>> governor ricketts was also in south sioux city today. the governor touted nebraska's low unemployment rate of 2.9 percent, which is the second lowest in the country. two days after delivering his "condition of the state" speech, in des moines, iowa governor terry branstad has hit the road to sell his ideas to iowans. the focus of his speech, on tuesday, was an extension of the penny sales tax to pay for school infrastructure and water quality. branstad wants to extend the tax by 20-years, to 2049. the first 10-million dollars of new revenue, each year, will go to schools. right now, all schools share 458-million dollars. but, by 2049, the total grows to 788-million dollars, annually. over the next 33-years, the tax split will be worth 4- billion dollars to the state's water quality initiatives.

businesses i've talked to, the environmentalists i've talked to all are complemetary that we've come up with an "outside the box", unique idea here," said gov. terry branstad, (r) iowa. "it's one that can be done without raising taxes at a time that i don't think iowans want to see their taxes go up." branstad said the idea to extend the penny sales tax came from a conversation he had with sioux city community schools superintenden t dr. paul gausman. the community development agency, in south sioux city, is looking for commercial developers to propose ideas for nearly 20 to 30 acres of land. the area, which is called the "all american division", is behind the walmart on cornhusker drive. it has 11 available lots. each one is between one- and-a-half and three-and- half acres. the price is about 35- thousand an acre. today, the board met to discuss possible options for the area including a spec building. "a lot of these businesses are one they're looking for land, which

of times we're also looking for a space and looking for it in a short period of time." the cda has been marketing the land for a few years. they have looked at different things including restaurants, sports bars and a bowling alley. for anyone interested in purchasing land they can contact the economic development director at the number on the bottom of the screen. tobacco products may soon be banned in some parts of spirit lake, iowa. steve schwaller from kuoo radio is here to tell ususore. steve. the use of any form of tobacco products, including smoking and electronic cigarettes or "vaping" devices, may soon be off limits at city parks and outdoor recreational facilities in spirit lake. the city's recreational trails would also be affected along with associated restrooms and parking lots and shelter houses. the city council earlier this week held the first reading of a propoped ordinance to that affect.

the german company originally made the quieter, more aesthetically pleasing turbine for clients in japan. but, after creating it, they realized its potential. "experts say this vertical axis wind turbine right behind me would be a game changer, and it would not only benefit the students of iowa lakes, but the whole state of iowa." "the opportunity for us from a learning and potentially future work f fce development and training opportunity is huge," said iowa lakes community college director of sustainable energy resources and technologies, dan lutat. the turbine is in its final installation stages-- with chava trimming and tuning the blades while the school develops its power curve. over the next 6 months they will look at atmospheric data while teaching students about energy production and future marketing possibilities. "this gives us another niche that we can make iowa a leader in because that's really the future. we have to take a look at new ways of supporting communities especially in outlying areas. this influences every person living ii iowa that lives in a rural community," said iowa lakes community college director of sustainable energy resources and technologies, dan lutat. after further testing of the turbine's capabilities, chava hopes to certify it and, some day, begin marketing it.
