homicide. a ktvu camera was the only one on scene as officers took 24- year-old george huggins away in the back of a squad car. he was wanted in connection with the brazen robbery and dilling of 4 -- and killing of 45-year-old father of three, jing jong kang of virginia. he came here for a job interview. he and another suspect robbed cake of deposit $17 and shot him anyway the today we talked to the good samaritan. >> pushed him down, held him down. told me to call the police. i called the police. the police came in about ten minutes. the guy said he's a murder suspect and he said call the police right now. >> the guy holding him down said -- said that this guy is a murder suspect. the other guy who was being restrained, he was not refuting

that. >> reporter: aletha housely is the other suspect was arrested on saturday and police say she confessed and gave them details about the crime. police say they wouldn't have solved this crime so quickly if it had not been for the surveillance tape. investigators say they can't understand why it had to happen in the first place. >> it's really a heinous crime. i don't know. i haven't talked to mr. huggins as of yet. i'm in the pro sis of getting ready to -- process of getting ready to interview him. this is senseless. there's no reason why he could have provided me on why he did what he did. >> reporter: they say he was also involved involved in a robbery and shooting on telegraph avenue. mr. kang's killing could get the suspects the death penalty because robbery is a special circumstance. live in oakland, john sasaki, ktvu channel 2 news.

oakland police say they learned valuable lessens the night the johannes mehserle verdict was issued earlier this month. today they talked about what went right and what went wrong on that night. ktvu's rita williams live in oakland tonight with more. rita? >> reporter: frank, some business owners say good, they hope police do figure out what went wrong so that their stores don't get looted again. >> they wasn't doing their job correctly. >> reporter: two and a half weeks later and most of the display cases on broadway still are empty. $50,000 worth of uninsured items gone. the only merchandise here mostly gold teeth and rings are items this individual says looters dropped. >> i was terrified. i was in a state of shock. i didn't really know what to do. just trying to protect my family. >> reporter: as this youtube video shows he says he, his partner, girlfriend and baby were locked inside the baby

when looters tore off the metal gate, smashed the windows and went inside and helped themselves. he has these small jewelry hammers. >> in -- the police didn't show up for 45 minutes. they were around the block and they didn't show up. when they got here, the people were still looting and they didn't even stop them. >> reporter: police say they can't just rush in make arrests without backup. >> i'm gonna end up using force to more than likely take those individuals into custody. in addition i have to send in another group of officers who are in the mission of making the arrest. >> the blame should be with the looters. there were00 officers from 15 jurisdictions and it had the means to community kate to some extent with each other. still -- >> we're evaluating what we did.

for aggressive tactics and alleged racial profiling of latinos. san francisco police will soon start training civilians for routine police, are -- for routine police work. it's part of a pilot program that gorge gascon has come up with. 15 responders will be trained to respond to non-violent crimes and simple evidence collection. gascon says that would free up police officers to focus ton violent crimes and crimes in progress. >> properly trained and have an interest from the field, i think it would be -- interest in the field, i think it would be all right. but definitely non-violent crimes only. >> the police union opposes the pilot program scheduled to begin in january. the budget stalemate in sacramento entered its 26th day today surpassing last year's delay. lawmakers have been unable to agree how to close a projected

$19 billion budget. last year's budget was passed on july 24th. but the 2008 budget wasn't agreed upon until september 23rd. democrats want to delay corporate tax breaks and impose a tax. republicans remain opposed to any tax breaks. governor schwarzenegger implied that he may not sign a budget before he leaves office. unless it includes major tax, pension and spending reform. >> i want to hear about income tax increase, sales tax again. they are gonna -- they are looking at oil excise tax. split rule property taxes. all of these things do nothing to help small businesses! >> governor schwarzenegger says he also opposes prop 25 which would eliminate the need for a two-thirds vote to pass a budget.

the issue of water desalination may boil over at a meeting tonight in san rafael. they will discuss two proposed measure initiatives. one measure has qualified. it requires voter approval before the district can tudy the -- can study the issue and the district has imposed their own which is less restrictive. agricultural officials are asking all grape growers to eradicate their crop. rob roth has more. >> reporter: now, backyard grape growers are being asked to fine in on the fight.

the fact that these are documents several years old does not change our concern that this action risks our national security. >> the pentagon is investigating the source of the documents but says they could have come from anyone with a secret level clearance. bp's embattled boss, tony hayward is reportedly stepping down as ceo. an unidentified official close to the matter says hayward will step down in october. hayward became the face of bp's flailing efforts to contain the massive gulf oil spill and will now take a job with a bp operations in russia. it was once run by american bob dudley, the company's managing director, who is now the odds had on favorite to replace tony hayward. when it comes to the new iphone, critics say apple likes to be in control, whether it's a wire les phone tapped with sport, news, games or google, apple approves each and every

general jerry brown. all three employees have resigned. the city manager made $787,000 a year. >> we want to find out exactly how they ever came to the conclusion that city officials should make so much money. >> attorney general brown vows to investigate other california cities that are paying too much to elected and unelected officials. on wall street today, stocks ended higher for a third straight session. stocks closed near session highs bridging the dow index into positive territory for the year. the dow closed up 101, at 10,525. the nasdaq gained 27 points and ended the day at 2,296. new home sales were up last month but it was the second slowest sales month on record. according to the commerce department, 330,000 new homes sold in june. that's a 2.5% increase for may but it is down, 16.7% from a
