(--graphic--) first, they would limit growth in agriculture property taxes to a cap of 3%, statewide. second, they'd limit growth in spending for local governments. that means if the school wanted to spend outside the levy limit, say if an emergency came up, they would likely have to take it to a vote of the people... "that puts school districts in a difficult position because obviously when you're thinking about the safety of your kids it may take time and cost some money in order to take those sorts of things to the vote of the people," said opensky policy institute executive director, renee fry. south sioux city doesn't have a big amount of property base to charge property tax on, so they rely more on state aid to support their schools. "we get the fact that there needs to be property tax relief, but we're also saying don't do that on the backs of our kids so let's figure out a way to do this right-- maintain property tax relief, but also let's take care

city schools superintendent, vernon fisher. so, what would have to happen for the school district if the cuts do go through? "it's not a prprty picture. i mean we're going g survive, but it's just not theheet-up we would like to have. it's not the budget we would like to work with," said chairman of south sioux city chamber legislative committee, jim miller. opensky suggests the community should work to stop the current bills from passing. they say it's important to communicate with the legislature and share how it will impact their local government. >> south sioux city schools' superintendent says they're looking into the bills more and they will keep the community involved by conducting a phone survey to form a solution. opensky's initial analysis found dakota county schools would lose about half a million dollars under the bill proposals. both bills were introduced this year and the hearings will be held next month. if they do pass, they will take affect in nebraska next year. matt? than tommie. students at a siouxland elementary school are getting a hands-on learning on space exploration. third grade students under the

program broke up into different groups. steam stands for "science, technology, engineering, art and math". students in the engineering group are building different machines used in spapa exploratatn. "we're building like a lego spaceship set thing d we're going to like- we're planning it right now and we're going to, it's going to go through all the third grade classes." along with building the space kits, some of the groups are learning about space through computer programs, creating a mobile of the planets with cutouts and weighing objects to determine their mass. the countdown to the iowa caucuses is on. with just one week to go, it's time to make sure you know when, where, and how to caucus. iv's michelle schoening joins us live from morningside college where a caucus workshop will be held tonight. michelle, tell us what will go on at the workshop. matt. caucus 101 is an interactive

seniors as well as grants for teachers. this year the fundraiser involved pvc pipes, ducktape, a leaf blower and ping p pg balls. nnis miller and his s construcucon technology clasasdevised a machine to blow a mass number of ping pong balls at once. the device became a process of trial and error. "we decided to try and make it a little more interesting by trying it with a leafblower. we put some in a hose shot it out and it worked pretty good. well then we tried a few more and we had issues where it would jammed up. so we kept devising different methods to feed the balls into the machine to get them to shoot up," said dennis miller, mvao teacher. and the inspiration for the final method may n n be what you would imagine. a radiator. collective eyes of the college basketball world will be squared on hilton coliseum. iowa state, set to host a top-5 team for the second straight week. last week, the cyclones toppled number-1 oklahoma - i-s-u hoping to do the same to kansas tonight. the jayhawks are i ithe top 3 in the conference in nearly every offensive statistical category. but iowa state seems to have figured out on defense. since allowing 94 points in back-to-back losses against baylor and texas, the cyclones have allowed 77 points or fewer in 3 straight wins. a win over k-u, and iowa state's rocky big 12 start will be a distant memory. "all of us have our own goals and aspirations, but we know we need each other," said senior forward georges niang.
