new rate structure went into effect january 1st. solar customers would feel the impact in 4 years. the puc is reconsidering that decision following harsh criticism. being argued the rate hike is needed -- not subsidizing their neighbors using solar, but some say that's not what's drive being change. they say utility companies fear a hit to their bottom live. >> it's happening, because consumers have a choice to choose cleaner energy than dirty energy. >> a plan for existing customers is being proposed. the environmental protection agency has agreed to give nevada another 60 days if it want to oppose the plan to declare a toxic abandoned mine in a priority super fund site.

we'll be back. welcome back, everybody. checking in with you now at 6:37 on a beautiful friday morning. take a quick peek outside. toss it over to our good friend timothy study baker as the sun is about to come up. >> good morning to you. we've got some warm temperatures on the way later on today as well. 06 in r,no sparks for the high. that's not a record. we have seen a little bit cooler temperatures than we got yesterday. so we pulled back today's high a little as well, back to 63.

in south lake, 36 in elko, light winds and partly cloudy skies. moderate air quality, burn code. no restrictions on burning at the moment in the r,no sparks here. we'll keep you up to date if that changes at all. temperatures are seasonably chilly. 20s and 30s across much of the area. 29 in the valley, 35r,no, 02 in dayton, and 36 up at south lake tahoe. so high pressure has been keeping us dry and keeping the storm track well off to our north. we have our own clouds mixing in with the surge. we saw that yesterday. that really limited our temperatures, kept us a lot cooler than we were thinking we were going to be. that may happen again in some spots if you end one a lot of cloud cover in place through the day. right now we're thinking low 06s for reno later today. 7-day forecast coming up in a bit. back over to you. take a look at the roadways this morning with trooper karen garcon with the

an inversion in place. that's good news the still warm temperatures, too. although yesterday, didn't quite shape up. we were thinking, because of all that cloud cover, we should still see some pretty warm temperatures today. it was still well above average yesterday. just not quite into record territory. i don't think we'll make record territory today either. 35 in town with partly cloudy skies, calm winds, 82% humidity. elia at 17. fallon at 30, and 31 in tonopah so far today. partly cloudy skies out there once again on satellite, and once again, we'll be watching that cloud cover carefully. a lot of cover for a good portion of the day. temperatures will struggle to get to the forecast. but if we get some breaks in sun, we should make it well into the 60s for the lower elevations of western nevada. eastern is a different story. the eastern side of the state, 30s and 40s once again today. light, partly cloudy skies western nevada, well into the 50s and 60s, depending on where you are. of course, we ore going to depend on some breaks of sun for that to happen, which

us very well yesterday. but today i think we have a better chance. some 50s around the lake, some 50s and 60s for warn nevada once again today. although not quite record territory, we're still well above average. the average for today's date once again is 50 degrees. going for about 63. the lowered substantial doubts at 67. we're not going to make the record this time around, but, hey, warm temperatures across the 7-day forecast for the weekend into the beginning of next week as well a mix of sun and clouds. we watch for our next storm system. finally starting to see signs of moisture on the 7-day forecast wednesday and thursday of next week. that should arrive in the area. start off warm. mostly rain for most elevations on your wednesday, and than we should see colder air working in the system by thursday. that could change us over to snow the upper elevations of the sierra 6, 7 days out. we'll keep you updated as that develop. back over to you. >> thank you for that. after nearly two months, the occupation of an

leader ammon bun day. he was arrested last month during a highway confrontation, in which another demonstrator was killed. >> proud of this community. i'm proud of my friends and neighbors, proud of the way that you stood up. there's been a lot of hurt. there's been a lot of things said, but i don't think there's anything that's been done that can't be worked through. >> reporter: i'm kim hutcher son reporting. >> and the fbi is working with the local payuk nation and fish and wildlife agents to see how much damage was actually done. the refuge is going to be closed for several weeks while bomb technicians comb the area. a new york city police officer was found guilty of manslaughter yesterday. twenty eight-year-old officer peter leang was convicted in the shooting death of kyley, a man unarmed -- back in 2014.

know anybody was in the pitch-black stairway when he unintentionally fired his weapon after being startled by a noise. perkseang could face 15 years in prison. secretary of state john kerry says diplomats meeting in germany have agreed to work with warring factions in syria to implement a, quote, "nationwide cessation of hostilities," end quote. kerry spoke following a meeting of representatives from the u.s., rush y and other world powers. he said the diplomats also agreed on immediate aid preparations have been underway in mexican city for the much anticipated -- pope francis travels to later today. main square, known as the zocolo has been surrounded -- screen that air francis's visit tomorrow. authorities say nearly 13,000

participate in the security operation. the pope's visit -- an important part of the pope's visit will be an emotional stop at the virgin stop of guadalupe. she is the patron saint of mexico. we are learning more ant the first zika patient that according to chinese television, a 34-year-old man checked himself in to the hospital last week after having had fever symptoms when he returned to china following a recent trip to venezuela swell la. that man remains in quarantine at a hospital in the eastern china area, and doctors say symptoms, which include skin rash and fever, are now fading. meanwhile pregnant women in usa has tested positive for the zika virus after traveling overseas. health officials held a news conference earlier today to say the woman was diagnosed with zika after returning from a country where the mosquito-borne virus was prevalent. they declined to release any other details of the

cloud cover that was out there. we have partly cloudy skies today. warmer than yesterday, but probably not record territory at this point. kind of pulling back temperature from what we initially thought for friday, which was in the upper 60s. now we're looking at the lower 60s for today, and staying in that range for the next several days, right on through the weekend into the beginning of next week. by way, our next storm system chance, that is wednesday and thursday of next week. it starts off warm with rain at most elevations. then it should start to mix in colder air, which means a lowering eventually by thursday. >> a dry stretch. bring on the moisture. thanks for joining us, everybody.
