why did adacia chambers drive her car into a crowd? fourty seven people were injured. four died including a 2-year-old little boy. today 17 remain in the hospital. five are in critical condition. now the police say the driver of the car is charged, including dui. she faces four counts of second degree murder but her attorney says he does not believe she was under the influence of alcohol or drugs. tony coleman / chambers' attorney "i was not satisfied at all that i was communicatin g with a competent individual. i am not a psychiatrist not am i a psychologist however i have represented. i'm currently representing several with mental illnesses and in my opinion ms. chambers suffers mental illness." adacia chambers will be formally charged later this afternoon. it's believed her father and other family members may be in that courtroom trying to find out an answer everybody here wants to know as well. why did this happen? in stillwater oklahoma, kerry

sanders, nbc news. >> sioux city police continue to investigate a weekend shooting that sent two people to the hospital. late saturday night, officers were called to this home in the 14-hundred block of isabella disturbance. police say 35 year-old nadia broady and 23 year-old mykale johnson were fighting and during the struggle, a handgun went off. the bullet hit johnson in the hand and third person, an unnamed woman, in the chest. their wounds were described as not life- threatening. brody and johnson both face weapons charges, plus aggravated domestic assault. an autopsy confirms that a man who's body was found on a missouri river boat ramp drowned. the body of 32-year-old robert galvin was found friday morning on the homer boat ramp. he had been reported missing five days earlier. galvin grew up in siouxland but

had been living in omaha. his death remains under investigation. a strong earthquake in northern afghanistan shook buildings from kabul to delhi, and caused dozens of deaths, mainly in afghanistan and pakistan. nbc's ron mott has more from london.

jeb bush was a very strong governor, probably the strongest governor in the history he was a young guy and i think there were some folks in the legislature that thought they might be able to run over him. that didn't happen. one tax cut wasn't enough- he had to do more. it wasn't enough to have 15,000 kids with school choice in florida, he wanted to have 100,000 kids. if he didn't like a project, it was going to be vetoed. it didn't matter if you were a republican. it didn't matter if you were his best friend. he said: 'this is where we're going, this is how we're going to reform state government...' every politician comes in talking about making change, and generally there's not much change. but governor bush made a lot of changes. he got the nickname veto corleone. if he saw something in the budget that he thought violated his conservative principles, you could guarantee it was gonna get whacked. he vetoed a bunch of my stuff and i was the senate president. the message to washington, d.c., is 'get ready...' because there will be change.

the nebraska farm bureau is advising farmers in the state to rules governing grain sales and storage because some of them have changed. some recent changes in state law farmers when a grain elevator fails. to collect from a grain dealers security payment, farmers now payment from a buyer within 15 days after the last shipment in a contract and cash a check within 15 days. previously, it was 30 days. the farm bureau says the shorter deadlines should help speed up resolution of grain elevator insolvencies, but farmers need to protect their rights. farmers can expect fewer problems shipping their crops this year because railroads have made improvements and the market may encourage more farmers to store their grain initially. railroads have upgraded their networks since the problems of the last couple years. also, low oil prices have slowed the growth of hydraulic fracturing mining, which ships oil and mining materials by rail, so there's less competition for rail cars.

american airlines is planning to offer "no frills" airfares starting next year. the airline's goal is to offer lower fares in an effort to compete with fast-growing rivals, such as spirit airlines and frontier airlines. american hasn't released many details, but the plan could include fares that are non- refundable and allow no changes... and with seat assignments made after check-in. american is the lone airline that serves sioux gateway airport, through its regional carrier, "american eagle." still ahead... her family couldn't afford a trip to disneyland, so what's a girl to do? this utah 3-year old is selling her paintings to
