while out on bail - a burglar - strikes again... while out on bail - a a burglar strikes again and this guy is prolific. police say he is behind as many as 30 burglaries, possibly up to 50 in west phoenix. basically these burglaries happening in this area right here from 19th avenue to the i-17. northern down to camelback road. our steve krafft has been following the story. he joins us live with more on how police finally crack this case. >> reporter: video surveillance helped a lot in this case. and joseph roach is here in the fourth avenue jail on burglary and drug charges. here is surveillance video of a man burglarizing ringside pub and grub. a boxing themed sports bar near 19th avenue and camelback. >> came through the roof. he kind of knew where the layout of the canvas was. as soon as he was inside of the building, he started turning toward the wall. >> the burglar tried to cover

police believe he is 30-year-old joseph lewis roche and hit 30 place. >> the last few weeks including just down the street at my mother's restaurant serving prime rib and turkey in central phoenix since the 1970s. >> how relieved are you this man has been arrested? >> you know, we are very fortunate that finally it's being solved. there was quite a few businesses that were basically robbed week. >> roche was arrested last month. released with an ankle bracelet and arrested again. police say he was caught on video trying to burglarize another place. >> just glad he is off the street and hopefully we can get some peace time around here now that he is gone. yeah, i heard he has broke noon a lot of businesses. >> police say they found meth on joseph roche. they believe he was committing

reporting live, steve krafft, "fox 10 news." take a look at this. police using stop sticks to end a chase in chandler. police say three people robbed the chevron gas station near chandler and the loop 101. the crooks then took off leading police on a chase to alma school and germane where officers used stop sticks. all three crooks were arrested. a lot of money at stake today in downtown phoenix. city council deciding should approve $18 million in tax breaks and incentives to have a fry's grocery store here. danielle miller is following the story. she joins us live. sometimes cities use these incentives to make sure that they can attract the companies they want. >> that's absolutely right. now the city council approving this today with a 7-2 vote for the financial incentives worth millions of dollars.

be here right in downtown phoenix on this piece of land in between washington and jefferson. the city has owned this land since the $1,800 and as you can see it's a parking lot. red development will be in charge of the project and will build the space. it will include 300 rental units. 50,000 square feet for that fry's grocery store that we mentioned. and other retail and restaurants. and 150,000 square feet for office space. this yes vote provides company with $18.3 million in tax incentives along with a long-term lease to purchase agreement. supporters at that meeting say the project will bring economic activity on a spot that's not making anything right now. those against it say that these big companies and big stores like fry's don't need the taxpayer dollars. >> i actually support it. i live in the suburbs of northern phoenix.

always get the same access. they live in these food islands, desert islands where they can't get a lot of things. >> this isn't the first time the city of phoenix has given away the store to bribe and entice a private enterprise to come to this city. and give them tax relief for a long period of time. this is for 50 years. its unconscionable and citizens have no say in this whatsoever. >> construction on the project we are told will begin in two to three months. that's just light construction here in the area and we are told the company now has about three years to complete the project. reporting live, danielle miller, "fox 10 news." a lot of people can't wait for this election to be over and for those people we got some good news. the end is in sight. early voting for the presidential election begins in arizona next week.

ballot beginning next wednesday. meantime, if you would like to vote in this year's election but you haven't registered, your time is running out. the last day to register to vote in this important election is on monday. just a day after making his sixth campaign stop in arizona, gop hopeful donald trump was in las vegas. made a shortstop at a private school and a church there. mr. trump spoke to supporters highlighting the stakes of this election including the appointments to court perhaps. and religious liberty. he talked about last night's vice-presidential debate. >> i was very proud last night to watch governor mike pence. he won, but -- somebody said he won on style.

project specifically for veterans in need. soon that will change. liz kotalik explains. >> reporter: we are standing on a plot of land that will be the first family housing program for vet rfnedz valor on eight and it's all about help those vets people who deserve it and need it and today was all about celebrating the start of construction after more than a year of planning. they will be building a 50 unit rental community here on rural and eighth street with five market rate ground floor units and 45 units female veterans and veterans with children. it's all thousands to -- thanks to a partnership. jackie taylor is involved with the organization and she is beyond excited to give back to our vets. >> it's just such an honor to be part of this project. to touch those veterans veterans finding affordable housing, perhaps they need additional support services to continue

in tonight's business food prices continue to fall- tonight, food prices continue to fall overall prices are down about 2% from last year. coffee has seen a 4% drop. that's great news while the price of raw ground beef has slipped close to 9%. however, the cost of fruit has gone up slightly more than 1%. this could be another troubling sign for the economy. private businesses added just 154,000 jobs in september. is that meager. it's lower than hoped.

out friday. slow economic growth could force the federal reserve to hold off again on any additional interest rate hikes. finally to wall street where for the first time this week stocks have ended the day in positive territory. dow up 112 points and nasdaq up 26 and that's tonight's fox business watch. this is kind of a shocker. very surprising move from minnesota's mall of america. the place is massive. the mall will close on thanksgiving day. the nation's largest mall have been open on turkey day since 2012. this year the mall wants to offer workers time off with their families on the holiday. isn't that a nice novel idea? >> i would love to see more of this. >> great. but the mall says some of its enitants may choose to stay open so security and other important personnel will be on duty at the mall. the mall plans to re-open at 5:00 a.m. on black friday. you have to get ready for that day as well.

here before, two seasons ago. carson palmer was out of the line up due to an injury it was a nerve in his shoulder. he didn't play against the 49ers. opening the door for backup quarterback drew stanton to step in. stanton had success against the niners and will be called upon tomorrow night. keep in mind when he stepped in against the niners in 2014, he threw for a couple of touchdown passes and was 18 of 33. he is very familiar with bruce arians' passing game. he has been in the he understands exactly what is expected of him there is carson palmer. this is back in 2014. he is missing for tomorrow night with that concussion protocol. stanton is very, very capable of getting the job done. no question about that. as i said, he was 5-3 when he started eight games back in 2014. on the cardinal's beat in san francisco, here is richard saenz. jude, what a difference a year makes.

care and in an exclusive interview with fox 10, a new whistle blower who provided the information about those delayed wait times is speaking out. nicole garcia is live now with the story. >> reporter: a phoenix v.a. chief here at the hospital is coming forward with new information about mismanagement that's leading to some extended wait times for the valley veterans and some the same issues that are happening today still happening two years after that secret wait first broke out. >> basic fundamentals of leadership is to get people the tools they need in order to do their jobs and the phoenix v.a. has failed. >> the chief of specialty care clinics at the phoenix v.a. for more than a year now and says he is frustrated with corrupt bosses and the systemic failure to improve wait times for veterans. >> i have veterans in some areas that are waiting 400 days to be
