elevation snow chances go up. today's march 1. let's rook back at february and see how things are looking for that month. the temperatures averaged 58 degrees in reno-sparks that is seven degrees above average so it was warm month. the highest temperature recorded was 72 degrees become on the 16th. the lowest was 13 back on both the mornings of the first and the second. and precipitationwise, this is kind of concerning, of course, after what was a pretty busy winter. february kind of a dud. .42 for the precip a t the airport, including all liquid precip and melted snow. down .6 from average. snow, 1.2 inches at the airport

we went to sleep at about 10:00 p.m. and we woke up at about 6:00, got ready, 6:30 this morning it wasn't there. >> reporter: it is difficult for tries ann tan and his mom to make it upstairs with the wheelchair every day, so each night tristan locks the wheelchair up right here. without his wheelchair, tristan can't go to school or meet up with his friends to do what he loves. >> and we made an escape route. i am a photographer, and i can't really film if i don't have my wheelchair. >> it is something that he has to have. it is not an option. we can't go without it. >> reporter: tristan's mom phid a report with sparks police and she says that point there are no suspects or leads to follow. >> if you could just return itno question asked, we'd be more than happy and, you know, willing to accept that. >> reporter: in the meantime -- tristan and his mom are leaning on each other. >> it is a setback; but just like anything we have faced, you know, we face it as a family.

a local construction worker, they're upset over hiring practices out in sparks. they held a protest outside the front get othe construction site monday morning. some say they're being displaced by cheaper, out-of- state labor. these workers say nevadans should be given the opportunity to apply for those jobs a building and trade council president says with the tax insenttives provided to tesla, the company should hire as many locals as they possibly x he said these families were hoping the factory would turn their situation around seeing six years of construction decline. >> when these workers come from arizona and new mexico and they make their wages and they send them back home, that money leaves our local economy. >> we'd like to see them change their business model going forward using local workers and giving local workers the chance at every job ton site. >> reporter: the tesla is quick to respond to the statement.

from a third-party construction contractor. this issue or their issue is not without tesla, how it treats its workers and many of the third-party contractors are union and this one is not. the union is claiming this contractor is somehow favoring out-of-state workerses. in reality, more than 50% of the workers used by this contractor and more than 75% of the entiren 't factory workers are nevadaians. the tesla deal requires the company to hire a 50% minimum of nevada workers, and their most recent audit report shows tesla is well within compliance of its contract and the law. governor sandoval will be cutting the ribbon on the first in a serious of electric car charging stations. the ceremony is scheduled at the eddie world gas station. they can recharge a car while others can charge a car to 80% in 30 minutes. sandoval announced the so- called electric highway last summer and the officials are

and two other officers responded to a domestic dispute call. hamilton's wife was found dead inside the home. the police say he has admitted to the shooting and is being held on murder charges. turning back to political news this midday, in the democratic presidential primaries hillary clinton leads bernie sanders by more than 400 delegates. >> this despite the fact that when combine it had four states that have voted, iowa, new hampshire, nevada and south carolina did not assign 400 delegates. >> how does that work? >> we explain how exactly that is possible. >> reporter: the presidential primary process is confusing. hillary clinton and bernie sanders are fighting to be the first candidate the amass 2,382 delegates that's how many are needed to win the delegation a delegate is a person who votes a the convention. the democratic party has pledged and unpledged.

unpledged, also known as super delegates, are not bound to vote for any particular candidate. super delegates kind of party leaders like members of congress, governors, state party chairs and former leaders. out of the 4,763 delegates that will attend the convention, 71 of them are super delegates that's about 15%. after each nominating contest, a candidate gets assigned delegates facing a percentage of votes they receive. to understand the impact that super delegates have, let's look at new hampshire. sanders won new hampshire in a landslide. so he got 15 pledged delegates. clinton got nine. but clinton had worked to get six out of the eight super delegates to agree to vote for her at the convention. the other two are undecided. this means at the end of the day clinton and sanders are tied in new hampshire having 15 delegates each. across the country, clinton has locked up super delegates, even in states that have not voted yet. this is how she can have a lead

handful of nominating contests have been held. now you know how clinton can maintain such a large lead despite being neck and neck when it comes to voting. in washington. the final batch of e-mails from hillary clinton's tenure at secretary of state are being released. that makes nearly 55,000 pages of e-mails reviewed by the state department with nearly 2,100 messages containing information that is now classified. according to the department, aened the fbi is still investigating whether clinton broke any laws by using a pri vat server. it has allowed clinton's rivals to use the possibility of an indictment as arguing points in this presidential race. president obama scone fronted the republican senate leaders today over their insis dense that no supreme court nominee is going to be considered this year. the senate majority leader mitch mcdonald, harry reid, vice president biden and others attended the oval office meeting on monday. the white house conceded that the meting was unlikely to produce any meaningful exchange

supreme court justice clarence thomas asked a question during oral arguments -- and i know you're wondering yis this knew ? well, thomas hasn't spoken during an oral argument in a decade. and the case concerns whether a prior domestic assault conviction will keep someone from posessing a firearm. the names of some yosemite national park's most iconic attractions are changing because of a legal dispute. the yosemite lodge and badger pass ski area are all being renamed at yosemite switches to a new concessionary today. the new provider, delaware north, trademark the original name. the park service is now fighting a ruling that would cost more than $50 million to buy the rights. a gift -- the gift shops are selling many items at half price and even merchandise labeled with yosemite national park is included in the trademark. i can't imagine.

object flashes above the sky in scotland last night startling a lot of residents. this show as bright blue fireball illuminating the landscape. the residents say it came with a loud boom as well. the executive director, deputy director for the royal astronomical society believes it could have been a low altitude meteor burn ing into a fireball. u.k.'s weather and cry t mat change office concludes that the event was not weather related. speaking of weather, let's see what we're looking at locally with meteorologist tim studebaker. how is it going, tim? good afternoon. we have breezy to gusty conditions depositing across the area for today but we're still ton warm side. the temperatures still reaching the 70-degree mark and several towns object the map are into the low 70s. mainly dry for today and the next few days. our next real rain chance doesn't come around until we goat the weekend with our next 63 in town. 29-mile-per-hour suggestion

so there are the breezy to gusty conditions out there. we'll see those conditions in place for the day today with the winds holding up for us. look at the 60s for most of us. the exception is at 56 and then at 70 degrees in bishop. we're heading toward the 70- degree mark in reno-sparks. we have had a lot more cloud cover. there is moisture -- or on the california coast, i should say, that is really not going to affect us. it is actually going to dry up quite a bit as it moves toward us. so just looking at the windses out there from the weak storm system, outside of that, things are dry for us and warm. lake wind advisory because of the winds today, though, that is in effect until 10:00 p.m. for tahoe and then until 6:00 p.m. for pir amid that's where the winds out of the southwest at 15 to 20 gusting at times up to 40, and rings could gust as high as 80.

so we do have warm temperatures and partly cloudy skies. if it weren't for the winds, this would be a pretty pleasant day, but the winds are gusty in several spots. into the 70s for some of the lower elevations of western nevada. up and around tahoe, we're into the 50s. ridge top gutses as high as 80 miles per hour. other than that at lake level, 15 to 25 gusting to 40. again, western nevada topping out into the upper 60s and the lower 70s in several spots. the area. northern zones, upper 60s, low 70s there as well. keep in mind this is march 1. the average high for today in reno-sparks would be # 5 degrees and instead we're going for 70 degrees, a good 15 degrees above the average for this time of year. the winds, though rout there, so you're certainly going to notice that when you step outside. still warm the next couple of days, even as we cool off. we're still above average for this time of year. by friday, a little bit more on
