years. >> this is probably the worst flooding that i have ever witnessed. it's very devastating. >> reporter: a state of emergency declared in missouri after rampant floodwaters engulfed homes. swept away rvs and shut down >> it's the worst i think anybody has seen. >> reporter: overnight st. louis sandbaggers preparing for more. under water. we're out here doing the right thing. >> reporter: across the midwest, tiny neighborhood creeks morphing into dangerous bodies of water. >> this is normally 12 feet wide, right now it's probably every bit of 200 feet wide. >> reporter: in illinois, this flooded creek claiming the lives of three adults and two children when their car was swept away. >> it makes us sick to our stomachs and it's a sad, sad thing. we wish it wouldn't have

we're talking about homes made out of brick and mortar. overnight, that tornado spewing and blasting through arkansas. this one bulldozing a house in a spew of debris. this, after a string of tornadoes scarred a 40-mile swath of texas this weekend. police saying at least 11 were killed here in texas. >> just total disbelief. everything on the backside of my house was on the front side of my house. >> reporter: from the air, you can see the path the storm gouged, a football field lane reduced to splinters. with the tornado bearing down, these people ducked into a freezer at chili's. the tornado blowing up transformers. in the pitch black, the lightning illuminating the ef-4

had nowhere to hide. eight people were killed there. in daylight, we drove through those devastated neighborhoods. the scope of the destruction in these neighborhoods is absolutely astounding. it nearly toppled rowlett's water tower. 400 homes damaged there. >> as far as the roof, everything is gone. >> reporter: she was saved when she and five family members crowded in their bathroom. >> very grateful we're alive. >> i spoke to the police chief of rowlett overnight, he said no one's even talking about the cleanup right now. they're only talking about digging out, getting rid of the hazards and all of these mounds of debris could take days and rebuilding these communities he said could take years. amy. this system bringing heavy rain and wind for some, snow for others. palm trees in texas coated in snow.

oklahoma. abc's clayton sandell is there now. >> reporter: good morning, amy, we're here and you can see the problem. power poles around this region have been snapped in two thanks to the high winds overnight and a lot of this heavy ice which you can see coating the power lines here. in fact, about 100,000 customers are without electricity this morning and you can see what it's doing to some of the tree branches. thick heavy ice weighing them down. it's already a nightmare commute here this morning. we have seen accidents all over the place and let me show you this. part of the reason is this thick coating of ice that is over the highways and roadways. about an inch thick. this entire region has been turned into one big ice rank. amy. >> clayton, thank you very much. we hope the people stay off those roads this holiday week. >> incredible how thick that ice is. severe weather causing headaches for travelers trying to get home now after the holidays.

abc's linzie janis live this morning in laguardia airport. >> reporter: the weather having a big impact on air travel, already this morning, more than 690 flights canceled across the country. now that comes on top of 1700 cancellations and 6,000 delays on sunday. one of the busiest travel days of holiday season. the worst-hit airports this morning, chicago o'hare, midway. and dallas is still bad after having a third of its flights affected on sunday. the coast getting hit as well. l.a. and san francisco had a rough day sunday. as did the hubs here in the northeast. millions of travelers now hoping today will be much smoother in the northeast. >> linzie, thanks so much. you'll have so much more on the travel impact tonight on "world news." the other news this monday morning, and to chicago now, another deadly police shooting in a city already on edge. two people killed, including a

police saying her death was an accident and abc's alex perez is in chicago. >> the families of victims demanding answers. and justice from if the chicago police department. >> why you got with to shoot first and ask questions later? >> they were killed saturday after police were called to this house for a domestic disturbance. >> we got two people shot. shots fired by the police. just to confirm. >> yes, they were. >> reporter: legrier was reportedly threatening his dad with a bat. loved ones say 55-year-old jones who lives on the ground floor was opening the door for police when she was caught in a spray of police bullets. confronted by a combative individual. >> reporter: police say that jones was accidentally killed and extending condolences. the door and be shot down by a police officer. >> reporter: legrier's mother

days, the campaign trail is now roaring back into full swing this morning. the first primaries are still five weeks away. based on his latest mud-slinging, it seems donald trump is already looking ahead to a battle with hillary clinton. donald trump ended his christmas cease-fire with a flurry of tweets and this new attack on hillary clinton. >> she's playing that woman's card left and right. and women are more upset about it than anybody else. including most men. >> reporter: trump intensifying his war of words with the democratic front-runner. targeting her husband's alleged sexual misconduct. and infidelity. tweeting -- hillary clinton has announced that she's is letting her husband out to campaign. but he's demonstrated a pension for sexism. so inappropriate. >> i think that donald trump or any candidate on the other side of the aisle would raise bill clinton as somehow a negative to their peril. >> reporter: but trump told abc's "this week" he's being backed by a movement. >> people are angry. they are angry.

doing that. and i'm not doing it intentionally. >> reporter: trump also taking aim at the republican national committee. blasting the virginia state party over the requirement that they say they're republican. a move he says can scare off first time voters. trump tweeting straighten out the republican party of virginia before it is too late. stupid rnc. now, these latest tweets reflect trump's distrust of the gop leadership and raise a big concern for the party that it's front-runner could launch an independent run. he said he'll be loyal as long as he's treated fairly. amy. more now on this with abc political analyst matthew dowd who's in austin, texas, this morning. good morning to you matthew. >> good morning, amy. >> obviously going after hillary and bill works for donald trump leading into the primaries, but is this a strategy that will be effective going beyond that?

works the one person most hated by republicans is hillary clinton. so, anything he does against her is helpful to him. to me it's like a scrambling quarterback who might have short-term success. in the end, their needs may go out. and donald trump is going to face some real problems if he wins the gop nomination in the general election. >> matt, this goes both ways clinton going after trump as well. any down side for her doing that? >> it helps her going after donald trump. he is the most hated political figure among democrats. it helps her there in the primaries. in the end just like donald trump i think she creates a problem for the general elections. where independent voters don't like this back and forth. so each of them, it helps them in the primary but hurts them overall in the general election. >> trump has been the dominant figure in the republican race for 2015, looking forward to 2016, who do you think can change that? >> well, you're right, amy, he has been the dominant figure he's led ever since he's got into this race.

bring down donald trump is donald trump. it has to be self-inflicting wounds. and up to this point he seems to have shot himself in the foot five or six different time but hasn't slowed down. the only other thing is, if he finishes second in the iowa caucus to ted cruz, we don't know what happens if he loses for the first time. that's something that we haven't seen donald trump face. >> all right, matt dowd, thank you so much. 2016 will be very interesting. let's turn to dan harris for the other top stories this morning. big news out of iraq the military there said it's recaptured the city of ramadi from isis fighters. this is a major victory, if true, for the iraqi forces who have been waging a fierce battle in recent days. they're now trying to defuse traps and explosives across the city. ramadi is considered a crucial step toward recapturing mosul. iraq's second largest city. back in this country, fires

are being called intentional. the fire bombing of a mosque near sacramento is being investigated as a possible hate crime. and a mosque in houston, a fire there. >> in los angeles firefighters said they could have this wildfire fully contained by tomorrow. the fire was started by falling power lines. the concern now is rain will trigger mudslides. a man in san diego, fell off a cliff in a scenic overlook, had been distracted by a cell phone. witnesses say he was trying to take a picture when he walked over the edge. he did not survive. and look at these images the aftermath of a train derailment in a remote area of australia. the train was carrying sulfuric acid which could cause severe burns. heavy rains making it difficult for officials there to access this site. millions of americans have been suffering at the airports during the holidays. check out what happened to a business traveler named larry

he was the 100 millionth passenger. there was a news conference with the mayor. they gave him a car and free round-trip tickets to anywhere in the world. it's like an acid trip. but here's the kicker, all the hoopla forced him to miss his connecting flight. tough stuff. he's accepted all the gifts. however, he's now going to sue -- no, i made that up. >> or drive the new car the rest of the way. >> or drive the new car. >> thanks, dan. we'll turn now to that wild boat chase caught on camera. lasted 20 hours. more than 300 miles. alleged thieves taking on the coast guard on a nearly day long pursuit before they were caught. >> reporter: this morning, three suspects in custody after leading authorities on a 20-hour boat chase across the gulf of mexico. >> they weren't going to quit. and neither were we. >> reporter: the wild hunt

these men allegedly stole a speedboat in florida, they said the thieves defeating several antitheft devices. the pursuit spanning over 300 miles, trying to ram a sheriff's boat at one point in the chase. authorities saying the scene was something out of a james bond movie. >> luckily enough, we were able to get out of the way right at the last minute. we had to pull our boat out of the way where they were going to come over the top. >> reporter: the coast guard deploying three aircrafts to chase the men through the open waters. the authorities finally apprehending them early christmas morning. just 70 miles off the cuban coast. >> we'll go the extra mile, in this case, we had to go an extra 344 miles. >> reporter: local authorities say boat theft is a local concern in the area. deputies investigating an organized boat theft ring nearby at the time of the incident. for "good morning america," reena ninan, abc news, new york. >> all right, reena, thanks so much. back to meteorologist rob

glass to dan harris. >> thank you, guys. big story this morning, the killer storms delaying travel across the south and the midwest this morning. at least 15 people have died in the historic flooding in the mid-south and mississippi valley. more than 10 inches of rain falling in arkansas and missouri, which has declared a state of emergency. near dallas, they're just now beginning to assess the damage after powerful tornadoes left at least 11 people dead, damaging or destroying hundreds of homes and abc's matt gutman is right there. matt, good morning to you. >> reporter: good morning, dan. i want to give you a sense of the scope of the damage here, these mounds of debris go on house after house. over a 40-mile stretch in north texas. talking about houses like the ones behind me. houses built out of brick and mortar. the police saying 11 people killed in the tornados overnight packing winds of up to 200 miles per hour.

kayna whitworth, abc news, los angeles. and let's bring back abc news legal analyst dan abrams. and dan, rocco is a child. but he's 15 years old. does his opinion matter when the court hears this? >> it absolutely does matter. but he doesn't have the final say. he can't say i want to stay with dad and he gets to stay with dad. he has to come home and have this litigated in new york court. which shouldn't take long when it comes to a custody battle like this. what will happen is, he'll be assigned an attorney, called a guardian who represents the child in this case, if he wants to live with dad, he'll tell his lawyer i want to live with dad, here are the reasons. he'll list the reasons. then, in all likelihood, if they agree these are good reasons, they would then recommend to the court, this is what my opinion is as representative of the child is in this case. when you're talking about someone who's 15, getting close to 16, that could have a lot of

there are a lot of issues here. beyond just i want to live with dad that need to be sorted out here. >> and you say likely this will take place in new york, any chance that guy ritchie could have this heard in britain, over in the uk? what impact would that have? >> he could try but, because the child is still considered a new york resident, i think almost certainly the british courts would say, they're dealing with this in new york. this is unlike kelly rutherford's case, they sent the kids to monaco and sort of invited the monaco court to take over. you don't have anything like that here. certainly, you would have a new york court resolving it. but it's certainly possible if rocco feels strongly about it. that could have a big impact. >> you say likely it will resolve soon? >> yeah, it should be very quick when it comes to something like this. >> all right. dan, thanks so much.
