7:30 pm
frankly, we're going to do it right. >> moderator: the one last one i want to get into with you in this debate is the fact that the biggest driver of our debt is entitlement, which is 60% of all federal spending. the committee for a federal responsible budget has looked at both of your plans and they say neither of you has a serious plan that is going to solve the fact that medicare is going to run out of money in the 2020s, social and recipients are going to see huge cuts in the benefits. in effect, the final question i want to ask you in this regard is, and let me start with you, mr. trump. would president trump make a deal to save medicare and social security that included both tax increases and benefit cuts, in effect, a grand bargain on entitlement? >> trump: and cutting taxes. we're going to grow the economy. it's going to grow at a record rate. >> moderator: not when to help
7:31 pm
help you. we have to repeal and replace the disaster known as obamacare. it's destroying our country, our businesses, our small businesses and our big businesses. we have to repeal and replace obamacare. you take a look at the kind of numbers that that will cost us in the year '17, that is a disaster. if we don't repeal and replace. it's probably going to die of its own weight, but obamacare has to go. the premiums are going 70%, 80%, next you're going to go up over 100%. and i am really that the premiums have started -- at least the people see what's happening. she wants to keep obamacare and she wants to make it even worse, and it can't get any worse. bad health care the most expensive price. we have to repeal and replace obamacare. >> moderator: secretary clinton, same question, because at this point, social security and medicare are going to run out, the trust funds are going to run out of
7:32 pm
consider a grand bargain, a deal that includes both tax increases and benefit cuts to try to save both programs. >> clinton: well, chris, i am on record as saying that we need to put more money into the social security trust fund. that is part of my commitment to raise taxes on the wealthy. my social security payroll contribution will go up, as will donalds, assuming he can't figure out how to get out of it. but what we want to replenish -- >> trump: such a nasty woman. >> clinton: by making sure that we have sufficient resources. and that will come from either raising the cap and/or finding other ways to get more money into it. i will not cut benefits. i want to enhance benefits for low income workers and for women who have been disadvantaged by the current social security system. but what donald is proposing that these massive tax cuts will
7:33 pm
that will have dire consequences for social security and medicare. and i'll say something about the affordable care act, which he wants to repeal. the affordable care act extended the solvency of the medicare trust fund. so if he repeals it, our medicare problem gets worse. the long-term health care drivers, we've got to get costs down, increase valley, emphasize wellness. i have a plan for doing that, and i think that we will be to get entitlement spelling under control with more resources and smarter decisions. >> moderator: this is the final time, i believe to both of your delight, that he will be on stage together. i would like to end it on a positive note. you have not agreed to closing statements, but it seems to me in a funny way that might make it more interesting because you haven't prepared closing statements. so i'd like you each, were going to put a clock up. a minute, the final question in
7:34 pm
american people why they should elect you as the next president. this is another new mini segment. secretary clinton, your turn to go first. >> clinton: well, i would like to say to everyone watching tonight, that i am reaching out to all americans. democrats, republicans, and independence. because we need everybody to help make our country what it should be, to grow the economy, to make it fairer, to make it work for everyone. we need your talents, your skills, your commitment, your energy, your ambition. i have been privileged to see the presidency up close, and i know the awesome responsibility of protecting our country and the incredible opportunity of working to try to make life better for all of you. i have made the cause of children and families really my life's work. that is what my mission will be in the presidency. i will stand up for families against powerful interests, against corporations. i will do everything that i can
7:35 pm
jobs with rising income, that your kids have good education, from preschool through college. i hope you will give me a chance to serve as your president. >> moderator: secretary clinton, thank you. mr. trump? >> trump: she is raising the money from the people she wants to control. it doesn't work that way. but when i started this campaign, i started it very strongly. it's called "make america great again." we're going to make up america great. we have a depleted military that has to be helped. we have the greatest people in her up on our military. we don't take care of our veterans. would he care of illegal immigrants. people that come into the country illegally better than we take care of our vets. our policeman are disrespected, we need in order, but we need respect too. our inner cities are disaster. you get shot walking into a store. i will do more for african-americans and latinos than she can ever do in ten
7:36 pm
african-americans and to the latinos, but to get the vote, then they come back, say, we'll see you in four years. we are going to make america strong again, and we are going to make america great again, and it has to start now. we cannot take four more years of barack obama, and that is what you get when you get her. >> moderator: thank you both. secretary clinton -- hold on just a minute. secretary clinton, mr.ru participating in all three of these debates. that brings an end to these debates. we want to thank the university of nevada, las vegas, and its students for having us. now the decision is up to you. while millions had already devoted, election day, november 8th, just 20 days way. one thing everybody here can agree with, we hope you will go vote. it is one of the honest and obligations of living in this great country. thank you, and good night.
7:37 pm
>> frivolity from unlv. thus ends 90 minutes of fun and frivolity at unlv, the final of three presidential debates sponsored by the presidential debate commission, is now in the books from las vegas, and hillary clinton and donald trump will leave it for you to decide. there were many things that were out of the presidential cycles, but none more unusual and somewhat shocking than what we heard tonight from donald trump. the nominee to be republican president of united states refused to say that he would accept the results of this election. he said i will make a decision at the time, and in the meantime, i will keep you in suspense. secretary clinton called that horrifying. donald trump did so defiantly.
7:38 pm
whether the peaceful transition of democracy will take place as it has for 240 years or if we'll get something else. between now and then, we'll all be held in suspense. our coverage continues in just a moment. ? ? ? ?

? i'm never gonna fall in line ? ? your future is not mine ? ? your future is not mine ? it's not uncommon for autistic kids to flap their hands. and so when i saw that, that was completely disqualifying. i'm a republican, but this election is so much bigger than party. my son max can't live in trump world. so i'm crossing party lines and voting for hillary. i don't always agree with her, but she's reasonable. and she's smart. she can work with people to solve problems. i want to be able to tell my kids that i did the right thing when it really mattered.

? ? >> said he debates are over. it's like when your favorite miniseries comes to an end, the one you hate to love, now you have to find something else to watch. sorry about that. much more on all of this on your
7:41 pm
fox station. analysis begins now on the fox news channel on satellite and cable. i am shepard smith at unlv in las vegas. have a great night. ? ? >> announcer: this has been a from everything i see has no respect for this person. >> that's because he would rather have a puppet for the president of the united states. >> you're the puppet. >> good evening from las vegas, nevada. debate number three is in the
7:42 pm
scripted territory on the campaign trail. it was probably the best debate of all three and you have to hand it to chris wallace. he kept them on point and on time and we talked about things that affect american, economy, taxes, home security, all of that. it was interesting because i kept thinking, if we had seen this donald trump in debate one, we might be in a different place in this race right now. donald trump was in more command of performance tonight but there were no knockout punches. the two sparred on a lo it of issues. there was question about the next president will probably pick one, two, maybe three supreme court justices. the question inevitably goes to abortion and what that might mean. they talked about that tonight. >> mr. trump, your reaction on late-term partial birth?
7:43 pm
is saying in the ninth month, you can rip the baby out of the womb of the mother prior to the birth of the baby. now, you can say that is ok and hillary can say that is ok but it is not ok with me. based whaopb she is saying and where she is going and where she has been, you can take the baby and rip the baby out of the womb in the ninth month on the final day and that's not acceptable. >> that is not w these cases. using that kind of scare rhetoric is just terribly unfortunate. you should meet with the women that i have met with. women i have known over course of my life, this is one of the worst possible choices that any woman and her family has to make. i do not believe the government should be making it. i had the great honor of traveling across the world on behalf of our country.
7:44 pm
abortions like they used to do that in china or force women to bear children like they did in romania. the government has no decisions in women's decisions and their medicalled advice and i will std up for that right. >> reporter: in that exchange, the american public could size these two up on issues. we haven't had that opportunity until tonight. vexing issues in arizona, immigration. >> we have 11 million undocumented people. they have four million american citizen children, 15 million people. he said as recently as a few weeks every undocumented person deportation. it means you would have to have a massive law enforcement presence where law enforcement officers would be going to
7:45 pm
rounding up people who are undocumented. i want to get everybody out of the shadows, get the economy, get -- get the economy working and not exploiting workers. . >> mr. obama has moved millions of people out. under obama millions of people have been deported. she doesn't want to say that but that is what happened and that is what has as far as moving these people out and we have a country or we don't. we have a border or we don't. now, you can come back in and you can become a citizen. it is very unfair. we have millions of people who did the right way, they are in line waiting. we're going to speed up the process because it is inefficient. they are in line and waiting to be citizens. it is unfair to run across the
7:46 pm
trade and a disaster on your open border. she does not say that president obama has deported millions and millions of people. >> secretary clinton -- >> we will not have open borders that is a mischaracterized. we will have secure borders but we will have reform. this used to be a bipartisan issue. george w. bush supported it as well. >> reporter: there you get a sense of the tough territory chris wallace was in but he kept them to task tonight. they talked about the allegations that trump has a cozy relationship with vladimir putin. trump said he did not know him personally. clinton pushed if he is ready to
7:47 pm
>> putin has outsmarted her in syria. >> i have to ask -- >> i find it ironic that he is raising nuclear weapons. this is a person who has been cavalier, even casual about the use of nuclear weapons. >> wrong. >> he advocated getting more countries, japan even saudi arabia. if we have them, why don't we use them, which i think is terrifying. >> reporter: ok, then the issue and it took minutes to get there because it was civilized at the beginning. the question, the allegations about donald trump and the unwanted advances he made towards women. he responded and hillary clinton pressed on the issue. >> those stories have been largely debunked. those people, i don't know those people. i have a feeling how it came. i believe it was her campaign that did it. >> he had a number of big
7:48 pm
possibly have done those things to those women because they were not attractive enough. >> i did not say that. i did not say that. >> in fact, he went on -- >> her two minutes. >> did not say that. >> it is her two minutes. >> he went on to say look at her. i don't think so about another woman. he said that wouldn't be my first choice. >> reporter: the irony, donald trump did tonight in what he maybe do in debate number one, look presidential. if you could gage anything, he is becoming a quicker study because as he has gone through this, he has gotten better in each debate. everyone was looking for a hay maker. something to change the race dramatically and i'm not sure we got that tonight. for the trump people looking for
7:49 pm
happened. hillary clinton held her ground. they both had strong points at different moments of the night. i'm not sure it changes the race. it was a better debate for trump than debate one. >> one thing we noticed early on is when trump was asked by chris wallace if he would accept the election results, he said he would make up his mind at time, was that a surprise? >> reporter: it was a little bit. in the american tradition, i lose, i lose. be a gracious loser if you will. i think donald trump is trying to leave this out there that the whole system is rigs and there are a lot of americans who feel that way. he is striking a nerve with a certain amount of the electorate when he says things like that. a new poll is out on the presidential race.

i spent many years launch officer. if the president gave the order we had to launch the missiles, that would be it. i prayed that call would never come. [ radio chatter ] self control may be all that keeps these missiles from firing. [ sirens blearing ] i would bomb the [ beep] out of them. i want to be unpredictable. i love war. the thought of donald trump with nuclear weapons scares me to death. it should scare everyone.
7:52 pm
let's send it back out to john hook live in las vegas. for the first time in a long time, we're talking about arizona possibly being in play for this election. >> reporter: yeah, electorally, it is not a huge amount of delegates, it is 11 in arizona. it is still important and it is a state that has been changing back and forth. is it going to towards blue? it has been solidly red on the state races but there is a new poll out that shows there may be trouble for donald trump in arizona. five points behind in this cronkite news morrison poll. it has clinton at 39% and trump at 34%. the deciding factor is the 21% that is undecided. these may be people who don't
7:53 pm
a democrat has not carried arizona since 1996 and that was hillary clinton's husband, bill clinton, in a second term defeating bob dole. before that, you have to go back to harry truman in 1948 to find a democrat carry arizona. we are in interesting territory. as the surrogates pour into arizona, chelsea clinton was in tempe today and we haver big names as well as bernie san >> that's right, john. first lady michelle obama will be in downtown phoenix tomorrow to cam pan for hillary clinton and tim kaine showing how important arizona will be in this election. the doors will open at 11:30 a.m. ivanka trump speaking today at fortune's most powerful women's summit. she says she was embarrassed by
7:54 pm
father heard making sexual advances about women. >> i did find it to be offensive. this tape was over a decade old. i'm sure he did not remember the conversation but was embarrassed by it. he expressed that, not only to me personally but to the american people. i appreciate that he did that. i think it was very, very important to have done so. >> meantime, howard stern says he is not going to interviews from donald trump in the past that included remark about women. he says it is a betrayal at a time that trump is attacking trump. when we're talking about howard stern chiming in about the presidential election, you know we're in unprecedented territory. >> reporter: i try to explain
7:55 pm
know if this is the way that presidential elections are conducted and i don't know what to tell them. my fear is we've gone down a road where into such tawdry stuff that, how do you pull it back to civility? i think we lost some that in this election. who can heal the country after all of this is said and done? even trump saying leaving it open, whether he would accept the results of the is stuff that really riles people. it is out of the tradition of how we've handled elections in the past. i think donald trump while tapping into something, the anger won't go away on the wednesday after the election on november 9. we're still there and how do we kind of get back to a place to get business done and try to get the business of the country moving forward? we have pressing issues.
7:56 pm
tonight. we haven't talked about it until the end of the third debate. we've descended into an ugly chapter in american politics. there is no way around it. >> we have a couple minutes left with you, might as well take advantage of it while you're in las vegas. we did hear that chris wallace did a good job. he did veer into areas that are important like the economy. chris wallace knows his stuff. he is a great political commentator. how did you think he did? >> reporter: i thought he did great. i predicted he would because knowing him through being on many of the trips, the guy is just studies hard. he does preparation. he works hard. he is so pointed, almost prosecutorial on how he does this stuff. he would not let them stray too
7:57 pm
that way we were able to cover a lot of ground tonight. it was a good debate in terms of substance. you can comparison shop for the first time on several issues. even though we hit on all the tawdry stuff, i thought it was a good, informative debate and a nice way to finish it on a high mark. one thing was interesting was throwing them a closing statement when they prepared for one. i thought they both made great closing statements. >> we're back live in las vegas
7:59 pm
