morale is very high among the soldiers in preparation for tomorrow night's big celebration. brigadier general zachary doser (16 seconds) "it's no different from fighting a flood or going into iraq or afghanistan and serving as a front line soldier. there's no difference. when you're there to do a mission, you embrace that mission and we're excited about doing it." back out here at the airport --patrol has already started. three dozen soldiers are based here from now until new years day as massive crowds go in and out of mccarran. airport officials are expecting more than 260-thousand people to land here by tomorrow for the new years eve celebration. just like on the strip - the soldiers' presence is supposed to act as a deterrent to anyone looking to cause trouble. captain sebastian balint, nevada national guard (12 seconds) "so the presence is a big part of it. and we're here to assist metro directing traffic and looking and seeing and identifying issues then helping with ongoing support for whatever else help they need." butted

a credible threat to the vegas area and it's being investigated by the fbi and homeland security. he said he had to take his equipment home and be on call we went right to metro to see if there's any truth to this. they sent us a statement saying, "it is unfortunate that someone chose to post highly flammable information sent via... a text message. we have received no credible information about threats to our city." metro has been preparing for new year's eve for months and reinforced there is no credible threat. live at the desert inn arterial, soc. a lot is riding on the new year's eve forecast.. as we take a live look outside right now.

it might jeopardize the fireworks show along the las vegas strip. let's go to chief meteorologist bryan scofield in the weather center with the latest. bryan. sunshine will stick around for new year eve and new years day as a dry area of upper level low pressure drifts to our north. temperatures won't go much of anywhere with very cold air at the upper levels around central nevada and decent upper level winds helping to transport the cold air southward. that means that new years eve and day will see temperatures just a smidge below 50 with breezy north winds making those days feel even cooler. more than 300-thousand people are expected to bundle up to

was under the influence of marijuana.. according to a new report from the district attorney's office. action news anchor jacqui heinrich spoke to umc's chief of staff about the results of lakeisha holloway's blood test. look live: even with this new report, the charges against lakeisha holloway will not change, according to the district attorneys office...and thats largely because theres no tried and true consensus on how much marijuana makes a driver impaired. vo: according to toxicology results, holloway had 3.5

guardian put a local couple into. that guardian is under police investigation and has been censured by the center for guardianship certification... but the damage has already been done. and as, chief investigator darcy spears reports... it's irreversible. /nats wheeling bill and kathy to library/ it's ironic, meeting bill and kathy mesloh at the bouler city library. when we interviewed them, the couple couldn't even get a library card because they couldn't prove who they were. 45:18 bill: our independence has been stolen. kathy's lifetime career was in law enforcement. bill traveled the world for business. and the couple has been married 40 years. but once the court put them under guardianship, they say they lost everthing. they had no cell phones. no birth certificates. no passports. 49:33 darcy: marriage license? bill/kathy: no more. d: drivers license? no. d: social security card? no.

the vital documents that people need to prove who they are in this life? bill/kathy: that's right. in bill's wallet, which is so gone... 46:15 bill (emotional): i always had a picture of my wife and myself on our wedding day... in the backseat of the limo. all of it taken, they say, by private, for-profit guardian april parks, who came into the couple's life in the fall of 2013. 26:46 bill: we were vulnerable at the time. bill is legally blind, but mentally all there. multiple health problems put him in the hospital and then rehab, leaving kathy alone at home with early signs of dementia. health care workers called parks, who had kathy declared incompetent by a doctor from the caremore care center--a place parss uses frequently for her guardianship cases. all it takes is a two-page form, a few check marks in some boxes and a signature. shortly thereafter, bill was

doctor, but a physician's assistant named john reyes--the same guy parks used in rennie north's case. when parks took kathy out of the couple's house and put her in a group home, bill says she wouldn't tell him where his wife was. 35:23 bill: not having contact with my wife, i don't know where she is, i pray for her every day, i don't know if she's dead or alive... (trails off and gets emotional) 33:44 d: kathy, you must have been so scared. kathy: i was. after months, they were finally reunited. 55:05 bill: first thing she says to me is, "bill, i want to go home." there is no home. i want my pets. i want my dog. i want my trudy. how do you deal with that? darcy stand-up: during the guardianship process, the couple lost everything, including their beloved pets. the court never questioned any of it until after contact 13 got involved. bill was freed from guardianship and allowed to take over kathy's care. but the meslohs believe the

from parks to every hearing master and judge who sanctioned and allowed her actions. they say parks drained their bank accounts. their house, clothes, jewelry, keepsakes and treasures from a 40-year marriage are mostly gone. 5:46 bill our christmases were unbelievable! 7:42 we were one of those houses that lit up the block. they lost cameras, home movies... 41:42 bill: even our dentures. and even kathy's parents ashes which were on the mantle of the home april parks sold. 52:51 bill: we were her guardian. no different than a slave would have been. she owned and controlled anything and everything. parks sold the mesloh's home for $130,000. they say they never saw a dime of that money. court records show everything in the house, from furniture to fixtures, was valued by parks' appraisers at just under $6,000 and sold at a loss. parks and her attorney charged

guardianship and legal fees. charges include $500 a mononh for filing, mail and paying bills. before the house was sold, parks charged the couple $100 to take out the trash and $100 more to bring the cans back inside the next day. bill was even charged $20 when he had to call parks to ask her to put money in his group home account after she had let it run dry. /bring up music nat/ picking up the pieces of a life lost, bill and kathy mesloh have little more than memories. 46:38 bill: this is not what the golden years should be. darcy stand-up tag: april parks did not return calls for comment on this story. after contact 13 began investigating this case and after bill spoke to the metro detective investigating parks, a box appeared at the couple's

documents inside. darcy spears, channel 13 action news. at least 20 deaths are now blamed on the historic floods in missouri and illinois. in missouri.. entire towns are under water. in fact.. many residents say they haven't seen flooding like this in 20 years. sot/mos:: back in '93, we had a week's notice that it was gonna get bad, but this time it just popped up like in two days. fast rising water caught many off guard including a store owner in eureka who had to be rescued. a new concern is this water treatment plant in high ridge.. where raw sewage is now spilling into streams and rivers. hundreds of homes and businesses are at risk as several rivers are expected to crest in a few days. missouri's governor has declared a state of emergency and called in the nationalguard. we'll have much more on the historic floods coming up on action news live at 6:30.

temperatures around midnight in the 38 range and generally calm winds at the surface. the complicating thing gets into atmospheric layers as winds just above the surface (200-400 feet) will likely be stronger overnight which could curtail fireworks on new years. the weather during the first week of the new year will start with a bang as well with some substantial looking storms headed towards southern california and las vegas. las vegas will likely struggle to see much sunshine from saturday on through most of next week with a series of increasingly potent and moisture laden systems push into the desert southwest. these storms are forecast to move in from nearly due west

direction for southern nevada and initial models are saying steady rain could fall basically tuesday night through thursday morning with snow levels eventually falling to near 4,000 feet by friday. we'll continue to monitor these systems as the week progresses. time now... for the latest consumer news... from contact 13. a database including the information of 191 million voters was left exposed on the internet. the wide-open voter database was discovered by security researcher chris vickery, who reported his findings to "data breaches.net." so far no one has nailed down exactly who's responsible. but fingers are being pointed to "nation builder".. a digital campaign platform headquartered in los angeles. the company denies that it's responsible but says it may have contributed some of the leaked data. tomorrow is the deadline to
