good afternoon, we begin this noontime with a judge blocking some of the most controversial parts of arizona's immigration law that's scheduled to go in effect tomorrow. the law has sparked a heated debate in the area and around the country. tara moriarty has more on which sections are impacted. good afternoon, tara. >> reporter: well, good afternoon tori. overall, the law will still take b effect tomorrow, but a judge has blocked its most controversial parts. now, as we have seen over the last couple of months, this law hasignited a national protest. an injection has been issued which means that officers will no longer be checking on the

immigration law while stopping for other laws. now, one high profile official in arizona is promising to carry out the law if it stands up. >> the law is the law. how they enforce the law is a different situation. now, i told you about two laws we have been enforcing. we are the only ones enforcing the law on the co-con spirrers. you should have laws, but they have to be enforced. >> reporter: arizona officials have accused the government of not doing enough to secure the nation's boarders. lawyers for the state contend that the law was a constitutionally sound attempt by arizona to help federal agents and the border issues such as jailing and providing

health care for illegal immigrants. now, tomorrow, a national protest is scheduled. folks here in oakland are scheduled to meet here on the steps. we are live in oakland, tara moriarty, ktvu news at noon. >> thank you, tara. it's being called a new prater of the project. a piece of the tower is slowly being lifted into place. jade hernandez is there right now. good afternoon, jade. >> reporter: good afternoon, we are observing this lengthy process from treasure island. only one of the areas will be installed today. it's one step closer to the completion of the bay bridge. >> it's going to be visible for the entire area of the bay.

>> reporter: one onlooker captured history being crafted. >> the l skills and the labor going into this is amazing. most just drive over this. they don't have an understanding of the time it takes to put it together. >> reporter: we watched as the workers hoisted the piece up. each piece weighs more than 1100-tons and event eventually will be connected by four beams. >> amazingly enough, bridges are hand built and the history is reflected by who is actually doing the work. >> reporter: news chopper 2 shows the exact same company work that did the work in the 1920s. >> it's great for the moral of the team working on this project because we are starting

to see the physical manifestation of the bridge now. >> reporter: a couple of weeks ago, the piece passed under the main bridge. an engineer on the project looked on for professional and personal satisfaction. >> it's a project of a lifetime for an engineer like me. when you go to engineering school, that's what you dream about, but most people don't get to work on projects like this. >> reporter: the bay bridge is expected to be completed in 2013 at a cost of $6.2 billion, that's this portion. gavin newsom and mark delam are expected out here later this afternoon. jade hernandez, ktvu news at noon. thank you, jade. we have posted for online and we will show you what it's

going to look like to drive on when completed. fire officials say they have partially put out the wildfire. it has already burned more than 1400-acres and is threatening another 150 homes. 2300 people have been forced to evacuate. >> i was talking with a woman earlier who lost everything. >> the fire was 25% contained as of late this morning. years of drought along with tree diseases and bugs along the foothills turned the area into a tend ire box. the investigators are still trying to determine the cause. an investigation is underwayality the scene of two early morning fires at contra costa. they were reported at homes. investigators say the one in

richmond is suspicious. it started just after 4:00 a.m. it took crews half an hour to get it under com. >> there was quite a bit of fire and smoke when we got here. the crews did a good job of knocking it down. it was a challenge for us because it got into the attic space. >> no one was home at the time. the man who rents the home was staying with his home in antioch. another fire at a detached garage. the two fires were just a couple of miles from each other, but they did not think they were connected. today, dennis harero will file a court hearing that says aleto peer can run for another

term. she only served three years of her first term when gavin newsom was elected major. >> the rounding up rule that has been in place since 1990 and governs term limits with respect to incumbents said that any supervisor that served more than two years of a term would have that rounded up and it would count as a full term. >> she says the judge's ruling was fum. for now, she is still eligible to run for reelection this november. today, it was said a vote would be postponed. the change of heart cam of meeting with officials in washington dc. the league can have more time to consider allowing the a's to

crews are busy repairing two water main breaks today. the first one ruptured this morning at buckled the street and flooded nearby yards.

crews should have the pipes fixed in another couple of hours and service restored to the customers. they are still looking into why the pipes broke. in the face of a shrinking work force, chief bass met to talk about what he is doing after laying off the officers. he is ramping up a plan where officers and the community work together. >> what this data tells me is that when i came here that we had 803 officers budgeted in the police department. minimally, we need 925 officers in the city of oakland. >> that's about 200 more officers than he has in his

ranks. he said he has moved many of the officers to the peaks of the night. an autopsy scheduled for today could determine exactly how a 6-year-old boy drowned in a crowded pool in the east bay. there were dozens of parents and children in and around the pool at the time. there were three life guards on duty. one life guard spotted the child at the bottom of the pool. >> we have been interviewing the life guards, people nearby, parents there. kids, we are talking to everybody who was connected to the situation to find out what happened. >> at this point, there is no sign of foul play and the police believe the boy's death was the result of a tragic accident. today is the 100th day since the oil spill in the gulf of mexico. the clean up crews say the slick on the surface appears to

be evaporating more rapidly. there's still concern about the oil dissolving below the surface and it's effect on sea life. one person is dead and two others injured. a man was killed an attack by a bear. the officials say they don't know how many or what kind of bears were responsible for the attack. a woman suffered several lacerations on her arms from the bite. the campground has been closed as officials investigate the attack. intel has developed a revolutionary micro ship. laser light from the silicon chip at the center of the green board in this photo travels to

you get in the application yourself. this morning, an environmental group issued their annual report on the water at popular beaches across the country. stenson beach received four out of five stars. the part of ocean beach near lincoln avenue received three stars and others two. let's see if it's going to be a nice day to go to the beach. tell, tori, for the first time in while, there's some breaks on the coast. the sun has burned off the fog. still, though, holding out near the coast, so kind of hit and miss. some parts of the coastline are fog free in between san mateo and on the marin coast.

a little bit more sun looking back to the city, 62. a lot of mid to low 50s. still some clouds there. as we look towards walnut creek, a little bit hazy and 68 degrees. i like it. a cool summer pattern, that's what we are in. running 2 to 4 degrees above today's numbers so slightly warmer. it's above average on the temperatures overall. 3 to 5 degrees cooler, but inland, it's running at least 10 below for many on average. it looks like it's going to worm for the weekend. some of the activity looks like it's quietening down. with the heat in the valley, it looks like it's going to keep going as well. temperatures today, 60s, 70s and upper 70s to low 80s. i haven't said that in two or

governor meg whitman now says she is willing to participate in three debates the jerry brown. brown challenged whitman to three debates and she accepted one. now she has accepted three. >> we thought these were the three strongest proposals. >> the bottom line is we believe the people from california should hear from the two people at the same time. >> three debates are more than the usual number for the governor's race. final approval for redevelopment project in san francisco that's been the subject of a lot of debate. and school children received some much needed help as they get ready to go back to school. our real national pastime?

taking a live look at the big board on wall street, the dow is down to recession lows after the survey of the economy was released. it showed that economic growth has been steady over the summer in several areas, but slowed and is considered meddest and this is not considered good news for wall street. right now, the dow is currently down and the nasdaq is down and

the s&p 500 as well. today in pakistan, a passenger jet crashed at the capital killing all 152 people on board. the u.s. embassy says two americans were on board. the cause of the crash is not immediately clear. terrorism is not suspected. the plane was trying to land during cloudy and rainy weather. the board of supervisor wrapped up month of heated debate over several proposals. this plan is expected to add more than 10,000 housing units as well as retail and commercial space. the pro-jeblght will mean -- project will mean as many as 25,000 jobs. funding for the preservation of the historic

hanger one is going to congress. the house subcommittee approved $10 million in funding. that is the full amount requested by representative from palo alto and it includes funding for the toxic siding. the bill must survive requests by the house and the senate. hundreds of families are lining up in san jose today to register for a free backpack filled with school supplies. the line outside is long. the organizers are hoping to register about 1600 children, but they could get more registrations so they are asking for more donations. if you want to help out, you can find a link on our website at ktvu.com.
