east-southeast at seven miles an hour. everybody cooling down, most everybody, in the low 80s. 84 in goodyear, 81 and maricopa. chandler, at 86. mesa 79 as well as gateway and apache junction at 78 degrees. up north, things are well cooling down -- really cooling down quite nicely. flagstaff around 50. sedona 68. payson 63. the grand canyon 53. kingman at connection 9 bullhead city at 84 degrees. the satellite and radar, just a few passing showers. very scattered and very light in the northern part of our state. but we will see a repeat tomorrow and those storms will be a little bit stronger and more widespread. we'll talk about that right now. so this starts tomorrow morning. we're going to start to see the clouds start to move up from -- starting to move north and we're going to start to see some rain around lunchtime, around casa grande.

around 4:30 in the afternoon, for places like prescott, sedona, flagstaff, they could be seeing some rain. they'll start to move their way towards the east. we'll talk about our snapshot. we're talking high today of 97 degrees. a little bit warmer than what we're used to. normal is 94. but no where near our record set back in 1980 when it was 107 degrees. for tonight, these are overnight lows. most everybody dipping that the 50s in the northern part of our state, in the 70s this the southern. 72 for phoenix as well as gila bend. casa grande 67 tonight. globe at 64. overnight low, sedona 59. flagstaff 41. and the grand canyon, around 44. for tomorrow, things a little bit cooler than they were today. projected high in phoenix of 90, 94 in gila gend. the northern part around the mid

stacks and a water tower were built 80 years ago as part of an old steam unit. two aps stacks and a water tower were built 80 years ago. >> it stopped operating 15 years ago and today within seconds it was gone. imploded this morning. at the same time i understand why. >> aps says they do not have any plans to built any -- build any new projects on that property. people got their fair share of bikes and beer at the tour de fat festival in tempe earlier today. >> this event featured a costumed bike ride and a car for bikes swap. all things bike related. this required people to buy a $10 ticket to get >> and vendors highlighted how riding your bike can be good for you and the community. >> but also to get out of your car, get on a bike. you get to see more things. it's good for businesses. so this pushes people to start riding bikes. after today a lot of people will continue to ride bikes. >> proceeds from the beer and merchandise sales will go to tempe-area nonprofit groups.

because the companies carrying out the contracts do not have the right to perform this function. we will get into that in a moment. shawn dow is my guest here on newsmaker sunday. he is an ardent opponent of photo radar enforcement. back about 2009, 2010, a man named doug georgianni was killed operating a photo radar van. he was shot and killed by a man named thomas destories, who was so angry about photo radar enforcement, he actually opened fire on a photo radar van. i interviewed thomas destories before he was put away in prison and this was our interview, in the 4th avenue jail several years ago. take a look. >> take me to that night in april. what had led up to what happened? >> it was almost instantaneous, you know? and as i was going by the vehicle, i had this feeling i

>> destories said he had spent the day at a mining claim with his girlfriend and her young son. after taking them out for pizza and several beers, he dropped them off and headed home. a ride home that would forever change his life and the life of an innocent man. >> you were heading home. >> correct. >> you had two beers. >> no, i had more than two. i had a half a dozen at least. yep. >> the alcohol, you were drunk at the time? >> i don't think i was drunk but i might have been close to i could drive. i don't know if i'm the judge of that, i guess. >> it impaired your judgement. >> yes. >> destories was also on psychotropic medication for depression at the time. that in combination with the alcohol, he says he was not thinking clearly. >> i pulled behind the vehicle and i wanted to make sure nobody was there. i wanted to make sure nobody was there, i looked, i checked. it was quiet, it was silent and i was positive there was nobody in that vehicle. >> how many times did you fire

>> i pulled out and went by it and i shot it in the back of it. and as i was going along i shot it in the middle of it and then three shots in the front, in the front window. >> destories insists he had no idea that sitting inside that van was doug georgianni. then he went home and it wasn't until the next day, he learned of the horror of what he had done. >> and then never had any other thoughts until i got up in the morning, i made coffee and i wanted to see what was on tv and i put the tv on and there is this dreadful thing about this man dying. i couldn't believe what i saw. my legs turned to lead. my head froze to a block of ice. i wanted to scream and cry and i didn't know what to do. i didn't know what to do. >> that was thomas destories who shot and killed doug georgianni. so this photo enforcement thing has riled people up to the point of murder. and we've seen this happen. shawn dow is our guest on newsmaker sunday. people got so fired up about

angry. something about, and i don't know if it's an arizona thing, the libertarian streak that runs through a lot of people in arizona, they really did not like this big brother stuff and feeling a gotcha mentality coming out of their cities. >> i think it's more than that. people in arizona, they are a constitutional conservative group here. and if their constitution is being violated, they're going to get mad and they're going to react. i would much more prefer that they react in the way of, santa claus is covering them, or the post-it note bandit than what tom destories did. that was a horrible situation. doug georgianni should have never have been there. we blame the d-p-s for that death. they stuck an unarmed civilian in a marked police vehicle knowing that that is a clear violation of the law. cops are in those cars because they are prepared and they're

you stick an unarmed civilian in a marked police officer, you're putting that man's life in grave danger. and that's what happened. >> let me ask you about that. marking these photo radar vans as if they are police vans, is that fair play or not? >> no, it's illegal. if you stick a civilian in a marked police car you are supposed to cover the lights and mark it out of service. that's what happens when a civilian drives a marked police vehicle. but they're once again violating the law just so they can steal your money and doing lives in grave danger. >> this is a de facto tax on the public. >> it is, it is. it is a scam of epic proportions. hundreds of millions of dollars. >> just to make money. >> just to make money. they are violating state law, they're violating the constitution. they're increasing accidents. they're killing people. pinal county after they installed these cameras saw their fatalities double. and that's why sheriff babeu ripped those cameras out. when he ripped 'em out, the

people. >> this has happened across the world. >> absolutely. >> where else has photo radar gone in? i call it photo radar, people have different names for it. but i think that's the common name people know. >> in saudi arabia, in china, in england and germany, in australia, these cameras have just popped up everywhere. all through europe and the u-k especially. these things are like how we used to be on our freeways every quarter mile. >> do they react the way some of us in arizona and around the country have reacted? are they getting upset with it? >> they are. they are very upset with it. in saudi arabia there is a huge backlash against these cameras. every week these cameras are being destroyed. sundays we post articles about all the destroyed cameras. >> it sounds like you are advocating monkey wrenching and destroying this stuff. >> i'm not advocating that at all. i choose to go through the legislature and through peaceful civil resistance on

trash and 120 days later, it's automatically dismissed. >> how did you find that out? >> well, it's a funny story how we learned that. what we did is, we typed in all the executives' names from the photo radar companies into the county court records to see if they had photo radar tickets and they all did. but they were all dismissed under rule 4-i. so we had to look up, what is rule 4-i, and it turns out that if you are not properly handed this ticket by a sworn police officer or a process server, then the automatically dismissed after 120 days. all the photo radar company employees just threw their tickets away. they never hired the process servers to give it to 'em, so their tickets were automatically dismissed. so we started the "trash your ticket" campaign. throw away your ticket, don't answer your door for strangers, and in 120 days your ticket is automatically dismissed. >> and you would advise somebody right now to take that approach. >> oh, i'm not the only one who's advised this. we've had state legislatures,

advised to do the same thing. >> what if you are served? then the clock starts ticking. >> if you are properly served, then you have to deal with it. and we have ways for you to fight these tickets and get them overturned but now all you have to do is hold up this attorney general's letter and your ticket's going to be dismissed. >> do you really believe that? >> absolutely, it's the law! it's illegal! >> the attorney general, you believe with this opinion, has ended photo radar for now? >> until they have some sort of back door plan to get these people licensed of which they cannot because they are convicted criminals. they have performed private investigation in the past to unlicensed which precludes them from getting this license, there is no way to resolve this. >> it's so amazing, because we talked about the proliferation of cameras in society. everybody started to kind of accept that cameras are everywhere. but this particular camera you really object to. >> no, this camera is a clear violation of our constitutional rights. it violates the fourth amendment. it is checking you for a
