packages stolen off porches. vandalism in the parks!!!! that's what residents are facing..... in one of our valley's newest communities. but now... they have a new fear... how the h-o-a is spending their money?? contact 13.... chief investigator darcy spears inducts the newest member.... into our h-o-a "hall of shame". there are about 11-thousand homes in the moutain's edge homeowners association. the h-o-a collects nearly four million dollars from homeowners every year. and a big chunk of that is spent on "patrols." an expense that should make sense in a community hit hard by crime. but the crimes continue... which has homeowners asking "what are we paying for?" "that burglary happened in mountain's edge." : the community of mountain's edge where neighbors report crime... for. even though it says security on the backs of their shirts, these guys are just a courtesy patrol. 1:53 jim: it's almost like window dressing. ok? it's something to give the illusion that there is security but they really aren't security people. jim says he's personally put that to the test. neighborhood. and they only thing they say to me is we can't do that. call metro. so he wonders just what homeowners are payin for? we went to check on the patrols for ourselves. we found this guy strolling around the park... darcy: you just walking around keeping the peace? guard: uhhh, something like that. and this guy hanging out in his truck across from some vacant land. he starts up the engine and takes off as soon as he sees our camera. 2:33 jim: i don't feel these are here to protect me. i feel they're just riding around looking at the neighborhood and it's just a waste of money.

as they seek to increase their "courtesy" patrols. jim showed us the mountain's edge budgets. 1:21 jim: just for the patrol service it's budgeted for $461,844 dollars this year in 2016. and that's not all. there's more money to patrol each park. and for vehicles too. the h-o-a is proposing over 840 thousand dollars in 2016 for patrol services. darcy stand-up: we reached out to the mountain's edge h-o-a board president and management company. and guess what? they would not answer questions on camera. via email, they confirm the community patrol is not a security service. but they claim, "the mere presence of these patrols demonstrably lower crime in the neighborhoods that are part of our association." in response to the recent spike in crime the h-o-a sent this survey to see if homeowners wanted more vehicle patrols. 3:19 jim: if they add another patrol it's going to cost every household $4.50 a quarter.

times 11,000 households, you're talking $198,000. if they add two more, you're up to $396,000 a year. add that to the existing 840-grand and you get one-point-two-million bucks mountain's edge homeowners could spend on courtesy patrols. 10:33 jim: it's almost like they believe we are their cash cow. they got to remember one thing. it's our money! not theirs. jim says it doesn't add up. two toyota tacoma pickups would cost 65,000 dollars. and the other $330-thousand? 14:30 jim: for salary and gas? you gotta be kidding me. 1:01 jim: where's this money going? he worries that the h-o-a is spending a ton of money on a fake solution to real crime. the h-o-a says "patrol staff responds to every homeowner call for service. typical calls are for noise complaints, suspicious vehicles or suspicious persons." but again, they have no enforcement authority or power of any kind.

on our website at ktnv.com. darcy spears 13 action news. get ready for more sunshine and 70s as high pressure remains over las vegas. skies will have a couple high level wispy clouds but that'll be about it. otherwise skies will be clear and temperatures wonderfully mild for this time of year. overnight low temperatures will be in the mid 40s once again with clear skies overhead for the 6th night in a row. temperatures will dip slightly through the weekend as a weak low pressure system moves through southern idaho and northern nevada bringing some slightly cooler air through the higher levels of the atmosphere. temperatures will be about 2-4 cooler than this past week but that'll still keep las vegas in the low 70s. another massive area of high pressure shoves in behind that to kick temperatures back up into the low and middle 70s. farther out in the forecast period a stronger system is forecast for wednesday of next week with temperatures kicked slightly warmer just before it moves in and slightly cooler just behind it. no rain or really cold weather
