were supposed to adjourn in april. they went more than two months over before finally settling on a budget that was signed june 30th. that's one day before the start of the 2016-17 fiscal year. this year lawmakers are vowing to tackle the budget sooner, and make a key component-- education-- one of the first things they tackle.

settle on school funding in the first 30 days of the session. "we need to get the numbers to the schools districts in time so they can plan and certify their budgets in the middle of april," said rep. ron jorgensen, (r) sioux city. "so, i know its a priority of mine to get that done as soon as we possibly can." "lawmakers will also contend with governor terry branstad's plan to extend the state's penny sales tax to generate billions of dollars for education and water quality," said matt breen. "but, some members of the governor's own party don't support the plan." like senator david johnson, of ocheyedan. "number one, those taxes were approved at a local level first before it went statewide," said sen. david johnson, (r) ocheyedan. "so, in one respect we are taking away a local vote if we were to move that money." second, johnson says it won't be enough. the republican has written a bill which would add a 3/8 of a cent sales tax to generate money for a dedicated natural resources fund. "i don't know how better we can do it," johnson said. fellow senate republican randy feenstra, of hull, says water quality is important, but he

isn't the answer. "i don't think raising taxes is a good idea at this point," sen. randy feenstra, (r) hull said. few lawmakers would disagree. it's a election year for every member of the house, and a third of the members of the senate. >> back to education for a moment... and the problem there are three competeing plans. last spring the house passed a plan for 2016-17 school funding with a 2-percent increase... the senate has passed their own plan with four-percent increase... and, today, the governor told me he supports a 2-point-45 percent increase to basic state aid for schools. i sat down with governor branstad, today, to talk about education, and his priorities that he'll highlight during tomorrow's "condition of the state" speech. look for that story, tonight, on "news 4 at

national politics was also at the forefront in northwest iowa today as presidential hopefuls try to win over voters before the nation's first caucus. dr. ben carson stopped at a townhall in denison for his "we the people" town hall. cronk's cafe was full of community members of all ages as the republican spoke about his vision for the country. he began with his ideas on the economy. one of the main things he said would benefit would be cutting down the federal government...t hrough a "hiring freeze." that would mean not hiring for a while after employees retire. he also talked about his goals for foreign policy and fighting terrorism. iran nuclear deal and take away the land isis operates on in the middle east. "we have american politicians who aren't honest with the american public about the nature of the threat we confront and tell the truth because we want to be politically correct, we don't want to offend anybody. well we've gotten to the point where we're more concerned about offending people then telling them the truth about a real threat that is now attacking us," said former pennsylvania senator and presidential candidate, rick santorum. pizza ranch's founder says santorum reiterated how everyone has a voice. "i didn't realize he's an expert on isis and that actually was it was good to hear that we got people out there who know and realize there are problems and issues," said pizza ranch founder and president, adrie groeneweg. santorum will continue his campaign run this evening and head to cedar rapids, iowa tomorrow. and, former president bill clinton will be in sioux city on friday to support his wife's campaign. an event will take place at morningside college on friday at noon at the olson student center. doors open at 11:15 a.m.

ferris. he and his employees made it out safely, but they watched the fire grow. 1:45 "it was pretty painful sitting in my car watching the flames go up," says ferris. the fire started in a storage shed that was added on to the building. 1:08 "something in there caught all the paper goods and off it went," says ferris. even though smoke filled the entire restaurant, the fire didn't spread. fire officials say despite the sub-zero temperatures and difficult conditions, crews got the fire out quickly. "we got water on the fire quickly. we were not hampered by any frozen hydrants or anything like that luckily. everything worked smoothly this morning," says mark aesoph, the sioux city fire marshal. dave says it's hard to see his business of 37 years take a hit like this. 2:10 "it's tough but we are all safe everybody is good and healthy and the rest can be fixed," says ferris. no word yet on how long the restaurant will be closed, but dave says they are working to find another kitchen and another location that they can continue their catering

up his big check today. joel dominguez bought his ticket at the gordon plaza hy-vee in sioux city. the first five numbers on the ticket matched, but missed the powerball number. joel who is 23-year-old, says he always believed he would win a big lottery prize. after taxes, he gets $700,000. he bought a few tickets for the drawing and his wife and family thought he was joking that he won. "they couldn't believe it, my wife couldn't believe it. she made me send her a picture of the ticket. it's a feeling that i never had before that i probably never have before unless i win that one point three four billion dollars you know?" joel

dominguez said he plans to use his lottery winnings to help his family, pay bills and he and his wife both plan to complete their college degrees. the next drawing takes place on wednesday night with a jackpot of a record-breaking $1.4 billion dollar prize. and, joel says he plans to buy more tickets for the drawing. cone park gained some new leadership today. the park includes a four-season lodge with winter and summer elements. plans have been approved and now leadership is being finalized. joe krage has been appointed to the cone park design and construction advisory committee for a three year term. he's replacing ragen cote. fran palmer-sheim has also been appointed to the committee for a three year term. nebraska could require high school students to pass the federal government's civics exam for united states citizenship if a bill in the legislature becomes law. a senator from omaha introduced the plan today.

answer at least 70 percent of the test's questions correctly before they graduate. if passed, the bill would go into effect during the 2017 school year. south dakota has a simular law. smithfield foods says a computer issue has forced a suspension of production at several of its plants. and, that includes it's farmland foods plant in denison, iowa. according to a recorded message, the second shift wasn't working today. a issue at their date center was impacting production. mark freund, in for brad pautsch tonight - iowa state hits the road this week. iowa state has won 30 of its last 32 games at hilton coliseum. both of their home losses in that stretch have come to baylor. the bears came into hilton and beat i-s-u, 94-89 on saturday. the cyclones have now last two of their last three games. i-s-u hits the road for its next two games. first up - is 9-and-6 texas tomorrow night, down in austin. the longhorns have lost three of their last four. the cyclones have led for at least 29 minutes in each of their last two losses. i-s-u just needs to re- learn

followed by oklahoma. the iowa women got off to a promising start in conference play, winning their first two big ten games. but the hawkeyes are now looking to rebound from back-to-back losses. iowa saw its 25-game home winning streak ended at the hands of number-8 maryland on sunday. the 20-point loss to the terrapins was the hawkeyes' first double-digit loss of the season. the big ten has 6 teams either ranked or receiving votes in the a-p poll. that includes iowa - but the hawks know the conference season is a grind. "the maryland loss, it wasn't that we lost," said head coach lisa bluder. "they're a final four team. they're a great team. it's kind of the manner that we lost. low assists, high turnovers, not shooting the ball well. you may not win every game, but you can fight in every game, and i don't know if we fought to our best ability." iowa is at wisconsin on wednesday at 7 o-clock. the badgers are also 2- and-2 in conference. in the new iowa boys basketball poll -- sioux city east is receiving votes in class 4a - the black raiders are 8-and-2. valley is number 1.
