leaders say. "a lot of people often question why the city enters into these agreements for consultant studies and in large part because we don't have the expertise in house to perform the studies," said bob padmore, sioux city city manager. some consultants are local. others come all across the country. su "the consultant being used for the tyson events center study is from out-of-state. and tyson representatives say this gives them a look at similar facilities not only around the region, but around the country as well." "sioio city is not a huge market, but we caa still get ideas from markets that are bigger than sioux city," said erika newton, said sioux city events & facilities executive director. "just because we're not one of the major markets in the country, doesn't mean we can't use ideas from some of those bigger arenas here." the tyson events center was awarded 68-thousand dollars for a study to look at physical improvements, as well as, a review of concessions and programming. the cone park project had the most expensive study for fiscal year 2016 at more than 102- thousand dollars. parks and recreation director matt salvatore says that is because the study also included a preliminary design. "we would have basically put together a rough idea of what we thought this project would-how it would have been done and we would haveveired somebody to design and it wouldn't have given us the

recreation director. salvatore says without the study and design, they would have been going in blind into the project. city leaders say another reason studies are beneficial are because they allow parties, that aren't affiliated with city, to make a neutral observation. in sioux city, tiffany lane, ktiv news 4.>> other sioux city studies approved for fiscal year 2016 include: community assessment, a bridgeport traffifistudy, campground site analysis, a trail study, the leeds/floyd corridor study and the neighborhood housing study. and with plans for cone park underway the city is looking for more grants to fund the multi-million dollar project. the parks and recreation director says there is already two-point-eight million dollars in private funding for the park. there is also 850-thousand dollars from the city and county. yesterday the parks and recreation director was in des moines to secure final funding for cone park. now and they're very impressed with our project." salvatore says the committee would like to see more private financial contribution toward the project. about 100 members of the oromo community of siouxland marched for an hour and a half to the e federal building in sioux city this afternoon. the purpose was to protest government taking of farmland in their home country of ethiopia. the marchers said the government has been taking land over the compensation. he says that led students from elementary school through protest. t they say the govererent has shot and killed many of them. "we born there," "there's no place to go for those people. that's why these kids they come out are protesting. we are sharing their pain." the marchers say they will continue to protest until their voices are heard. they are hoping lawmakers will take their message to d-c for action. a storm lake, iowa, man faces two counts of theft after investigators accuse him of stealing more than $35,000 in cash from two people. those two victims told police

25-year-old simon tasfey, stole the money from them on sunday morning. police say he fled the state, with the cash, on sunday. monday morning, sioux falls police took him in. but, the money is missing. tasfey will be returned to storm lake. he's charged with two counts of 1st-degree theft. a northeast nebraska man has been found guilty of vehicular homicide for his role in a deadly crash last year. a dakota county jury convicted 41-year-old russell roberts of homer, nebraska. he was also convicted of two counts of driving under the influence resulting in bodily injury. roberts was charged for his role in the death of 28- year-old tiffany schmittttn january of 2014. according to court documents, roberts was driving a pickup around 2:15 a.m. when it went off the road and rolled. schmitt, who was not wearing a seat belt, was thrown from the vehicle and pronounced dead at the scene. two other passengers were injured. the e ty of sioux city is holding a public meeting at this hour to detail plans to make it easier to navigate rail traffic

the proposed 18th street viaduct project will begin at floyd boulevard and span the railroad it will end east of the intersection of 18th street and steuben street. once the viaduct is completed, and open for traffic, the existing crossing will be permanently closed. the 11th street crossing will also be evaluated for closure. in 1969, three brothers from niobrara, nebraska, served in the navy war. gary, greg, and kelly sage died alongside 71 fellow sailors when their ship, the u.s.s. franknk. evans, sank off the coast of vietnam. their names aren't on the vietnam war memorial wall in washington d.c. despite the soldiers' sacrifice. so, their hometown has put up a memorial in their honor. jim scott, commander of the niobrara american legion said, "it's because we have been trying to get these names on for a lot of years now, on the vietnam wall, and we are running into problems all of the time. so, we thought we would startrt our ownnand have our own little wall here. at least we won't forget the onesn there. we are still working to get them on the vietnam wall." scott and the niobrara american

honoring the sages by expanding the town's current memorial to include two more plaques with the 74 names of the men that died. the unveiling will be on memorial day and the ceremony will include survivors of the shipwreck paying tribute to their fallen comrades. an internationall y acclaimed singer is performing in sioux city this weekend. bass-baritone simon estes will perform with the mount zion baptist choir as part of the christmas spectacular at theherpheum on saturday. estes has performed with opera companies all over the world. he is a centerville, iowa, native and says he always relishes the chance to come back and perform in his home state. after giving birth, that bonding time between mom and baby is important, and having skin to skin contact with each other helps to strengthen that bond. doctors and nurses at cherokok regional medical center just recently started a new procedure for babies born by c-section. it's called skin to skin. they've done it for years for vaginal births, but just last month they started doing it for c- section babies. nurses put the baby straight on their mother's chest for as long as possible right after the baby is born. skin to skin helps regulate the baby's temperature, breating and blood sugar. there are also benefits for mom. "a big one is reduce post partum depression. the ability to hold and snuggle, warm, smell, kiss, and nurse the baby right after birth stimulates important significant decreases post partum depression numbers," says dr. chris vandelune, d.o., cherokee regional medical

cherokee hospital isn't the only one in siouxland to start doing skin to skin after a c-section. unityhealth point- st. luke's began the procedure back in october. ktiv's sarah te slaa has more on the skin to skin procedure tonight on news 4 at 10. you'll hear from the first mother at t e hospital to go through it who says it made all the difference in her delivery. the sioux city police department and woodbury county sheriff's office paid a special visit to the june e. nylen cancer center this morning. they donated money their departments raised for men's health from movember and no shave november. the police department gave two-thousand 320 dollars. and the sheriff's office along with the treasurer's office and auditor-recoder's office gave 25-hundred dollars. "personally guys like it because they can not shave for a month," said dave drew, woodbury county sheriff. "and it goes to a great cause. so it's been a fun time to do it over the last few years." "at the police department, almost i would say probably atleast 60 percent 70 percent participated. some of the guys really can't grow very good beards the money will be used to help patients and

college head football coach, kyle achterhoff abruptly resigned on wednesday. the red raiders were 56 and 19 over that time -- with three naia playoff appearances. northwestern did not take long to find a replacement, naming the new coach today. northwestern athletic director, earl woudstra, introduced matt mccarty asashe school's next head coach, this morning in orange city. mccarty served as the team's defensive coordinator for the past 11 seasons. he's also served as assistant head coach since 2012 and was a defensive back for the red raiders from 2- thousand to 2-thousand-3. asked how he plans to improve the program, mccarty says it's all about the process. "we're going to focus on the details," said mccarty. "we're going to try to be great every single day. i'm a process oriented person and for us to be successful on saturdays, it starts now. we're going to be aggressive, we're going to play physical, and we're going to execute really well. i think all of those things l ld to success on the field."

of the naia's best under mccarty -- ranking in the top 15 in scoring in all but one of his 11 seasons as coordinator. the 35-year old mccarty is just the fifth head coach at northwestern since it became a four-year school in 1960. in just a few minutes, iowa and iowa state will square off in their annual cy-hawk serieseshowdown. the cyclones havavwon seven of the last ten meetings. last year in iowa ci, isu built a 25-point lead early in the second half -- on their way to a 90 to 75 win. iowa state is undefeated this season at 7 and 0 -- and are ranked fourth in the associated press poll. iowa is 7 and 2 -- but hasn't won at hilton coliseum in 12 years -- that's six straight losses in ames. but in a rivalry game, both happen.
