tou p omorrow night's debate at the ventian. plus.. just in to our news desk. a look at the mug shot of former clark county commissioner tom collins and have new details on the charges he could face. but action news live at 3 begins with breaking news on an officer involved shooting within the past hour near craig and nellis. good afternoon.. i'm steve wolford. it started when a woman barricaded herself inside a home and threatened to shoot herself. when officers arrived.. she began threatening them so swat was called-in. that's when there was some type of confrontation and the woman was shot. we still don't have any information on her condition or why police officers opened fire. action news reporter david schuman is on the way to the scene right now.. so we'll pass along any new information as soon as he can learn more. a north las vegas man accused of kidnapping a teen girl from

jail anytime soon. jimmy carter kim is accused of kidnapping a 14 year old girl from arizona. police believe the girl was held captive and sexually abused for a month. the prosecutor called kim one of the most sadistic predators she had ever seen. the judge agreed.. and raised his bail from 600-thousand dollars to 1.5 million. 18:52:34:05 based on that, i am going to go ahead and set the bail at this time to 1.5 million dollars. so we'll increase it to 1.5 million. 18:52:42:26 charges against kim include kidnapping and the sexual assault of a minor. police say evidence found in kim's home leads them to believe there could be more victims. we're getting our first look at the mugshot of former clark county commissioner tom collins. the 65-year-old was arrested friday night and booked into the clark county jail after a multi-vehicle crash near koval and flamingo. collins posted pictures to twitter from the rodeo right before his arrest. no charges have been filed yet.

registration is 10 dollars. reporting from ipec yasmeen hassan channel 13 action news. live look outside right now at a blustery.. cold evening afternoon across southern nevada. the sun has been shining for a good part of the day.. but that's where all similarities of a nice day end. let's go to chief meteorologist bryan scofield in the weather center with the latest. bryan. breezy winds will continue tonight as our current storm system pushes through the area. expect lows in the low to mid 30s around the valley tonight and highs only in the mid to upper 40s tomorrow. the winds will remain breezy on tuesday, but will decrease by wednesday. the system makes its exit wednesday, but the cold air will still be in place and it will be another afternoon of highs in the mid to upper 40s around the valley. low temperatures on wednesday and thursday morning are expected to drop to at or below freezing.

police believe marcial casarez fatally shot jamel colbert and his girlfriend shelby taylor robinson. his hearing today was postponed to give him time to officially hire an attorney. investigators have not yet revealed the motive for the deaths.. but action news has learned casarez has a criminal history dating back to 2004.. including burglary and selling meth. major league baseball's lifetime ban on pete rose is going to stand into the foreseeable future. commissioner rob manfred made the announcement today. rose was originally banned in 1989 when m-l-b determined he bet on games while managing the reds. the ban means he's also ileligible for the hall of fame. manfred said today rose continues to bet on baseball.. and hasn't taken full responsibility for his actions. rose's attorneys say they are disappointed.. and rose will address the decision publicly tomorrow. rose was signing autographs at mandalay bay today. we tried to speak with him but security wouldn't let us
