the lion's share of the development money will go toward "flatwater crossing." ktiv's tiffany lane spoke with ho-chunk leaders about their plans for a development that will change the landscape of south sioux city. tiffany? matt, it's a project that is so big, it will be done in several phases. and today, i spoke with south sioux city officials on how it will affect their economy moving forward.

river. "nebraska means flatwater in the oto language, the oto indian language," said lance morgan, ceo of ho-chunk, inc. "and so we've always kind of liked the name. we added the crossing to it because the areas's definied by the railroad bridge and then the highway 20 bridge going over between iowa and nebraska." the project will be done in two phases. the first phase is set to be completed by late 2016. it will include riverfront estates along the river and the village center. the second phase is expected to be completed in spring 2017 and will include a thoroughfare as well as commercial buildings and townhomes. "i think it's definitely going to help increase the population because obviously you're bringing in more houses and nicer homes and it's just going to be something we have an opportunity to really be proud of," said kelly flynn. economic development director for south sioux city, nebraska. a growth that city leaders expect not only in south sioux, but throughout siouxland. >> ho-chunk, incorporated ceo lance morgan says that while the project is said to be developed over 10 years, there may be more additions that will cause it to take longer. he says the project

million dollars as well. matt? the next largest development, virginia square, will cost 24-million dollars. it will consist of three buildings. the project is in the old warehouse district, and is a group of historic buildings offering high end contemporary condominiums, apartments and mixed use space for office or retail. it's also within walking distance of historic fourth street. "when you come off the interstate and you come to downtown sioux city, you take those dilapidated buildings and you put them into kind of a light, new modern finish, it's going to have a totally different feel when you come into downtown sioux city," said dennis johnson, ceo of ho-chunk capital, a subsidiary of ho- chunk, inc. one of the buildings will have 20 apartment units, with available retail space below. that's set to open in april 2016. the second building will be five stories high, and will have 28 apartments and high end condominiums on its main floors. the planned completion date is a year from now. plans for the third building are built in 2017. 303 dakota is a master planned

dakota dunes, south dakota that will cost seven point five million dollars. the third most expensive project in ho-chunk's developments, is along the missouri river. it will be a three-story apartment complex with 47 units. those units will have an indoor pool, fitness area and other amenities. they are hoping to have it completed by june 2016. the least expensive project being developed at one-point-two million dollars is called pearl street. it is also in sioux city. 607 and 615 pearl street are historic buildings downtown. "we have so much to offer and we have so much more coming up to offer," said rhonda capron, sioux city city councilmember. "so just in sioux city we we're working on right now, which it's going to benefit the whole tristate area." the project will include at least four residential units. there will also be five- for retail. ho-chunk says those will be ready to open in february 2016. new housing is also being developed in spirit lake, iowa. steve schwaller from our news partner, kuoo radio, has the

news. steve? matt, some additional housing is in the works for spirit lake. a sioux falls developer has purchased 12 acres of land across the street to the south of the bedell family ymca. steve boote of eagle construction says current plans include the construction of two buildings, each three stories high with 70 units in each. they would consist of one, two or three bedrooms. some town house units are also planned. boote says rent amounts will be based on a housing analysis conducted by the city of spirit lake. cost of the project has been pegged at $20 million. after the fog dissipated this morning, sunshine took over as high pressure continues to build in across the viewing area. fog will be a factor tonight, once again, as skies clear and the snow pack remains on the ground. this will yield patchy dense fog across the region with some visibilities falling below a mile. a hearing has been set in the lawsuit between des moines water works and drainage

counties. attorneys defending sac, calhoun, and buena vista counties filed a motion to dismiss 10 of the 12 counts in the lawsuit. they say under iowa law, drainage districts are immune from suits and therefore those counts should be thrown out. des moines water works is suing 10 drainage districts in the siouxland counties. the water utility says the water it receives from the raccoon river is polluted by nitrates from ag operations upstream and the drainage districts aren't doing enough to fix the problem. the hearing has been set for december 21st. south dakota agriculture secretary lucas lentsch is calling for more animal agriculture in south dakota. lentsch says putting livestock back into cropland farming will diversify farm operations and preserve traditions. the emergence of a global grain trade about 40 years ago made it possible for farmers to quit raising animals and make raising only crops. but ag officials say livestock can still be an important part of crop production today, by doing such things as putting nutrients back in the soil and supporting producers when crop prices are

those iconic salvation army red kettles are in need of bell ringers. ktiv's sam curtiss explains. bell ringers like don baumgardner are a rare breed. "i love to see the smile on peoples face," said donald baumgardner. it's hard to miss him outside this grocery store...five days a week...eight and half hours a day. "they had a deal down there that said sign up to ring the bell so i signed up to ring the bell," few can probably rival his people, i love to ring the bell and make the noise and no one yells at me for making noise," said donald baumgardner. and the salvation army of siouxland struggles to find more people like him. get volunteers," said allison liska. the people you see ringing those bells are volunteers. the salvation army estimates they're around 100 volunteers

"give and love and cheerish other people and show them how much you care for them," said donald baumgardner. "that's what it's about." even adding his own holiday spice. salvation army is in need of roughly 100 volunteers, mainly weekday volunteers. we'll have more information inside this story at ktiv dot com. tomorrow, the salvation army that department. they're expecting about 60 realtors to spend their time friday ringing. they'll be spread out at four locations in sioux city. last year, the iowa association of realtors took part in the raise $30,000. "it's a huge day," said allison day brings in thousands of dollars that goes to local programs in siouxland. without the realtors help, we wouldn't have anybody out at our bells ringing that day." money raised stays locally helping the salvation army provide things like housing. brad's here -- hawkeye fans still excited about their undefeated football team. when you look at the stats, it's amazing how similar iowa and michigan state are. we'll hear from the hawks. and, a pair of close losses ruin dordt and briar cliff's chances of advancing at the naia tournament.
