foreign correspondent richard engel in istanbul this morning. richard, what are you hearing about this? >> reporter: good morning, savannah, turkey says it acted legitimately when a then unidentified aircraft violated its airspace, did not heed warnings. the kremlin, however, is disputing that claim and calls this incident they serious. russia's defense ministry says its jet which turned into a fireball when it was shot down this morning was inside syrian airspace, its locacaon confirmed its instruments. the jet's two pilots appear to have ejected bailing out before the plane impacted. helicopters could be seen searching for the pilots. russia blamed ground fire which attacked the jet on a mission in syria near the turkish border, but turkey said two of its u.s. made f-16s like these shot down a jet after ititllegally entered turkish airspace. a statement from the turkish president's office claimed the jet was warned ten times over five minutes. russia has dramatically increased its air strikes in

a bomb destroyed a russian passenger jet over egypt nearly a month ago. isisiss now in the crosshahas isis is now in the crosshairs of russia, the u.s. and france, all three air forces targeting the group in syria but with little coordination. a video circulating online which is still yet to be confirmed by nbc news appears to show one of the russian pilots who died in syria. his body recovered by a rebel group. the rebels claim that he died before hitting the ground. this has major implications. it is the first time in recent memory that a nato country, and turkey is a nato country, shot down a russian plane. nato has called for an extraordinary meeting today. >> dangerous situation, richard engel, thank you. another stororwe're following, a new bulletin from u.s. security officials revealing new information about the planning that went into the terror attacks on paris and a warning to local police departments here in the u.s. to

be mindful of potential copycat attacks. we have complete coverage beginning with nbc's chief foreign affairs correspondent andrea mitchell. andrea, what can yououell us? >> good morning, matt,t,hat is right. overnight top counterterrorism u.s. officials warned local law enforcement around the country about the new details of the paris attacks to help prevent a copycat attack here at home. at the same time, the state department is the alerting u.s. travelers to be very careful, especially careful overseas. a new bulletin reportedly issued by tpe fbi, the homeland security department and the national counterterrorism center warns u.s. law enforcement to review active shooter scenarios, warning that extremists could seek to replicate the effects of the paris attacks using similar weapons and tactics, although on a smaller scale. sent to more than 18,000 agencies across the country, the document asked them to be on the lookout for suspicious people

targets in the u.s. the bulletin analyzes the recent paris attacks, acknowledging the terrorists used a cell phone with maps of the concert venue and encrypted apap and rented three cars in n lgium before moving to a safe house in paris. despite warnings that home grown extremists could seek to mimic these strategies, authorities add plots like paris more lilily to happen overseas becausesef geography and societet factors. just as some travers are leaving for europe and other foreign destinations, a second bulletin from the state department says they should exercise vigilance when in public places use transportation. be aware of immediate surroundings and avoid large crowds and crowd places. exercise particular caution this holiday season and at holiday festivals or events. the travel alert cites multiple attatas in paris, mali, niniria and turkey a a the bombing of the russian passenger plane, and it says there is a contivuing threat from unaffiliated persons planning attacks inspired by major terrorist organizations.

local law enforcement for active shooters because we want to be able to ensure they can respond quickly should there be an incident here domestically. >> and lets be clear, shawn, thth are telling local officials to look out for soft targets, not even military installations and tourists attractions. in paris it was a cafe on a friday night. >> what we saw in paris really changes the dynamic what have we've seen for terrorist organizations in years gone by. i think what's critically important here for local law enforcement to know and trying to get out information that there are millions and millions of people who have to be eyes and years. local law enforcement can't cover every cafe, every restaurant and every sporting event. people need to step up and be aware and by putting this report out it really helps to focus the american public. they have been watching the media, and they see what happens in paris, but this going out officially like this really says to americans be aware, be alert. don't be afraid, but make sure you're advising law enforcement if you see anything that could

be unusual so that they can be responsive. >> all right. shawn henry, thank you very much. >> there was also the warning, of course, t tthe worldwide travelers in this country as well. president obama meantime facing increased pressure to up the u.s. campaign against isis, and that is on full display the white house today. president obama will meet with french president francois hollande. nbc national correspondent peter alexander is at white house covering the meeting. peter, good morning. what do you expect. >> reporter: good morning, presidents obama and hollande will stand in solidarity here this morning, but president obama has largely resisted calls that he change or even significantly ramp up his strategy against isis. today the french are likely to push for a stronger u.s. military commitment here. that may mean more special forces on the ground to help identify isis targets, greater intel gathererg and lesser stricter rules of engagement which could mean lesser casualties in syria. everybody is noticing the difference in tone.

rebels and fighting isis and there wants there to be kind of a greater sense of coalition, but there's not much difference between u.s. and france as some people would think. the u.s. would l le russia involved on good terms and would like the diplomatic tract to work. that's the most important thing and why the president is trying to be low key. wants diplomacy to work to get assad out of power and turn to isis full force. >> if hollande asks the president for more robust ground presence, special forces, special operations troops and the president says no, here comes hollande with the atcks in paris fresh in everyone's mind. he's got emotion and timing on his side. what are the optics going to look like if he walks away without that? >> it would look horrible but talking to a senior administration official i don't think the united states think that france will ask for that, special operations but not a large number of ground troops. not capability unless the u.s. is willing to lead a capability the french know it can't happen and president obama does not want that. iraq is always in his mind as an example of how america shouldn't operate in that region.

>> talked about substance and let's talk about the style because the president's remarks after paris were widely panned even by some of his allies because of the tone, bececse people felt he came across at defensive and more passionate about his political critics than what hadappened in france. now he has this press conference today with the french president by his side. is it a chance for kind of a rhetorical do-over and does the white house even feel that's necessary? >> the president feels like he cannot set a bad example. again, the iraq example is in his mind. he's not a guy w w wants to pound the table and says we're going to get these guys. we'll hunt them down across the world. he thinks it's count productive. he thinks it's low key. he doesn't want the united states to be the enemy of the region. there's an expression bill clinton uses, it's better to be wrong and strong and right than weak and the president f fls he's'sight. doesn't fear being perceived as weak if he feels he's making the right decision. >> what are the folks saying

iowa governor terry branstad has issued a disaster proclamation for sioux county following friday's winter storm. during the storm, an electrical distribution transformer box explosion coupled with a water main break and other electrical failures resulted in damage to public property and d wer outagethroughout sioux center. the governor's proclamation allows state resources to be utized to respond and recover from the storm. this state of disaster emergency runs through december 5th. we'll melt a little more snow today. here's meterologist ben dorenbach.

>> can't take it anymore. >> here's whatat happening in the headlines. counterterrorism officials issuing a new bulletin this morning in the wake of the paris attacks asking local law enforcement agencies to review their responses to an active shooter and to be on the lookout for suspicious people who could be conducting surveillance on potential soft targets. four crew members were killed on monday when their military helicopter went down at ft. hood in texas. they were on a routine training mission at the time. the cause of the crash is now under investigation. and the faa says eight planes approaching dallas' main airport were hit with laser pointers sunday night. seven of the jets were southwest airlines flights, the other a prprate plane. l of them did land safely. let's turn to new orleans now where the suspect in a brazen shooting of a medical student that we showed you on tape on monday is now in custody, and there's been a second arrest tied to that investigation. nbc's kerry sanders has this story. hi, kerry, good morning. >> reporter: well, good morning. the alleged gunman is in the

jail behind d here. his arrest affffavit is expected to be finalized later this morning, the charges expected to be robbery, kidnapping and attempted first-degree murder, and if he's convicted on that attempted murder charge here in louisiana, he faces life in prison. >> this morning the man police say shot a helpless unarmed good samaritan ininhis chilling video is in jail. 21-year-old euric cain, allegedly the cold blooded gunman who fired at tulane medical student peter gold was taken into custody when new orleans police and federal marshals raided the house where he was hiding. >> i couldn't be more proud of the fact that we not only caught him quickly, but it was done without incident and no one got hurt. >> reporter: not a shot fired. >> not a shot fired. >> reporter: also under arrest alleged gunman's 17-year-old girlfriend nictoria washington, the two found in the house together. police say even though she wasn't at scene of the shooting, she's being charged as an accessory.
