that could be heard in a packed emotional courtroom tuesday morning. liz ford took the stand after passing by and looking in the eyes of the man that killed her husband troy ford in a hit-and-run. "he was extremely silly, very loving and caring, could be a little ornery at times, but through the last 19 years plus a few years of being together before that, whatever we went through, no matter how bad it was, we always came out on the other side much stronger." but on august 8th, life took an unexpected turn for the couple. liz, a nurse and private paramedic, and troy,who worked in private security, did what they normally would do when coming across someone in need. they went to help dustin suppi, after finding him slumped behind the wheel of his pickup. suppi woke up and sped away,

causing a trailer attached to the truck to run over troy. "my law enforcement family, more people than you will ever know who went above and beyond to to track you down as you tried to flee, but they won," said liz. "they got you." su "right before sentencing, suppi was in tears as he asked for forgiveness for ford's death." "what happened that day is going to forever change my life and i just want to say that i'm sorry and i do apologize." suppi also shared a moment of regret. "i'm just really sorry from the bottom of my heart because i did not mean to run your husband over," said suppi. "if i knew what help was like, then i probably would have accepted your help. i have an addiction problem. my life is ruined because i am an addict." an apology that liz says she may not ever be able to accept after the pain it has left her with. "i see the flashbacks constantly of troy rolling out from under that trailer, laying in the street, which i can't drive on by my house anymore, laying in the hospital and laying in his coffin," said liz. a tragedy that will not only haunt liz but will have a lasting impact on two families

meerdink has done. once he converted the trucks in his companies fleet to compressed natural gas opposed to diesel. "it'll keep our trucking company competitive long-term," said scott meerdink. competitive-- because he saves per gallon. "it offers a more consistently lower priced fuel, especially for companies that own a number of vehicles," said stephanie weisenbach. and drives quite a number of miles like his trucks do, delivering grain and feed ingredients. the shell gas station in sioux center he's filling up at is the first in northwest iowa. "now in this part of the state, the answer to that question is that they do have somewhere to refuel," said stephanie weisenbach. meerdink even converted his personal truck. motor companies like gm, ford, dodge and honda offer domestic cars that would run on natural gas. but with only eight places to fill up in the state, using natural gas isn't as wide-spread domestically. there's a lot of questions you'd need to ask yourself like if you "drive enough miles for that upfront investment to make sense," said stephanie weisenbach. it cost meerdink about $8,000 to convert his truck. when you add-in his fleet of eight: roughly $400,000. bu his return on diesel since april 2014 is $180,000. if it's any better or worse at this point. in just a month's time, the sioux center station has claimed to saved over 10,000 gallons of foreign oil. robert. (robert) thanks, sam it's been more than half a century in the making, but the increase of two to four lanes on highway 20 is nearing completion. the project has been ongoing since 1958 the iowa legislature voted yes to a 10 cents gas tax in 2015. that means the the expansion of highway 20 is now cruising, in the fast lane. "with the action that was taken during last year's legislation we now have over $200 million per year," said iowa gov. terry branstad. in all, approximately $300 million dollars worth of road work. something gov. branstad says will create an economic boom, result in safer communities, bringing the state together. branstad and governors across the country are weighing in on whether or not they want syrian refugees in their states.

about half are adamant about not allowing refugees from syria in light of the paris attacks that left 129 dead and more than 350 injured. "until we have adequate intelligence and safety is protected, we think there should not be any action taken," said iowa gov. terry branstad. a number of presidential candidates have said america shouldn't allow syrian refugees to enter the country. with isis's growing expertise comes the ability to strike far from their strongholds in syria and iraq. nbc's chief foreign correspondent richard engel reports.

the sioux rivers regional mental health budget came out in september. and since then, woodbury county has had major issues with it. the county collects $3.5 million dollars every year that's put toward mental health. and woodbury county supervisors want to make sure that amount is matching up with the budget. there is also confusion as to if they have the money hire more employees. last week the board decided to turn down hiring two more employees because of the concern that they're spending more than they're taking in.

"it's a budget i can't understand and i want it to be more in line with how a county might do a budget-- breaking out salaries, funds, benefits and explaining what the money is going for. that's my big issue. and how we get there we'll have to work through that with the region," chairman, woodbury county supervisors, mark monson. monson says they plan to get an analyst to rework the budget. he also hopes they can sit down with experts to figure out what services are needed. a program for high school students gathered for a parents night, tonight at the sioux city educational service center. sioux city's air force j-r- o-t-c members met tonight to give parents and potential jrotc cadets the chance to learn more about the program. retired air force lieutenant cournel, larry brockshus, gave parents assurance that the programs ultimate goal is to build the life skills of their cadets. "we want them to graduate confident with the skills to be successful at what they choose to do." said air force lieutenant colonel, larry brockshus. "whether that's continuing to college, tech school, going into the job field or going into the

military." jrotc cadet, makayla sullivan has been involved with the program since it started earlier this school year. to those thinking about joining, sullivan says as long as you put in the effort, anyone can be successful. "you have to watch your haircut, you have to dress properly, but other than that, just follow the rules and get the good grades," said rotc cadet, makayla sullivan. "you don't have to be a perfect student and then as long as you attempt and you try in this program, you will succeed fabulously." tonight, about 50 teens and parents showed interest in learning more about the program. louisiana governor bobby jindal has ended his campaign for president. the republican said his campaign spent much of it's time focusing on policy papers.. which didn't excite the electorate in what he calls a "crazy, unpredictable " election season. still to come here on news 4 at 10 the department of justice has announced charges against two companies that make and sell dietary supplements.
