state's office under former secretary jason gant came up more than 43- thousand dollars short in its accounting. the auditor said in a report that he found no evidence a reconciliation that could explain the difference. gant told a local paper that he could not immediately discuss the report. current secretary of state shantel krebs requested the audit after a staff member noticed an original state flag was missing. the audit committee is scheduled to discuss the audit report on friday. governor pete ricketts says he will disclose all of his personal, out-of-state trips and is working with the nebraska state patrol to improve tracking of his security detail's overtime expenses. ricketts announced the changes in response to news that the patrol's overtime expenses have risen in recent months. that coincided with the governor's trade missions to europe and asia, promotional trips to different parts of country, and personal travel to attend chicago cubs games. ricketts says he believes many of the trips helped promote the state, and he notes that past governors have also taken

out-of-state trips for personal reasons. ricketts is preparing a new push to lower income and property taxes in next year's session. ricketts argues that the state can't compete with its peers. he says he expects a lot of discussion in the ununameral about the state's income tax, which is an issue that has taken a backseat to property tax reform. sioux city is considering whether to outlaw store saleof single cans of beer. the idea comes from a round-table discussiom last month over possible solutions to tackle public intoxication and homelessness. but some local officials have doubts about whether a local law would hold up in court because liquor sales and lilinses are regulated by the state. corridor development corporation is spearheading the effort on behalf of the county. she says as of wednesday they needed 20 or so more businesses to come on board... "after we get the businesses signed on, after we get the incentive package, we will draft a letter to des moines and we will send the information off and hopefully receive the designation approval. our big goal here is to be the first home base iowa region in the state of iowa." the iowa lakes corridor development corporation serves a four-county area including buena vista, clay, dickinson and emmet counties. of those four counties, which ones have already received the designation? clay and emmet have already been approved for the program, while buena vista county has submitted its paperwork. a month ago, an effort got underway to get kids off the couch, and into a healthier and more active lifestyle.

society had its first sports equipment drive, this afternoon, and had great success. members of the community donated toys, and sports equipment, to help benefit groups that serve the youth of the community. those involved with the effort were surprised by the number of donations and were excited about the difference they will make. "we thought what's a way that we can active. the united way serves multiple agencies, several of them serve the youth of the community, so we thought let's reach out to them and see if said young leaders society chairman, jeff florke. ever wonder whether you can be sued in a state that you don't live in, or do business in? (matt) you can. "personal jurisdiction" is the focus of "law review".

jeana goosmann, goosmann law firm. "it dictates where your business can file a lawsuit and where your business can be sued." what do people need to know about personal jurisdiction? "the internet is changing," goosmann said. "some circumstances have allowed businesses to be subject to personal jurisdiction in other states. courts are reluctant to find personal jurisdiction over businesses with minimal contacts in the forum state. modern technology and virtual offices have led courts to focus less on traditional personal jurisdiction factors." how have traditional personal jurisdiction factors changed? "traditional personal jurisdiction factors are things like ownership of land in the forum state or a physical presence in the forum state," goosmann said. "in today's age, the focus has become more on "fundamental fairness."

what is a forum state? "a forum state is the state where the lawsuit was filed," goosmann said. what does all of this mean to businesses? "businesses need to be careful about what they say on their website, where your staff and employees work (virtual or not), to whom you send or receive calls, where you wire money and where you send text messages and emails," goosmann said. "all these things can increase the chances of your business being hauled to an out- of-state courthouse." if a business doesn't have a location, employees, or money in a state, can they still be sued in that state? "yes, for example, even if you have never been to arizona, never owned any land in arizona, and never had any employees stationed in arizona, it does not necessarily mean you can avoid being sued there," goosmann said. how can a company avoid a lawsuit in another state their business isn't active in? "talk to an attorney today about personal jurisdiction and ways to avoid a lawsuit out of state," goosmann said. "there are many factors that an attorney can help walk you through so your business doesn't end up in another state's courthouse." >> brad's here -- the football
