knew i could do that. >> team usa's allyson felix considered a favorite but she was denied gold by a dive there. the world debating that silver medal this morning. felix still breaking an olympics record becoming the most decorated american woman in track history. we'll have much more from rio live just ahead. >> we will. but first we begin with that devastating and deadly flooding in louisiana. thousands in shelters this morning, homes destroyed as rivers are on the rise. ginger will have more on where the severe weather is heading in a moment but first let's go to abc's rob marciano on the scene in livingston parish. good morning, rob. >> reporter: good morning, robin. beyond the flooded homes and neighborhoods, it's nearly impossible to get around. the good news this morning is that i-12 finally opened. the bad news is you can't get off it because the ramps and neighborhoods are still inundated with water, they're still flooded out and abandoned cars here. while the water slowly recedes here towns just downstream are seeing the rising water right now.

in sorrento, louisiana. people with boats searching in the middle of the night for neighbors who might still be trapped. the mayor saying all 1500 residents of the town will be impacted. >> we're not going to give up. we'll stay till the bloody end and if knocks us down we'll get back up and we're going to rebuild. >> reporter: the water at six times the normal level and still rising. many people spent the night sandbagging hoping to save their homes. parts of louisiana being declared federal disaster areas and from the sky we saw just how hard it is to spot dry land. there are so many neighborhoods under water, even from the air you can't tell where the actual river should be. this remember rising 17 feet higher than flood levels after a staggering amount of rainfall. 30 inches in less than three days. >> my everything is going to damaged so i need help. i lost everything. >> reporter: more than 30,000

the national guard alone pulling more than 7600 people to safety. emergency shelters packed with over 12,000 people now homeless and that number expected to grow. even as waters recede, major roads still shut down. and that includes interstate 10, which is still shut down in spots. a sad statistic is that with all these homes and businesses flooded, less than 20% of them have flood insurance. the volunteer effort has been remarkable. seems like anybody with a boat has come in to help. so many volunteer boats that they're calling it the cajun navy. >> the volunteer cajun navy, you got that right, thank you. the weather system now on the move and northeast facing severe weather threats today and, ginger, you have more on that. >> right, and so all they need in places like louisiana is a half inch of rain and you see more flash flooding so we still have alerts there. back into san antonio flash flood watches. all that tropical moisture still coming up against that front.

it was their wettest calendar day on record ever. and this morning flash flood watches that include detroit and flint. with all that energy that same low came a tornado near indianapolis and that energy is now moving to the north and east today so along i-80 in parts of new england you have a tornado threat along with damaging wind and hail. you can see where that large yellow area stretches from boston to philadelphia back to pittsburgh, all this afternoon and evening. i'll be detailing more in a couple minutes. >> all right, ginger, we will see you in just a few minutes. now to another natural disaster this morning, that out of control fire in northern california. a man now under arrest this morning accused of arson. sparking a blaze that's burned 4,000 acres and destroyed nearly 200 homes. abc's mary bruce is in the hard hit lower lake, california, this morning. mary, good morning. >> reporter: good morning, david. this is what most streets here look like, graveyards of smoldering personal belongings

this morning authorities believe the man responsible for this is now behind bars. this morning, 4,000 acres burnt to a crisp. 175 homes and businesses destroyed. most of lower lake, california, leveled by flames and smoke. homes turned into charred skeletons. >> our whole life and all of our neighbors, look at what they have to come home to. it's horrible. >> reporter: overnight california officials announcing the arrest of an alleged serial arsonist. >> it is my pleasure to announce the arrest of damian anthony pashilk, age 40, on 17 counts of arson. >> reporter: officials believe pashilk is responsible for starting this massive fire. >> mr. pashilk is in custody at this hour in the lake county jail where he will remain pending further criminal proceedings. >> reporter: longtime resident mark gibberson in a state of shock. a lifetime of memories and

screen immigrants with, quote, extreme vetting, to combat terror. this morning, donald trump hoping to get his campaign back on track rolling out a plan to combat radical islamic terrorism. >> support networks for radical islam in this country will be stripped out and removed one by one viciously if necessary. >> reporter: the trump doctrine focused mainly on protecting the homeland, only allowing immigrants who pass an ideological screening to make sure they, quote, share our values. >> the time is overdue to develop a new screening test for the threats we face today. i call it extreme vetting. i call it extreme, extreme vetting. >> reporter: and also expanding his temporary ban on foreign muslims to include entire regions.

what would happen or what would prevent a potential terrorist from simply lying on that questionnaire. >> and bigger picture here, jon, as you know obviously this was an attempt at a major reset for donald trump after a rough week, trump's comments about second amendment people and what they could do among other things. we've seen these resets before. will this one stick? >> reporter: the republicans i spoke to were thrilled to see him stick to the script here. nobody's predicting it will last, but, david, the problem for trump is he's kind of like a football team that's been down by a couple of touchdowns because they've thrown interceptions, fumbles. it's not enough to prevent mistakes from happening. he needs to actually score some points now. rl with us this morning, our thanks to you as always as well. >> now to milwaukee on edge following days of violent protests. the city enforcing a curfew overnight hoping to calm tensions after the shooting death involving a police officer. abc's eva pilgrim has the latest. >> reporter: this morning, a community on edge, overnight a

protests against police, the neighborhood that was set on fire closing from dusk till dawn under a strictly enforced curfew. >> we've got to maintain the peace. >> reporter: the spark that ignited two nights of chaos and violence, the traffic stop of sylville smith, police say he was in a suspicious vehicle, the officer in that stop also black, shooting and killing smith. authorities say that police officer was wearing a body camera which they say will prove smith was holding a gun. >> i want the vi i believe the video will provide a lot of context as to what's going on. >> reporter: however, the wisconsin department of justice now holding up the release of that video saying they are working expeditiously but are not prepared to release any of the video evidence at this time. >> i think it would be a measure of good faith to release the video because it would clearly show what happened and that's what's allowing a lot of things to fester.

to violent protestors, businesses torched, 31 arrested, two teens hit by bullets in the chaos. >> gunfire, shots fired. >> reporter: 11 officers wounded as bricks were thrown by protesters. >> this is the police. leave the area! >> reporter: for smith's family and the community here, unanswered questions and a lot of pain. and the curfew just lifted here just a short time ago. you can see police taking no chances overnight putting up this fence around the park, people here thankful for a peaceful night. >> all right, let's hope for continued calm there, eva, thanks very much. we turn now to the olympics this morning and team usa's allyson felix sprinting into the record books becoming the most decorated u.s. women's track and field star of all time. but everybody is talking about this. missing gold after that dive, let's get right to t.j. at the olympics desk. how could this be? >> yeah, we saw a brand-new olympic sport last night that combines two sports, track and field and diving.

night made for one of the most dramatic moments we have seen at these olympics. the other dramatic moment we saw yesterday, simone biles almost fell off the balance beam but she still ended up on the medal stand. a photo finish in rio. >> here's allyson felix. >> reporter: in the women's 400-meter, the favorite, american allyson felix, in her fourth and likely final olympics, ran a rousing race with a heart-stopping finish. >> felix alongside -- >> reporter: felix came behind and had gold within her grasp. >> here comes the finish line. >> reporter: the spint ended with a photo finish. >> a dive by miller for the line. >> reporter: the bahamas' shaunae miller diving her way across the line for gold, edging out felix by .7 seconds. >> these two titans battling and it came down to the dive. >> reporter: that dive got swift reaction many questioning the tactic.

wildfires burned just ten miles from rio's field hockey arena. >> because of the wind you see divers falling off the board. >> reporter: and strong winds plagued sailing and men's diving. as far as that dive on the track goes, it's perfectly legal. you have to remember, guys, not just what some part of the body crosses first, it has to be the torso. that's why you see sprinters do that to get across the finish line but it's perfectly legal. too bad the american missed out. >> it lit up twitter last night, as you know, people wondering about that. thank you, t.j. joining us with more of the night's biggest events, olympic gold medallist dominique dawes is back with us. let's start with simone first. a rare misstep on the beam but still managed to be on the podium. >> you know, her routines are pretty difficult to do and that's why she was able to get on the podium with nearly a fall on the balance beam. that was a huge deduction but as you can see, at the end of the day she doesn't care that she got a bronze medal.

fact that she made that mistake because that wasn't part of her game plan. >> it was wonderful to see her hug laurie and she's so, you know, grateful for winning the bronze and grateful for her teammate being there and she's going to have another chance tonight. >> they are truly teammates and competing versus aly, the olympic reigning champion on this event, the floor exercise so they'll be neck and neck till the finish. >> love to see that camaraderie, how genuine it is. >> i love it. >> let's talk about the dive. i know it's not your sport. >> i know. >> t.j. said it combined two sports, diving and track and field like that and people thought, that can't be true, but it's legal. >> shaunae miller knows that this is her olympic moment and if she feels as if she's running out of gas at the end and she needs to dive across that finish line, that's what you do. i love the sport of track and field because at the end of the day you have a stop watch. there's no one judging, but there's a stop watch and she knew that that was going to be her best chance to get a gold medal and beat allyson felix. >> by any means necessary. >> you'll be a judge for our "gma" games later. >> i am. very excited about that.

phelps, the most decorated olympian of all time. he's opening up to t.j. about his other big gig, dad duty, and the way he keeps baby boomer close when he races. here's a clue. it has to do with michael phelps' shoes. >> we'll get to all that coming up but we turn to that abc news exclusive. one of the young victims of that tennessee ferris wheel accident speaking out after she and another girl fell nearly 40 feet to the ground. steve osunsami and her parents and joins us now from tennessee. steve, good morning. >> reporter: good morning, to you, david. it is now a full week after this accident and one of the three children hurt is still hospitalized here. the family speaking out this morning, has a long road to recovery. kayla reynolds is just ten years old and she's telling us this morning that she's lucky she's alive after falling nearly 40 feet from the cabin of this ferris wheel at the greene county fair in tennessee. >> just really scared.

"gma," she shows us the baby blue cast that's now protecting her broken arm. >> falling on the ground, my arm saved me. >> reporter: she remembers the moment clearly when she, another girl and her 6-year-old sister were thrown to the ground. >> i've got three kids that fell from the ferris wheel, three kids. >> reporter: after their orange ferris wheel basket got caught on another while the ride was turning. >> i was really worried about briely because people said she wasn't breathing. >> reporter: their mom and dad we horrified. >> and we both took off running towards the ferris wheel, towards the operator, and we're yelling, stop, stop now. >> she's like trying to reach and grab stuff to hold onto. >> briely reynolds is still in rough shape. >> tubes and swelling, and she just didn't look like my child at all. >> reporter: doctors say she suffered a traumatic brain injury. her family is sharing these pictures from her hospital

when she hit, her eyes rolled back in her head. it was -- >> it was tough. >> absolutely. >> yeah, yeah. >> worst thing i've ever seen in my life. and i couldn't do anything. everybody is like, don't touch her, don't touch her. that's my baby. >> reporter: authorities now say what happened was an accident, and safety inspectors are blaming mechanical failure. but when we got a close look inside the orange cabin we noticed it had no seatbelts or lap restraints, and say those safety features are not required. this is the second accident in recent years tied to the company that runs the ferris wheel. several people were hurt in raleigh when a ride called the vortex started spinning when people were getting off. family attractions says it's pulling for the girls in tennessee. by no means do we take this lightly as our main concern is the safety of the families who visit our midway each week. the reynolds say they still can't believe this happened to

exactly what happened when 12-time olympic medal winner ryan lochte and three of his teammates were robbed at gunpoint early sunday morning. >> the police are looking for the cab driver who drove them back who seems to be holding -- having more information. >> reporter: lochte was snapchating himself partying with friends at this club filled with 2500 people before getting into a taxi to go home to the olympic village when he says armed men which police say cld pulled them over. >> a guy pulled out his gun. he cocked it, put it to my forehead and said get down. i put my hands up, i was like whatever. >> reporter: none of the swimmers were injured but lochte says the men took all of their money. citing lochte, the ioc initially denying that any robbery had occurred, only reversing course when it says lochte later changed his story. >> i wonder if you can explain to us what happened. is ryan lochte lying to you, is he misleading you?

pokemon go, the new lawsuit, one couple says they've had enough. they're now suing claiming the app placed pokestops or hot spots near private property without the consent of the owners. abc news correspondent becky worley joining us. come on. this is getting annoying for people who look out their front windows and see people playing pokemon go. >> real world problems, pokemon go, as you mentioned, places pokestops in all sorts of locations and, david, the problem, they aggregate some of those making them a really big draw rubbing a couple from st. clair shores, michigan the wrong way and have the unfortunate luck living across a pokegym. they thought it was a local park but no, it's a location with at least seven pokemon stops. the couple say hundreds of people come each day trampling their flowers, looking in their windows, it kind of sounds like a horror show. they allege that they've submitted requests via the website to get the pokestops removed but only received generic replies, to action so in

>> here's the study right here. comes out of a very well respected peer review journal. we're talking about one of the most commonly used medications acetaminophen that's used in pregnancy and this study found women who took it while they were pregnant went on to have children who were at increased risk for problems with conduct, hyperactivity and emotional issues. now, issues and flaws and limitations with this study. there is no data about why these women took acetaminophen in pregnancy. there's a thinking that the reason that caused them to need to take the medication could be implicated here. no data on how much they took, the dose or for how long, so more research definitely needed. >> yeah, because some doctors are saying they need a little bit more on that. so why would a pregnant woman take this? >> look, i think we have to remember that in obstetrics we have two patients here, a mother and a baby and so there can be maternal and fetal indications. pain, you're talking about anything from a headache to a

there's a spectrum there. fever, we know if the mother gets a fever, that is not good for a developing baby, so that could be a fetal reason, and then injury and surgery. that happens to pregnant women just like it happens to nonpregnant women so you have to weigh those. >> you've delivered, what, something like 1500 babies so you know of what you speak. so what do you recommend to your patients if they're having issues? >> this is so important. yesterday i was in touch with our national society and they came out very strongly against this study right now saying that this study and others in the past show no clear evidence that provides a direct relationship between acetaminophen and any behavioral problems. we say it over and over again on abc because it's so important. association does not equal causation. we need to have the science and the biology to show a cause and effect before we make a sweeping recommendation and right now women should not be afraid to take this if they really need it. >> are there other things that they can do if they're having certain issues?
