amazing actor in movies like that one, "the godfather," and on "barney miller," who could forget that face. >> and many times he came to studio 1-a. so beloved. you don't just kiss everyone on the head. we'll look back with fondness and affection just ahead. let's get to the top story this morning. one member of the anti-government protesters in oregon shot dead. eight others arrested as the fbi and local police moved to end that week's-long siege at a federal wildlife refuge. >> good morning. 25 days into this occupation, authorities decided it was time to make some arrests, but things turned violent. the confrontation turned out on a highway 50 miles away as some members of the anti-government group was driving to a community meeting. >> reporter: a long a rural highway, the fbi and oregon state police stopped the occupiers' vehicles to arrest

authorities say shots were fired, though they would not elaborate on who fired. one protester was killed, identified as lavoy finicum, an arizona rancher who became a spokesman for the occupation. >> honestly, there are things more important than your life. freedom is one of them. >> reporter: nbc news spoke by phone with finicum's daughter. >> i want to know why, because i know my dad. he would never put someone's life in jeopardy. he would only defend his life. >> reporter: another militant was injured, treated at the hospital and turned over to the fbi. in all eight anti-government occupiers are behind bars, clugt group's leader, ammon bundy and his brother. shauna cox was also arrested. we saw her making soup shortly after it began. >> we are setting ourselves up to help those reclaim their lands back.

happened in arizona where occupier john had returned home. he posted a video on facebook, hugging his kids before turning himself in. they took occupation on january 2nd. they're calling for local control of the land and demanding freedom for two oregon rancher convicted of lighting fires on government land. while many residents wanted the group to leave, authorities made no forceful attempt to stop the occupation until now. some armed militants still remain at the refuge. the occupation is not over, although a few did choose to leave this morning. those who were arrested now face federal felony charges of conspiracy to impede u.s. officers. >> joe fryer, thank you. another major story we're covering&this morning. donald trump's decision to pull out of tomorrow night's republican presidential debate, which comes just days before the iowa caucuses. we have complete coverage

criticized trump and he slammed moderator megyn kelly for being unfair. it dates back to the first debate. kelly responded last night. >> mr. trump repeatedly brought up that exchange of alleged bias on my part. i maintain it was a tough but fair question and we agreed to disagree. >> reporter: the network fired back overnight with a statement charging trump's campaign manager with threatening kelly, saying, we can't give into terrorizations towards any of our employees. here in iowa, trump, highlighting his anti-immigration stance with the report of controversial sheriff joe arpaio, and touting jerry falwell jr with tony backing cruz. arguing trump cannot be trusted on the topic of abortion.

we'll turn to mark halprin, in des moines this morning. good morning to yo >> good morning, savannah. >> it's always been an article of faith in republican campaigns that you kind of tiptoe around fox news or don't antagonize fox news because that's largely the republicanelector ratate e is donald trump on track? >> we've moved from silly city to tension. fox news put out a very provocative confrontational statement. they showed donald trump one finger, donald trump showed them one finger and punched them in the face. he threw the debate into chaos. he is showing strength, though, which is hisis brand. he's alsoo got some endorsements and other trickss up his sleeves to do what he's done the entire campaign, dominate. >> let's talk about this. you talked about the punch and counter-punch.

donald trump off. a fox news spokesperson gave this statement, we learned from a secret back channel that the ayatollah and putin both intend to treat donald trump unfairly when they meet with him. a nefarious source tells us that trump has his own secret plan to replace the cabinet with his twitter followers to see if he should even go to these meetings. what was the strategy? was that smart of fox to poke the bear? >> i think journalistically and tactically it was not smart. a news organization sponsoring a debate should let their journalism speak for themselves. fox for some reason decided to go after donald trump. they have a right to have megyn kelly be a moderator, that's their choice. trump can decide to participate. by putting out that provocative statement, they gave him not only an excuse but a general rationale to say, i'm not going to show up at the debate sponsored by a news organization that's taunting me. that's not donald trump's way.

cruz wasted no time, mark. he jumped in and said, look, i'll challenge you, donald, to a one-on-one debate with no moderator, seemingly taking away the obstacles. how can trump duck that? >> well, it's going to be an interesting question to see whether cruz keeps that up and whether that debate begins an issue. ted cruz must win iowa more than donald trump. it's not absolutely essential he finish first but he needs to win there. trump i don't think will do a one-on-one debate with cruz. cruz will have to decide if he wants to keep on that message. trump has a lot of momentum going on in iowa, a lot of organizations, and cruz has to find a way to stop him. i'm not sure fighting about debates is the way to stop him. >> thank you. as for democrats, bernie sanders headsed to white house today for a sitdown with president obama. the president has remained officially neutral for months but this week in an interview

for him and his dog. >> things happen for a reason. i just think they're making more out of that than they need to be. >> reporter: this area has dealt with this before. two other apartment buildings nearby were evacuated in 2010. it sat unoccupied since then. more rain is expected here later this week. matt? >> gabe gutierrez, thank you very much. new developments on that toxic water crisis in flint, michigan. the mayor says it could cost as much as $1.5 billion to fix the lead-contaminated water system there. nbc news has learned from city water officials that there are currently no lead pipes being replaced. plumbers say they haven't done any work since the october announcement that the water wasn't safe. also on tuesday, health care workers conducted hundreds of checks on children for lead exposeure exposure. the test is offered to children 6 years of age and younger.

hall with flint residents tonight at 8:00. two major airlines said they'll offer refunds to customers concerned about the zika virus if they have tickets to the effected region. united airlines includes travel to all areas mentioned in the cdc alert. american airlines policy is a little more restricted. it says the airline will offer refunds to pregnant women if they have a doctor's note saying they're unable to travel to five specific cities in central and south america. theika virus has been linked to birth defects in brazil and thought to be spreading to other regions of the world. the skas of the so-called aflewa affluenza teen is back in the united states. ethan couch could be sent back to texas in the next 48 hours. couch and his mother fled to mexico late last year after a video surfaced which appeared to show him around alcohol at a party. that would have been a violation

they were later arrested in purt puerto vallarta, mexico. big news from the tech world this morning. apple bracing for its biggest sales decline in 13 years. the tech giant says revenue could fall more than 8% this quarter compared to a year earlier. analysts say the latest iphone models aren't providing the boost apple needs to match the massive sales growth it enjoyed last year. apple's ceo tim cook points to global economic uncertainty saying, quote, we're seeing extreme conditions unlike anything we've experienced before. >> we turn to al who joins us. what's going on in the weather? >> our friends, not assist busy as we've been, but we are watching florida, which has seen a lot of rain, thanks to this el neen yoe nino subtropical jet. more showers and heavy thunderstorms. there's a slight risk of strong storms from tampa down to the keys. we could be looking at a couple of tornadoes, damaging winds and

know exactly where the shooter is the moment the first shot is fired? these new, high-tech sensors can do it. called the active shooter detection system. >> this is the sensor here. normally, it'd be installed up and down the hallways. how does it work? >> when the gun is fired, there's a flash of light, bullet being fired. what the sensor does is looks for the flash with these infrared sensors in the bottom. we have highly sensitive, tuned detection microphones on top that listen for the bang in the gun. >> reporter: the system can pinpoint the shooter's location within inches. >> let's check it out. now, i'm inside an office building where the sensors have been installed and set up. we have a weapons expert downstairs who is going to pose as our active shooter today. he's going to walk around with the big gun and fire blanks and see if the sensors get that. meanwhile, i'll be inside this office, like so many of us are,
