fear for those speaking out for palestinian human rights. >> while stanford claims to be committed to upholding free speech rights and freedom of expression has also repeated be subject to students who protested the job site to harsh disciplinary measures, including suspension and the threat of exposure. >> last fall, the university said it will be prohibiting disruptions on this campus and violators would be subject to disciplinary actions. across 4. we reached out to stanford university about the designation, but we haven't

heard back yet. >> well, 9.38 is the time happening today. long-term care workers are going to be rallying across california in response to potential cuts to medicaid by the trump administration. so unions representing the workers say that medicaid is a central to people with disabilities and the elderly. and if the cuts go through, it could affect health coverage for about 80 million americans that are enrolled in the program and potentially affect health care facilities to rally-goers or will be meeting at the offices of congress. members representing their districts. so demonstrators in the bay area will be meeting a congress member eric swalwell's office at redwood road in castro valley. it the 10 o'clock this morning. so less than a half hour. the west contra costa unified school district is hosting a series of town hall meetings as part of its search for a new superintendent. those meetings which will be open to families and staff and community members to gather some input on the qualities and priorities for the district's new leader. survey is also available online in multiple languages through
