good evening, and thanks for joining us... i'm matt breen. we hope you've enjoyed nbc's presentation of "the wiz." we're starting our newscast a little early because tonight's performance of "the wiz", was live, and not timed out to the minute like a typical, pre-produced network show. but, it gives us a chance to fill you in on the stories you may have missed, today. a u.s. official says the fbi is treating the mass shooting in california as a potential act of terror, but hasn't reached any conclusion. the official said one of the

individuals who were under fbi scrutiny in connection with a terrorism investigation. but, the official said the contact was with "people who weren't significant players on our radar," and there was no immediate indication of any "surge" in communicatio n ahead of the shooting. 14 people died, and more than 20 others were hurt in wednesday's mass shooting. the economic development branch of the winnebago tribe of nebraska plans to make a multi-million dollar investment in the sioux city metro. today, ho-chunk, incorporated shared news of the projects expected to cost 107- million dollars. the four projects are: flatwater crossing in south sioux city, nebraska. virginia square in sioux city. a project on pearl street in sioux city. and "303 dakota", in dakota dunes, south dakota. in the season of giving, one organization is asking for donations of your time. those iconic salvation army red kettles are in need of bell ringers. organizers of the kettle campaign say the salvation army needs 100 more bell ringers.

weekdays. the campaign is one of the salvation army's biggest fundraisers of the year. and... the annual "festival of trees" has set a new fundraising record. the event, which culminated with tonight's auction, inside the ho-chunk centre, in downtown sioux city, raised over $24,000 to set a new festival record. the money will benefit the siouxland autism support group. back, now, to our top story, tonight... the mass shooting in california. tonight, the f-b-i is trying to determine whether it was terror-related... or a workplace grievance. 14 are dead, 21 others were hurt. we're learning more about the syed farook.

was actually three pipe bombs combined into one that had a remote control, car type of remote control device that appears to have not worked in this case." farook was a 28-year-old u-s citizen, with no criminal record, and an employee of the county health department. he abruptly left a workplace holiday gathering wednesday -- reportedly angry -- and came back with his 27-year-old wife, tashfeen malik and opened fire. the f-b-i and other law enforcement officials are attemping to trace who farrok had been in touch with, where he traveled, and what may have prompted his actions. law enforcement officials say farook had been in touch with more than person on the f-b-i's radar -for terrorism reasons-though not high priority -- via phone and social media. officals also said the communications weren't frequent. that was paul vercammen reporting from san bernardino. hillary clinton has issued a fresh plea for stricter gun control after the california shooting. the democratic presidential candidate says instead of being intimidated by the gun lobby, congress should at least make sure people on the nation's terrorist watch list can't buy weapons. clinton will return to sioux city, on friday, december 4th, to talk about rebuilding america's infrastructure. the former secretary of state will speak at 11:30am, on friday, at the carpenters training center, at 2200 west 19th street. doors for the event open at 10:00am. billionaire businessman donald trump plans to bring his campaign back to siouxland this weekend. the republican presidential hopeful will hold a rally in spencer, iowa on saturday at the clay county regional events center. doors open at 9 a-m. the event begins at 11. still to come... we've had our fair share of snow... and its piling up in other parts

jacob studer founded "billings best hiking sticks". his profits went to a boys and girls program at his school. he moved on to a program that helps students who need extra counseling. his latest cause will provide snacks and field trips for those kids. jacob studer, billings best hiking sticks, "i just did automatic, i don't really know, i just did because i wanted to do a fundraiser." anna studer, jacob's mom, "i am so proud... just so proud and i want to help him and do whatever i can and i want to keep it going. he just was born with a big heart. its not typical for his age group i think he's very kind and caring he goes out of his way to think about others what they might need." jacob's business is growing. he started with sales in his driveway . now, his business is online. facebook c-e-o mark zuckerberg, and his wife priscilla chan, will donate 99-percent of their facebook stock to charity. the revalation came in an open letter to their newborn

dense fog across the region with some visibilities falling below a mile. this morning, ho-chunk, inc., the economic development branch of the winnebago tribe of nebraska, shared the news of four projects expected to cost 107- million dollars. ho-chunk capital, a subsidiary of ho-chunk, incorporated, is

the four projects are: flatwater crossing in south sioux city, nebraska. virginia square in sioux city. a project on pearl street in sioux city. and "303 dakota", in dakota dunes, south dakota. the lion's share of the development money will go toward "flatwater crossing." it's a project that is so big, it will be done in several phases. ktiv's tiffany lane spoke with south sioux city officials on how it will affect their economy moving forward.

thousand foot village center. the center will include businesses and townhomes. and they will be on a mile long stretch along the missouri river. "nebraska means flatwater in the oto language, the oto indian language," said lance morgan, ceo of ho-chunk, inc. "and so we've always kind of liked the name. we added the crossing to it because the areas's definied by the railroad bridge and then the highway 20 bridge going over between iowa and nebraska." the project will be done in two phases. the first phase is set to be completed by late 2016. it will include riverfront estates along the river and the village center. the second phase is expected to be completed in spring 2017 and will include a thoroughfare as well as commercial buildings and townhomes. "i think it's definitely going to help increase the population because obviously you're bringing in more houses and nicer homes and it's just going to be something we have an opportunity to really be proud of," said kelly flynn. economic development director for south sioux city, nebraska. a growth that city leaders expect not only in south sioux, but throughout siouxland. in south sioux city, nebraska, tiffany lane, ktiv news 4.>>

says that while the project is said to be developed over 10 years, there may be more additions that will cause it to take longer. he says the project may end up costing more than 75 million dollars as well. the next largest development, virginia square, will cost 24-million dollars. it will consist of three buildings. the project is in the old warehouse district, and is a group of historic buildings offering high end contemporary condominiums, apartments and mixed use space for office or retail. it's also within walking distance of historic fourth street. "when you come off the interstate and you come to downtown sioux city, you take those dilapidated buildings and you put them into kind of a light, new modern finish, it's going to have a totally different feel when you come into downtown sioux city," said dennis johnson, ceo of ho-chunk capital, a subsidiary of ho- chunk, inc. one of the buildings will have 20 apartment units, with available retail space below. that's set to open in april 2016. the second building will be five stories high, and will have 28 apartments and high end condominiums on its main floors. the planned completion date is a

in the works. it's set to be built in 2017. 303 dakota is a master planned community in dakota dunes, south dakota that will cost seven point five million dollars. the third most expensive project in ho-chunk's developments, is along the missouri river. it will be a three-story apartment complex with 47 units. those units will have an indoor pool, fitness area and other amenities. they are hoping to have it completed by june 2016. the least expensive project being developed at one-point-two million dollars is called pearl street. it is also in sioux city. 607 and 615 pearl street are historic buildings downtown. the project will include at least four residential units. there will also be five- thousand square feet for retail. ho-chunk says those will be ready to open in february 2016. another announcement included ho-chunk's new partnership with a real estate franchise. keller williams siouxland is based inside the ho-chunk centre in downtown sioux city. the company launched three months ago. representatives say it serves as a training and consulting

"as i was given the opportunity to come here and investigate the economic development and the growth happening in the community was a real attracter," said kacy bell, operating principle at keller williams siouxland. among a variety of events was the miracle on lake avenue parade. storm lake united puts on the parade. hundreds of kids lined the streets waiting to see...kris kringle himself. his float was a hit with the kids and many said it was a great event to spend time with their families. "seeing santa and the other trucks," said aubree maldonado. "what was it like getting to spend time with your family out here at the parade?" asked a reporter. "i really liked it because i love them," said abby wunschel. tonights parade also marks the opening of santa's castle.

wrapped up this year's festivities in downtown sioux city, tonight. the 23rd annual festival of trees concluded this evening with a live auction in the atrium of the ho-chunk centre. before the auction got underway, siouxlanders got one last chance to see the christmas trees, and wreaths, decorated and donated by local businesses and groups. "i think some of them get the ideas from some really interesting places," said dr. tom molstad. "we've got trees that are dresses this year. we've got a blue tree that was done by ho-chunk inc. i mean, all of these trees are just beautiful." one bidder had his eyes on a very special tree donated by the winnavegas casino. "we have some family that are big star wars people, that's part of it, tree and of course it's a great cause." said auction bidder, phil karpuk. this year, the event raised over 24 thousand dollars, which set a new festival record. that money will benefit the siouxland autism support group. in the season of giving, one organization is asking for

those iconic salvation army red kettles are in need of bell ringers. ktiv's sam curtiss explains. bell ringers like don baumgardner are a rare breed. "i love to see the smile on peoples face," said donald baumgardner. it's hard to miss him outside this grocery store...five days a week...eight and half hours a day. "they had a deal down there that said sign up to ring the bell so i signed up to ring the bell," said donald baumgardner. few can probably rival his enthusiasm. "i love to talk to people, i love to ring the bell and make the noise and no one yells at me for making noise," said donald baumgardner. and the salvation army of siouxland struggles to find more people like him. "during the week we struggle to get volunteers," said allison liska. the people you see ringing those bells are volunteers. the salvation army estimates

around 100 volunteers short. ringing at 15 different locations. but more like 14 because don has a strong lock on his spot except for tuesdays. "we gotta do what we can while we're on the earth and then be proud cause we're going to get to go to the beautiful heaven," said donald baumgardner. a freak accident years ago, led to him having his right leg amputated in august. that nor the snow kept him from what he signed up to do. "give and love and cheerish other people and show them how much you care for them," said donald baumgardner. "that's what it's about." even adding his own holiday spice. "i've got 325 different ones i'm going to give out on christmas eve for free," said donald baumgardner. "i want to," said donald baumgardner. roughly 100 volunteers, mainly weekday volunteers. we'll have more information inside this story at ktiv dot com. tomorrow, the salvation army will get some help in that department. they're expecting about 60 realtors to spend their time friday ringing. they'll be spread out at four locations in sioux city. last year, the iowa association of realtors took part in the statewide effort. they helped raise $30,000. money raised stays locally helping the salvation army provide things like housing. still to come.... what experts say is helping some women with advanced breast cancer survive longer. that story on tonight's healthbeat 4. you know families today are so stretched... ...they're working two jobs; they're working extra hours, but paychecks have barely budged. raising family incomes is the defining economic challenge of our time... i have a plan that will put raising incomes right at the center of our economy again. we've got to get back to making it possible... ...for anybody in america

women with advanced breast cancer are surviving longer with initial surgery. researchers from the university of iowa evaluated a large group of women who had been diagnosed with stage four breast cancer between 1988 and 2011. during this time, the rate of survival among the study population increased from 20 months to 26 months. initial surgery of the primary tumor is believed to be associated with the rate of improvement. other factors related to prolonged survival were tumor size, hormone therapy, marital status, and year of diagnosis. too many americans aren't doing enough to treat bad cholesterol ---- even though most are eligible for treatment. researchers from the centers for disease control and prevention found that more than half of americans who are eligible to take cholesterol- lowering drugs, are not doing so. people with high ldl cholesterol

who are at risk for heart disease are among those eligible to take these medications. doctors also recommend getting enough exercise, eating a healthy diet, and losing weight to control high cholesterol. americans with diabetes are at an increased risk for tooth loss. after studying 40 years of data, researchers found diabetics had higher rates of tooth loss than people without the condition. african americans with diabetes were at greater risk for losing teeth as they aged ... than their caucasian or mexican american peers. experts believe a lack in dental services and knowledge could explain these differences. brad's in -- the high school basketball season is just getting started. south sioux city was hosting wayne in the opener for both teams. we'll also have action from north high. and, dordt and briar cliff try to finish their seasons with a win at the naia national
