i'm going to prove him sioux city school superintendent dr. paul gausman plans to say more today about the student who brought an unloaded hangun to north middle school on monday. gausman plans to speak with members of the local media about the incident this afternoon. dr. gausman says school officials were tipped off before the school day started that a student may bring a gun. school official were waiting when the student arrived. they searched the student and located the weapon. police then took the student into custody. investigators say improperly disposed smoking material is to blame for the fire that damaged sneaky's restaurant in sioux city monday morning. the fire was discovered in an attached storage unit outside the restaurant on gordon drive. flames were contained to the

the main dining area, causing damage. officials now estimate the restaurant will be closed for several weeks for cleaning and repairs. while it's expected to be several weeks before the restaurant reopens, owner dave ferris stresses that sneaky's catering is unaffected and will continue operations from a different location. governor terry branstad has told iowa lawmakers he wants to invest more money in education and water quality initiatives for the upcoming fiscal year. during his condition of the state speech to the iowa general assembly this morning, branstad proposed a state general fund budget of roughly $7.4 billion for the fiscal year that begins on july 1st. branstad stressed it would be a "tight" budget year and growing medicaid costs put a strain on state finances. so the stage is set for a fight over education funding in the legislature. ktiv's matt breen is in des moines where he spoke with siouxland lawmakers on the topic.

(r) missouri valley. that's the mantra for republicans in des moines. and, it will guide negotiations over a 7- billion dollar budget. but, democrats and republicans differ on the amount of new revenue they'll have. to fulfill past commitments built into the budget process, republicans worry cuts will have to be made. "where?" asked rep. gary worthan, (r) storm lake. "that's the $64,000 question." all agree that cuts can't come in the area of education. "in years past it's where we began the budget process, and craft the rest of the budget around education funding," rep, chris hall, (d) sioux city said. lawmakers, like sioux city's ron jorgensen, who chairs the house education committee, want to settle on school funding in the first 30 days of the session. "we need to get the numbers to the schools districts in time so they can plan and certify their budgets in the middle of april," said rep. ron jorgensen, (r) sioux city. "so, i know its a priority of mine to get that done as soon as we possibly can." "lawmakers will also contend with governor terry branstad's plan to extend

penny sales tax to generate billions of dollars for education and water quality," said matt breen. "but, some members of the governor's own party don't support the plan." like senator david johnson, of ocheyedan. "number one, those taxes were approved at a local level first before it went statewide," said sen. david johnson, (r) ocheyedan. "so, in one respect we are taking away a local vote if we were to move that money." second, johnson says it won't be enough. the republican has written a bill which would add a 3/8 of a cent sales tax to generate money for a dedicated natural resources fund. "i don't know how better we can do it," johnson said. fellow senate republican randy feenstra, of hull, says water quality is important, but he maintains a new tax isn't the answer. "i don't think raising taxes is a good idea at this point," sen. randy feenstra, (r) hull said. few lawmakers would disagree. it's a election year for every member of the house, and a third of the members of the senate. >>

daugaard delivers his state of the state address this afternoon to lawmakers who have returned to pierre for the 2016 legislative session. daugaard is set to offer his plan to increase teacher pay. last month, daugaard proposed a 4-point-8 billion dollar state budget, which includes more than 80-million dollars in new spending. his budget address also included a proposal to expand medicaid, which is expected to be another key area of debate this year. > weather ad-lib a cold front moved through last night and you knew it when it did from the strong wind that took over causing some brief whiteout conditions in and around the iowa great lakes! winds will continue to be brisk this morning with temperatures near 0, allowing windchills to drop into the -20s across northwest iowa. high pressure will move in and help calm us down and clear us out somewhat this afternoon, but temperatures will only make it into the teens. clouds will move back in tonight and possibly a few flurries with nowhere near as cold conditions.

"this is a nation that has always valued merit over privilege. and hard work over entitlement and we have always been a nation that said yes. when other nations said no can't be done." fiorina continued her campaigning in siouxland with a meet-and-greet in holstein this morning. the mother of a fugitive teenager known for

a fatal drunken-driving wreck has been released from jail. tonya couch was released on bond from the tarrant county jail in fort worth, texas this morning after a judge lowered her bond from one-million dollars to 75-thousand. couch is charged with hindering the apprehension of a felon for allegedly helping her 18-year-old son flee to mexico. ethan couch is fighting extradition from mexico. an ohio couple and their two daughters were killed when their house exploded and caught fire last night. neighbors reported hearing the blast around 8:30 last night. it shook the neighborhood in northfield, about 15 miles southeast of cleveland. a family dog is the only survivor. a baby sitter described the girls, ages 8 and 12, as "very outgoing and nice." the cause of the blast is not known. sioux city officials are hoping for some grant money to bring fire stations up to fire code sioux city fire rescue is applying for 230-thousand dollars to pay for fire sprinklers in four stations

space-x pulled off a dramatic, upright rocket landing last month. now, the company is hoping for a repeat performance---on the open ocean. c-e-o elon musk tweeted they're planning to launch this weekend and land on an unmanned ship. the private space flight company made its first attempt at a "droneship" landing last january, but the rocket crashed into the ocean platform. during another attempt in april, the rocket landed vertically on the platform, but tipped over. landing rockets upright is crucial to cutting the cost of space travel, since the rockets can be reused. still to come.... meet a man from oklahoma who has made a living out of building staircases, of all things. in fact, it's music to his ears.
