good morning. thanks for joining us for news 4 today on this february 23rd. some of the stories you'll see... new details emerge in the investigation into the shooting rampage in michigan. prosecutors say the uber driver admited to going on a killing rampage in between picking up frightened passengers. police are detailing the arsenal found at the suspect's home, and the final piece of equipment they say he bought just before the attacks. also, fake bills can be pretty convincing. and with a recent string of reported counterfeit money, sioux city police are warning business owners to be on the lookout for the bogus bills. how to spot the crime coming up. and share the road. as the weather warms up, more cyclists will be out on the pavement. now iowa lawmakers are considering a plan that would make the state's roads safer for cyclists.

(jeffrey getting/kalam azoo county prosecutor) "one of the pieces of evidence that was seized from the suspect was his phone, and that phone is being gone through." other key evidence - the handgun police say they found on suspect jason brian dalton... the pistol - consistent with shell casings from all three crime scenes ...perhaps even more disturbing, the 'heavy duty' jacket - capable of concealing a pistol - ... ...which law enforcement says dalton bought less than three hours before the first attack. also, a veritable arsenal - a total of eleven rifles - investigators found at dalton's home... this, as one injured victim is still recovering, expected to survive... ...while another clings to life in the hospital. (vicki kopf, abigail's mom) "she is alive and she's fighting for her life." 14-year old abigail cough is in critical condition... ...the only survivor in the third and final attack. her mother, breaking down monday..... ...as she and abigail's father spoke about their little girl... ..even showing sympathy for the suspect's loved ones. (gene kopf, abigail's father) "our thoughts are with the dalton family who are also suffering at this time, we want his family to know we don't hold anything against the family." i'm reid binion, reporting >> authorities have released the name of a woman, who was stabbed to death in o'neill, nebraska saturday night. the holt county attorney says authorities have identified the victim as 37-year old guadalupe quintero. holt county attorney brent kelly has filed second-degree murder charges against her husband, 37- year old eduardo quintero. he was arrested yesterday at an omaha hospital where he was

suffered during saturday night's incident inside a home at 320 east clay street. the madison county, nebraska sheriff's office is working to identify a body found in a field. hunters found the human remains east of tilden. investigators say the body appears to have been in the field for months. they say there is not reason to suspect foul play at this time. hospital officials in hawaii say a 16-year-old passenger has died after being injured last week in a pearl harbor helicopter crash. officials say the teen was pronounced dead on monday. he and three family members visiting from canada were aboard a tour helicopter when it crashed into the water near the pearl harbor visitors center on thursday. two family members remain hospitalized in stable condition and the third was treated and released. federal agencies are continuing to investigate the cause of the crash. hundreds of people gathered to remember a north dakota police officer who was shot and killed earlier this month. the funeral for 33-year- old jason moszer was held in fargo, north dakota monday afternoon. hundreds of law enforcement officers as well as family and friends packed the arena to honor the fallen officer. officer moszer died from a single gunshot wound during a stand-off on february 10th at a house

veteran on the force and the first fargo police officer to die in the line of duty in more than 130 years. camille cosby was deposed yesterday in a civil suit regarding her husband bill cosby's alleged involvement in the sexual assaults of seven women. officials say cosby spent about two and a half hours answering questions at the springfield marriott hotel.... and the rest of the seven or eight hours was a back and forth between lawyers on what she should answer. she is not a defendant in the defamation suit filed by seven women, but was compelled to testify by way of deposition. the women accuse bill cosby of defaming them by denying their allegations of sexual assault - which he has repeatedly done. the next deposition is set for march 14-th. human trafficking is a problem, and it's only getting worse. that's according to the siouxland coalition against human trafficking. the group addressed members of the south sioux city chamber monday. chamber members learned how sex trafficking starts as early as 11-years-old.

know where they are, and don't have any identification on them. sioux city police officers say they're investigating several instances of suspected trafficking. "if you see something that looks abnormal, you see a young person, a young girl with an older man that we call authorities so we're watching out for our young people," said advocate of siouxland coalition against human trafficking, sister shirley fineran. "the perpetrator will generally send out recruiters, people who are out in the community looking for easy targets," said sioux city police youth bureau investigator, kevin mccormick. if you suspect someone is being trafficked, call your local authorities. apple's supporters are planning a protest against the f-b-i today. supporters are expected to demonstrate in 50 different apple stores across the u-s. causing the discord... a judge ordered apple to assist in the san bernadino terrorism investigation... by helping the f-b-i hack into shooter syed farook's locked iphone.

victims and affected families are also expected to take action through their attorney tomorrow... filing a brief of support for the department of justice. a sioux city man is accused of using counterfeit bills to make purchases at various places since august. 38-year-old fernando morales is charged with eight counts of forgery and several other crimes. court documents say he would use the counterfeit bills himself or give the bills to others. he would run away when confronted by the fakes. sioux city police say they have been looking for morales for months. morales' arrest has sparked a conversation about counterfeit cash. sioux city police officers are reminding siouxlanders to be extra cautious with their bills. ktiv's tommie clark spoke with police about what to watch for and how to differentiate between real and fake.

first case when i was brought up to the detective boroughs was a conterfeit case and now i get at least one fake bill every day up in my office," said sioux city detective bill nice. but how can you check if that bill is fake? feel the texture of the paper. real money is often thinner than counterfeit money. compare the bill with another of the same value. hold the bill up to the light. for all bills except 1 and 2 dollar bills, there should be a security thread or plastic strip running from top to bottom. "this is one of the types of bills that have been going around. like i demonstrated to you guys earlier when i handed to you and asked you to tell me what's wrong with it and you said the paper feels funny, the color's funny, but you didn't notice it said for motion picture use only," said sioux city detective bill nice. the counterfeit cash you may see in sioux city, can be purchased online, oftentimes detective bill nice says there

sioux city. one local business owner says the issue dies down as the dollar fades out. (--nat pop of cash register opening--) "i've never had any and honestly any more so much of the business done with us people using charge cards, debit cards, things like that," said karlton's co-owner, kim kletschke. nice says be cautious because it can happen to any business or anyone. the center for equality asked the governor. they are a non-profit based out of sioux falls. daugaard hasn't said if he plans to sign the bill into law. the proposed half-cent sales tax hike that would help fund south dakota's republican governor dennis daugaard's plan to raise teacher pay has survived a difficult political test. house lawmakers voted 47 to 21 to approve the bill, meeting the two-thirds requirement to pass through the house. it now heads to the senate. most of the proposed tax increase would go toward teacher salaries, but a large chunk would go to property tax relief. plans are in place for sioux city to build a disc golf course in grandview park. the course will be located in the southeast corner of the park near the water towers. total cost for the course is 45-hundred dollars, and the mayor's youth commission has already raised all the money. "not many high school students know about disc golf and they don't know 'oh there's a nice golf course at sertoma park', well this one--it's a beginner, anyone can do it," said

sioux city council member dan moore says approving the project was an easy decision. "it's an awesome project," said sioux city councilmember dan moore. "they did the fundraising, they did the layout of the course and they took into account saturday in the park. it will be sioux city's 5th disc golf course. it will be built this spring. a proposal to build a verizon cell tower in a morningside neighborhood is moving forward. the plan is to build the tower behind the 900 block of south rustin street. a petition from more than 30 neighbors sent the proposal back to the board of adjustment. the city approved the plan yesterday. "we sent it back to them (board of adjustment), they took in additional input from the neighbors, from verizon representatives and they decided not to rehear it," said sioux city council one resident said the values of around 80 homes in the area will be negatively impacted if the tower is built. the debate over vaping is heating up. a new study suggests that e-cigarettes are a

the study says vaping can be a gateway to nicotine addiction. lisa crum, a manager at vi e-cig and vape lounge, disagrees. "it really helped me to get off off of the cigarettes basically by weening myself off of the nicotine, which you have the ability to do when you're vaping," said crum. "you can start out at a higher level of nicotine and just work your way down. i got down to a zero and stayed on that level throughout my entire pregnancy, which was okayed by my doctor." su "while vape store manager lisa crum says are an effective way to quit smoking, she says she still believes in regulations that prevent selling e-cigarettes to minors." "because of the fact that there is the possibility of nicotine in the e- liquids that they purchase here," said crum. "nicotine is a known poison and that is something is restricted to adults only sales as is in the state of iowa." a centers for disease control and prevention survey shows that the number of middle school and high school students who tried e- cigarettes for the first time tripled in 2013 from 2011. that's a trend the american heart association wants to reverse through regulation. in

nebraska could have a tougher time passing new restrictions on farming and ranching under a proposed ballot measure. the proposed constitutiona l amendment would guarantee the right to "engage in farming and ranching practices" and prevent the legislature from passing new regulations without a compelling state interest. if aproved by voters, nebraska could become the third state to adopt a right-to-farm constitutional amendment.

jumped $1.84 to close at $31.48 a barrel. the i-r-s is warning the public to be on the look out for tax-related e-mail scams this tax season. with more on that story and other business news, here's ktiv's kaitlyn kinney.... thanks guys. the i-r-s says that tax related e-mail phishing and mamaare scams have surged 400 percent thisis tax seasonon fraudsters have been sending e-mails that look like they're coming from the federal agency. many times these scammers are looking to get information that could help them file a fake tax return showing a large refund. the money ends up getting sent to the scammer before the real taxpayer filil their real return. the i-r-s reports they've already seen nearly 14-hundred reported phishing schemes this year. the i-r-s reminds consumers - they normally reach out to taxpayers through u-s mail -not- over e-mail. toy store chain, toys "r" us has decided to pull all hoverboards from its website. toys "r" us said they stopped

out of "an abundance of caution." the move comes after the consumer protection safety commission said no hoverboard on the market meets its safety standards and, "poses an unreasonable risk of fire." according to a company spokesperson, the toy retailer is working with the manufacturer to test the toy against the latest safety standards. the company says after the investigation, they'll determine whether they'll resume selling the toy. "free shipping" just got a little harder to come by for amazon's non- prime shoppers. if you spend enough money on the web retailer, you get free shipping. ...but amazon just raised the minimum amount -- so now you'll have to shell out 49 dollars before an order ships for free. that's a 40-percent increase from the previous minimum of 35 bucks. it's not clear when amazon made the change. amazon prime memberships -- w wch cost 99 dollars a year -- are not affected. starbucks is changing the way customers earn loyalty rewards.

officer. officer moszer died from a single gunshot wound during a stand-off on february 10th at a house say moszer was a six-year first fargo police officer to die in the line of duty in more than 130 years. camille cosby was deposed monday regarding her husba bill cosby's alleged involvement in the sexual assaults of seven women. officials say cosby spent about two and a half hours answering questions at the springfield marriott hotel.... and the rest of the seven or eight hours was a back and forth between lawyers on what she should answer. she is n n a defendant in the e defamation suit filed by seven women, but was compelled to testify by way of deposition. the women accuse bill cosby of defaming them by denying their allegations of sexual assault - which he has repeatedly done. the next deposition is set for march 14-th. human trafficking is a problem, and it's only getting worse. that's according to the siouxland coalition

the group addressed members of the south sioux city chamber monday. chamber members learned how sex trafficking starts as early as 11-years-old. making matters worse? sometimes the trafficked person doesn't know where they are, and don't't have any identification on them. sioux city police officers say they're investigating several trafficking. "if you see something that person, a young girl with an older man that we call authorities so we're watching out for our young people," said advocate of human trafficking, sister shirley fineran. "i've been a bicycle commuter for 30 years and i've had many closese calls. i iide very defensively, and i'm always keeping an eye out." iowa lawmakers are also watching out for cyclists. a bill introduced in the iowa senate would tighten laws governing the way drivers pass cyclists on roadways. it would require drivers to move over to another lane when going around a cyclist. the bill would also broaden the law to include a cyclist in a lane designated for bike travel. and, it will require drivers to actually change lanes when passing a bicycle. bridge stand-up "and one eerie statistic, between 2005 and 2014, 53 cyclists have been killed on busy iowa roads, and with the passage of this bill, senators hope to lower that number." "two years ago, a young boy from my district was killed out riding with some friends on a rural highway, and a passing car didn't allow for enough distance, that the young man was hit and tragically killed." some cyclists on the street believe drivers can come too close for comfort, and they feel this bill can trigger change. yes. butt

many people came with signs to watch... and hundreds demonstrated at the charlotte- mecklenburg government center. transgender people n n have the right to choose which public bathroom to use based on their gender identity. south dakota governor dennis daugaard plans to meet with a group of transgender people today. he's trying to decide whether to make south dakota the first in the u-s to require students to use bathrhrms and locker rooms that correspond to their sex at birth. the center for equality asked for the meeting with the governor. they are a non-profit based out of sioux falls. daugaard hasn't said if he plans to sign the bill into law. the proposed half-cent sales tax hike that would help fund governor daugaard's plan to o raise teacher pay ininouth dakota has survived a difficult political test. house lawmakers voted 47 to 21 to approve the bill, meeting the two-thirds requirement to pass through the house. it now heads to the senate. most of the proposed tax increase would go toward
