he admits they weren't fully up to speed. 3:47 darcy: here's a woman who lost her husband. she's in the process of watching him die and she gets a recording when she calls the three numbers that should be, or could be life-saving. micheal barnbeck: there is nothing that i can say to make her or anybody in the community feel any better about the situation. contact 13 learned it took 10 minutes from the time debbie made her first call, to when help was dispatched. around that time, there were 62 calls holding on 9-1-1, with just six people answering the phone. director barnbeck says the numbers tell the story. they simply didn't have enough staff. 8:45 darcy: should people expect to continue to get a recording when they call 9-1- 1? michael: yes. and that is an industry standard throughout the united states. even so, barnbeck says they've made changes to handle calls more efficiently.

michigan is becoming a big campaign issue. so, democratic presidential hopefuls hillary clinton and bernie sanders are going to debate next month in flint. they have both addressed the issue on the campaign trial. sanders has called for michigan governor rick synder to resign. clinton has argued the crisis was ignored -- in part -- because the city is poor and its residents are largely african-american. and florida senator marco rubio is picking up a key endorsement here in nevada. the las vegas review-journal is endorsing him for the states republican caucus. that takes place february 23. the review-journal says they chose to back rubio because he is concerned about key nevada issues, including federal land use policies and immigration. a live look outside right now across the valley. it has felt almost like spring here this weekend. but will those temperatures stick around. let's check in with 13 action

the cell was in constant contact with an isis member, who asked him to recruit women to travel to syria to marry isis fighters. since the beginning of 2015, 83 people have been arrested in spain for suspected links to terrorist organizations. tonight, the hunt is on for the two young women in this surveillance video . police say they have scammed people in at least three retirement homes around houston. the video shows the two women talking their way into this apartment at the hallmark retirement community. minutes later they come out of the apartment, with a $250 dollar check, and a victory dance. rachel stevens executive director, the hallmark they're very smooth.//said they were the granddaughter of one of my other residents, so she let them in. the retirement home says the women claimed to be from a nearby high school, collecting money for a band trip. so far.. the pair has stolen hundreds of dollars from seniors. now for a look at who's hiring

a career fair will be held on wednesday february 10th at the suncoast hotel and casino from 9 a.m. to 12:30 p.m. a variety of full and part-time jobs will be available. organizers say you should bring plenty of resumes and dress your best. nevada is offering more than half-a- million dollars in grants to prepare workers for high-paying science and technology jobs. the college of southern nevada will get about 150-thousand dollars to create a new associates degree in cyber-security. western nevada college is getting 142-thousand dollars to update its welding programs. nevada state college will also receive about 55-thousand dollars to teach students techniques for farming in the desert. some important lane closures to tell you about before your morning commute tomorrow. the airport connector project will reduce the number of travel lanes on the 215 between sunset road and warm springs for the next 15 months.

involving a juvenile. the accident happened near east lake mead and pecos. investigators are on scene and not much else is known at this time. we will bring you updates as soon we learn more. a real life money pit. the american dream.... becomes a nightmare for a local couple... with a giant hole in the middle of their bedroom!!! and.....that's not all. tonight...they are telling contact 13 something needs to be done now. < lyndsay (crying): we need help, but we don't know what to do. this pit actually used to be lyndsay klein's master bedroom. lyndsay: our mattress was in here. my king sized mattress... we had a nice shower there. walk- in closet. she and her husband aaron, bought their home last summer. the 3 bedroom house on 15th street, near east bridger, appeared to be in good shape.

in, heavy rain flooded their guest room. lyndsay: all the stuff we had in that room was pretty much destroyed. but the worst was still to come. check this out. in october, lyndsay shot this home video. lyndsay (home video): tremendous amount of water. here's my house. and that's exactly where the water ended up. these pictures show the kitchen and bedrooms, all under water. once the rooms were cleared out, aaron started removing the carpet. but when he reached the subfloor, they discovered how much worse it really was. lyndsay (crying): what do you do with this? the rain had collected inside this crater. it looks like the master bedroom was a late add-on to the house, because a concrete slab was never put down. and that eventually allowed the water to come up through the floor. lyndsay (crying): we can't live here until it's fixed. and we can't fix it until the drainage is fixed. the city hasn't fixed the

so lyndsay reached out to contact 13. it turns out flooding has been a problem for years. action news captured these images of lyndsay's house after a 2011 storm. we turned to the city, to find out what's being done. councilman bob coffin: we did our flood repair improvements in the 80s and 90s. now it appears to be coming back. councilman bob coffin says flooding is a major issue again on several different city blocks. that's why he has a team researching options for new flood control measures. councilman bob coffin: i'm looking at the maps right now to see what else we can do. we may be able to spend some money on this. coffin's staff plans to canvass all homeowners hit hardest by rain runoff. while it's good news, it's a little late for lyndsay and aaron. lyndsay (crying): i should be able to live in my house. we should be able to start a family and... i can't do that here.> unfortunately... lyndsay and aaron's home
