gorgeous on the forecast. john, good morning. gorgeous. gorgeous out there. already this morning we saw a beautiful sunrise skies have cleared out really nicely. and i've seen a lot of you out there already enjoying it. and some of our cams. let's get a look outside from the inland east bay walnut creek right here. those hillsides covered in green and the skies. nice and blue to get you started on your friday. we are going to see mostly sunny skies today sometimes of afternoon cloud cover here and there. but that's not going to keep temperatures down. much as daytime highs today will be even warmer than yesterday's were. now. right now, oakland back up into the low 50's at 53. we're starting to see that movement pretty swiftly now and that's the way will be the rest of the morning as temperatures begin that climb well into the 60's rain our eyes. on the eve of let's get a look at your morning commute. things are looking great. 11 minutes on that. they bridge no major delays. samit average about 13 there. while you're richmond center fell is at 8 and the golden gate bridge. 20 minutes. all right, 901, is the time. let's get to our big story this

morning and take a look. this is surveillance footage showing a thief scoping out of san jose small business before then. >> smashing the window. there goes then it goes inside and steals the cash register that. so the owner of this business somebody else broken. just minutes after stephanie rothman has that story. >> the owner is now left with this eyesore, but she says it's not going to stop her and her mission for the community and says she's going to let boarded up walk, become a source of inspiration painted with bible verses in artwork, all to show that she will persevere. >> the amount of activity that i see here. it is definitely scary. uno ever take out the garbage without. >> looking left or right. small business owner is dealing with back to back crimes just 3 months after opening busy fit meals shortly after 5 wednesday morning. surveillance video captured a man scoping out the restaurant off. okay. road after first trying to break in through the front door, and targets the window next to it runs in and

steals the cash register with $100 shortly after another burglar answers and steal some of prince sultan store. i have flat-screen tv's and here there was a tablet. >> there's other high value items that was were not taken. what they were just concerned. as for that quick. a quick turnaround, which is like maybe 2 feet and addictions. so. what hit me is how bad the situation is. >> torres says she knew when she opened her shop. it was going to be a challenge. but she grew up in east side san jose and want to make a change in the neighborhood. many people have never even seen a balanced meal before. >> it's a lot of people in this area are not bilingual. and maybe they're batting cholesterol or they need weight loss help and if we don't bring the help here, they're not going to go out. >> the cost replace the window will be thousands. police are investigating big problem, but it's a small amount of people.

the community is a beautiful community where begin, people need the service. so we just have to find a way to come together and unite. torres said before she opened her store, she apply for store grand from the city. she's hoping if she's approved in guest monday, she'll be able to fix the window, but she says she's on a waitlist and that shows just how crucial of a need the small business community has right now in san jose reporting in san jose. stephanie rothman kron. 4 news. >> well, in the south bay, a person is unfortunately dead after a vehicle in a motorcyclist crashed in santa clara police there say it happened last night at the intersection of north montague expressway and mission college boulevard. santa clara fire says when they arrived on scene, they discovered the motorcyclist had unfortunately died. also happening right now, san francisco police need your help finding this missing girl. 14 year-old lisi johansen or relic was last seen february 17th about 07:00pm. she's 5 feet. 3 inches tall. weighs about 115

pounds was last seen wearing a black puffy coat with pink sweatshirt and red boots. police say she regularly visits the area right around san bruno avenue and the fairfax avenue area. so if you know where she is, please call police. >> well, in the east bay, a woman was hurt after being hit by a car in hill. so police are saying is happening right in the parking lot of a bed. mo located at the powell street plaza shopping center on chelm on street. according to police, the woman was hit from behind by speeding car. police say were able to track the license plate arrest. a driver. the suspect was in booked into jail. developing news, san francisco is taking on the trump administration over censorship of public health data. city leaders say it's a matter of life and death. san francisco joining a federal lawsuit challenging a removal 80,000 public health web pages by the trump administration lawsuit claims the pages hosted by agencies like the cdc and the fda included critical data on hiv infection, diseases. clinical

trials. judge ordered the pages be restored, but the administration claims some of the information is inaccurate. temperatures go. health officials say the data is essential for monitoring public health threats and informing treatment decisions. the case is moving forward in a federal court. >> will schools have been given an ultimatum by the trump administration either get rid of programs that promote diversity, equity inclusion also noticed dei or risk losing federal funding kron four's rob nesbitt with the story. schools k through 12 colleges and universities have been given 2 weeks to get rid of their diversity initiatives. >> programs put in place to help diversify a student body. viewed as discrimination by the white house, ending diversity, equity and inclusion is a precondition of receiving federal funds. the white house is threatening to withhold federal funds to schools that promote dei. this letter sent out by the department of education gives k through 12 schools 2 weeks to end race-based admissions, hiring scholarships or

graduation ceremonies. vallejo superintendent ruben are yellow, says his district is one of the most diverse in the country. and federal funds are mostly used for students most in need. when we get funding like title one dollars this time, one dollars or really earmarked for students who need additional support. >> regardless of race, it's typically tied your socioeconomic status. you're you're language proficiency status or if you're foster youth who are homeless colleges and universities are also scrambling to evaluate their risk when it comes to dei programs. the notice from the white house says schools have discriminated against students on the basis of race, including white and asian students. >> february is also black history month. president trump hosted an event at the white house thursday. black history meet real mccain with a legal defense fund says the president is contradicting himself by holding the event days after putting school districts on notice minutes you can celebrate our recognize a teacher about martin luther king. but you can't actually teach about the rest of

non collaboration with ice ordinance and that has them concerned about the safety of undocumented immigrants in sonoma county. >> we should not be cooperating with ice not be helping in any way that people should be forcibly removed from their homes. >> we did reach out to the sheriff's office to confirm the sheriff stand on the ordinance. although the office didn't answer the question directly, they did say that the office does comply with state law. and based on that criteria, they did respond to 64 out of nearly 500 ice requests last year. >> well, new this morning, tesla, they're going to send a software patch to more than 375,000 vehicles because of a power steering problem. well, tesla officials are saying the problem affects certain 2023 model 3 model y cars software prior to the 38.4 version problem involves a potential loss of power steering assist with the star. the car stops and then accelerates again, making it large controlled vehicle or low speeds while no crashes or injuries have been

vote session yet. no democrats voted for the measure and it's still going guarantee their version of the bill will pass congress or if the president will ultimately give his approval. we have our dc correspondent trevor shirley in washington with the very latest. the senate passed republicans 340 billion dollar budget framework around 4.45 eastern time this morning 4 years of high prices and open borders. >> our nation. americans deserve a pass to safety and prosperity. starting with this republican budget. that's what the american people we'll finally get. overnight. lawmakers opened up what's become known in washington as a vote. a rama. it's a tv as part of the budget process where senators vote on any number of amendments tacked on to the overall bill to my democratic colleagues, you should be working with us, not against us. everybody should want to clean up the mess of the last 4 years. the legislation contains hundreds of millions of dollars for defense and border security.

well, democrats had no hope of blocking the bill. they did force republicans to vote publicly against several amendments, including one to block tax breaks for billionaires. one amendment at a time. >> democrats exposed republicans, true colors here on the senate floor. for the first time this year, senate republicans were forced to go on record and defend their plans to cut taxes for donald trump's billionaire friends. while the senate passed its version, the house is working on a separate bill. one that president donald trump said he prefers. it's going to be a big, beautiful building and has to be by by necessity because that gives us the highest probability of success. senate republicans, though, took passing their version as a first step towards enacting the president's agenda. federal government has to it spends too much. >> republicans will end this wasteful washington spending >> we will get america back on track. >> well, that was trevor shirley reporting right now. it's unclear when the house

bowls regardless of the best by dates. trader joe's didn't say whether any customers experienced any problems, but they say you should return the product for a refund or if you'd rather just simply throw it away. well, also for your health this morning, the santa clara public health department says that health dispensaries among black people giving birth has significantly declined. that's according to new data from the department's black infant health program and its prenatal equity initiative. it shows a black pregnant people enrolled in those 2 programs are more likely to test for stds and screened for any conditions that could lead to complications during birth. officials say participation in this program bleached early medical intervention. in most cases, despite this progress, black mothers and infants have the highest rates for pre-term birth infant mortality and severe mental morbidity compared to i should say, maternal morbidity compared to

moments later, this person in a bright hooded sweater smashes a window and dives in and out of the passenger side. we found william bennett covering up his broken windows hours later. >> person, a car in san francisco for that 12 years. this is the first time it's ever happened to me. >> and he is not alone. at least a dozen cars parked near his could be seen with smashed windows. sabres ago. police spent the morning taking reports this scene of the auto break-ins right by the famed lombard street. while the incident took place near a prime san francisco location. residents say the area is not usually targeted for these crime scenes like. >> it's just part here for 12 years. and this is the first time that happened. probably the bigger surprise crime data from the san francisco police department central station which covers this neighborhood. >> shows reported burglary and larceny thefts are down since

january. 1st larceny theft is down. 61 1% from this time frame last year. citywide. those crimes are overall down. the car owner we spoke with says not much was taken and auto glass repair. van was also at the scene. just going to quote from those guys for 300 plus. >> but to have triple a insurance and the only responsible for $100 deductible on this. >> so that's the good news for as for repairs, are gonna send a guy tomorrow afternoon to fix it. so it's not raining. all right. jose police say they have arrested 2 people. >> after the pair impersonated federal officers tried to kidnap a woman and you sort of rob a bank. police say this happened in november of 2024, the woman who was a bank employee says she approached by 2 suspects. he said they were arresting her for unspecified crimes. she was suspicious and refused to comply. investigators identified the pair out of nevada and they tate arrest warrants. they're being held at the clark county detention

center as they await extradition back to santa clara county. >> well, 2 bay area tech companies are now facing a lawsuit accused of lacking safeguards against predators that we're looking to sexually exploit and abuse children. the family of a 13 year-old boy filed a complaint last week against san francisco based discord and san mateo based roadblocks. the boy's parents say their son had been communicating with a man who at one point demanded nude photos and sexually explicit content from the child. all in exchange for video game currency. a lawyer representing the family says they want to hold these platforms accountable for lax safety and security standards. >> we're seeking to have the companies do what they they have been saying all along that they which is to ensure that their safety for minors using the platforms and there isn't the aand it, whether it's reviewing our complaint and seeing the details. there were just doing research. parents need to understand that there's sexually explicit material if they have available to children on these on these pot farms.

need. >> whatever bill you're talking about, they have the way of picking the pocket of people who need it most an where to get the benefit to those who need it least. >> pelosi heard from a variety of service providers that distribute those services and from parents who use those services vital nutrition programs that are part of the farm bill are under threat. >> if the program is cut, tens of thousands of san francisco in people from marin county could be impacted when you have children with special health needs and disabilities. medicaid is your lifeline keeps your children connected. these proposed cuts are death sentence or community over 50% of the babies born in california are born via medicaid. pelosi says few know about the proposed cuts to medicaid and food programs. >> because of distractions coming from the trump white house. she says even the president's call for the end of the presidio is a distraction. >> take a look after the proceeding look after the federal building. a look after all that. that's important.

package of more than a dozen priority bills. the members say will help address what they are saying are injustices impacting black californians. one of the bills that authorize higher education institutions prioritize admissions for descendants of people who were enslaved. another looks at pathways tell black californians are tree family properties taken by the government decades ago. the racially motivated eminent domain. and then there's a bill proposing a cal state university system research. the best matches will help determine who is a descendant people who are enslaved. >> california is stepping up. as the california legislative black caucus. we will continue to fight for justice and ensure the descendants of those who built this country get the opportunities we so deserve together. we will make history. >> but more importantly, we will make changed, not included in that legislation to direct cash pay and payments for descendants of enslaved black americans. the critics who demonstrated at the capitol last month arguing

the bill will have the impact. they did not intend without commitment for direct cash payments. >> one of the last several years, millions of californians have seen the utility bills go up, but now there's a new bill going through the state legislature that's aiming to limit those rate hikes from california investor owned utility company capitol correspondent eytan wallace with a one on one with a lawmaker who authored the bill. >> it's ridiculous, right? and so we need to do something. bay area state senator, i show a hob with that message about utility rates in the state. it comes after the california public utilities commission or cpsc approved 6 rate increases for pacific gas and electric or pg. and e in the last year alone. in fact, as pertains to the 3 major investor owned utilities in california, including pg e socal edison and san diego, gas and electric. this non-partisan state report released last month shows depending on the

utility on average, a majority of californians saw a 48 to 67% increase in their utility rates between 2019 2023. outpacing the rate of inflation. the report concluding overall california has the second highest utility rates in america. i you vnow, i have seen residents share their bills where >> it's $800 a month where summer it's $1000 a month, right? depending on if it's a single family home or they're renters right. and how can somebody do that when they're on a fixed income? that's why we'll hop says she's authoring senate bill. 332, also known as the investor owned utility accountability act. >> if signed, it will prohibit investor owned utility companies in the state from proposing more than one rate increase per year. it would also cap proposed rate increases for residential customers to know more than the consumer price index. a tool used over time to measure prices paid by consumers for a range of basket goods and services. i'm >> deeply disappointed in the

fact that rate pairs are being treated like a and lists bucket of money. just this week at this hearing on utility rates will help grill to the cpc president about the commission's decision to approve 6 p g rate increases in the last year. a year pg e reported nearly 2 and a half a billion dollars in profits. those on a fixed income, our senior population. those on sir security, those with a even union job, a good paying union jobs do not get 6. >> uncreases to their pay. and yet. >> pg e get 6 increases to be able to pass on to repairs. can you explain? >> that and we're approving work for the utility, the work that the utility is requesting to do. it is paid for by repairs. repairs are not a bank. i'm just going to be very clear about that. for its part pg e wrote this, quote, we know that many customers are impacted by higher costs, including energy. >> we are taking action to limit future rate increases
