good morning. welcome to "mornings on 2." i'm dave clark. >> i'm tori campbell. it's just, july 27th -- it's tuesday, july 27th. a novato man has died in prison after just being sentenced for a deadly crash that killed a 9-year-old girl. it's reported that edward shaffer was found dead in san quentin state prison last night. however, the details of how they died, they are not clear. shaffer was convict of second- degree murder after he crashed his motorcycle into melanie osheroff and killing her.

this morning, police officers tell ktvu patrols are needed on the streets of oakland right now. tara moriarty has more. >> reporter: there are a number of neighborhoods that stretch from east to west oakland in an area that's known as area 2. officers we spoke to say that the number of violent home- invasion robberies have spiked there. police say they are stepping up patrols. many people that criminals are getting more brazen now that the police force down 80 officers due to recent layoffs. but last night a breakthrough came when the city voted to put a four-year parcel tax on the november ballot. it would more than cover the projected shortfall predicted next year. this is a condition that the police union demanded before it would agree to have officers fork over 9% of their salaries

toward their pension. but many city leaders say the controversial parcel tax is too much to ask of oakland residents during this financial crunch. >> i think everybody is going through a difficult time. i think rehave the responsibility to manage with what we have. >> reporter: the parcel tax is key to bring back the 80 officers laid july 13th. if passed, the force would be back up to 803 officer. rye now, it's -- right now it's less than 700. it would be suspended until 2013. the opd has yet to approval the pension proposal. if they do not agree to it, it would be yanked off the november ballot. back to you. >> thank you,. our time is now 7:03.

well, bp announced this morning that chief executive officer tony hayward will leave that job in october. he's gonna be replaced by the first american to head up the british oil giant. the company says hayward is stepping down by mutual agreement. now, he will get $1.5 million severence pay and had take a $17 million mention with him. robert dudley had take over the job. he's the man who has been in charge of the big gulf spill. bp is still facing lawsuits that could stop the $22 billion set aside to pay for the oil spill. it could soon be illegal to light up in some contra costa

countiant buildings. the council is pet expect -- is expected to vote on this. the regulations would only affect buildings outidentify city limits on county land. and if amoved would -- if approved would go into effect next year. if you park in san francisco get ready for new rules for today. ktvu is in hayes valley with a look at how the new meters will affect drivers. >> reporter: they are supposed to be more user-friendly and convenient. basically, here is how it works. if the street has a lot of cars on it or a few cars on it then you would pay less. if it has more cars, you would pay more. this is a picture of one of the meters.

it's supposed to be user- friendly because it accepts coins and debit cards. the meters are also supposed to reduce congestion. drivers are -- will be able to track this online next year. the city will install 8,000 wireless sensors underneath the asphalt. the sensors will monitor and keep track of how long they are parked. right now, it can cost up to $3 an hour to park on the street. when the program starts, meters will change -- will charge drivers based upon how many spaces are available. the city expects the drivers to

use the meters but they also say the parking control officers will probably write fewer tickets so there is a little bit of concern they are gonna get less money doing it this way. it might be easier for drivers but the city might also take fewer dollars. kraig debro, ktvu channel 2 news. we want to check in with sal castanedo who is starting this report with contra costa county. good morning, sal. >> good morning. that's right. we're looking at the contra costa county community. it's gonna be slow. there's slow traffic already on highway 4, for example, getting up to the willow pass grade. but there is a crash a little farther back on highway 4 westbound. highway 4 as you come up to lone tree wade. the chp and paramedics are on the scene. the morning commute is gonna be okay at the tom. it's improving after a stalled vehicle on the deck. the traffic was better than it

police say huggins went to a home on 21st and curtis to meet his girlfriend, 33-year-old, althea housley, but he didn't know housley had already been arrested. >> they were praising him because they said he did a good job. he took one a wanted criminal. >> thousand, police arrested althea housley on saturday after she was recognized from surveillance virginia that was broadcast on tv. police say housley admitted her involvement in the shooting with kang and with another crime with huggins last month. it's believed those crimes were committed to get drug money. a second fairfield wanted in connection with a deadly car fire that killed several people is in jail this morning

tasharra james turned herself in before she was arrested otherwise. her sister was arrested. the four children were killed in april after being left inside their apartment alone with burning candles. the apartment caught fire. dozens of people in the south bay were victims in a nationwide multi-million dollar internet scam and the department of justice is now involved. also to expand or not to expand. we'll tell you which bay area city is having that debate today over plans for the local mall mart.

in a tv interview this morning, the republican candidate for governor says she's focused on canada and how to climb the state out of the recession and get people back to work. she will face off against jerry brown in november. after 30 years on the force, san francisco's chief of police says he's read yea to retire -- ready to retire. >> the city of san jose has treated me very well and i would just like to thank them. >> rob davis started as a rookie back in 1980 and he says he's most proud helping the department adopt tasers and new technology. he's also dealt with criticisms for work tactics and racial profiling. he will have in his pension, 90% of his 240,000 a year

salary. menlo park's police chief job has been offered to brian roberts. if roberts passes a background check, co start as soon as -- could start as soon as september 7th. in southern california, the city council in the blue collar los angeles suburb bell voted to drop the salary down 90%. [ booing ] >> the city council tried to head off a really hot debate last night. they voted unanimously to cut their part-time pay to to about $8,000 a year. four of the five city council members had been getting paid about $00,000 a year. that's -- $100 a year. that's angered a lot of residents. >> you all need to go to jail!

>> you were a crook yesterday, you are a crook today and you will be a crook tomorrow. >> despite repeated calls for city council members to step down, they refused to do it. the city manager and two others resigned after it was revealed they were making 2 million a year. washington investors were cheated by scott allen stewart. prosecutors say he received more than $3.2 million from victims since 2003. stewart allegedly told his victims he needed money to pay taxes to a bank so that he could access a $30 million inheritance. prosecutors say there was no inheritance. his alleged accomplice is

accused of processing checks through a fake bank account. prosecutors say victims were in the san jose area and several other states. tonight, the antioch city council expects to here a lot of arguments to expand the wal- mart on hone tree way to a -- lone tree way that would include a superstore. supporters say customers would benefit from lower prices and have more inspections. critics say it will create more noise and traffic in the neighborhood. wells fargo is looking for 50 new employees. they have 2,000 employees in silicon valley. it's looking to hire more bankers and tellers. they are not saying if these new jobs are in existing or in new offices.

in fremont, a 10-year-old boy is recovering after his he was stabbed in the neck with the sisters. this attack happened friday morning at their home. the 15-year-old was arrested with suspicion on assault with a deadly weapon. he's been booked in juvenile hall. police say he told them polices

in his head told him to do that. in mendocino county, round valley school district officials will meet today to discuss the hiring of an interim superintendent. that's after the body of the newly-hired superintendent was found along the bridge in south humboldt county county. authorities say foul play is not suspected. he began his job on july 1st and was supposed to help the district raise its test scores. the first person to ever receive a full transplant made a public appearance in bars hone gnaw spain, yesterday. the spanish farmer was disfigured when he accidentally shot himself four years ago. surgery last march made it possible for him to speak, east soft foods, drink liquids and to shave again. the 4-hour operation took two

with a gun and demanded sex. the machine ran off. they were not hurt. if you have any information about this suspect, call the police. there's concern this morning about the recent spike in crime in california's state parks. the "sacramento bee" says crime has tripled and this comes as the number of rangers on duty is down. >> in my opinion, there's no doubt that an increase in the number of rangers in the park would definitely decrease the number of crimes happens in the park. faced with a $19 million funding shortfall more rangers in the park is probably not likely. there is a ballot -- measure on the ballot to increase dmv vehicle registration fees. a fire started three miles

north of kernville. the fire started about 1:45 yesterday afternoon. officials had to evacuate people from the small county of river kern and a nearby juvenile detention facility. the flames have burned 2,000 acres so far but no injuries have been reported. the cause of this fire is not known. fire officials say more than 4,000 lightning strikes have started more than a hundred fires in california over the past three days. and more than 1700 acres that's burning near the commune i of it -- community of doyle and is now 0% contained. bay area boaters, be on the lookout for whales. this report comes after a young whale was found dead sunday. marin by roll gists say it appears it was killed by a vote. scientists say a large -- urologists say it was appears it was -- biologists say it was

bridge because of two upcoming projects. crews will start repainting the bridge's main cable on the west side of the bridge. bicyclists will be asked to walk your bikes through the scaffolding areas until they finish the project next year. then in november, a four-month long seismo retrofit will start. during that period, cyclists will be banned from the west walkway. you will have to use the east walkway. that's usually set aside for pedestrians. caltrans says there will be overnight delays along 880 in fairfield as repaving work begins this week. caltrans will be closing lanes and ramps. the westbound lanes will be closed between 7:00 p.m. and 5:00 a.m. the eastbound lanes will be closed between 9:00 p.m. and 7:00 a.m. there will be signs out there posted about the detours. all right. it is 7:37.

we want to check in with sal castanedo, keeping a close eye on slow traffic in oakland. that's right. northbound 880, around fruitvale there is a stalled 240-d. those people who have had a diesel mercedes, you know exactly what i'm talking about. these cars have given out after all of these years. northbound traffic, the 240-d in the right lane getting up from the coliseum. i've had personal experience with this car. can you tell? let's take a look at the westbound bay bridge. there is like a five-minute delay there. this morning's commute on westbound 580 not doing well. westbound 580 on north flynn road. the traffic is gonna be slow because of an accident. it's slow out to the cash. if you happen to be getting out on the freeway in dublin, if you are driving in contra costa county, things have improved.

wealthiest. congress must enact some sort of legislation by the end of the year or all of the tax cuts will expire. governor schwarzenegger now says he will not sign a budget before he leaves office next january if state lawmakers do not give him what he wants. the governor is demanding pension, tax and spending reforms. he told a group of business leaders in los angeles that if lawmakers and union leaders don't make budget concessions, he will leave office without signing a new budget and let the next governor deal with it. california faces a $19 billion deficit for the fiscal year that began july 1st. 7:47. the pentagon is investigating the damage in the fallout from the release of thousands of classified documents about the afghan war on the wicki leaks website. the defense department says that leak could cause more doubts about the war and questions the albyty of the united states to protect

2." i'm tori campbell. >> good morning. i'm dave clark. it is tuesday, july 27th. topping our news at this hour, a novato man has reportedly died in prison just weeks after he was sentenced to 24 years to life for a deadly crash that killed a 9-year-old girl. the marin independent journal reports edward shaffer was found dead at san quentin state prison last night. however, details of how he died are unclear at this time. shaffer was convicted of second- degree murder after he crashed his motorcycle into melody orberoff and her -- orberoff and her father last may. melody died. her father had to have a leg amputated. thanks to a late-night agreement, the oakland police may soon get back the 80 police officers. but that agreement comes at a high highs to homeowners.

stipends for grad students for education are reportedly running low. a new report found that applications are unat uc schools but the number of admitted students who actually enroll is lower, compared with other top research universities. this report also found uc grad students were concerned about working conditions, child services and affordable housing. wells fargo is looking for 50 new employees in santa clara county. wells fargo already has 62 offices and 2,000 employees in silicon valley. now they are looking to hire more bankers and tellers.

the bellmont city council may take emergency action regarding a disturbing report about massage parlors. jade hernandez is here getting reaction to all of this. >> reporter: good morning. police have not arrested any massage therapists in bellmont for prosecution. but the city attorney says not enough of the therapists have attended legitimate schools. so city council members here at city hall are looking to recheck the credentials of those therapists already working here in bellmont. what do bellmont residents think about all of this.

we found out this morning. >> i guess as a homeowner you certainly don't want to see that in your neighborhood. clearly, it's a concern. i've lived here for eight years. i have never actually seen a massage parlor that i -- that i noticed that -- it actually -- that looks actually sketchy. >> reporter: tonight, bellmont city council member will discuss a 45-day moratorium on new massage permits in the city and if voted on, it could be extended at the end of august until next year. they say 37 of the 47 massage therapists are not received training at legitimate schools. that's 80% of the therapists. the city's attorneys say the illegitimate schools search as a conduit for sex workers who set up business as could the state. the massage therapy council agrees there are issues but does not believe all of them are tied to prosecution.
