"mornings on 2" starts right now. well, good morning to you. welcome to "mornings on "mornings on 2." i'm dave clark. >> i'm tori campbell. it's tuesday, july 20th. investigators say an arsonist is targeting the uc berkeley area. over the past 12 hours, three areas were torched which brings the total number to nine. claudine wong has been talking to police and has the latest. >> reporter: there are a lot of similarities with all of these fires. most of them involve trash cans like the one that used to be sitting out here in front of sam's market. most happened in the overnight hours all or near cal campus. the string of fires started friday. now, i did talk with a berkeley police officer out here this morning who was on the seen of

this most recent fire t was a cash tran set on fire outside of sam's market. that officer told me this fire was called in about 3:50 this morning and had no damage to the nearby building. the flames were called in by a cal student walking by. >> i didn't see anyone at l, no. and it was -- the flames hadn't even come over the sides of the bin yet. so it had to have been a really fresh fire. >> reporter: so you called 911? >> i called 911 very quickly. >> reporter: now, just after midnight this morning, there was another suspicious fire at bancroft. that fire caused damage to two crash cans and a motor scooter. we're also hearing about a third fire just before 8:00 last night. you add those to the seven other fires and you have a long list. the fires have been all around the campus area. one was near a dorm. it appears, then, mostly they involve trash cans and fairly

mild damage. this porta-potty is still sitting out in front of the business, where it was set on fire. we've also seen several police cars patrolling in and around the this latest -- around this latest fire scene. the damage is minor but it adds up, a light pole, wooden bench, anything that was near the trash cans when it was set on fire. we do know that the fire departments are involved in this. a crime alert was put out to the area asking anyone with information to call. claudine wong, ktvu channel 2 news. >> thank you, claudine. 7:03. well, right now in san francisco, a small group of squatters are holed up inside two vacant properties as part of a protest against homelessness. it this is all part of a rally by homeless advocacy groups. it started last night with this march down mission street.

they claim 30,000 housing units sit vacant in san francisco, while as many as 15,000 residents have no stable place to live. they also claim the properties are just sitting there unused. >> if they cared about it, they wouldn't let it sit for 20 years. if they cared about it, would it look like this? >> this is a live picture of the scene right now. now, a city permit inside the property insists the last time anyone lived inside that building was 1990. this is what it it looks like out there right now. you can see the banners outside. you can read it for yourself. we can understand -- beunderstand it's -- we understand it's quiet. nothing is happening right now. there's squatters holed up in there. they appear to have plenty of plies with them. still not clear how long they plan to stay inside there.

7:04. we just got an update from ac transit about the labor dispute with bus drivers and possible disruptions this morning. let's go right to jade hernandez. jade, you're out there. what can riders expect this morning? >> reporter: well dave, i can term you right now -- i can tell you right now, they can expect delays. we just spoke to a spokesperson and he said he can't give us the exact numbers affected. if you have to wait 25 to 45 minutes today, you should find another way to get to your destination. yesterday, 20% of the workforce called in sick yesterday. today, between 0% and 20% called in sick. wewe have a call into the union lead negotiator but we've not heard back yet. the union is expected today to

head to court to get an injunction which lists the current schedule and that schedule is tied to a newly- imposed contract, it became effective sunday. due to the number of drivers out sick, service at the dumbarton bridge was down 50%. a union representative told one media outlet some workers were too unfamiliar with the new structure to work giving an excuse as to why some drivers did not show up for regular duty. the newly imposed contract instituted new work rules with regard to overtime, a copay policy for medical care and a two-tier pension plan. ac transit says if the union has their way there will be additional layoffs and service cuts because the new contracts helped cut the district costses by $15 million. the district puts ac transit in

jeopardy of becoming bankrupt. i just got off the phone with the ac transit spokesman. he told me this morning again he doesn't know how many buses are affected this morning. but riders can expect some delays. we'll keep you posted. reporting live from oakland, jade hernandez, ktvu channel 2 news. >> thank you, jade. it is 7:07. we are learning more about the criminal background of a tuolumne county man accused of engaging in a shootout with chp officers in oakland. authorities say 45-year-old byron williams already has two strikes on his record for previous bank robbery convictions. that means he could face 25 years to life in prison if convicted of a third strike in connection with sunday's shoot out on interstate 580. williams is recovering from multiple gunshot wounds from the incident. oakland police tell us they were able to interview him yesterday.

an investigation is underway in fairfield into an incident where an officer shot at a man who allegedly attempted to run over police. the incident started yesterday, when the suspect, a san francisco man tried to evade police during a traffic stop. officers finally got up to him at a parking lot on kiter avenue. police say the man refused to get out of his vehicle. instead he tried to run the officers over. one officer shot at the suspect and he immediately surrendered. neither the suspect or the officers were injured. it know appears a cell phone may have played a role in the tragic death of a pennsylvania teenager on vacation in marin county. the 17-year-old fell off an ocean bluff, just south of muir beach yesterday afternoon. he was on a hiking trip with five family members when he fell about 5 hup feet to his death. park rangers may have -- believe he may have been talking or texts on his cell phone and simply walked off the cliff. >> you should not be distracted

the cap to remain on bp's ruptured well and there are new plans being discussed for another attempt to permanently seal the well. the government says although engineers have found some seepage from the newly installed cap, it's not significant enough to order bp to open the cap. bp and government officials are also clothing the idea of a new operation to plug the well called a static kill. it's similar to the top kill operation that failed almost two months ago. but some scientists say there's less pressure in the well right now so it might succeed. right now, in louisiana, it is day two of a five-day hearing looking into the circumstances around the explosion and sinking of the "deepwater horizon" rig on april 20th. testifying now, these are live pictures, is a bp executive who was in charge of the op ranges on the -- operations on "the

[ inaudible ] >> her resignation was announced this morning. she said she was forced out of the job. she said she was telling that story because it helped her see the issue is not about race but about people who have a lot and those who do not. walnut creek is back to normal after a loud demonstration that started as a show of support for former b.a.r.t. police officer, johannes mehserle. >> about 300 demonstrators took part in this, about half supporting the former b.a.r.t. police officer accused of killing unarmed passenger, oscar grant. the rest were counter demonstrators supporting oscar grant's family. for about three hours, there was a lot of yelling from both

sides. >> i hope that that -- that he gets a fair sentence. i wish he had been acquitted. >> b.a.r.t. officer johannes mehserle killed oscar grant in cold blood. >> some businesses closed early just to be safe. the rally was loud but it was also peaceful. no one was arrested. about three and a half hours after the rally started, the crowd dispersed. the area that was previously closed down was reopened. a baseball coach will not return to his position at a vallejo baseball league after he reportedly hit an umpire during a junior state tournament. the coach in the league knocked the umpire unconscious after the ump made a call against the team. the coach reportedly turned himself in to police. it comes two weeks after the league was hit with break-s in

the past 12 hours. they want to know if they are connected to a string of earlier arsons in that same area that began on friday. there have been nine fires in all. most of the fires involve trash cans. there was very little damage. most happened in the overnight hours. ktvu's claudine wong is talking to investigators now. she will bring us a live update coming up at 8:00. police in richmond are investigating two overnight car fires and they are calling them suspicious. one fire was on modak avenue. the other, on giant road. both happened just before 3:00 a.m. this morning. about a half hour ago, police told ktvu that both of those vehicles were reported stolen. 7:30. we're learning more this morning about a computer engineer from virginia who had come to the bay area for a job interview and was shot and killed in downtown oakland. 45-year-old jing hong kang, who is on the left in this picture, was shot to death outside a

dental office at 19th street sunday night after being robbed. police say kang had gotten his teeth cleaned earlier in the day and returned to his rental car with a dental hygienist when he was shot. the hygienist said the two went to the same chooch and she also -- also said that that he was robbed and they took all of the money he had, $17. we spoke to kang's widow. >> i'm angry. anger won't bring him back. >> kang had planned to move his wife and three sons to the bay area if he got the job. the city of berkeley and crimestoppers are offering a $17,000 reward in the mysterious shooting death of a 29-year-old man. this is a picture of the victim, marcus mosley, junior,

september to us by his family -- sent to us by his family overnight. police found him slumped over the wheel of his car on friday. the family says he was shot six times. investigators are not revealing a lot about this case but they say this was not a random shooting. 7:31. a south bay political activist is in jail this morning accused of a terrifying attack against a vietnamese popstar. take a look at this youtube video. the disturbing scene was unfolding during a sunday night concert at the santa clara convention center. someone who appeared to be an old woman came up to the stage with a long-stem flower. the singer went down to take it as the crowd cheers. but the cheers turned to screams. that singer wiped away pepper spay from his eyes. police say the woman was really a man dressed in drag. he's li tong.

he organized a 2008 hunger strike connected to san jose's little saigon controversy. he's due in court tomorrow. it is 7:32. researchers say a new gel will help protect women from the a.i.d.s. virus. ktvu's pam cook joins us now with a look at how the gel works and how local scientists are involved. pam? >> well, a local company is involved in what is being called the most significant breakthroughs against a.i.d.s. the company based in foster city has licensed the rights to produce a gel that's said to protect women against an a.i.d.s. infections. it's not expected to be here in the u.s. but will hopefully be provided to the 95 poorest countries in the world. the results on the gel were presented at the a.i.d.s. conference in vienna. many world leaders and philanthropists are there tackling some of the most difficult issues with a.i.d.s. >> if you have a.i.d.s., you

council is expected to take up a controversial marijuana wholesale ordinance today. this would authorize the licensing of four marijuana protection and processing plants to supply the marijuana dispensaries. if approved, they would have to pay $200,000 in yearly permit fees, they would have to carry liability insurance and set aside 8% of their sales for taxes. some argue this ordinance could put them out of business. the richmond city council may take up the issue of medical marijuana dispensaries today. city attorneys are writing an ordinance to set the number and location of those dispensaries. richmond is believed to have as many as ten right now. but the city has no permit system for those blisses and the city -- businesses and the city is trying to close them down. taking a live look at the big board on wall street. numbers are leer this morning. they've come back a little by.

stocks are falling after revenues from goldman-sachs and ibm came in he lower than investors expected. this is the latest sign of weakness in revenues in the corporate earnings season. the dow is down 80, 0,073. nasdaq down, 75. s&p down, 7. this afternoon sunnyvale based yahoo analysts are predicting good news. sales could go up 7% from the same time last year and will be the company's biggest improfit in -- improvement in two years. this is putting more pressure on the community. texas instrument stock is down 4.5%. after yesterday's closing bell,

jose into sunnyvale. here's mark. good morning. look behind me. it looks pretty gloomy out there. the clouds, low clouds pushing into the bay overnight. it looks like it will reinforce the cooling trend that started yesterday. no more 90s. just the mid to low 80s. right now we're in the chilly 80s. high pressure is beginning to weaken. maybe a few spots could be in the upper 80s. fog we've been talking a lot about this keeping the coastal spots primarily in the 50s. that coupled with the onshore breeze will set up the cooling trend for today and also for tomorrow. still, the gusty winds out there, the onshore winds out of the west to southwest could be around 20, possibly 25 miles an hour. here we are this morning, the fog out there, partly cloudy skies for the interior and

are set to consider a controversial state law called lors law at today's board meeting. if the county chooses to adopt it, lors law would provide families and the courts the power to compel mentally ill people to receive treatment. the law is named after laura wilcox, a 19-year-old college student killed by a man who refused mental health treatment. >> what laura's law would do, it would give families a actual to use to get their loved ones the help they need before it gets to the point of incarceration. >> critics say laura's law cannot force people to take their medication and they also worry about the civil rights issues and the costs involved. another measure up for consideration by san francisco supervisors today would allow noncitizens in the country lawfully to vote in school board elections. voters rejected a similar plan in 2004. supporters say noncitizens who pay taxes and send their

good morning. welcome back to "mornings on 2." i'm tori campbell. >> good morning. i'm dave clark. it's tuesday, july the 20th. now, we have avenue just obtained exclusive surveillance video of an arsonist targeting the area around the uc berkeley campus. since last friday, three areas were torched. that bring the total number of suspicious fires just since friday to nine. let's go right to ktvu's claudine wong who has an exclusive look at this surveillance tape. good morning, claudine. >> reporter: good morning, dave. we're in front of sam's market. this is the latest fire to happen. it happened before 4:00 this morning. you can see what's left of the garbage can that used to sit here and the damage from the heat that came to this glass door. now, this could be fire number ten in the string of fires but what makes this different is that that you are looking at now.

a surveillance camera. it was working at the time of this year. we took a look at the surveillance video which shows four major events in the minutes leading up to and following the fire. just about five minutes before we spotted flames on fire from this fire, can you see a man walk up to the store window, look in and then walk to the corner of the screen. that's where the trash can is located. a couple of minutes later, two more people also walked down the street. you can see them past the camera but it appears in the corner one of them goes near the trash can. that trash can just out of view. those people appear to leave but within a couple of minutes you see the glow. and then you see police officers arrive on scene using a five extinguisher to put the flames out. we should mention it's not clear what those three people we saw on camera were doing. that's certainly something that police will want to figure out. you are taking a live look at what's left of this garbage

protest by homeless people protesting the fact that they -- they and thousands of others are homeless. the building began with a rally by advocacy groups. they claim the units sit empty in san francisco while as many as 15,000 residents have no stable place to live. they might go in and point to the public school property as well in the mission. 14 portables, vacant three years. a few squatters are holed up there as well. one of the people we talked to yesterday says he often goes and spends the night in buildings that are left vacant. he says it's better to sleep there. had, perhaps than in a shelter. >> if they cared about it, they wouldn't let it sit for 20 years. if they cared about it, would it lab like -- would it look like this? >> reporter: yesterday, i said the protests began with a march down mission street. take a look up there.

this morning the ncaa president's recommends her resignation. a blogger was ousted out because of a racist blog he wrote. walnut creek back to normal after a loud demonstration that started as a show of support for former b.a.r.t. police officer, johannes mehserle. about 300 demonstrators took part, about half supporting the former b.a.r.t. police officer accused of killing unarmed passenger oscar grant. the rest were counter demonstrators, supporting grant's family. for three hours there was a lot of yelling from both sides. >> i hope that -- that he gets a fair sentence. i wish he would have been acquitted. >> b.a.r.t. police officer mess killed oscar grant in cold blood. >> now, more than a hundred

they show a drop in unemployment in most states but not california. the labor department says 39 states saw their jobless rate drop last month. that's a slight improvement from may. the state of california, however, lost more than 180,000 jobs. that bring our unemployment rate to one of the highest in the country. more than 12%. that job decline may be the result of a layoff of thousands of temporary census worker. we'll have more on that. 8:31. in oakland, the city council is expected to take up a controversial marijuana wholesale ordinance today. it would authorize the licensing of four marijuana protection and processing facilities to supply the city's medical marijuana dispensaries. if approved, facilities would have to pay more than 200,000 in annual permit fees, carry liability insurance and set aside 8% of their sales for taxes. small growers argue that the

before having sex to avoid an a.i.d.s. infection. research shows it can cut the risk of h.i.v. infection by 50% after one year of use and 39% after two and a half years. but as many world leaders and philanthropists have argued, money is still a big part of the problem fighting a.i.d.s. >> if you have a.i.d.s. and you go to a clinic, you should never hear "i'm sorry. you can't have the drug that would save your life. we don't have the money." >> no word on what the cost low be for the gel. but the company has relinquished royalty rights to it in africa and other poor countries. research says the gel needs further study to be approved here in the u.s. analysts warn that it could take years of study to prove its success. still, gilliod's stock gained on the news. the company will report earnings later today.

they are calling in a -- calling this a union move. i just got off the phone with the union leader. she's a bus operator and said once the newly-improsed contract went into effect, 100 drivers only had a week to get used to the schedule. her example was that ac transit operators were told to work irregular schedules. officers asked for additional training and ac transit turned them down. yesterday, hundreds of ac transit drivers did not show up for their regular duty. ac transit on the other hand told us that if the union has their way, there will be additional layoffs in service cuts because the new contract helps cut the district's cost by more than $5 million. without union members working under a contract, the district needs $300,000 per week and

buses that crossed. you can expect delays later this morning and maybe even this evening. we'll keep you posted on all of this, jade hernandez. >> ktvu channel 2 news. 8:36. we've learning more this morning about a commuter engineer from virginia who had come to the bay area for a job interview and was shot and killed in downtown oakland. 45-year-old jing hong kang, who is on the left in this picture, was shot to death outside a dental office at 19th and webster streets late sunday night after being robbed. police say kang had gotten his teeth cleaned earlier in the day and had returned to his rental car with the dental hygienist who shot. investigators say the hygienist and kang were members of the same purchase. two men approached kang and demanded he had over the money.

occupancy room. you saw single rooms lining either side of the hallway. it's hard to tell from our vantage point how many people spent the night in their last night because we didn't see everybody. some of the people were still asleep in there. but according to the people we spoke to, sleeping in there was a lot better than sleeping, say, in san francisco's largest shelter. according to the one person i talked to, an advocate, he told me that the largest homeless shelter in san francisco only has space for a hundred people. the maximum -- the minimum these people could sleep is 22 inches. it's a lot more comfortable in here. i asked them what about the person who owns this and he says since the property has been neglected for so long, he they decide -- so long, they decided they are gonna take things into their own hands. >> the person who owns this building is not here. the person doesn't care. and doesn't carry any of the

responsibilities. he doesn't carry any responsibility -- look at this. this is not our trash. this is not our doing, the condition of this place. any person who doesn't take the responsibility to take care of their property, doesn't deserve the property. >> reporter: this building rally was brought by advocacy groups. they claim that 33,000 housing remain vacant. they told me there's no complainant. they aid they tried to get ahold of the owner. they've left messages for the owner but they've not spoken to the opener. until that happens, they will have nobody complaining about what's going on now. as far as they are concerned, that is a first amendment issue and are no plans to move in and evict people. kraig debro, ktvu channel 2 news. 8:50. well, just a couple of months
