"there was no time for thinking," said todd peterson. "you just need to react." as todd peterson stared down a woman hanging upside down from a second floor window. aggressively trying to escape the flames of an apartment fire tuesday. "it happened very quickly," said todd peterson. "very quickly." peterson, a deputy with the woodbury county sheriff's office, was first on site at the prairie apartments in sloan, iowa. "and upon arrival i did note that the second floor of the apartment building was completely engulfed," said peterson. next, peterson saw one woman who had already jumped from the top floor. as another woman positioned herself to do the same. "a lot of things went through my head at that point and time," said todd peterson. "the first thing i was thinking was i just didn't want her to fall and land on her neck."
