fox 10 news at noon starts now. well, good afternoon, thank you for joining us. let's talk about the big story here, hurricane matthew continuing its approach on florida, and now 2 million people in the southeast are being urged to head inland. >> within the hour, president obama declared a state of emergency i hurricane matthew has regained its strength. it's now up to a category 4. this is the most powerful hurricane to threaten the atlantic coast since wilma more than a decade ago. some 3,000 people have already checked in to a total of 48 different shelters now set up in florida. the shelters are all in schools where evacuations are under way. and the hurricane has left utter destruction throughout the

haiti. that number climbed dramatically today from 16 that we were reporting last night. the government estimates that 350,000 people are in need of some kind of help. u.s. military personnel should start delivering food and water to hard hit areas very soon. now, the storm is set to make landfall tonight and people in florida are first to brace for the impact. let's track the storm as it approaches the u.s. coastline. right to the maps, and let's show you this. sometime in the overnight hours, 3:00 a.m. there on the florida coastline, around midnight our time, is when it's expected to head towards that east coast there of florida. just north of miami is expected to really hit land, but here's something to note. it really -- it doesn't matter the fact that it's hitting the land. i mean the fact here is that it's going to be the winds there with this hurricane, hurricane matthew, are expected to spend several days hitting those

all along the eastern coast there of florida. and as ron mentioned earlier, this is now a category 4 storm, catastrophic. the governor of florida now pressuring folks who live anywhere nearby there to really move inland. also, let me show you real quick as we wrap up and send it to ron where this is going, category 4 as it cruises up north, the governor of south carolina and georgia urging folks to head inland. conferences that have gone on throughout the morning also sharing that they are allowing people in the eastbound lanes to head west ward, completely freeing up the freeway to allow people to move up as hurricane matthew approaches. >> you just hope never enough gasoline for all of the people on the roads trying to leave. now a flight from miami to phoenix just landed, so we sent our steve krafft to the airport

steve? >> reporter: can you imagine the difference between what's going on in florida and what's going on here in phoenix at sky harbor airport? take a look behind me. just south of the airport, you can see the runway there, it is a perfect pristine virtually cloudless day. it couldn't be more perfect, and it couldn't be more of an incredible contrast with what's going on on the east coast and the florida coasts and georgia and up into south carolina. i'll show you some pictures now we talked to people who came in this morning from miami. they were so grateful to get on the airplane and to get out of that area and to come to our area, and they have taken a lot of precautions. they have been new lots of hurricanes. they know the drill. they know that the warnings are something to take very seriously, but at the same time they are fill lot of cal about it -- philosophical about it and

the crisis because they have done it before. >> it was pretty hectic. i have lived in miami for the last 12 years. we haven't seen a big hurricane since i think probably wilma. the radio stations were announcing, hey, you can find gas here at costco, i heard there was a delivery truck. everybody is helping each other out. we are definitely preparing and taking it seriously. >> reporter: they certainly are. and there will be more flights coming in from florida, a supposed to come in from jacksonville. we are going to talk to those folks when they get off that plane. i am sure we are going to get a lot more reaction from people in the storm's path but who are now fortunate enough to be arriving here in arizona. >> thank you, steve. be sure to stay with fox 10 as we have continue coverage of hurricane matthew's approach on the east coast.

on fox news now throughout the day. you can find the link on our website, fox10phoenix.com. a court hearing for the scottsdale man accused of kidnapping and raping an unconscious woman has been delayed, rodolfo ramirez's arraignment delayed until next friday. police say he picked up a woman passed out outside a bar in the oldtown scottsdale area. police say surveillance video shows shoulder and then taking her to his car, where he allegedly raped her. the victim said she came to when he was raping her at his house later. he is facing multiple charges. peoria police are looking for the man who tried to sexual assault a woman. the incident happened last wednesday in a housing development under construction, all the way up near 99th avenue and jomax.

the home when he attacked her, described as light skinned, six feet tall, medium build. a man walking along the glendale freeway struck and killed by a semi, hit last night on the 101 near the loop and indian school. the northbound lanes of the 101 were shut down between i-10 and indian school. the freeway is now back open. a sniernd of how important it is to always buckle up, four pugh young people involved i bad crash in mohave county. sheriffs say the driver of the pt cruiser that you see here, or more accurately, what's left of it, lost control, crashing into a beam, flipped over completely twice. the driver and one passenger were wearing their seat belts. they were not hurt. two other passengers, ages 16 and 21 were not. the 21-year-old was ejected from the

other injuries. the 16-year-old has been released electric the hospital. speed has been a factor. a woman allegedly used heroin and left her daughter locked in the closet for hours. officers found her three-year-old daughter alone in an apartment and barricaded inside one of the bedroom closets. adams told detectives she was high on heroin when she left her child but didn't think she would be police say the child was alone for up to ten hours. officers say they also found syringes all over the house. adams will appear in court later this month. a memorial planned for mofford, arizona's first governor. she dieded september the 15th at the age of 94.

you're watching the best, fox 10 news. well, former washington state naacp leader rachel dolezal is making headlines again. she has been tapped to speak at the north carolina martin luther king day celebration in january. now, the mlk celebration is encouraging the theme of healing race relations through conversation. dolezal is biologically caucasian but identifies as black. the event organizer said she was criticized because of her racial identity, even though she only had an affinity for a group of people and served her community well. in just a few weeks, arizona voters will decide on recreational marijuana, but today 31 licenses for dispensaries will be rewarded by the state government.

dispensaries already in the state. nearly all arizonans live within 30 miles of one. thernos blood testing company will lay off 40% of its employees, including 340 employees in arizona, california, and pennsylvania. federal regulators banned the company's ceo from owning and running a medical lab for two years, which the company is appealing. for now, they will focus on their mini lab prototable blood testing products. and the cardinals will find out what they are made of tonight on thursday night football against the san francisco 49ers. >> but they will do it without one of their leaders, carson palmer. it will be a huge road test in san francisco. the cards are trying to avoid going 1-4 for the first time since 2011.

and heavy rains blew the country, hundreds are homeless and a lot of businesses are ruined. south korean officials say the typhoon has left the space of that country and it is now headed off in the direction of japan. your exclusive accuweather forecast on fox 10 news . here in the united states, rob, we have our own weather to cover as well. we'll talk about matthew in a few moments as well. a live look at the tower cam, gorgeous, some of the buildings so clear today, gorgeous 67 degrees this morning probably at the hour that you were waking up. so it's been pretty nice. los of sunshine throughout the day, lots to be expected as well over the next ten days or so, pretty clear out there, nice clear skies over the pretty much most of the southwest region of the united states.

flagstaff and 67 in winslow on that corner. you know there's a park there with that statue of glen frye. take a look at these temperatures here, mostly 80s across the valley, across the country test the let's talk about some of the storms that we are dealing with. take a look here, right through colorado, the center part of the state, the storms that denver is dealing with, some snow possibly there, a little bit farther east storms really brewing through the are going to diminish shortly and of course we have been talking about hurricane matthew as we have seen, midnight our time, 3:00 a.m. florida is where we are going to see it touch land, they are thinking north of miami, melbourne area, and then cruises north to the shores of south carolina, by the time it reaches north carolina probably a category 2 storm as it reaches there. right now it has been upgrade today a category 4.
