a possibility of a few rain drops and i'll let you know exactly where that's going to be in just a bit. but right now, here's a look at the richmond bridge. you see everything is looking just spectacular. and we are in for a really great day. temperatures starting out in the upper 30's into the 40's and and even to the low 50's at this hour or so. we're going to warm things up quite nicely. once we get going in the sun is doing its thing. warming up the ground which warms up the air right above it. and that gives us a nice, warm, toasty day. so for this morning is patchy fog in some areas, especially right along the coastline. patchy fog also in shooting into some parts of the north bay. but today, for the most part, we'll call it mostly cloudy skies should be terrific with temperatures in the 50's right along the coastline into the 60's and even low 70's as we head into the south bay in the east and the north bay. and you know what? we've got partly cloudy to mostly cloudy skies overnight tonight and very similar pattern. a lot today is a lot like yesterday and

will start to change things as we go into the workweek. stephanie? kathy, thank you. >> breaking news overnight, the israeli military says that they have received the 6th and last hostage from hamas. they were headed to the red cross earlier today. one of the hostages had been held by hamas for a decade. and developing this morning, a new investigation by the city of oakland's auditor reveal the city has been paying workers more overtime than legally required as kron four's dan kerman found the city had been using the wrong formula to calculate over time. >> facing 129 million dollar budget deficit. this fiscal year, the city of oakland has no money to spare. it's already closed fire stations and slash the police budget. but now it turns out that for years the city has been paying its public works and transportation workers more money for overtime work than is legally required. we were able to substantiate that formulas dating back to at least 2018 cause big issue. we

don't known. exactly who code it. the system whether or not it was intentional. oakland city auditor michael houston says >> after being notified by a whistleblower in july of 2023, his department launched an investigation and found between january of 2018 in may of 2020 for the city's public works and transportation departments. we're using the wrong formula to calculate over time. and as a result, workers were paid more than 1.6 million dollars more than required. i fear that the same formulas are being used across the city. we only looked at public works and deal t. >> however, that the coating of these apartment us that affected the pain. those 2 departments. it is also it's the same system that's being used citywide. >> if the same incorrect formula has been used by other city departments to calculate over time, oakland's over

payment could be in the multi millions. we discovered at a time when city of oakland beat all the money, it can find. >> and it's making drastic service cuts and layoffs and asking employees to come forward with concessions. so that's that's why it is a significant issue. it's unclear how this over time over payment has impacted the city's bottom line or if there's any way to get the money back. we're recommending that the city administration identified the scale and scope of the problem. and then we recommend that the city administration work with the city attorneys office 2 identify what to do, what the passed over payments. the city administrator's office says it's now reviewing the report as well as the recommendations. dan kerman kron, 4 news. >> a big story we're following this morning out of antioch, where police made a disturbing discovery 4 young children found alone inside of a home

declared uninhabitable. police say a person passing by spotted a 2 year-old alone outside of the property. this was around 5 thursday night on spruce way. they called police. when officers arrived, they found the front door unlocked inside. police found 3 more children. another 2 year-old a 5 year-old and an 8 year-old all were taken to the hospital to be evaluated when their mother shante albert ii returned home. she was arrested on suspicion of child abuse contra costa county hazmat team evaluated the home and declared uninhabitable. all 4 children have been placed in the custody of child and family services. happening now, san francisco police need your help finding this missing girl. 14 year-old lacy johansen or was last seen february 17th around 07:00pm. she weighs about 115 pounds was last seen wearing a black puffy coat, a pink sweat suit and red boots. police say she regularly visits the area

around the san bruno avenue corridor and fairfax avenue. well, next time you visit san francisco's golden gate park, you may have to pay to park. the city is proposing a new feat in an effort to combat a major budget deficit for sarah stinson explains. >> on any given day, san francisco's golden gate park is filled with people exercising and enjoying the sights. it's free to park on the streets inside the more than 1000 acre urban park. but soon that could change the recreation and park commission approved a proposal thursday to charge people $3 an hour for parking starting next year. just like the >> presidio. and just like ford nissan. and just like major parks in almost every major city. and we would and you know, like a kiosk we're not gonna put a meter in every single spot. the parking fees, a part of a greater proposal, an effort for the commission

to cut 15 million dollars by 2027. >> commissioner larry missoula was the lone vote against it, you know, are already closed roads in golden gate park. and now we're going to charge people just seems like we're driving cars out. >> so that's not something that i want to do. one park visitor from sacramento believes it's a fair ask is $3 an hour. a lot compared to what you see in sacramento. >> i know, actually, that's pretty reasonable. >> but many local park goers are not favor to you just come hour. >> to enjoy the park and pay through the list i think is too much flux. should be when i look at it screens and i definitely think it's the part we feeling uneasy or accept access for everybody. so >> i don't love i'm assuming the city needs. lake city departments have been instructed to make cuts by mayor daniel lurie after a memo was sent out this week. this as the city faces a nearly 900 million dollar deficit over the next few years. the parks commission is

also looking at charging people $5 to reserve a tennis court per hour, which are currently free as well as privatizing city run golf courses to which ms ola also objected and so did others in public comment. people lose jobs and and we have good union paying jobs right now that maintaining these golf courses and i can't support a budget that has. >> jazz being taken away find equitable. >> alternative to this unconscionable policy change that will kill golf. >> in our fair city, the commission is sending this proposal to the mayor for review. lurie has to finalize the city budget by june. you know, it doesn't give us any. >> pleasure to propose there's no. it is a best practice. >> i'm sara stinson reporting kron. 4 news. >> in the east bay, the water department is warning customers of scammers posing

as workers. the department reminds people that work there. workers will never try to enter your home. they were also not go door-to-door to test water or sell you products. you're asked to contact the water department about potential scammers. new this morning, the oakland city attorney filed a public nuisance lawsuit against a local meat distribution company after years of alleged code violations. the city claims as meeting corporate it is causing a loud noise blocking roadways and ignored a neighborhood complaints. this is not the first time the company has been sued in 2022, a settlement was reached with the california air resources board with the company as well. happening today, oakland is celebrating the year of the snake with a parade. it starts at to 4 in the afternoon. the march begins at wilma chan park on 7th street in oakland. this is video from last year's event. and organizers say to expect live performances, music and delicious food. still ahead on the kron, 4 morning news in the south bay.

people living in martinez can pick up air purifiers for free volunteers from to community groups hand out one-thousand purifiers from palm avenue near mountain view. park organizers from healthy martinez and 3.50, bay area say this is all in response to the recent fire at the martinez refining company earlier this month. that force residents to shelter in place for hours and created poor air quality. on that note at 7.13 this morning is take a live look outside and looking pretty nice out there at this hour. kathy? >> isn't it great? is this saturday and we get more than 11 hours of daylight, which is fantastic. futurecast shows. yes, we have a chance of a few rain drops even though we've got a lot of sunshine and clouds across the bay area. the forecast is for mostly dry weather, but there is a chance just a few here we go starting today and you notice how clouds come in and oh, my goodness, some precipitation is a possibility. the further north, you are the better your

chance for some rain drops. so if you're in the pacific northwest, that's a quite a storm up there. atmospheric river fueling it. we're at the very tail end of that storm. so we get a chance overnight, maybe a few raindrops primarilydin the north bay. again, another chance into your sunday and yet another chance coming into our monday. so it's not going to be a lot. if we get any rain. it's gonna be very, very small amounts. and then look what happens this nice high amplitude ridge builds in many us really warm conditions, especially about mid-week. so that's on saturday. then look at the system right behind the counter clockwise flow. we have this radar return in the forecast and watches a little bit of it. sort of pops off cuts off from that main settles over southern california. now, if this area of low pressure should meander a little bit northward, our forecast might change. but so far we're gonna keep it on the dry side, at least through next friday or so. so rainfall totals through the weekend into monday. more impressive

course of northern california. we've got over 2 inches of rain, 4, eureka, about a 3rd of an inch in mendocino. and then it's a little iffy. i wouldn't be surprised if it stayed dry across the entire north bay. but again, i wouldn't be surprised by saw few raindrops either santa rosa, 4, 5, 1, hundredths of an inch with counting them in 107 inch the deck of a 6, 1, 100 mention really nothing much else to speak of 6 to 10 day precipitation outlook as we look toward the end of february and beyond looks drier than normal for us, at least. but then again, across the northern tier in the northeast, send florida and down in texas little bit wetter than normal. so going to see a few raindrops, perhaps between now and then. but pretty good outlook for us for a while. we get a chance to dry out and we're going to warm up a bit this week. stephanie. kathy, thank you. governor gavin newsom is requesting nearly 40 billion dollars in federal fireaid for southern california. >> he sent a 14 page letter to

congressional leaders including house speaker mike johnson and house minority leader hakeem jeffries newsom is asking them to approve the money for recovery efforts like toxic debris removal. >> and the rebuilding of homes, businesses and schools, state senators adam schiff and alex padilla have announced their support for the 8. meanwhile, in sacramento, a new bill aims to provide mental health support for fire victims. our capitol correspondent eytan wallace spoke with the assembly member behind the measure. >> the the aftermath and now the road to recovery. all of it, something member john herby and has seen up close the eaton fire tore through the community of altadena in his district. think if you meet as i have every victims of these wildfires, people are hurting emotionally mentally. that's why he says in addition to the legislature's efforts to fund a physical recovery, he and speaker robert rivas are jointly authoring a new bill focusing on emotional be

10. 32 also known as the wildfire trauma recovery and resiliency act is aimed at ensuring wildfire victims have access to mental health support as we stabilize the community and rebuild and recover. each individual has to recover on their own. >> and i think this is an important part of that recpvery. specifically. the bill will require healthcare service plans to reimburse wildfire victims for up to 12 yearly visits with a license behavioral health provider. the legislation will apply in counties where a local or state emergency has been declared due to wildfires. this bill does our part in making sure anyone who's been affected by fire, any natural disaster. >> immediate help, they're able to see a licensed health professional. they're able to talk about the different feelings in the different emotions that they're going through and make sure that we are rebuilding the person, their mind in their body as well as rebuilding the community is integral. it is critical. >> it is so important. dr leandre clark harvey is the ceo of the california behavioral health association representing community-based

behavioral health organizations across the state. she notes research shows wildfires can have both short-term and long-term effects on the mental health of survivors. in fact, a study released by emory university researchers found an increase in emergency room visits for anxiety disorders after wildfire events on top of that, the national mental health helpline 9, 8, 8, experienced a fivefold increase in calls and text when the fires were raging last month. when a wildfire trauma like this and hits all of it can come together to create depression, anxiety. >> and we want to make sure that our agencies on the ground are equipped to provide services and the best way to do that is to provide them resources. and that's what this bill is so critical a common sense measure. >> wildfires affect republicans, democrats and independents equally. and this is a time for us as a body with the senate with the governor to come together and bring rapid relief. and as of now, the bill has no formal opposition. it is expected to come up for its first committee hearing in the

coming months reporting at the state tom wallace kron 4 news. >> well, this week we learned that former speaker nancy pelosi's husband received a kidney transplant from their daughter. it shows how organ transplants or the gift of life. a bay area woman volunteered to give part of her liver to her husband after she learned that he needed a liver transplant. but he needed a larger liver. fortunately for the couple staff at ucsf found the liver of a deceased donor and did the transplant. the woman then donated a portion of her liver to someone else who needed it. >> i know what it feels to have your left the waiting list. and i thought, you know, somebody, les snead, my cover. and so just knew that i had help. i don't know who that person is. but i was so thrilled and they said they had a match because could just think what it would like to

have been told that person be found a donor and that person was me. >> she says she's thrilled to be part of a life changing experience for someone else. we demand gionet a suspect in the murder of united healthcare ceo brian thompson was brought to a newark courtroom for a status hearing on friday. the 26 year-old faces a number of murder and terror charges stemming from the december 4th shooting. investigators believe measured only was driven by anger towards the health care industry. he could get life in prison without parole. if convicted. the associated press is suing the trump administration over its recent ban from presidential events. the ap has been blocked from the oval office in air force. one sense announcing it would continue calling the gulf of america the gulf of mexico. the ap says this was to ensure that names of geographical features are recognizable around the world. the suit argues the ban violates the first amendment as an illegal attempt to control speech.

>> developing this morning, local lgbtq+ advocate groups are filing a lawsuit against president donald trump. they're accusing trump of the racing transgender people from the public eye and defunding critical hiv services. the a's the sf aids foundation and glbt historical society and the san francisco community health center. all part of this lawsuit. they're challenging multiple executive orders, including one that would terminate equity related grants and stopped federal contractors and grantees from employee dei initiatives. the groups say these actions would single out there already marginalized community. and new this morning say assembly member alex lee introduced a bill to outlaw the practice of cat declawing declaring the act inhumane. the medical procedure removes the class attached to the cats knuckle animal care. experts say this can cause the cat to stop using litter box or make them more likely to bite this can

good morning. welcome back to the kron. 4 morning news. i'm stephanie lin. thank you so much for joining us. we continue our coverage this half hour with a look at your forecast with kathy trafton. hi, kathy. hi, stephanie. well, and area of high pressure is our friend. it is certainly bring some warming. conditions were in a warm spell right now. so >> if you like the warm weather this weekend is for you. and actually we're going to get a little bit warmer as we head into the workweek. so >> stay tuned. but in the meantime, when you see low horizontal flat cloud, pretty good. guess that is stratus. and it's actually the hills of mount temple, pius and the hills of san francisco, the hills of east bay are all rising above that. it'll start to burn off. so have a mixture of sunshine and clouds today, which is fabulous temperatures right now, mainly in the 40's, although santa rosa reports, 39 degrees sonoma, it's 50 degrees. so that will start to warm up. there's a series of storms is an atmospheric river feeding bite into the pacific

northwest. and it's bringing rain there. but there is high pressure subtropical high coming out of mexico starting to expand northward into the southwest part of california. that's going to bring clear skies to southern california and some clouds to a son, perhaps a few raindrops specially the north bay bay area's right on the boundary between wet regime up north and the driver down south. so we'll probably stay dry. but again, the possibility of raindrops is there. stephanie. >> take a look at this. 2 east bay businesses are damaged after a fire. this happened along the sycamore drive corridor antioch as kron four's. philippe djegal learned one of the businesses may have to shut down permanently. >> i was passing by a nice song. he seems devastated or ruiz fields for the owner of the business next door to his store on sycamore drive in antioch. it caught fire behind the any act center just before 6 o'clock friday morning.

saying this is the last thing, any of them needed? >> crime and other factors in the area have slowed sales down through the years. and this does not help to have to say with ashley a little worse back in the day, it's getting a little better. >> but still always something going on. despite the large amount of damage. fortunately, there were no injuries. as for the official cause of the fire, although there are suspicions that is still under investigation in antioch, philippe djegal, all kron. 4 news. >> it said clara county da's office has determined a sonny bill police officer who shot and killed a 19 year-old did so lawfully in march of last year. police responded to a call about a man walking around with a knife. the da's office says in manuel perez, becerra refused orders to drop the knife and instead move towards officer kevin lee. most that's when the most fired hitting perez. this error in the chest, killing him last month, his family filed a federal civil rights lawsuit and autopsy report

found perez pisara suffered from depression and schizophrenia. francisco police arrested a man they say is connected to a series of shoplifting incidents at a 9th street retail store. vincent monterrosa is accused of stealing more than $34,000 worth of merchandise between november 2024. in january this year, monterrosa has prior theft convictions. he was detained on january 17th and faces multiple charges, including burglary and grand theft. police say the investigation is ongoing. in battle. san mateo county sheriff christina corpus won't be welcomed at an upcoming event honoring women patrol officers. had recently r us at apparently rather rsvp to attend this event next month. that's when services goes. police union center a letter saying, quote, respect the contributions of these women, stay home and work on your resume. corpus faces mounting calls to resigned following accusations of racism, homophobia and abuse of power.

next month, residents vote on whether to grant the board of supervisors temporary power to remove corpus from office. we've reached out to corpus for comment and will update you once we hear back. it's heartless crime in the east bay. a thief steals a scooter from an oakland woman who can't get around without it. the theft was captured on the woman's home surveillance camera. but new clay lives with multiple sclerosis. she says scooter has been her only way to get around for the past 4 years ever since it was stolen from her oakland home. she's been stuck inside totally on my walker waiting. >> 5 hours and nobody showed up and so are called back. the number. >> talking on the numbers, as you can leave a report online and that's what i wanted do. it. nobody ever reach back out to me and my opd that hurt me. kron 4 reached out to oakland police and will update you with any new information. >> with the recent rain to tax of potentially deadly, popping up in an east bay regional park area. >> kron four's gayle ong has

the details on what to look out for. you do not want to eat it. that is advice from a list of folks, a naturalist for the east bay regional park district. >> talking about the 2 points in this measure aims to look out visiting the parks, the death cap on the left and the western destroying angel on the right. both of those are very toxic and they they have in the past resulted in death. >> so they'll give you really that stomach ache and intestinal distress and the warning not just for people, pet owners are encouraged to keep your furry friends close on a leash. both mushrooms can be found anywhere where there are oak tree roots. the toxic mushrooms, pop-up typically every year after storms. but after this month's wet weather. >> because we got all that rain. we had a lot of fun shied popping up from under the ground and not all of those mushrooms are bad. fungi is important for their rd composers. they help create nutrient rich. >> soil. but we need them.

folks just wrapped up the annual tillman fungus. a free event to educate visitors on a variety of mushrooms around the east bay. this year, the event was postponed after a dry january and wind and seasonably warmer weather underway. we've been having a lot of folks coming about. >> searching for aging which you are not allowed to do in the east bay regional just. >> be mindful about that. like we do want to do that. and there are warning signs about those toxic mushrooms posted >> here at the east bay regional parks and park officials say the best way to stay safe is to stay on trail reporting here in berkeley, gayle ong kron. 4 news. >> there's a new effort in the state legislature to overhaul california's sanctuary state laws. state senate minority leader brian jones introduced the bill. he calls the safety before criminal sanctuary bill. the bill would prevent local jurisdictions from passing sanctuary city measures stronger than the current law. >> this bill ensures violent criminals are not shielded from federal immigration.

here's a forecast model and you'll see how close this precipitation is. forecast to come to the north bay this afternoon. a little bit of rain drops. maybe and then again tomorrow. so the weekend could have just a few raindrops, but not a lot. and again, even monday, monday afternoon, a possibility. but can you see south of the golden gate really not seeing anything on this forecast model. you know what if we get any county in hundreds of an inch and then after that big high amplitude area. so that's a high pressure system that will warm us up really nicely. so one of the warmest days this week will be wednesday and then look at this area of low pressure, cutting off from the main storm and counter clockwise flow right around los angeles. these are a little tough to forecast. sometimes they can bounce around a little bit. so there's a chance going to keep an eye on that. when there's a chance it could bring a few raindrops temperatures today. if you're in san francisco, mainly in the 60's and we're in the 50's and 60's right along the coastline. shoreline was keep things mainly in the

turns out that for years the city has been paying its public works and transportation workers more money for overtime work than is legally required. we were able to substantiate that formulas dating back to at least 2018 cause issue. we don't. >> known. exactly who code it. the system whether or not it was intentional. oakland city auditor michael houston says >> after being notified by a whistleblower in july of 2023, his department launched an investigation and found between january of 2018 in may of 2024, the city's public works and transportation departments. we're using the wrong formula to calculate over time. and as a result, workers were paid more than 1.6 million dollars more than required. i fear that the same formulas are being used across the city. we only looked at public works and deal t. >> however, that the coating of these apartment lows that

affected the pain. those 2 departments. it is also it's the same system that's being used citywide. >> if the same incorrect formula has been used by other city departments to calculate over time, oakland's over payment could be in the multi millions. we discovered this at a time when city of oakland beat all the money, it can find. >> and it's making drastic service cuts and layoffs and asking employees to come forward with concessions. so that's that's why it is a significant issue. it's unclear how this over time over payment has impacted the city's bottom line or if there's any way to get the money back. we're recommending that the city administration identified the scale and scope of the problet. and then we recommend that the city administration work with the city attorneys office 2 identify what to do, what the passed over payments. the city administrator's office says it's now reviewing the report

as well as the recommendations. dan kerman kron, 4 news. >> the big story we're following this morning out of antioch, where police made a disturbing discovery. 4 young children found alone inside of a home declared uninhabitable. police say a person passing by spotted a 2 year-old alone outside of the property. this was around 5 thursday night on spruce way. they call police. and when officers arrived, they found the front door unlocked inside. police found 3 more children. another 2 year-old a 5 year-old and an 8 year-old all were taken to the hospital to be evaluated when their mother, sean to albert ii returned home. she was arrested on suspicion of child abuse. the contra costa county hazmat team evaluated the home and declared uninhabitable. all 4 children have been placed in the custody of child and family services. and happening right now, san francisco police, they need your help finding this missing girl. 14 year-old lacy johansen or was last seen february 17th around 07:00pm.

she weighs around 115 pounds was last seen wearing a black puffy coat, a pink sweat suit and red boots. police say she regularly visits the area around the san bruno avenue corridor and fairfax avenue. well, the next time you visit san francisco's golden gate park, you might have to pay to park. the city is proposing a new feat in an effort to combat a major budget deficit. kron. 4 sarah stinson reports. >> on any given day, san francisco's golden gate park is filled with people exercising and enjoying the sights. it's free to park on the streets inside the more than 1000 acre urban park. but soon that could change the recreation and park commission approved a proposal thursday to charge people $3 an hour for parking starting next year. just like the >> presidio. and just like ford nissan. and just like major parks in almost every major city. and we would and

this as the city faces a nearly 900 million dollar deficit over the next few years. the parks commission is also looking at charging people $5 to reserve a tennis court per hour, which are currently free as well as privatizing city run golf courses to which ms ola also objected and so did others in public comment. people lose jobs and and we have good union paying jobs right now that maintaining these golf courses and i can't support a budget that has. >> jobs being taken away and find equitable alternative to this unconscionable. >> policy change that will kill golf. >> in our fair city, the commission is sending this proposal to the mayor for review. lurie has to finalize the city budget by june. you know, it doesn't give us any. >> pleasure to propose there's no. it is a best practice.

>> i'm sara stinson reporting kron. 4 news. >> in the east bay, the water department is warning customers of scammers posing as workers. the department reminds people that their workers will never try to enter your home. they will also not go door-to-door to test water or sell you products. you're asked to contact the water department about potential scammers. and new this morning, the oakland city attorney filed a public nuisance lawsuit against a local meat distribution company after years of alleged code violations. the city claims as incorporated is causing loud noise, blocking roadways and ignored a neighborhood complaints. this is not the first time the company has been sued in 2022, a settlement was reached with the california air resources board. and happening today, oakland is celebrating the year of the snake with a parade. starts at 11:00am and ends at 4 in the afternoon. the march begins at wilma chan park on 7th street in oakland. and this is video from last year's event. organizers say to expect live performances, music and delicious food.

again monday, a possibility of some precipitation. you'll notice right again, the golden gate is just about you're dividing line for that kind of a zonal flow. and then everything changes. the pattern gets into a high amplitude ridge. that's a big old area. high pressure. it's the flex, the clouds away. it warms us up, especially by wednesday. so we're in a general warming trend and then watch this. here's forecast area. we've got the clouds. we got the rain right and boom, muscle area right there. cuts off and it is a cutoff low. southern california that will be affected by that. but, you know, it could bounce around a little bit. so i'm gonna keep my eye on it for you. but i'm not forecasting rain from that. not for us. so far. temperature wise. that's fine. but look at the rain. if you're in your weekend today through monday, a couple inches of rain about a 3rd of an inch in mendocino then it gets a little dicey further north. you are the more rain for the south. you are the less chance that we'll be calling our rain in the hundreds of an inch, not much. maybe santa rosa, 507 inch,

hope. we have the tenderloin to his valley all the way to the hate and something that really unifies every dis, every neighborhood in this district is we've always been a hub for what makes san francisco great, which is a beacon for immigration, be can for upward mobility. just 3500 kids live in the tenderloin. were i live, which is small business restaurants from yemen, pakistan, china, vietnam. and so there's a lot of hope and a lot of vibrancy that people see during the day in the tenderloin and all the way to the west or to shun film on the hate. but a lot of challenges to which is why i feel we were elected is because a lot of the district in the neighborhood fed up frustrated with lack of progress and some of the issues homelessness, the fentanyl crisis. and we're coming in with new solutions and new ideas alongside our mayor to actually get results. yes, talk about some of those proposed solutions here. we know that the mayor declared that. >> on his first day in office, you would announce this package of emergency bills to address the fentanyl crisis in the 10, 10 one area in other parts of the city, too. and i

believe that the board just past that ordinance, walk us through what comes next and how that could impact district. the emergency ordinance was really about getting the mayor that will cut. he needs to actually solve the crisis of the fentanyl crisis. emergency powers that we saw being implemented during the pandemic. and it's giving the same powers to streamline contracting to spend up shelter, pets. >> and to fund raise more more effectively to support these efforts. now that he has a tool kit, we need the actual legislation and the tools to actually solve the problem. so just on tuesday, i'll be introducing legislation about a drug market intervention to give the mayor framework of how he can use his new powers to effectively shut down the open air drug market. it's based on a framework. the only one that's actually shut down the open air drug markets in the united states led to by professor david kennedy during the obama administration. and so deterrents prevention, it's it's quite interesting because it focuses on what's unique

about san francisco. actually shutting on the market got is so this is something that you're proposing in a few days here. >> what's the likelihood you think that you're going to get the buy-in from the entire board? so we already have the president or a film and co sponsoring alongside supervisor matt dorsey. and i'm i'm confident we're going to get fined because it is a very comprehensive approach acknowledges the unique challenges in san francisco with the fentanyl crisis, something that people don't know is that to tackle the fentanyl crisis here in san francisco? you have to address the drug dealing the drug users, but also illegal street vending. it's an ecosystem of all 3, these working together. and so what this legislation will do is say we need to support interagency collaboration between u.s. s p d dpw and public health to work together and it is already an organization within city hall called emac drug market agency coordination center. asking to fully fund it, but also really critical as part of this plan is that we have to focus on prevention, some passengers to helps keep the market closed as well as workforce development. what we hear

often in the tenderloin and what mothers and aunts have shared with me is that they're worried their kids are getting involved. the drug trade has been reports in the chronicle, even which show that just 2 weeks ago, 2 men were arrested for involving a minor in the drug trade. i've heard that very frequently. so we have to also be investing in use after school programs and workforce development to reduce recidivism. and all 3 of these have to work together. and this is the strategy, collaboration, deterrence and prevention that has worked in other cities across the country. and it's time to now do it in san francisco as well. so it sounds a whole ecosystem that is involved with them making all this happen and which comes to execution. i imagine the sfpd are also going to be very much involved with they also dealing with an under staffing issue, right? so. >> how do you imagine them being able to ramp up the public safety efforts and be able to contribute to this effort when there is that under staffing? yeah, absolutely. it's a couple things. one like i mentioned, this ecosystem sfpd has to be involved, but there's other

parts of city hall department public works. that also is the one that's closing on illegal street vending. so they have the ability to ramp up a little bit higher and faster and so that we need to ramp them up and they're stopping as well. >> but also, that's part of why we passed the emergency ordinance under mayor lurie is that enables him to fund raise and waved has a payment so he can fundraise for efforts without dipping into the city budget but also to streamline contracting and personnel hiring that otherwise would have made it really difficult to hire people in sf pd or dpw or public health. so that's why those emergency powers were so important. got it. okay. so. >> i'd like to go back to something you mentioned earlier about the tenderloin being a very diverse district. we talked about how there's some wonderful restaurants out there. i've had. i've had the chance to stop by a few. how would you encourage foot traffic to attend one? of course, it has that kind reputation for being a bit of a dicey area. but again, to your point, a lot of kidspof their families, diverse immigrant community. so how do you encourage people to come out? yeah, i mean, the first

up is shutting down the fentanyl markets that we can make it possible for the people who live there to even walk out at night. but also it's focusing activation revitalization. this amazing initiatives. >> from the golden gate greenway, which folks want to turn that area until park and activations of children and family have more open spaces but also supporting the ambassador programs to make sure the market and the safety conditions stay closed. but also concepts of the kids safe zones, which the community has been asking for to ensure that where people are walking to and from school or to and from work remains closed and also finding new ways. i mean, a lot of the parades that go through there from pride, too, actually activate the entire neighborhoods. we want to look at other ways. once we shut down the fentanyl market to ensure that we're bringing in activities night markets of a good nature to really show that vibrancy. and i think during ramadan, which is coming up for the muslim, some holidays, we want to actually find ways to activate all the muslim businesses that are in that neighborhood to showcase the best food i think in the

berkeley hills. and you can see just we're set for a wonderful spell of kind of warm weather. little bit warmer than usual and certainly about like yesterday. so we're going to see many highs in the 60's and 70's. a few areas may be lingering in the 50's right along the coastline. but right now we are mainly in the 40's. we're starting to warm up just a little bit. we are at 51 degrees in hayward, even as precipitation falls in the pacific northwest, even as it's dry in southern california. we are the dividing line between the 2. so we'll call it cloudy at times. some extra clouds for us across the bay area and in the north bay, there's a chance for a few rain drops. so although it's sunshine and clouds, you are going to need your umbrella in north bay because it is mainly dry, but there could be a few hundredths of an inch and that would be coming late tonight, perhaps into tomorrow, perhaps into monday. it's just a few 107 inch, maybe 507 inch. but in general, after a little dip in temperatures early next

>> but still always something going on. despite the large amount of damage. fortunately, there were no injuries. as for the official cause of the fire, although there are suspicions that is still under investigation in antioch, philippe djegal, all kron. 4 news. >> in santa clara county da's office has determined a sonny bill police officer who shot and killed a 19 year-old did so lawfully march of last year, police responded to a call about a man walking around with a knife. the da's office says emanuel perez becerra refused orders to drop the knife and instead move towards officer kevin limos. that's when the most fired hitting perez pisara in the chest, killing him. last month, his family filed a federal civil rights lawsuit and autopsy report found perez pisara suffered from depression and schizophrenia. temperatures go. police arrested. a man they say is connected to a series of shoplifting incident at a 9th street retail store is that montrose is accused of stealing more than $34,000 worth of merchandise between

november 2024. in january this year, much rosa has prior theft convictions. he was detained on january 17th. he faces multiple charges, including burglary and grand theft. police say the investigation is ongoing. and battle. san mateo county sheriff christina corpus won't be welcomed at an upcoming event honoring women patrol officers. corpus had apparently rsvp to attend this event next month. that's what san francisco's police union sent her a letter saying, quote, respect the contributions of these women, stay home and work on your resume. corpus faces mounting calls to resign following accusations of racism, homophobia and abuse of power. next month, residents vote on whether to grant the board of supervisors temporary power to remove corpus from office. reached out to corpus for comment and not heard back yet. a heartless crime in the east bay. a thief steals a scooter from an oakland woman who can't get around without it with was captured on the woman's home surveillance camera. but new clay lives

have in the past resulted in death. >> so they'll give you really that stomach ache and intestinal distress and the warning not just for people, pet owners are encouraged to keep your furry friends close on a leash. both mushrooms can be found anywhere where there are oak tree roots. the toxic mushrooms, pop-up typically every year after storms. but after this month's wet weather. >> because we got all that rain. we had a lot of fun shied popping up from under the ground and not all of those mushrooms are bad. fungi is important for their rd composers. they help create nutrient rich. >> soil. but we need them. folks just wrapped up the annual tillman fungus. a free event to educate visitors on a variety of mushrooms around the east bay. this year, the event was postponed after a dry january and wind and seasonably warmer weather underway. we've been having a lot of folks coming about. >> searching for aging which you are not allowed to d in the east bay regional just.

>> be mindful about that. like we do want to do that. and there are warning signs about those toxic mushrooms posted along the trails. >> here at the east bay regional parks and park officials say the best way to stay safe is to stay on trail reporting here in berkeley, gayle ong kron. 4 news. >> there's a new effort in the state legislature to overhaul california's sanctuary state laws. state senate minority leader brian jones introduced the bill. he calls the safety before criminal sanctuary bill. the bill will prevent little local jurisdictions from passing sanctuary city measures stronger than the current law. >> this bill ensures violent criminals are not shielded from federal immigration. authorities. using every tool in the tool box to keep our communities safe. >> the bill would still need to be approved by the state senate and the assembly. if that happens, it would move to the governor's desk for signature. oakland's black joy parade happens tomorrow and

thousands of people gathered downtown to celebrate black history month. was rob nesbitt reports on what makes this year's event so unique. >> this is the 8th year for the black joy parade in oakland celebrating the black experience and the black community's contribution to culture. if you've ever been to oakland's black joy parade, you know how much of a celebration it can be. and that will be the case again this year when more than 100 parade attractions march through downtown variety of different vendors, ridiculous amount of entertainment, 2 different stages. >> activations all over the festival site. so what you really can expect what that experience is like, it's like the overwhelming feeling joy brand ambassador for the one, julian says the break will range from classic car clubs and dance troupes. 2 giant floats more than 20,000 people attend each year and economic boost for black owned businesses generating more than $100,000 in revenue gives opportunity to showcase who they are what they're doing at

>> all right. a 44 this morning live look outside at the skyline of san francisco. looking beautiful out there. s a kathy, what should we know about the weather as people start to get up? well, it's saturday. it's beautiful and you are probably not going to need your umbrella or your raincoat. >> well, there's a chance you might need if you want a raincoat for a couple of drops of rain, north bay, you might want to grab the rain coat that i really honestly it's going to be mostly dry across the bay area today. it's saturday. so of course, by definition, it's going to be a beautiful day. it's a mixture of sunshine and clouds, though, in terms of temperatures right now, if you're just getting up were mainly in the 40's, a few areas of pushing into the low 50's, we'll warm things up about 20 degrees. by the time we get to this afternoon and the afternoon temperatures today will be an awful light lot like they were yesterday morning and yesterday afternoon. so air quality, it's good to moderate. and of course, the thing is when you see the green dots doesn't mean you couldn't have some pollution. you know what

migrating around because there doesn't really stay in the same place. it generally moves around. so sometimes particulate matters can go from one spot to another. but all in all, it is a really nice start to the day, even in terms of air quality. now there's a storm way up north fueled by atmospheric river and they are bracing for one to 3 inches of rain up in the pacific northwest. but for us, it's some clouds off and on. >> southern california, it's dry. it'll be clear because the subtropical area of high pressure and that high pressure is over mexico. it's expanding into the southwest part of these united states and it will keep things dry and fairly clear for southern california for us. again, we get a extra clouds coming in. but you know what? it will see. a lot of raises sunshine, too. overall, we are dry for the weekend to be absolutely beautiful. but there is a chance for some light precipitation specially the north bay starting tonight into tomorrow into monday. and then we have a general warming trend. so if you like the warm

to reach 4. you also grew around very creative people. your mother's very creative. and you're mentioned that your father during the break, we were chatting play saxophone. my mom's a writer. my dad played saxophone and then went to oakland school for the arts to science. just like surrounded by musicians in art people all the time. he has a shot oakland as well. >> now you write your own so what would you say that they're generally about like the themes, the message? usually it's me trying to figure out what's going on in my own life lake right songs almost as a journal some time. so then it just it works with the melody and it becomes a song. >> but just like life and love and growth in that whole as we can all relate. yeah. so tell us how you got a boy involved with the noise pop as well. yeah. so noise pop. they have been doing special for a while and last year i did the summer series. they're letting local artist submit just to be on the sidewalk in doing like really fun public shows. and

then i was able be a part of the festival opening for someone last year. and then this year they asked me to play with us of just so that ation now when can people during noise pop? all b, a s of jazz on march. we have 2 sets one at 01:00pm and i mean, not that one play march. 1st one at 07:00pm. and then the second one at 8.30. okay. and others still tickets left. there's one ticket very popular. yeah. i'm really honored by that. we have a few that we might give away people message me on instagram and something in. maybe finally to for who would you say are some artists that really helped shaped you and your artistry? definitely. lauryn hill's a big one. my mom was she tells me all the time that when she was pregnant with me, that's the miseducation of lauryn hill's album should play like all the time. so that was kind of just got in just a i think
