covered roads, as we face snow totals in the 2-4 inch range by the time it exits later this evening. winds will also pick up from the north and northwest today/tonight which will create very cold conditions with wind chills beginning to approach zero. see graphics. wx timer @ :40 >> federal investigators have made a connection between a shooting on the santee sioux indian reservation and a manhunt suspect from niobrara. the shooting happened wednesday on the santee sioux indian reservation after a standoff with federal authorities. yesterday, fbi investigators confirmed to our news partner, news channel nebraska, 25-year-old david hoffman was the man involved in that standoff. he was pronounced dead at a hospital in yankton, south dakota last night. the standoff happened here on this embankment, near the missouri river, on the reservation. fbi investigators allowed access to the scene, yesterday. the search for hoffman started on tuesday after

to arrest hoffman who was wanted on burglary and theft charges. authorities say hoffman assaulted the officer, then took his gun. a massive manhunt was launched in niobrara. schools and businesses were locked down as a precaution. texas state trooper brian encinia turned himself in to texas rangers thursday afternoon. a grand jury indicted encinia on wednesday charging him with perjury. they say he lied about what led to his confrontation with sandra bland following a traffic stop last year. encinia was later released on a 25-hundred dollar bond. if convicted, he faces up to one year in prison and a 4-thousand dollar fine. a philadelphia police officer is lucky to be alive after he was shot multiple times in a shootout with a suspect late thursday. police say the shooting happened just before midnight. 33-year-old officer jesse hartnett was driving through a west philadelphia intersection when the suspect opened fire. hartnett was shot 3 times in his left arm and suffered

but is expected to survive. the suspect fired at least 13 times, emptying the 9 millimeter handgun he was shooting. officer hartnett was able to return fire and hit the suspect who then ran away. the suspect, a 30 year old man, was shot at least 3 times and was apprehended a short distance away. hartnett was taken into surgery early friday and is expected to make a full recovery. there is still no word on the condition of the suspect or a motive for the shooting. sheriff's departments from thurston and woodbury counties are searching for an 82-year old man who may be in danger. illinois officials say marvin davis has been missing since janurary 4th. he left his home in a maroon or burgandy ford ranger with illinois plates. davis called a relative on the 5th saying he was traveling to washington to be with a former companion. he has not been seen since. for more information go to our website ktiv.com. the netflix series "making a murderer" has taken the country by storm, much to the

attorney. the series focuses on the steven avery murder trial, and heavily suggests investigators framed avery, and his nephew. then-prosecutor ken kratz is the center of the series as the antagonist. joshua schuder-- from our sister station kbjr, in duluth, minnesota-- tells us why kratz now fears for his life.

sexting scandal where he soon after opened a law firm in superior. now with hundreds of thousands of people under the impression that avery is innocent after watching the series, kratz has garnered a lot of unwanted attention. "some really vile suggestions having been made by over 2,000 messages beyond any constructive dialogue that could have come from this," said comments that kratz says specifically threaten his safety, the safety of his law firm and even his family. "hopefully that is just idle rantings of individuals that are so affected by this documentary," unconscionable to call the series a documentary, show evidence that lead to avery's guilty verdict. kratz says the filmmakers behind series did not give him an opportunity to participate. when asked if he was going to take legal action against netflix or the filmmakers, kratz would not comment directly but said the option is "absolutely" on the table. south korea today resumed high-decibel propaganda blasts across its border with north korea. the move was in retaliation for north korea's recent underground nuclear test. the broadcasts blared from walls of loudspeakers at 11 locations along the border. meanwhile, the united states as usual" with its ally, north korea. the community of beemer, nebraska plans to pay tribute to a fallen airman and new york city police detective.

suicide attack with five others in afghanistan back on december 21st. lemm was 45-years-old and leaves behind a wife and two children. he graduated from high school in beemer. a special program will take place on saturday, january 16th from 1 until 5 p.m. at the school gym. some bird and nature lovers were in for a prehistoric lesson last evening. dinosaurs were the topic at the loess hills audubon society meeting tonight. the group meet once a month to talk about birds, nature and anything that involves the outdoors. the guest speaker for last night's event has a passion for dinosaurs and paleontology. he helped connect the dots on how birds and dinosaurs are related. he also talked about recently discovered raptor fossils. "they looked at it's arm and found these feather quails where these big feathers would attach on its arm and i think that's really going to catch people by surprise," said brian fernando. "one of their raptor dinosaurs suddenly a big six foot turkey."

>> sioux city police will have to use new avenues to find addresses for south dakota drivers caught by speed cameras. on wednesday, south dakota governor dennis daugaard's office sent down a block on their database. ktiv's michelle schoening found out what this action means for sioux city police.

camera. but, a policy advisor to governor dennis daugaard says this doesn't absolve south dakotans from paying fines in iowa. "this is an attempt from the administration to properly carry out the legistlator's intent when they passed this law. if a citizen of south dakota gets one of these tickets, they need to speak with their attorney to determine what their liability is as it relates to that ticket in the processes," said matt konenkamp, policy advisor to s.d.'s governor. the move protects south dakotans from private contractors, who oversee the cameras, from getting their personal information. although sioux city police can no longer access the information through the database, an assistant city attorney says the violations will continue to be sent as normal. "we're confident in the other methods that we have to research address and actually send out citiations that we don't feel there will be any glich going forward and tickets will go out like they did to anyone caught violating in sioux city," said justin vondrak, assistant city attorney. konenkamp says sioux city police will have 24-7 access to the south dakota disptach to get any neccasary information regarding criminal cases.

four. >> one south dakota lawmaker says he fully supports the governor's actions to block the database. the block pertains to civil fines from red light and speed cameras in iowa. representative jim bolin recently spoke with a concerned constituent about a ticket he received from a traffic camera from sioux city. he says having the cameras on the interstate isn't right. "that was a road that was paid for by primarly federal tax money from all over the country and i don't think it's right to have that on an interstate," said rep. jim bolin, (r) canton. bolin says the cameras may be of service to sioux city, but that the interstate isn't the right place for them. "if sioux city wants to put the cameras on their own streets, that's fine, but when you put it on the interstate, i think that's wrong," said rep. jim bolin, (r) canton.

"i think there still is an opportunity for trying to figure out a middle ground on this," said paul. "if you are criminally insane, meaning that you have a mental illness and you've committed a crime, then you would be part of a database and you shouldn't have weapons." it was also rand paul's 53rd birthday, yesterday. when asked how he hoped to celebrate, the kentucky senator joked about hitting the sioux city slopes. "we talked about skiing," said paul. "we passed a few bluffs on the way in town that looked kind of steep like they might have been cut for the highway, so we haven't quite figured that out yet, but we're thinking ice skating, hockey, something like that." senator paul will be traveling throughout the hawkeye state to meet with potential voters, with several

ted cruz has signed on a northwest iowa-native as his national campaign co- chair. bob vander plaats, who's the president and ceo of the conservative "family leader" organization will help lead cruz' campaign. four weeks ago, vander plaats endorsed cruz for the republican presidential nomination. in yesterday's announcement , cruz called vander plaats "an inspiring leader in the conservative movement." in an effort to avoid mistakes made reporting caucus results in 2012, microsoft has launched new technology to track the results in 2016. the technology company has partnered with the iowa democratic and republican parties. in the past, precincts used an automated telephone service, or sent in results by mail. now, precincts will be able to enter, and keep track of data, through the app. from there, each parties staff will be able to monitor incoming results. if there's a problem, the parties will ask the precinct for additional verification. once the results are calculated, the app will send the results to public, and the press, on a smartphone or tablet.

yesterday a different type of caucus picked a winning candidate there. at the wells fargo arena in des moines bulls from "the world's toughest rodeo" made their predictions... in a not-so- sanitary way. they were guided by the call of nature... to pictures of the candidates... and asked to choose. the bulls were too "shy" to pick but, on the republican side donald trump was the "lucky" winner. president obama attended a town hall meeting last night to discuss gun rights. the town hall, held at george mason university, was broadcast on c-n-n just days after the president unveiled executive actions to help combat gun violence. mister obama admitted the moves won't stop all attacks but said the goal is to make progress... he talked about smartgun technology... and even got firm with moderator anderson cooper to emphasize that he is not, quote, "coming for your guns." "what i've said consistently throughout my presidency is i respect the second amendment. i respect the right to bear arms," said president obama, "i respect

physically subdue students only in emergency situations. south dakota is only one of five states that lack regulation on restraints and seclusion of its students. a lawmaker and former educator says a need for such force is only on rare occasions. encinia turned himself in to texas rangers yesterday afternoon. a grand jury indicted encinia on wednesday charging him with perjury. they say he lied about what led to his confrontation with sandra bland following a traffic stop last year. encinia was later released on a 25-hundred dollar bond. if convicted, he faces up to one year in prison and a 4-thousand dollar fine. a philadelphia police officer is lucky to be alive after he was shot multiple times in a shootout with a suspect late thursday. police say the shooting happened just before midnight. 33-year-old officer jesse hartnett was driving through a west philadelphia intersection when the suspect opened fire. hartnett was shot 3 times in his left arm and suffered a broken arm and nerve damage, but is expected to survive. the suspect fired at least 13 times, emptying the 9 millimeter handgun he was shooting. officer hartnett was able to return fire and hit the suspect who then ran away. the suspect, a 30 year old man,

short distance away. hartnett was taken into surgery early friday and is expected to make a full recovery. there is still no word on the condition of the suspect or a motive for the shooting. the netflix series "making a murderer" has taken the country by storm, much to the chagrin of a wisconsin attorney. the series focuses on the steven avery murder trial, and heavily suggests investigators framed avery, and his nephew. then-prosecutor ken kratz is the center of the series as the antagonist. joshua schuder tells us why kratz now fears for his life.

murder of teresa halbach. the case spanned from 2005 to 2007 and finally resulted in guilty verdict against avery and a sentence of life in prison. kratz resigned from the da position in 2010 following a sexting scandal where he soon after opened a law firm in superior. now with hundreds of thousands of people under the impression that avery is innocent after watching the series, kratz has garnered a lot of unwanted attention. "some really vile suggestions having been made by over 2,000 messages that i've received goes well beyond any constructive dialogue that could have come from this," said kratz. comments that kratz says specifically threaten his safety, the safety of his law firm and even his family. "hopefully that is just idle rantings of individuals that are so affected by this documentary," unconscionable to call the series a documentary, show evidence that lead to "it's not a documentary at all, kratz. the filmmakers say they represented the facts accurately using exactly what kratz said in news conferences and in court.

korea. the community of beemer, nebraska plans to pay tribute to a fallen airman and new york city police detective. joseph lemm was killed in a suicide attack with five others in afghanistan back on december 21st. lemm was 45-years-old and leaves behind a wife and two children. he graduated from high school in beemer. a special program will take place on saturday, january 16th from 1 until 5 p.m. at the school gym. some bird and nature lovers got a prehistoric lesson last night. dinosaurs were the topic at the loess hills audubon society meeting. the group meet once a month to talk about birds, nature and anything that involves the outdoors. the guest speaker for last night's event has a passion for dinosaurs and paleontology. he helped connect the dots on how birds and dinosaurs are related. he also talked about recently discovered raptor fossils. "they looked at it's arm and found these feather quails where these big feathers would attach on its arm and i think that's really

sioux city police will have to use new avenues to find addresses for south dakota drivers caught by speed cameras. on wednesday, south dakota governor dennis daugaard's office sent down a block on their database. ktiv's michelle schoening found out what this action means for sioux city police.

the move protects south dakotans from private contractors, who oversee the cameras, from getting their personal information. although sioux city police can no longer access the information through the database, an assistant city attorney says the violations will continue to be sent as normal.
