technical institute affecting thousands of people. ron is here with what happens now. >> itt educational services, like itt tech, shut down its campus today after the federal department of education banned it from enrolling students using federal aid. the ruling blocked all federal student lobe funding for the school. the d been cracking down on for profit colleges, claiming students graduate with too much debt and not enough job opportunities, as opposed to, say, the public universities. itt has more than 130 campuses across 38 states, including three in the valley. they have been in operation for nearly 50 years. they say that hundreds of thousands of current students and alumni and more than 8,000 employees will obviously be negatively affected.

this morning. we reached this decision only after having exhausted the exploration of alternatives, including the transfer of schools to a nonprofit or government constitution. we believe the government's action was inappropriate and unconstitutional. it will now likely rest on other parts to understand these reprehensible actions, to take action in preventing something like this from happening again. the school says its priority now is helping the tens of of displaced students with their records and their future. at this point it's not clear what will happen to those currently enrolled. but it does look like all of those teachers and employees, by the thousands, are out of job. i'm ron hoon, fox 10 news. >> thank you, ron. we'll continue to no that story throughout the day. now at noon,

one child had smoke inhalation. nobody else was hurt. polls show the race for mountain sheriff could be a close one this year, and challenger paul penzone, well, he's coming out swinging. penzone and former attorney general making the case that arpaio has cost taxpayers too much money. arpaio is facing possible criminal charges for refusing to end immigration sweeps in mountain after a judge ordered him to woods is a republican but he's crossed party lines in endorsing penzone. we have reached out to arpaio's campaign for a response, and we'll bring you their response when we get it. over the weekend, senator jeff flake said he would not vote for trump. trump immediately took to twitter, calling flake a weak and ineffective senator.

statement saying in part she thinks hillary clinton can win arizona, and it is because donald trump is unwilling to propose serious solutions to problems facing our state. what trump has been willing to do is say terrible things about women, mock the disabled, disparage minorities, impugn the characters of p.o.w.s and go after the gold star parents of a u.s. soldier. i'm not okay with that and i'm going to keep speaking the second day of a search to find a glendale man who drown over the weekend, 24-year-old chintan san m went missing while boating with friends. despite an extensive search by mcso divers yesterday, he's still unaccounted for, but they are looking at a massive area of the lake, from the northwest corner of it all the way down to the southeast corner. divers returned to the lake this morning to continue that search. well, a 2-year-old little

she was found under the water after her family lost track of her and it was just for a few minutes, they say. it happened last night at a home near 85th avenue and camelback. we are told a bystander performed cpr. but when crews arrived, the girl was not breathing and did not have a pulse. she was taken to pch in critical condition. the hospital says they were able to get her heart started again but she is still not breathing on her own and remains on a ventilator. weather alert, get out your umbrella, hurricane newton packing a big punch on mexico's western coast, high winds, made landfall this morning near cabo san lucas. not very far south of us down there in baja california. the storm could bring rain to the valley late afternoon and tonight. cory is here. a big punch, cory? >> we'll see. i think we are going to have to dodge some of these showers. stay light on your feet because it will be wet across much of arizona.

look now. we already see showers pushing into western parts of new mex new mexico, and really it's going to be eastern arizona and then new mexico, which will take the brunt of this storm. but you can see it's a pretty big one, its clouds stretching now from all of the way about albuquerque down to well into the pacific. so its path though is likely to take it again up across the baja and then through the sea of cortez, eventually into arizona. but those are the numbers continues to move inland over the peninsula there. so down to 75 miles an hour. soon, it will be categorized as a tropical storm as it makes its way northward. but it may pick up a little bit of strength there over the open waters over the sea of cortez, but eventually pushing in, as i said, somewhere south of tuscon, maybe down towards nogales or naco way. but it will be a wet one. we'll have the futurecast for you here in a couple of minutes,

rain to fall and wednesday. celeste? >> all right, cory. thank you. lest take you to the southeast part of the valley. new at noon, an 18-year-old san tan valley man arrested for murder. the sheriff's department says luther cruz tried to burn down his house with three family members inside. he was stopped be igniting a propane tank in the home. family members say only recently did he exhibit signs of mental instability. they have no explanation for new at noon, a tuscon man barely gets out of their mobile home in time, they have a barking dog to thank for that. a woman realized the house was on fair, and she was able to get her family out. look at these flames. the red cross now helping that displaced family. when those mobile homes go up, they go up in a hurry.

got out of jail after three months for sexually assaulting a woman, brock turner is back at the sheriff's department today. >> we have got lots of sunshine out there for now, celeste, but again, newton is coming. we'll find out where all of that rain will fall in just a few. not great news for hillary clinton today after she continues her campaign against donald trump. >> and what was hiding behind the walls of t home day care.

paul babeu exposed in a damning home video. special needs kids at a boarding school he used to run. widespread cases of physical and sexual abuse. students were also stripped down and forced to wear nothing but a sheet. indisputable evidence that congressional candidate supported the abusive practices and even bragged about them. they're there for a reason. because they're hopeless. because they're hopeless. a long history of abuse, the students may never recover.

testing testing testing testing testing testing testing stanford swimmer brock turner may have only had to serve three months for sexually assaulting a woman, but he's now a sex offender for the rest of his life. earlier this morning he registered at the green county ohio sheriff's deputy -- sheriff's department. he's required to update h officers will make random unannounced visits to his home. the head of a house panel looking into hillary clinton's e-mail practices is now pushing head asking a federal prosecutor to find out if clinton or her aides had anything to do with thousands of e-mails deletions that disappeared. here's pictures of her live speaking to a crowd. the e-mails deleted by a colorado technology firm last year. and so now that technology firm

happened. clinton told a long time aide and fbi investigator that they had no knowledge of the company deleting those e-mails. you decide, mexico's president has violated some ground rules, according to trump. he and president mexican president enrique nieto agreed not to disclose the details of their discussion last week. trump stands firm that mexico will let's take you to connecticut. 600 pot plants worth a million bucks were found in the growing backyard there. this after state inspectors visited the property while conducting a compliance inspection. the owners had her license suspended and the day care was shut down. police say they will be making some arrests. a dispute between neighbors in tennessee, you can say this gets out of hand in a big way. look at this damage here.

fox 10 news is back. a.s.u. west campus is the place to be this afternoon if you want to catch them all. we are talking about pokemon. >> oh, brother. >> come on, buy in. it's time cory. >> hop on it, baby. >> is pokemon go still a thing? >> how old are these people? >> they are into it. >> at least college. >> they can play all over campus with ten pokemon stops, gyms. the event started a couple of hoursing a, runs until 5:00 p.m. there will be a d.j. out there and a food truck, so a.s.u. west, place to be. >> get into a gym. >> troy knows the names. >> i think he plays pokemon go. >> it's an old joke. i don't think it's called squirty turtle. there's a turtle, there's some squirting happening.

>> i thought you said scorety title, like it had sort of an athletic skirt. you two figure out the other part. all right. we have got a little bit of haze going out there now. skill sunny skies across the valley. but those conditions will be changing here pretty soon. 97 at sky harbor, winds now starting to get a little bit gusty. we'll be talking about the winds pas we move through the overnigt hours and into tomorr they won't be anything too terrible but steady at times because newton continues to move up the baja, moving soon on into the waters of the sea of cortez and then back into mexico as it makes its way towards arizona. here are the details, 75-mile-an-hour steady winds, some gusts are higher. it's still moving at a very fast past, 17 miles an hour, that's good news because as it moves northward it's not going to have

put down those flooding and terrible rains. so it will continue to get on its horse and move itself on out. as you can see at the moment, the rain spreading northward from that storm, already pushing its way into northern mexico and much of new mexico. we are going to be dealt kind of a glancing blow from this event. most of the action will again be from about the valley eastward. here's what we expect to see by about dinner time tonight. i thought earlier today by dinner time we in the valley anyway, some more widespread showers or thunderstorms. it looks like now they have been held up a bit. so look for them to be farther south of the valley. but nevertheless they will be on the march. here's the look at around two this morning. this is when the leading edge of the more widespread rain will be coming. what we see around the 6:00-hour, so it would be kind of a typical monsoon storms, just a little bit supercharged from all of this moisture. but again, by about 2:00 a.m., we are going to start to see the

showers that's going to be pushing if from this storm, and there will be plenty to go around. we are talking again by tomorrow around dinner, this big wave of water pushing up, again mostly from the valley eastward, not much happening across western arizona. but look at the white mountains and the rim country for tomorrow at about the dinner hour, and it will all continue to push itself off into new mexico. this is midnight tomorrow night, moving then into early thursday morning. still some scattered showers here in the eastern part of the state. but o into thursday and, you know, during the daylight hours, by the afternoon things should be pretty well cleared out, and that will set us up for really nice friday to finish off the workweek. so those are the temps at the moment. we are doing okay. i think we'll try to keep the numbers at about 100 or less for the valley today. and, again, we just have to get through the next 36 to 48 hours with those cloudy skies and scattered showers. by friday, we are back into the

back on to some breaking news that we have been following for you this past few minutes. this black suv is now driving through a residential neighborhood, possibly involved in a bank robbery in avondale, and now we are at about 7th avenue and about broadway. >> yeah, and you can see the driver is driving now in the middle of an alley. again it's south of broadway. this vehicle takes a stop and now it looks like he's driving backwards. we have skyfox l you at this hour, and we did hear also unconfirmed reports about possible shootings. there's a woman out there. she's wondering, what's going on. rfr . >> right, and you wonder when somebody gets in there -- we will say the back passenger window of the suv looks to be shotout. we heard there was possibly some sort of gun play as they were driving down i-10, and now you wonder what's going to generally

are close to jumping out, when they are slowing down in an alley like this. i want everybody to know we are watching live pictures right here. we haven't seen one police unit, celeste, since we started this. >> no, i don't think so. it looks like they are going back and forth at this point. to give you a little bit of background of what takes place next, they started at avondale, reports of a bank robbery out there, and then they headed eastbound into downtown phoenix on the i-10, and then as a result headed 17 south, andhe jump on to 7th avenue, south of broadway, and that is where this this guy is, or this gal, whoever is driving this vehicle is in the middle of this neighborhood here in this suv in the middle of this valley, in this neighborhood. >> and he's talking, what did he just throw out there. it looks like some clothing, and we don't know what exactly is inside the clothing. here's a woman. let's see what she does. is she going to leave that sitting there? all right. so they definitely just threw something out they are trying to get rid of.

it. they had a short discussion, and now they are off again. here's the thing with these chases. first of all, they are incredibly dangerous, especially when you have got somebody driving a large vehicle like this. they are not driving super crazy. i haven't seen them blow through any stoplights or anything like that. but this vehicle can do incredible damage to somebody who is not expecting it. that's number one. and number two, celeste, is they never get away. >> never do. i think obviously when you have news helicopters up you have police who can see on the ground as well and police helicopters up in the air, it's hard for them to get away. what he threw outside that window though, i think, that woman, it looked like as though she knew who this person was potentially as they threw something out and then she began to close the gate of that back door. we haven't seen this, whoever is driving this suv, run any red lights, as you mentioned, troy, but we did see them driving pretty quickly on 7th avenue and it looked as though they were

southbound. >> now he's heading out. this is rosier and 320 westbound, so if he goes left, that will be west. he's heading on rosier. if you know anybody driving -- see, the other rear window is also broken out. that makes me think there was probably some sort of a gunshot or something. because why would you have two broken windows if you are just going to steal a car like that? that's odd, so we don't know. they just threw a something that you would have to assume is evidence or something that they would want to get rid of right to a woman that they spoke to in a backyard. i wonder if this is one of our vehicles. >> it looked like a news vehicle there. >> it did. so hopefully our guys will stay out of harm's way as well. there's the first police unit that we have seen, right there. maybe they have stop sticks set up somewhere.

thoroughfare. is this possibly 7th avenue? >> it looks like as if -- are they driving south of 7th avenue? >> i'm a little turned around. now we are going to start encountering some traffic, encountering some lights and things like that. this is when i start getting really nervous, when i watch these. >> they are on central south of rosier, so probably reaching southern here at some pont, and then we'll have to see which direction this person turns or continues straight down towds >> it looks like they are going to make a left. either that or they are going to pass in this lane. no. and then they are turning off of central there. so i almost try to imagine what's going through these people's minds as they are up there. oh, troy is above in skyfox. troy, what are your observations on this so far? >> well, we are on broadway going eastbound from central. you can see that the car is now

i zoomed in on the car just a few moments ago. i don't know if you guys got a chance to see that, but the windows are certainly blown out on the back of this suv as it speeds through this neighborhood here. we are working above phoenix firebird, which is their helicopter that they are trying to pursue this guy. i am sure you saw that a little bit earlier. when this guy was in an alley, he stopped for just a moment and threw out a black bag by a telephone pole there. phoenix firebird hasn't been able to tell us a whole lot about what's going on. obviously they are very busy, trying to get people coordinated so they can stop this person. but we are on 7th street now going southbound. >> one or two people in there troy. it almost seems i can see a passenger. or is that just stuff in the front seat? >> firebird told us earlier that they saw three people jump out of this vehicle, and they thought maybe one person was

but it does look like possibly two people still inside. but we haven't been able to confirm that. i know that their observations and their information is as fluid as ours. things are changing really quickly, as you can imagine. >> he's starting to really drive fast, isn't he here. >> yeah, absolutely, he's really picking up the speed here. we are going southbound on 7th avenue right now. we are coming up on southern, i believe, here in just a moment. it looks like he might be trying to make a left-hand turn on to southern, i believe, and we are going to continue to eastbound. >> now, troy, do you see -- i know you mentioned the police helicopter, but do you see any police units there on the ground following behind, or is it just them following by the air? >> right now it seems to be them just following by the air, but police are trying to coordinate to get this person to stop. i think they are trying to get some units in place so that they can get a stop on what's happening here.

firebirdover head, this is a person that's been going erratically through neighborhoods and changing directions quite a bit. so it's hard to kind of catch up with it, especially in the middle part of the day here where you have some traffic out and about. they are just trying to make sure that this person doesn't get away and the best way to do that is through the helicopter. >> you know, and he's making left turns and right turns and then heading different directions and then he's going into more residential neighborhoods and then back on to main streets. as you can imagine, it would be tough to figure out w going next and trying to get stop sticks. tha the only way you end up stopping a vehicle this large, is to get those tires popped, right? >> yeah, stop sticks is probably the best and most safe way to get this done. at these speeds, i can't imagine them doing a pit maneuver to try to get this to stop. we are going now eastbound, over here by south mountain area. but you're absolutely right, troy, they have got to try to get some stop sticks or
