policies may be aiding in that goal with deadly consequences. martha raddatz, abc news, washington. the high court has banned the ban on burkinis. the mayors in the roughly 30 cities that have put it in place, 20 of them are continuing to enforce the ban even though the high court ruled they can't do it. >> in nice where they had the attacks last month where more than 80 people died, the terror attacks, they just passed a ban on burkinis last week. it's going to be a fight that will continue in france. >> and one of the top issues in their upcoming election as well. people across the country are finding their cars missing. >> it's not because of car thieves. many angry victims are falling to tow truck traps. they argue it's criminal. ?

using a spotter to alert them when someone parks in a specific spot. that's when they move in to tow your car. they charge hundreds to get it back. we went out with a tow truck driver for tips. first red flag, hard-to-see no parking signs. second, unmarked tow trucks and third, look at the other cars in the lot. >> parking stickers in the window? it could be on private property. >> reporter: as for the philadelphia tow company, we reached out about the tow trap allegations. their reply, no comment. >> sneaking if those allegations are true. >> i'll tell you, my friend and old co-worker got in some trouble last year caught on tape talking to this tow truck operator and going off on that tow truck operator. some of the things she said were wrong, but part of the reason she was to angry is because it was a bait and switch thing that took place that night. she thought she was scammed. >> pennsylvania's attorney general and the philadelphia police are apparently now looking into this. >> we'll be right back. >> we'll be right back.
