her to his home where he sexually assaulted her several times, that man identified by police as romero, a former professional mma fighter and an employee at the valley hotel in scottsdale. kristy siefkin joins us live now. kristy, what a disturbing story. >> incredibly disturbing, marc, and in fact it was a woman in her hid 20s that was in the entertainment district, had a little bit too much to drink, and she actually passed out here in this parking lot. just a little bit surveillance video showed that a man walked up, threw the girl over his shoulder, took her away, and then as you mentioned, sexually assaulted her several times throughout the course of the evening. that man has been identified as 28-year-old rodolfo ramirez, an employee over at the hotel valley ho. police tell us that just after midnight on the 17th, the victim and her friend were out drinking. the victim, as i mentioned, had too much to drink. she was too intoxicated to walk, so her friend left her here in the parking lot so that she

when she returned to pick up her friend, that friend was gone. now police say that ramirez picked up the victim, carried her away, assaulting her three times before he dropped her off at an intersection in tempe. >> the victim was taken to a location, a distance from where she was. she was sexually assaulted, and then she was driven back to the suspect's home where she was sexually assaulted two more times. unconsciousness does not equal consent in these situations we just encourage our patrons in our downtown area to drink responsibly, stay in groups, stay with your friends, things like that. >> reporter: police arrested ramirez on the 21st. he has been charged with two counts of kidnapping, three counts of sexual assault, and one count of sexual abuse. reporting live in scottsdale, i'm kristy siefkin, fox 10 news. >> thank you, kristy. and now on to a fox 10 news alert, two shoogs in the west

apart, right now police looking to see if the shootings are connected, the first happening near loop 101 in peoria, one person taken to the hospital, we are told with life-threatening injuries there. and the other happening in glendale, this was just across from the university of phoenix stadium, at 95th avenue and bethany home road, this victim also taken to the hospital, once again, life-threatening injuries. we will keep you updated on these two developing stories. a maricopa county detention officer is behind bars tonight and accused of having sex an inmate. the maricopa county sheriff's office says that roy ramy admitted to having sexual conduct back in august with a female inmate in custody at the jail. he has been taken off the job while the investigation continues. and three rookie phoenix police officers off the force and under investigation. this after a man says the offers made him eat marijuana during a traffic stop last week. those officers have since resigned, and the supervisor who

disciplined and demoted. phoenix police chief joe yahner visibly angry today at a news conference describing what happened. >> this conduct is contrary to everything we stand for, as community service, and it undermines the good actions of the men and women of the phoenix police department. >> phoenix police chief joe yahner talking about the three officers who re-signed, richard pina, joe mcfa carnicle. mcfadden transferred from chicago after ten years on the force there. a 19-year-old forced to eat one gram of marijuana to avoid going to jail for possession. yahner says they would have been fired if they didn't resign. i can tell you, based on the information that i have, termination was inevitable. it was coming. so i'm very, very displeased

>> yahner says the acting officer in charge did not act quickly enough and has been demoted, the officers turned off body cameras, two are now suspects in a criminal investigation, and a third is considered a witness in this case, although he wouldn't say which. a midnight curfew in effect in charlotte, north carolina after the violent protests and looking at keith lamont scott was killed while police were serving a search warrant. hundreds of people still out on the streets protesting, despite warnings about that curfew. one man has died after he was shot in the head during last night's protest. police say he was not shot by officers. that shooting is now under investigation. >> and i'm going to do everything i can to help our police force here in charlotte-mecklenburg to keep

>> meanwhile, scott's family had the opportunity to watch the dash cam and body cam video from the shooting. police say he was holding a gun when an officer opened fire on him, but the family says they couldn't tell from the video.pp that video until the investigation is over. new developments tonight also in the deadly shooting in tulsa, oklahoma. officer betty shelby will be charged with first degree manslaughter. shelby his vehicle was installed in the middle of the road. police say crutcher did not have a gun on him or in his vehicle. in the wake of these police shootings and the protests, we are hearing from a glendale police commander who served as the interim police chief in ferguson, missouri. andre anderson became ferguson's first african-american police chief and spent five months working to rebuild the police department's relationship with its community. he says with police shootings in the national headlines, it's important to remember that the

good people. >> i believe some people, not many, people think we don't care. i mean, we are the community. we are not perfect. we are not infallible. we make mistakes. but we really do care about the people in the community, and the vast majority of us take on this job because we care. >> a house committee is investigating sexual harassment and bullying claims from employees at national parks across the u.s. that includes the grand canyon, yosemite, and yellow stone today. the hearings were launched following a report that found male employees at the grand canyon demanded sex from female workers and would retaliate if denied. officials say instead of being fired, many of the employees responsible for the actions were promoted. good news for you anglers out there. arizona game and fish restocking area lakes with catfish. you can see them there, splashing rite -- right into

miles an hour, we will see the winds picking up in the next 12-24 hours as the frontal system moves through and we see carl air. 87 the high today, 11 degrees below where we should be, 98 the norm, 109 the record set back in 1989 and we saw just over a quarter of an inch of rain at sky harbor airport, many areas saw more than that, in scottsdale, other areas as well, especially up north. take a look up north, you can see where we are moving a little bit of bands of rain shower, thunderstorms in the northern part of arizona, but most of it is beginning to dissipate, and a closer look shows you how the storms just moved through tonight, and it's pretty clear out there right now as we kind of skirted around. flagstaff has a little bit of rain tonight, starting to move back through in that area, and up through the grand canyon they saw quite a bit of rain. look at this area here along 180

activity, strong stormy weather passing through, should be short-lived. let's take a look at some of the pictures here for the rainfall totals. anywhere from a trace of an inch to a little bit more than that. look up there in the grand canyon. .8 three inches of rain, a third of an inch in sedona, two tenths of an inch in flagstaff, and here in the valley, as i said, we got just over a quarter inch of rain, a trace around gila bend, some areas got more around the state, futurecast showing most of this clearing out by tomorrow morning. still about 10% chance of a pop-up thunderstorm throughout the evening hours around the state. things are pretty much drying out, so i think we are looking pretty good for the rest of tonight. forecast highs tomorrow morning. this is where we go, ah, we are in fall, finally. this is sweater weather around here. if you're new to phoenix, you can officially wear a sweater when it's 84. nobody will look at you strange.

no word if any action will be taken in arizona. what's worse is when people don't merge correctly. a lot of us have seen it. it turns out, they are the ones merging correctly. transportation officials in colorado want drivers to use the zipper method. a.d.o.t. has also been testing this technique in arizona for months. it means using the entire roadway until it starts to narrow and then merging into the other studies show merging early can create big you are backups, but the zipper method can reduce traffic congestion by as much as 35%, something to remember the next time you have to merge on the road. the buffalo bills will be hosting the travelcardinals,
