the coast is not a great day to head to the coast because there's a high surf advisory in effect. it's because of long period. westerly swell that are supporting breaking waves of up to 20 feet. it is dangerous to swim in this water. it is also dangerous to surf in this water because we have very large sneaker waves that are possible. that means you could be walking on the beach on standing on the dock across jedi's and in and big lpwave to come out of just abou nowhere. seemed like it could sweep people off into dangerous cold waters. we have a rip currents that are quite possible also with this pattern. so today tomorrow, i think it's a good idea to maybe to stay away from the beach, but we are also experiencing interesting conditions in terms of the winds. not impressive now, but watch how these winds blossom as we head into the early afternoon, we could see winds gusting up to 36 miles per hour in some areas such as bay. and it's really quite interesting. it's going to be very strong winds throughout the day, not only at the

coastline in marin county, sonoma county, but also into napa county. the winds even blossom little bit more. and even after sunset, the winds die down a little bit but remain windy overnight. stephanie. all right, kathy, thank you so much. >> a top story this morning, some east bay residents are pushing back against a possible move to reopen the former women's prison in dublin as an immigration detention center. this comes after bay area, congress members mark this on and zo lofgren sent a letter to federal officials raising concerns about hazardous conditions and a history of inmate abuse at the facility. the prison closed in december. they say it's not equipped to handle immigration detainees because it lacks the space for the legal services. they'll require. they also point to the tens of millions of dollars needed to make it safe again. probe was lindsey ford has the latest. >> that community members, immigration, activist and over 20 coalitions in support of immigration rights collected in dublin saturday afternoon,

along with a small group of trump supporters. this all happening less than a mile away from the now closed fci, dublin, women's prison. many fear it could turn into ice detention center. drivers honking their horns in support of the polish meant of ice detention centers. i can't even imagine what it would be every grants that ripped away their children from their family. >> for to go into a prison, the worst for him prison and fire. kendra drysdale is a former inmate at fci dublin. she tells kron 4 she lived under horrible conditions at the prison. >> like rats contaminated water and abuse. she says fci, dublin is unfit for anyone as survivors not want as a coalition did not want to went an associated press investigation found permissive

and toxic culture at fci, dublin enabling years of misconduct by predatory employees and coverups that have largely kept the abuse out of public eye. deborah lee and minister and member of dignity, not detention, a statewide coalition that works to prevent and shut down ice detention centers says immigrants deserve respect like any other u.s. citizen been with families is actually lost. mind kind intentional neglect a detention. leslie swain showed up with their family in support of immigration rights. they say the fci dublin is a shameful reminder of the city's past and so troubled by the prison industrial complex in terms of it being a vehicle to put people who are. >> you know, lesson franchise down. swain says they want the city of dublin to do better.

and that in ice detention center would set the community backwards. and i'm so grateful that there are people like organizing and that hoping that we like director democracy and we stop asking for permission. we shut this in dublin. lindsey ford kron. 4 news. >> police are still looking for the man who shot a hillsborough police officer. the department sharing a new sketch of the person they believe is connected to the crime. police say the man they're looking for is described as hispanic in his mid 20's and about 5 feet, 5 inches tall. he is believed to have a pale complexion with black hair. the ambush style shooting happened right in front of police department's parking lot last week. the officer was hospitalized and expect and is expected to make a full recovery. investigators do hope people come forward with any security footage from february 22nd the night of the shooting. in vallejo. 3 people were arrested in connection to

beauty products. that's from multiple retail stores. hope police department says these are just some of the items the suspects are accused of stealing officers say they saw bags with the stolen goods in a car near homs. disc golf course. now investigators say they found a month's supply of oxycodone pills and more than $1000. cash as well. one person arrested had 2 prior theft convictions another had a felony warrant from placer county for allegedly stealing more than $100,000 from stores. opens board of education, voted to send out layoff notices to some staff at the district. they're faced with a 95 million dollar shortfall for the coming school year. the board voted 6 to one wednesday night in favor of the layoffs, reading tutors, teaching assistance program managers and food service staff could be impacted. >> it's a net loss between 100 and 150 full-time employees. but there's a lot within that

who died from fentanyl overdoses. kron four's rob nesbitt reports on the nonprofit working to prevent more deaths. >> charlie turn and was a senior at santa clara university when he died of a fentanyl overdose. his parents return and formed the non-profit song for charlie in his memory and to educate young people about the risks of drug use. a lot of young people are dying essentially from the lack of information. so if we can get good information out to them, we think we can prevent some some tragedies from happening. tragedies like what happened santa rosa when an 18 year-old man and 16 year-old girl were found dead from fentanyl overdoses, friends and family have laid flowers and cards at montgomery high school in santa rosa high school where the 2 were students turn and says there are several tools to prevent another death. narcan included. narcan is a no-brainer. every student should have narcan and the backpack. every family should have narcan in their medicine chest. >> it is a life-saving antidote to an opioid overdose turn and says the current drug

>> if you're thinking about heading to the beach today, perhaps you want to go another day maybe next weekend. not only is it cold and drippy and really, really windy, which makes it feel even colder. is also a chance of some thunderstorms. some of the detected off the coastline. but a lot of that is starting to fall apart. but the big deal is the high surf advisory and that goes all the way through tomorrow. and that is for a very strong breakers up to 20 feet due to the long period westerly swell. so we're in for something else because sneaker waves are distinct possibility enough.

those seem to come out of just nowhere can sweep other beaches and oxen jedi's and sweet people into the ocean and then the rip currents are possible. also with this pattern. so not a good day to walk on the beach or to wade in the water, much less to swim or surf. so stay away from the beaches if you possibly can. and also across the rest of the bay area. temperatures 40's and 50's at this hour. it was kind of warm overnight, not terribly cold, but then again, the same kept kept us warm overnight. keep is on the cool side right now. 44 in sonoma, 47 fairfield and 50 in san francisco. there is series of disturbances coming across california. you'll see i pretty much every day almost every day. we have a chance of some rain and a little bit of a builds. and you may even see some sunshine, but not for long because the clouds thicken up monday night and then comes the next system tuesday, wednesday. look to be pretty wet. and then thursday, another chance of rain. so day after day. that's that chance.

but you'll notice, of course, co snow in the sierra. but as more of a southerly trajectory to these storms as opposed to north. so we'll see some greater amounts of rain even our area far to the south as opposed to northern california. let me show you what i'm talking about. some of the rainfall totals at first look pretty promising up a new week, a 6 tenths of an inch. these are cumulative day after day. we add to these totals monday. now we're into wednesday. notice is really minimal across the bay area. this is really starting today all the way through wednesday. look at that 3 tenths of an inch oakland, maybe 3 tenths of an inch, 5 tenths of an inch in san francisco as we head through thursday into friday. but look at bakersfield. look down at fresno, 1.3, 5 in fresno, 1.7 in bakersfield. also, if you head down to monterey, israeli lot of rain coming there. 1.6, 6, 1, 0.5, 5 in big sur. so really depends on where you are. but for the bay area, these sprinkles are not

terribly impressive, but they'll be there and it's cold and again, windy and up in the sierra winter storm advisory runs monday night at 4 o'clock. so the winter storm advisory means they're getting maybe 2 to 4 inches of snow at lake level, maybe 5 to 10 inches at the sierra crest. and then talking about gusty winds up there. 55 miles per hour on the ridges, especially around donner pass and the summit. so it's going to be pretty impressive up in the sierra. we need every bit of snow we can get because we're still in a deficit when it comes to the central sierra and the southern sierra. stephanie. matthew, thank you. >> the future of u.s. support for ukraine is in limbo. peace talks imploded in the oval office friday after president trump and vice president jd vance got into a tense exchange with ukrainian president volodymyr zelensky, accusing him of not being grateful for us aid in the war against russia. rozzi reports. >> a fight in the oval office playing out like reality

good rain and it would be a great day. it's a grey sunday with some scattered light showers continuing. even a chance of some thunderstorms, especially in the south and the east bay. and look at that. some raindrops on our camera lens looking out at s f o temperatures right now. current temperatures across the bay area in the 40's and 50's is not going to be a warm day. our temperatures are going to rise a whole much more than this. it will be mainly in the 60's this afternoon and look at these winds already somewhat impressive. look, as the colors light up into the oranges and reds and even magenta is we're going to see numbers gusting to maybe 36 miles per hour in nevada. 37 in the dead a really across marin county, sonoma county, napa county. and even across the south bay in the east bay as well at sunset. the numbers start to come down a little bit. but the wind still hang pretty tough in some areas, especially right along the coast by tomorrow morning. then we'll finally start to see those winds diminish. so the winds are a big factor, especially was already cold

outside. then you get the breezes. oh, my goodness. gracious chance of rain this morning. chance of rain this afternoon. and tonight again, possibility of some rain and the breezes continue tonight. looking at the coastline is a high surf advisory for breaking waves up to 20 feet. sneaker waves are concerned. rip currents are a concern. this is not a great day to go it out to the ocean because it's going to be very dangerous conditions out there, especially if you want to swim or surf. not a good idea. now the rate radars are interesting. but you know what? one of our main radar, it towers is on and it is out of service. so we're not seeing all the raindrops, but doing the best we can with some of the other areas. we can look at. so here's the forecast. total for the rain cumulus starting in today into tomorrow and then we go day after day and it's really not very impressive in the hundreds of an inch for us across the bay area. so today chance of rain monday is the break from the rain at sunny

riding him bucking him off. >> and then came over check on the kid. we offered a medical intervention. we always offer if anyone ever falls off to call 9-1-1 ice packs we have for state. family declined all medical intervention that was offered and yes, that the child was a case of. he seemed to be fine and on the family went and left. but it caused a social media firestorm. it was blown up on social media, obviously because it was a very >> odd circumstance. you wouldn't think anyone would walk up to a horse and just yank its tail. that's not really the normal thing for someone to do around an animal like that. police are now investigating. we've been in cooperation with the police we met with them on wednesday. >> and then again, a little while ago from what we're being told the child is ok. the farm also says police told the woman who pulled the horse's tail was arrested. those charges are unknown kron. 4 news reached out to daly city police but have not heard back. but read here says she just wants people to know

currently right now we are about 50 in san francisco and the entire bay area. we're in the 50's and even the 40's still. but by this afternoon, warm up just a little bit. we'll talk about that coming up in weather, stephanie. kathy, thank you. >> a top story this morning. some east bay residents are pushing back against a possible move to reopen the former women's prison in dublin as an immigration detention center. this comes after bay area. congress members mark this on and zoe lofgren sent a letter to federal officials raising concerns about hazardous conditions and a history of inmate abuse at this facility. the prison closed in december and they say it's not equipped to handle immigration detainees because it lacks the space for the legal services. they'll require. they also point to the tens of millions of dollars needed to make this safe again. trump was lindsey ford has the latest. >> and that community members, immigration, activist and over

beauty products. thefts from multiple retail stores. the vallejo police department says these are just some of the items the suspects are accused of stealing. >> officers say they saw bags with the stolen goods in a car near hahn's park disc golf course. investigators say they found a month's supply of oxycodone pills and more than $1000 cash there. one person arrested had 2 prior theft connections. another had a felony warrant from placer county for allegedly stealing more than $100,000 from stores. opens board of education, voted to send out layoff notices to some staff at the district they're faced with a 95 million dollar shortfall for the coming school year. the board voted 6 to one wednesday night in favor of the layoffs, reading tutors, teaching assistance program managers and food service staff could be impacted. >> it's a net loss between 100 and 150 full-time employees. but there's a lot within that we have some job

nonprofit working to prevent more deaths. >> charlie turn and was a senior at santa clara university when he died of a fentanyl overdose. his parents return and formed the non-profit song for charlie in his memory and to educate young people about the risks of drug use. a lot of young people are dying essentially from the lack of information. so if we can get good information out to them, we think we can prevent some some tragedies from happening. tragedies like what happened santa rosa when an 18 year-old man and 16 year-old girl were found dead from fentanyl overdoses, friends and family have laid flowers and cards at montgomery high school in santa rosa high school where the 2 were students turn and says there are several tools to prevent another death. narcan included. narcan is a no-brainer. every student should have narcan in the backpack. every family should have narcan in their medicine chest. >> it is a life-saving antidote to an opioid overdose turn and says the current drug landscape is like a mind field full of risks. his first lesson for teens is to avoid the risk by not using, but

they kind of linger at the coast a little bit for today. speaking of the my high surf advisory is in effect that high surf advisories for 20 foot. breaking winds. there's an increased chance for sneaker waves. good, which could appear to come out of nowhere and sweep across the beaches and the docks and the jedi's. you don't want to be walking on the beach. you don't want to swim in these waves either because they're also dangerous rip currents that are quite likely. we could certainly strong currents pull you off shore so you don't want to go in that hazardous cold, dangerous water in the meantime, that high surf advisory that is in effect through tomorrow night. at 9 o'clock. and again today, mostly cloudy. it's windy. chance of rain continues until tonight. thunderstorm chances, maybe a 15, 20% chance of thunderstorms in the east bay, especially possibly even in the south bay. not a sure thing at all. but just my keep alert regarding that. so monday is our sunny day and

tuesday through thursday. the rain reappears. now you notice a satellite image. if you see this kind of splotchy clouds out here, that's an indication of cold air and house. of course, you see the radar returns and that's indication of wet conditions. so we're not going to see a lot of precipitation, but it'll be off again on again throughout the entire week. accumulations for today into tomorrow. look at that. scarcely a drop in places such as santa rosa, you'll notice the further south you get the more likely we are to see some rain. some santas a maybe 1107 inch through tomorrow set half moon bay, a 10th of an inch and hayward 3, 1, hundredths of an inch. so we'll keep a gray. we'll keep it really windy at times and a few possibilities of rain. now the climate prediction center does show a wetter than normal son. across much of the west, espe ially across california. that would be through march 9th. so we're looking for extra wet and also it's going to be colder than normal departure from normal.

you see the blue that is much colder than normal. and that continues monday into tuesday. it's not to get to the end of the week. we'll be seeing more and more gray, which is closer to normal. it's not exactly a warm up, but it certainly if you want warmer weather, at least it's better and warmer than it was today. so again, the climate prediction center, that is the big concern and also the cool temperatures back to 70. kathy, thank you. >> in the bay area, experts are concerned about the increase in the number of canine parvovirus also known as part that they are seeing in san francisco. and joining me live now to talk about the dangers of parvo what you can do to protect your own dog is jessica goes. she and director of community medicine operations at the san francisco spca. good morning. good morning. so grateful to be so glad to have you. so it starts off here. walk us through what exactly parvo is and with some of the symptoms are. so people are aware. yes, absolutely. so. >> parvo is not a new disease it's something that we've been

protecting dogs again since the 70's in an. >> primarily a big concern for unvaccinated dog. so puppies, adolescence, you know, even adults can be suspect who if they haven't been vaccinated and its contracted from the virus entering the mouth. so, you know, contact with contaminated surfaces. it's very prevalent in the environment. most talks have been exposed to it some point or another on the science that you'll see if this you know, been protected is usually on a bombing diarrhea, lethargy, things like some has blood in the stool. it can be fatal. but good news is it's preventable yet. so walk us through some of the prevention steps that dog owners can also take. absolutely so vaccinating regularly. working with your veterinarian to get them protected. is the best way to prevent young puppies. they're they're born with some immunity from their mom, which almost actually counteracts the vaccination. and it's really important. we talk

about puppy series booster shots, things like not the puppies get vaccinated from 6 to 8 weeks old and get regularly vaccinated until they're about 16 weeks old. and then every year after that to keep their immunity now, are there certain dogs that are more susceptible? certain breeds of dogs that are more susceptible to parvo. some breeds can be. but really all dogs. we recommend that they're protected against with vaccination can and can dogs that get vaccinated at any age, starting at 6 to 8 weeks old and then they can get vaccinated all the way throughout their life. very good. so and that to why this situation is happening in san francisco right now. >> have the high numbers. sure. i'd love to point out, you know, the part of issues is not a tenor line issue. it's not a san francisco issue. it's it's really an issue around access. and so a lot of communities we're seeing are facing a barriers to getting preventive care to getting these vaccinations. we see that coupled with the rise and pet ownership. and so when

we see, you know, rise in pet ownership and also pretty, you know, access to care is limited. we see generations of puppies being born with lower and lower immunity and it creates kind of a situation where the community needs to get involved. got it. okay. walk us through this upcoming clinic that you're also offering for folks. this to san francisco specific. yes, so we're really excited to be putting this on earlier this year. san francisco, animal care and control was seeing an uptick in cases in parvo. and so they reached out to us. we all came together partnered with saint anthony foundation. we love the work they're doing really addressing kind of the whole percent to help them get care full belly bus, which provides pet food pantry generously funded by san francisco foundation. and we're going to host this event and bringing care into the community to help people get vaccinations free of charge of the preventive services. microchips spay neuter things like that's going to be a good event. wow, that's incredible. now this is the second of

until tomorrow afternoon for 20 foot breakers. we have long period. westerly swell supporting these breakers. we could see some dangerous rip tides, rip currents pulling away from the shoreline and also some dangerous sneaker waves could seemingly come out of nowhere. so if you're walking on the beach or god forbid swimming or surfing, that could be a huge factor to want to go to the beach. maybe wait a couple of days until that high surf advisory expires. so one of the other big stories, of course, is the winds. so the high advisory expires tomorrow at 9 o'clock. and the wind is one of the big factors today, even as we have mostly cloudy skies and the chance of chance of a thunderstorm, i see a chance maybe 20% chance possibly in the east bay may be in the south bay tomorrow. if you're looking for sunshine monday's your day because the rain returns for fat tuesday into wednesday and even thursday. so on the radar, you can see splotchy rain. also some

you'll see if this you know, been protected is usually lot of vomiting, diarrhea, lethargy, things like some has blood in the stool. it can be fatal. but good news is it's preventable yet. so walk us through some of the prevention steps that dog owners can also absolutely so vaccinating regularly. working with your veterinarian to get them protected. is the best way to prevent young puppies. they're they're born with some immunity from their mom, which almost actcally counteracts the vaccination. and it's really important. we talk about puppy series or booster shots, things like not the puppies get vaccinated from 6 to 8 weeks old and get regularly vaccinated until they're about 16 weeks old. and then every year after that to keep their immunity now, are there certain dogs that are more susceptible? certain breeds of dogs that are more susceptible to parvo. some breaks can be. but really all dogs. we recommend that they're protected against with vaccination can and can dogs that get vaccinated at any

age, starting at 6 to 8 weeks old and then they can get vaccinated all the way throughout their life. very good. so and that to why this situation is happening in san francisco right now. >> have the high numbers. sure. i'd love to point out. you know, the part of issues is not a tenor line issue. it's not a san francisco issue. it's it's really an issue around access. and so a lot of communities we're seeing are facing a barriers to getting preventive care to getting these vaccinations. we see that coupled with the rise and pet ownership. and so when we see, you know, rise in pet ownership and also provide, you know, access to care is limited. we see generations of puppies being born with lower and lower immunity and it creates kind of a situation where the community needs to get involved. got it. okay. walk us through this upcoming clinic that you're also offering for folks. this is to san francisco specific. yes, so we're really excited to be putting this on earlier this year. san francisco, animal care and control was seeing an

uptick in cases in parvo. and so they reached out to us. we all came together partnered with saint anthony foundation. we love the work they're doing really addressing kind of the whole percent to help them get care full belly bus, which provides pet food pantry generously funded by san francisco foundation. and we're going to host this event and bringing care into the community to help people get vaccinations, free of charge of the preventive services. microchips spay neuter things like that's going to be a good event. wow, that's incredible. now this is the second of recent events that you've had to connect the unhoused in the unsheltered community with resources that are so critical to help with their pets lives. how did the first the turnout for the first event going? are you expecting that kind of turnout this time around? yeah, it was great. we had 76 dogs that got care that danny the reason for having a second clinic is to much needed boost or to make sure their immunity really is effective. and so

>> first responders among those making a splash yesterday. >> at the annual polar plunge event, dozens of people braved the cold that a crown beach in alameda had fewer a costume to. >> the event raised money for the northern california special olympics and our meteorologist kyla grogan. she was there. she helped mc this event, she said the turnout was a huge success and just look at them. is not fun. you're running right toward the cold, cold water. no great, great. you know what? at least there's no high surf right there in the in in part of the bay at the coastline, it is really high surf up to 20 foot so there's a high surf advisory in effect. >> and that expires tomorrow. and got a chance of rain most days this week. not monday, ok? not again, next weekend, but you can see, although it looks really impressive on the seven-day forecast, the amounts okay thing. all right. thanks a look at and thanks to all of you for joining us here
